Abstract
Purpose
The UK police service has a major challenge to introduce innovative ways of improving efficiency and productivity, whilst at the same time improving public opinion as to their effectiveness in the “fight against crime”. The purpose of this paper is to outline an exploratory study of the ability to cluster police forces based on their sanction detection levels over a number of different offence groups and whether these clusters have different associated public opinions towards them.
Design/methodology/approach
Using secondary data and the fuzzy c‐means clustering technique to exposit clusters of police forces based on sanction detection levels, relating them in a statistical analysis with public opinion on the police.
Findings
The clustering analysis shows how police forces can be considered relative to each other, based on their sanction detection levels of certain offence groups, including; burglary, fraud and forgery and criminal damage. Using the established clusters of police forces, in respect of independent variables relating to public opinion, including confidence in police; there does appear to be statistically significant differences amongst the clusters of police force.
Research limitations/implications
The results demonstrate the connection between the police's attempt to fight crime and public opinion. With the public opinion measures considered post the establishing of police forces’ clusters, the results show the public does notice the level of sanction detections achieved. The identified disconnect of the public with the criminal justice system is something that can be improved on in the future.
Practical implications
Demonstrates that there is a significant link in the relationship between the levels of sanction detection levels of police forces and public opinion about their ability to fight crime.
Originality/value
This paper employs fuzzy c‐means, a modern clustering technique nascent in this area of research.

Abstract
Purpose
The purpose of this study is to assess, since the 2006 Fraud Review, recommendations, strategies and consequential organisational and other changes at national, regional and local levels relating to fraud, using the Northeast as a case study. It also notes that implementation may have been influenced by institutional changes and related emerging governmental policy agendas and institutional changes relating to organised crime, terrorism and cybercrime.
Design/methodology/approach
The research for the paper was undertaken by desk reviews of primary and secondary material. The paper also involved face-to-face interviews with personnel from the regional fraud unit and the three North-east police forces’ fraud units. The interviews were semi-structured and were conducted on grounds of anonymity for the personnel and the forces involved, with a focus on trends and issues. The personnel were invited to comment on a draft of the paper in terms of accuracy of the information they provided; no revisions or additions were proposed. Interpretation of that information is the sole responsibility of the author.
Findings
The paper finds that, despite the decade since the Fraud Review, issues of effectiveness or relevance of national fraud strategies, absence of incentives and identifiable benefits and continuous influence of competing agendas on police priorities continue to marginalise fraud as a mainstream police function and limit the level of resource committed to what also continues to be a rising area of criminality.
Research limitations/implications
The research looks at the recommendations, strategies and consequential organisational and other changes at national, regional and local levels through implementation by four policing units in the North-east. It also notes that implementation may have been influenced by institutional changes and related emerging governmental policy agendas and institutional changes relating to organised crime, terrorism and cybercrime. While the research is limited in that, it draws on the experience of three local and one regional fraud unit; its findings support further research about the implementation of strategies and agendas in practice on the ground.
Practical implications
The research validates many of the findings by Her Majesty’s Inspectorate of Constabulary (HMIC) and supports the need to review national strategies to ensure effective implementation at local level for what also continues to be a rising area of criminality.
Social implications
The research raises important issues concerning public concern over fraud where majority of frauds are of high volume, low value with low levels of recovery and usually targeted at individuals but where the policing responses are targeted elsewhere.
Originality/value
The research is the first study on the local implementation of national strategies on fraud and raises positive and less positive aspects of how far national strategies and intentions are addressed on the ground.

Abstract
Purpose
This research paper aims to consider the use of the UK Freedom of Information Act 2000 (FOIA) as a resource providing access to otherwise unavailable data from the UK Police forces. Not seeking to be a critical examination of Police practice, it offers insight to many aspects of records management appertaining to the police service provision of recorded crime. Authors consider whether record management is sufficiently integrated into police practice, given the transparency called for by the FOIA, contemporary societal needs and the growing requirement to provide high value evidence led assessments of activity both within and external to the service.
Design/methodology/approach
FOIA was utilised to collect data from all police forces in England and Wales through multiple requests. Carried out over a 15-month period, three requests were collated and responses compared, allowing for examination of compliance with the legislation and reflections on the manner in which records were sought and ultimately disseminated.
Findings
Generally, responding to FOIA requests was well managed by English Police Forces. Methods of data management and collection practice were exposed which the authors suggest pose questions on the strength of records management consideration that may be worthy of further work. Configuration management of records is highlighted as an essential function given the disparity of data releases experienced.
Research limitations/implications
This research highlights the FOIA as a valuable methodological tool for academic researchers, but it is limited in respect of seeking firm contextual explanation of the Police internal procedures to answer requests. By making common requests over a long time period to the same Police forces, it provides a clear study of FOIA processes and raises potentially significant questions for records management consideration.
Practical implications
Findings provide advice on developing use of the FOIA as an academic methodological resource and reflect on the findings impact on internal police use of data and information records.
Originality/value
This paper allows for reflection on the importance of high-value records management in the day-to-day business of the police service and questions whether such knowledge areas are suitably considered. Covering an area of little previous academic enquiry, the research informs criminal justice practitioners of areas for potential further discussion and academic researchers on the validity of using the FOIA as a valuable information source.

