Abstract
Purpose
To add to the existing body of knowledge on the relationship between stress and job performance in policing, we monitored police officers' physiology using Hexoskin shirts while they responded to simulated scenarios.
Design/methodology/approach
We employed mixed repeated measures (baseline, intervention, post-intervention), between groups (treatment vs control group) design. Using this approach, our aims were (1) to determine whether an individualized physiological stress profile—a combination of heart rate (HR), heart rate variability (HRV), sympathetic nervous system (SNS) index and parasympathetic nervous system (PNS) index—could be developed for each participant; (2) to investigate the association between physiological stress and scenario performance and (3) to pilot test an intervention for decreasing physiological stress in real time.
Findings
We found that it was possible to individualize physiological stress profiles for each participant that alerted us when the participant was becoming stressed. We also found that physiological stress was significantly and negatively/inversely associated with scenario performance. However, our intervention to try and decrease participants' stress in real time was not successful. Several key lessons can be taken from our attempt that could inform future efforts in this area.
Research limitations/implications
This was a small pilot study, precluding generalizability of results. Furthermore, our intervention was simplistic and potentially affected by an experimenter effect. Future research should explore better ways to intervene when officers are becoming physiologically stressed to help them overcome stress in real time and safeguard against the cumulative effects of stress on health and performance.
Originality/value
This research adds to the body of knowledge on physiological stress and job-task performance in police officers.

Abstract
Purpose
Organizations increasingly operate under volatile, uncertain, complex and ambiguous (VUCA) conditions. Traditional command-and-control leadership can be ineffective in such chaotic environments. The purpose of this paper is to outline an alternative model to help leaders and organizations navigate effectively through VUCA environments. By developing three fundamental capacities (absorptive, adaptive and generative), leaders can cultivate organizations capable of continuous synchronization with their fitness landscapes. Central tenets of the framework include diversity, slack, learning, humility, reflection in action and abductive logic.
Design/methodology/approach
This framework is designed based on literature insights, conceptual analysis and experts’ judgment. The paper integrates knowledge from a variety of disciplines and interprets them through the lens of complex adaptive systems.
Findings
This paper argues for a process centered, contemplative approach to organizational leadership and development. By providing the underlying rationale for the proposed interventions (e.g. Ashby’s law of requisite variety), the paper also reorients busy leaders’ mental models to show why these time investments are worth implementing.
Practical implications
This actionable framework can help leaders and organizations be more effective operating in a VUCA context.
Originality/value
This paper provides a historic context as to why prediction and certainty are favored leadership strategies, why these approaches are no longer suitable and specific steps leaders can take to develop absorptive, adaptive and generative capacities to transform their organizations. Its scholarly contribution is the synthesis of disparate bodies of literature, weaving those multiple academic perspectives into a practical roadmap to enhance organizational leadership.

Abstract
Purpose
The purpose of this paper is to consolidate existing knowledge and provide a deeper understanding of e-government research for assisting researchers in the development of their future analyses, identifying trends of research and the methodology used.
Design/methodology/approach
A bibliometric approach has been used to examine e-government research in periodical publications listed in ISI in the field of information science and library science during the period 2000-2014.
Findings
The authors found that although e-participation research has increased in the last years, future research should focus on accessibility policies, and on the motives, capabilities and perceptions of disabled and older people to take advantage of e-government initiatives to be involved in the social affairs.
Practical implications
The study has shown the need to carry out further research into e-participation in order to understand the true dimension of social networks and their involvement in e-democracy. Also, it is highlighted the need for the design and evaluation of tools for automation of the services and to enable citizens to vote in local initiatives.
Originality/value
This historical assessment allows identification of significant insights and trends related to e-government, and patterns in the published articles and develops a cohesive and comprehensive research agenda to guide researchers worldwide in their quest for a better understanding of e-government.

Abstract
Purpose
The purpose of this paper is to propose an enhanced conceptual model for the integrated public service (IPS) functionality of the European interoperability framework (EIF). The enhanced model incorporates co-creation within the three stages of the IPS cycle. While co-creation can provide innovative routes to overcome interoperability challenges, how co-creation can be a part of the EIF has not been tackled before (Casiano Flores, et al., 2021).
Design/methodology/approach
A preferred Reporting Items for systematic reviews and meta-analyses scoping literature review was used to develop the model and identify decisive aspects of co-creation, service users and service providers. Next, a purposive snowball sampling of grey literature comprising primarily of official documentation produced by the European Union was then undertaken to further inform the central argument. Finally, the subsequent validation of the model and derived conclusions was undertaken both internally and externally by peers and experts.
Findings
Relationships between key sets of actors during co-creation are bi-directional. Furthermore, different sets of actors are, in turn, service providers and service users depending on the service provided and the stage in the public service cycle under consideration. Understanding these bi-directional interrelationships can help improve public services provided by governmental actors through collaboration with users.
Originality/value
Most public service delivery models see relationships between key stakeholders as unidirectional and one-dimensional. By contrast, this study proposes a shift in paradigm where IPS users are not passive actors and mere consumers of services but instead are key stakeholders actively participating in IPS provision.

