Abstract
Purpose
This article presents a process of building a practice-driven research agenda for Quebrada de Humahuaca, a World Heritage cultural landscape in northern Argentina, developed under the framework of the Heritage Place Lab (2021–2022) led by the World Heritage Leadership Programme. The research agenda aims to improve the property's management and governance structures through an inclusive approach that considers the participation of all stakeholders and rights holders.
Design/methodology/approach
Through collaborative work, a step-by-step methodology was employed that included identifying the property's values and attributes, the involvement of different actors in its management and their specific roles, and the factors that might cause real or potential impacts. The systematisation and analysis of this information served to define research priorities and a practice-driven research agenda.
Findings
A range of conflicts and threats were identified, and the values and attributes that define the property were recognised. The collaborative process helped define research priorities and allowed the development of a preliminary research agenda, which, in the long term, can meet the needs of the property's World Heritage Management Unit.
Originality/value
The originality of this work lies in the collaborative work undertaken by the research and practice teams to define a new research agenda based on practical needs to improve the management and governance structures of the World Heritage property.

Abstract
Purpose
This study aims to develop a collaborative governance framework (CGF) to systematically investigate the impeding factors (IFs) in terms of the operational sustainability of PPPs. It examines the transmission pattern (i.e. the way in which network members react to each other) of the IFs network.
Design/methodology/approach
Literature review and interview were adopted to identify the IFs. Then, with the data collected from the interview in China, the social network analysis and interpretive structure model were synergised to examine the chain reaction, driving and dependent powers, and hierarchical structure of the identified IFs.
Findings
The results reveal that the cognition, institutional, financial and participation aspects are key barriers confronted by PPP sustainability, and the government plays a leading role in controlling factors causing sustainability-related problems in PPPs. Weak government leadership and institutional environment were identified as the most fundamental reasons triggering a chain of IFs, while project governance and management activities act as bridge nodes that play an intermediary role in the IFs network.
Research limitations/implications
This research contributes to the literature on PPP governance by (1) bridging the literature gap through the development of CGF for explaining the governance of PPP sustainability with a holistic view that considers both macro environment and operational project processes; and (2) identifying the transmission pattern of IFs network which uncovers the underlying dynamics causing the unsustainable operation of PPPs.
Practical implications
This research provides practitioners with a list of key checkpoints for preventing failure escalation, enables decision-makers to prioritise obstacle-mitigation efforts and develop a feasible process to control PPP operation, and offers management countermeasures to remove the key barriers impeding PPP sustainability.
Originality/value
This study is novel for adopting network-oriented techniques to quantify the relative importance of the IFs and examine the transmission pattern of the IFs system. Therefore, it visualises the complex underlying dynamics causing unsustainable PPP operation, identifies root and direct causes of PPP failures, and provides decision-makers with insights into sustaining PPP sustainability from a network-oriented perspective.

Abstract
Purpose
The objective of this work is to identify the strategies of digitalization embraced by the European Capitals of Culture 2020 (ECoC) in replying to the limitations due to COVID-19 emergence and to understand how DT have impacted in terms of resilience and innovation. This study aims to provide a contribution at the understanding of the effects and benefits of the digitalization in supporting the reorganization of the cultural projects of ECoC 2020 in replying to the COVID-19.
Design/methodology/approach
This paper is based on an exploratory multiple case study methodology. As a suitable investigative tool for the analysis of a contemporary phenomenon in their natural settings, case study methodology allows to integrate evidences resulting from multiple sources (Yin, 2006, 2008; Eisenhardt, 1989). Data collection, monitoring and analysis rely on the combination of Web-based desk analysis and social big data analytics. The integration of such sources has been addressed towards the investigation of the strategies of digitalization undertaken by the two ECoC cities, Galway in Ireland and Rijeka in Croatia, respectively.
Findings
Evidences in terms re-organization of the cultural projects, digitalization of the tourist experiences, commitment of local communities and visitors have been derived from the study while the cross comparison of the two cases has allowed to identify common and specific patterns.
Research limitations/implications
The paper presents some limitations. Firstly, the methodological approach as well as the nature of data collected suggest the need of future investigation with the inclusion of a larger sample of ECoCs and the inclusions of quantitative date related to trends of online cultural experiences and travel data. Secondly, the theoretical perspective of digitalization used in this study can be accompanied by other perspectives such as innovation and resilience capabilities of an ECoC.
Originality/value
This study contributes to the academic literature by providing a better understanding of the level of resilience generated vis-à-vis the COVID-19 pandemic and the role of DT in promoting participation in culture and implementing cultural initiatives of ECoCs. However, despite the relevance of the topic, the attention from the academic literature on the topic of digitalization in cultural and creative industries is still limited. Moreover, even more limited is the knowledge about the effects of DT and if their opportunities are actually transformed in positive outcomes.