Abstract
Purpose
The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections.
Design/methodology/approach
This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material.
Findings
The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests.
Research limitations/implications
The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC.
Practical implications
The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election.
Social implications
The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective.
Originality/value
The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

Purpose
The purpose of this paper is to examine the elections for Police and Crime Commissioners (PCCs). It seeks to analyse the policies put forward by the candidates and evaluate the significance of the elections for the future landscape of policing.
Design/methodology/approach
The research for this paper is library based, making particular use of primary source material. The objectives for this research are organised around key themes – preparations for the elections, the election contest, the election campaign and key issues that were raised, the election results and the significance of the introduction of the office of PCC for the future landscape of policing.
Findings
The research established that most candidates put forward policies that would seek to skew policing towards combating low level crime and disorder. It highlighted issues relevant to the future landscape of policing, including the relationships forged between chief constables and PCCs, the politicisation of policing and the extent to which PCCs are held adequately accountable for their actions.
Research limitations/implications
The research focuses on the 2012 PCC elections and identifies a number of key issues that may need to be addressed in the future, either by academic or political investigation.
Practical implications
The research suggests that future PCC election contests should receive improved publicity and attention should also be paid to the candidates’ deposit. It suggests that the future operation of the office should be subject to thorough investigation by the Home Affairs Committee.
Social implications
The creation of the office of PCC was designed to empower communities and those who resided within them. However, this goal cannot be realised without effort on the part of government to urge their involvement in future PCC election contests.
Originality/value
The subject matter is original and its interpretation is informed by both academic and practitioner perspectives.

Abstract
Purpose
The purpose of this paper is to review the evidence about the factors shaping the police workforce, commissioned by the Scottish Police Authority and Scottish Institute for Policing Research.
Design/methodology/approach
The paper uses the theory of strategic fit to assess the available evidence relating to reshaping the police workforce and brings together the most relevant recent reviews of police organisations and empirical studies on these issues. The use of the theory enabled the strategies that have been adopted by police agencies in recent years to be evaluated in relation to the current political and economic environment.
Findings
The authors find that here is considerable uncertainty and while there has been previous discussion on the benefits of larger or smaller forces there is not robust evidence that a particular force size is optimal for either efficacy or efficiency, although very small forces may struggle in some ways. There is also mixed evidence about whether increasing police organisation resourcing to allow more officers to be employed reduces crime levels, and there is a relative lack of evidence about the impact this has on the other areas of community life in which police are involved.
Research limitations/implications
There are major weaknesses in research relating to police organisational reform: there is no accepted theory of police reform, no accepted method as to how such a reform should be evaluated nor have there been any comparative studies of earlier police civilianisation programs (Braithwaite, Westbrook and Ledema, 2005).
Originality/value
Previous work on this topic often focuses on which organisational structure – whether in terms of workforce mix or size – is most efficient or effective. This research takes an alternative perspective and argues for a shift in the research agenda to take account of the friction involved in processes of organisational change, both in order to build a stronger research understanding of these important aspects of change and to more effectively inform policy. The paper provides a basis for the development of theories for understanding police reform in general – and workforce restructuring in particular – alongside appropriate methods for researching it.

Design/methodology/approach
Desktop research of the web pages of PCPs, combined with documentary analysis of reports of panel meetings and a literature review of relevant academic materials.
Findings
During the first year of their operation the role of the PCP in the new constitutional arrangements for governing police forces in England and Wales has been widely criticised. This paper explores reasons that may impinge on the effectiveness of these local bodies to scrutinise how Police and Crime Commissioners discharge their statutory functions. In particular, it draws attention to the limited powers of the panel, the contradictions of the “critical/friend” model of scrutiny, the extent of political alignment between “the scrutinisers” and “the scrutinee”, and the ability of the latter to constrain the scrutiny function of the former.
Originality/value
This paper is the first to explore the scrutiny role of PCPs in the context of the research evidence regarding the development and use of scrutiny within the local government context.