Abstract
Purpose
This paper investigates how the “Design for Sustainability” mindset of the manufacturing sector can be effectively transferred in the context of construction and proposes appropriate implementation tools for the promotion of sustainability in infrastructure projects' planning and design.
Design/methodology/approach
The Design for Excellence (DfX) approach is first investigated in the context of manufacturing through the review of related literature, and the goals of Design for Sustainability (DfS), in particular, are specified. The suggestions of the literature are used as a basis for the development of the conceptually equivalent goals in the context of infrastructure projects and to highlight the construction management strategies which qualify as potential DfS tools.
Findings
This paper presents how well-known construction planning and management methods, techniques or strategies such as cost–benefit analysis, sustainability-driven procurement, contractors' involvement in design, value-based design, building information modeling (BIM) and buildability review enable the holistic promotion of the triple bottom line in feasibility, design and procurement of infrastructure projects, when combined in the context of an integrated planning approach.
Originality/value
The DfX mindset has very limited presence in the construction literature. This paper attempts to conceptualize its scope in the context of infrastructure projects while putting the multidimensional concept of sustainability as primary planning and design consideration. The proposed planning approach and the systematic mapping of the respective implementation tools can facilitate the decision-makers to achieve the desired sustainability benefits, in line with their priorities.

Abstract
Purpose
Extant literature in supply chain management tends to address a portion of the product flow to make food accessible to clients in need. The authors present a broader view of food insecurity and present nuances relevant to appreciate the complexities of dealing with this social problem.
Design/methodology/approach
The authors conducted an inductive study to reveal the deep meaning of the context as managers of nonprofit organizations (NPO) define and address food insecurity. The focus was on a delimited geographic area for capturing interactions among NPOs which have not been described previously.
Findings
This study describes the role of supply chains collaborating in unexpected ways in the not-for-profit context, leading to interesting insights for the conceptual development of service ecosystems. This is relevant because the solution for the food insecure stems from the orchestration of assistance provided by the many supply chains for social assistance.
Research limitations/implications
The authors introduce two concepts: customer sharing and customer release. Customer sharing enables these supply chains behave like an ecosystem with no focal organization. Customer release is the opposite to customer retention, when the food insecure stops needing assistance.
Social implications
The authors describe the use of customer-centric measures of success such improved health measured. The solution to food insecurity for an individual is likely to be the result of the orchestration of assistance provided by several supply chains.
Originality/value
The authors started asking who the client is and how the NPOs define food insecurity, leading to discussing contrasts between food access and utilization, between hunger relief and nourishment, between assistance and solution of the problem, and between supply chains and ecosystems.

Abstract
Purpose
The use of additive manufacturing in many branches of industry is increasing significantly because of its many advantages, such as being able to produce complex parts that cannot be produced by classical methods, using fewer materials, easing the supply chain with on-site production, being able to produce with all kinds of materials and producing lighter parts. The binder jetting technique, one of the additive manufacturing methods researched within the scope of this work, is predicted to be the additive manufacturing method that will grow the most in the next decade, according to many economic reports. Although additive manufacturing methods have many advantages, they can be slower than classical manufacturing methods regarding production speed. For this reason, this study aims to increase the manufacturing speed in the binder jetting method.
Design/methodology/approach
Adaptive slicing and variable binder amount algorithm (VBAA) were used to increase manufacturing speed in binder jetting. Taguchi method was used to optimize the layer thickness and saturation ratio in VBAA. According to the Taguchi experimental design, 27 samples were produced in nine different conditions, three replicates each. The width of the samples in their raw form was measured. Afterward, the samples were sintered at 1,500 °C for 2 h. After sintering, surface roughness and density tests were performed. Therefore, the methods used have been proven to be successful. In addition, measurement possibilities with image processing were investigated to make surface roughness measurements more accessible and more economical.
Findings
As a result of the tests, the optimum printing condition was decided to be 180–250 µm for layer thickness and 50% for saturation. A separate test sample was then designed to implement adaptive slicing. This test sample was produced in three pieces: adaptive (180–250 µm), thin layer (180 µm) and thick layer (250 µm) with the determined parameters. The roughness values of the adaptive sliced sample and the thin layer sample were similar and better than the thick layer sample. A similar result was obtained using 12.31% fewer layers in the adaptive sample than in the thin layer sample.
Originality/value
The use of adaptive slicing in binder jetting has become more efficient. In this way, it will increase the use of adaptive slicing in binder jetting. In addition, a cheap and straightforward image processing method has been developed to calculate the surface roughness of the parts.