Abstract
Purpose
The paper introduces a lesser-known cultural landscape along the sacred Bhagirathi-Hooghly river in the Indian city of Kolkata, with particular reference to its built and natural heritage. The narratives cover the cultural and ecological qualities of the unique “ghat-scape” (riverfront pavilions with steps descending into the river) and their contemporary urban challenges. It also explores the suitability of the Historic Cultural Landscape (HCL) tools, or their adapted versions, in managing this exceptional landscape.
Design/methodology/approach
The paper is structured under six discrete sections covering the inventory and assessment, interpretation and evaluation and possible roadmap for the ecological restoration of the riverfront cultural landscape. Primary and secondary studies were conducted to understand the related challenges and opportunities. The authors then examined the application of the HCL tools based on a conceptual framework and identified the alternative approaches suitable for its restoration. Finally, a successfully restored ghat environ is taken as a model and reviewed against the most potent approach in addressing the eco-cultural criticalities.
Findings
The paper argues in favour of a paradigm shift from riverfront “development” to riverfront “restoration” with particular emphasis on the ghat-architecture. Three eco-cultural restoration alternatives were derived out of the HCL principles. A practical case study found that a community-led approach positively influences restorative actions, cultural heritage management and long-term sustainability.
Originality/value
The HCL tools comprising planning, regulatory systems, financial designs and community engagement have been explored for the first time in the context of the unique riverfront “ghatscape” of Kolkata. An under-discussed topic, it has been brought to the centre stage to gain new insights into the Indian cultural landscape heritage. An HCL-based new approach in their management came forth through a review of a successful case study.

Abstract
Purpose
Sustainability is a pressing challenge of governance and public financial management. One key element of sustainable governance is the role of citizens. Participatory budgeting (PB) is a participatory tool with which citizens can influence public administration. PB is a democratic process that grants people real power over real money and it has spread around the world. This special issue explores the role of PB in the context of sustainable governance. In this editorial, the authors aim to approach PB as a form of sustainable governance.
Design/methodology/approach
In this editorial, the authors collaborate in the analysis of how PB is implicated in the public management of complex social, economic and ecological issues. The authors identify key dimensions of internal and external sustainability based on prior research. The authors approach these dimensions as an internal–external nexus of sustainable governance in which organizational and financial sustainability are the internal dimensions and socio-political and environmental sustainability are the external dimensions.
Findings
Even though PB can be seen as one tool for citizen participation, it has the potential to foster sustainability in multiple ways. PB, as a form of sustainable governance, requires a financially and administratively sustainable organizational process that results in the institutionalization of PB. It also includes thorough consideration of socio-political and environmental sustainability impacts of PB.
Originality/value
Academics are actively studying PB from various perspectives. However, most of this work has approached PB from the viewpoints of design and results of PB, and less is known about its institutional settings. PB has not yet been adequately studied in the context of sustainability, and there is a need to scrutinize PB as a form of sustainable governance.

Abstract
Purpose
This paper aims to explore the role of participatory governance to actors’ participation in land use planning for tenure security in rural Tanzania. Three case studies where land use planning project implemented were selected to make assessment on how local actors were involved in the process.
Design/methodology/approach
This paper uses qualitative research methods, whereby semi-structured interviews with village landholders and key informants were conducted to get their perspectives on land use decisions and land tenure (in)security. Besides, focus group discussions with the village landholders were also used.
Findings
The research findings indicate low participation of local actors in land use planning process. Decisions on land use by the local actors were very minimal. Further, communication between the involved actors was also difficult.
Originality/value
The study offers insights on participatory governance into land use planning for tenure security. The study develops a framework to improve land use planning process toward tenure security outcome. A tri-partite strategy consisting of enabling mechanisms of governance capacity, institutional capacity and converging discourses articulates a framework for the evolution in the degree of local actors’ participation to improve security of land rights through land use planning process in rural Tanzania.