Abstract
Purpose
The system in England and Wales involves a joint agency response to the sudden and unexpected death of a child (SUDC) and, for various reasons, the police contribution to that investigation is sometimes inadequate. The purpose of this paper is to explore some of the dilemmas which explain this inadequacy.
Design/methodology/approach
The arguments presented in the paper are made on the basis of empirically derived findings, drawing from original research based upon qualitative interviews with nine senior detectives working in the areas of child abuse or major crime, as well as focus groups of senior detectives, and a limited contribution from pathologists.
Findings
This paper explores whether there is an investigative deficit in respect of potential child homicide when compared to an adult domestic homicide, and it concludes that in some areas the most vulnerable people in society may be at risk because of issues such as inadequate training, inflexible force policies and under-resourced police investigation of child death.
Practical implications
It is possible to kill a child and leave few, if any, physical clues on the body. To determine if homicide is the cause of death, the overall police investigation therefore has to be of high quality to identify any clues that have been left by the perpetrator at the scene or in other ways. It is usual for Child Abuse Investigation Unit detectives to investigate SUDC but they are often trying to do so with little training and few resources. Cuts to police service budgets since 2010 have affected all elements of policing, including Major Crime Teams. As a result, these teams are more discerning about which cases they take on and there is evidence they are not taking on child death investigations even if there are suspicions of homicide. The findings reveal important implications for police investigative training and a clear and significant deficit in the investigative resources available to the lead investigator on a SUDC investigation which may or may not be a homicide, compared with the resources available to the senior investigating officer on a straightforward domestic homicide when the victim is an adult. If homicide is missed, then siblings or future siblings with that family may be left at risk of harm. The College of Policing suggested standards for SUDC investigation are sometimes not being adhered to in respect of training and resources.
Originality/value
The paper is informed by original qualitative research conducted in 2019. The findings are of value to police policy makers, the College of Policing, and police senior leadership teams.

Abstract
Purpose
This paper aims to consider the training provided to Volunteer Police Cadet (VPC) Leaders in police forces across England and Wales who, as part of the wider policing volunteer family, lead organised youth development activities for uniformed police cadets.
Design/methodology/approach
An online ethically approved questionnaire was administered to volunteer leaders across six VPC schemes hosted by police forces in England and Wales. The sample population being selected due to their geographical spread across both nations, along with the similarities of their VPC schemes. The questionnaire collected demographic information of respondents, then used a blend of closed questions. Likert scales and free text boxes to explore attitudes.
Findings
The training for the volunteer leaders seems to focus on the mandated elements provided to protect the cadets from harm and also the organisation from litigation. With little development of additional knowledge, skills and behaviours (and in some cases required qualifications) to enhance the service and opportunities delivered to the young people by the volunteers.
Research limitations/implications
Due in part to the limited response rate, this research cannot claim to be representative of all individuals engaged in this voluntary role; it does however provide insights into the training of such volunteers.
Practical implications
The research informs the decision makers of how the training of volunteer cadet leaders within forces seems to focus on the completion of the mandatory elements, with little further development of the volunteers to deliver both varied and challenging activities for the cadets.
Originality/value

Abstract
Purpose
Neighbourhood policing is central to supporting public confidence in England and Wales. However, the delivery of neighbourhood policing models is increasingly fragmented and under pressure from austerity measures and from changes to demand and priorities. This research aims to understand the current state of neighbourhood policing in the county of “Rackhamshire” and its ability to support public confidence.
Design/methodology/approach
The authors conducted six focus groups, three with officers who were part of Community Policing Teams (CPTs) and three with members of the community who were actively engaged with community policing and local concerns. These were supplemented by two interviews with senior officers (35 participants in total).
Findings
Austerity-driven changes to policing in Rackhamshire have damaged the capacities of CPTs and residents have begun to lose confidence in the ability of the police to respond to their fears. The authors argue that reforms intended to make policing more efficient and effective appear to have the opposite effect on community policing, by preventing it from working in a way that can support public confidence and that this could have longer-term consequences.
Originality/value
The effects of austerity on the mechanisms by which neighbourhood policing supports confidence have been relatively neglected. By exploring the state of these mechanisms in one English constabulary, this research has exposed serious weaknesses in the way that community policing is able to support public confidence and suggests practical operational responses. In light of these findings, this study argues for the urgent reinstatement of earlier models of neighbourhood policing.