Abstract
Purpose
This paper aims to analyze the “crafts” of governance within social and solidarity economy (SSE) cultural organizations, considering formal and informal rules, to support their project of democratization of arts and culture and more generally of cultural democracy. The hypothesis is that it is through participatory and democratic governance that SSE can have a transformative role.
Design/methodology/approach
This paper builds upon a qualitative, multiple case study of three SSE organizations in the performing arts and audiovisual production in France. Although different in age, size and legal form, they all experiment a more participative governance system, not without tensions, to face deep institutional changes in their environment.
Findings
The results show that legal forms from the SSE are necessary safeguards but not sufficient to effectively implement a democratic governance beyond the “one member, one vote” principle. Democratic governance is supported by both formal and informal rules. By experimenting with innovative participative and democratic governance rules, these organizations contribute to the transformation of practices in the cultural field (democratization of art and culture) but also in society at large by fostering cultural democracy.
Research limitations/implications
Building upon three case studies, this exploratory work stresses important issues that are worth to explore on a larger scale to understand by which levers SSE can play a transformative role in the cultural field.
Originality/value
This paper contributes to the literature on SSE and on governance by enlarging the analysis beyond the board of directors and the statutory rules. Applying the approach of collective action and reasonable values developed by Commons to SSE, it shows that participatory governance cannot be based on an ideal or a choice of preestablished values and principles but must leave room for creativity and representations of stakeholders not only to support transformation of practices within the cultural field but also externally by increasing cultural democracy.

The central role of such technology becomes increasingly evident as citizens demand greater transparency and engagement between them and governing institutions.
Design/methodology/approach
Utilising a longitudinal case study methodology, the research focusses on Turin’s Integrated Popular Financial Report (IPFR) as a lens through which to evaluate the broader implications of digital transformation on governmental transparency and operational efficiency.
Findings
Digital tools, notably sentiment analysis, offer promising avenues for enhancing governmental efficacy and citizenry participation. However, persistent challenges highlight the inadequacy of traditional, inflexible reporting structures to cater to dynamic informational demands.
Practical implications
Embracing digital tools is an imperative for contemporary public administrators, promoting streamlined communication and dismantling bureaucratic obstructions, all while catering to the evolving demands of an informed citizenry.
Originality/value
Different from previous studies that primarily emphasised technology’s role within budgeting, this research uniquely positions itself by spotlighting the transformative implications of digital tools during the reporting phase. It champions the profound value of fostering bottom-up dialogues, heralding a paradigmatic shift towards co-creative public management dynamics.

Abstract
Purpose
This study aims to understand the importance of participatory governance in the identity of social enterprises (SEs). To this end, this paper provides a framework by means of the value co-creation process and by drawing from the service-dominant logic perspective and the stakeholder theory. An explanation is also provided regarding the opportunity to include fundamental issues in defining SE collective identity, such as those related to an organisation’s participatory nature of involving the stakeholders affected by its activities, the exercise of democratic decision-making and its autonomy from the state and market.
Design/methodology/approach
On the statistical exploitation of a large international data set, the authors approach the conceptualisation of SEs by providing an index to measure their social, economic and governance characteristics, thereby enabling these enterprises to be categorised into different groups.
Findings
This study found that the inclusion of the governance dimension in the research incorporates the greatest variability between the various models of SE, thereby justifying participatory governance as the raison d’être of the two fundamental schools in SE, namely, Anglo-Saxon and European.
Practical implications
This research offers a tool to policymakers to be used as a criterion of classification and hierarchical organisation for public procurement. It enables the various organisations to be ordered and takes social and cultural influence into consideration. This tool would be highly useful as a support of social entrepreneurship from the public environment, especially at the local level.
Originality/value
This study justifies the value of incorporating participatory governance as a distinctive dimension for the definition of categories of SEs. Furthermore, an index to craft taxonomies of SEs is developed based on social, economic and governance indicators, which provides a framework that facilitates the empirical research of the SE.

Abstract
Purpose
Building on new trends in tourism and smart city governance, this study aims to examine the degree of interrelation between stakeholder networks involved in tourism governance and smart city development. A model describing the transition towards smart tourism city governance is proposed.
Design/methodology/approach
The proposed model is tested through a multiple case study of seven European cities. This choice of sample makes the study highly representative. Data collection is based on an exhaustive search and analysis of available data on smart city initiatives, destination management organisations and tourism plans. Social network analysis using Gephi software is used to build stakeholder networks.
Findings
Analysis of the stakeholder networks that shape tourism governance and smart initiatives in several cities reveals a disconnection between the two types of networks. The results show limited progress towards the expected synergies of true smart tourism city governance.
Practical implications
Theoretically, the study contributes to the debate on new forms of governance for the complex evolution of urban tourism. In practice, the relationship between tourism governance and smart city initiatives needs to be redefined to achieve synergies that increase the inclusiveness and efficiency of urban tourism policies.
Originality/value
This study examines the under-researched topic of the interrelation between tourism governance and smart city initiatives. By comparing the networks of actors resulting from these two processes, it assesses the extent to which this interrelation helps the emergence of new governance models (smart tourism city governance).
