Abstract
Purpose
This paper aims to increase understanding of pertinent exogenous and endogenous antecedents that can reduce data privacy breaches.
Design/methodology/approach
A cross-sectional survey was used to source participants' perceptions of relevant exogenous and endogenous antecedents developed from the Antecedents-Privacy Concerns-Outcomes (APCO) model and Social Cognitive Theory. A research model was proposed and tested with empirical data collected from 213 participants based in Canada.
Findings
The exogenous factors of external privacy training and external privacy self-assessment tool significantly and positively impact the study's endogenous factors of individual privacy awareness, organizational resources allocated to privacy concerns, and group behavior concerning privacy laws. Further, the proximal determinants of data privacy breaches (dependent construct) are negatively influenced by individual privacy awareness, group behavior related to privacy laws, and organizational resources allocated to privacy concerns. The endogenous factors fully mediated the relationships between the exogenous factors and the dependent construct.
Research limitations/implications
This study contributes to the budding data privacy breach literature by highlighting the impacts of personal and environmental factors in the discourse.
Practical implications
The results offer management insights on mitigating data privacy breach incidents arising from employees' actions. Roles of external privacy training and privacy self-assessment tools are signified.
Originality/value
Antecedents of data privacy breaches have been underexplored. This paper is among the first to elucidate the roles of select exogenous and endogenous antecedents encompassing personal and environmental imperatives on data privacy breaches.

Abstract
Purpose
The study aims to determine the extent of COVID-19’s impact on the libraries and information centers within Benguet. It identified the key differences in the effect of the pandemic on each type of library: public, special, school and academic. It recalled and documented the challenges faced by libraries and librarians. It determined which aspects of their library were affected and how they were modified in terms of their policies, personnel, physical space, services, collection, infodemic response and marketing.
Design/methodology/approach
The study used the qualitative descriptive method approach, specifically narrative research design and conducted online focus group discussions in which 14 librarians with managerial or supervisory functions participated. This method was used to explore the topic holistically by using qualitative inquiry. It best suited the purpose of fully understanding the experiences of libraries during the pandemic. The recorded online focus group discussions conducted through Zoom were reviewed and analyzed to identify key themes and responses from the participants. The themes identified from the thematic analysis were further validated with the participants through correspondence, chats or e-mails.
Findings
The findings showed that libraries were faced with challenges brought on by the lack of a written policy for the pandemic response, a lack of information communication and technology skills and resources, strict requirements on physical setup for pandemic compliance, budget cuts or realignments and delayed procurement, misinformation and users’ lack of awareness of the new services offered by the library.
Research limitations/implications
The study focused on the pandemic experiences of libraries and information centers in Baguio-Benguet, which was hailed as a model for local pandemic response, through the lenses of librarians with supervisory roles or functions.
Practical implications
Libraries could reflect on their experiences in this pandemic to plan for future strategies that would be best implemented in situations where face-to-face services are not allowed.
Originality/value
This study presented various best practices from different library institutions that could be emulated in the future. Many of these are still relevant regardless library services are going back to normal.

Abstract
Purpose
This paper examines the role of senior personnel within Active Partnerships as the personnel seek to strategically manage UK policy developments. This paper explores how Active Partnerships engage with the policy process within an environment characterized by systemic structural changes, mounting fiscal challenges, political uncertainty and a succession of public health concerns.
Design/methodology/approach
Using the Multiple-Streams Framework (MSF), a case study approach was adopted, focusing on the perspectives of senior personnel. Semi-structured interviews with individuals involved in the management and operation of five Active Partnerships across the South of England and one national stakeholder that works closely with Active Partnerships were conducted. Data were collected during the period following Andy Reed's review of the operation of Active Partnerships. The interviews were complemented by documentary analysis.
Findings
Findings illustrate that while senior practitioners within Active Partnerships often behave in line with Lipsky's notion of street-level bureaucrats, by maximizing collective leverage, advocating priorities and providing a voice for local partners, the senior practitioners adopt behaviors more akin to policy entrepreneurs. In this sense, they seek to influence the policy process at critical junctures in order to promote preferred outcomes and protect sectoral interests.
Originality/value
This study has explored the relationship between strategic management and the policy process in the context of the rapidly changing policy domain that frames the work of regional sports organizations known as Active Partnerships. The conceptual frame of the investigation is the concept of “policy entrepreneurship”, which seeks to articulate how individuals and collectives engage in the policy process, in order to secure outcomes conducive to their objectives. This, in turn, provides a sense of context for the contemporary challenges associated with the management of sport and physical activity (PA).

Abstract
Scholars have pointed out the need for improvement and refinement in public management research, also depending on the role of public administration for sustainable development. Because government organizations employ a substantial portion of the workforce, management practices in the public sector are critical areas for designing, implementing and delivering policies that can achieve the goals set forth in the 2030 Agenda for Sustainable Development. For these purposes, and in implementation of the Next Generation EU (NGEU) programme, Italy recently launched an ambitious National Recovery and Resilience Plan (NRRP) which includes, among other things, upskilling goals for staff employed, following the modernization process that has involved the Italian public sector in the last decades, with the Decree n. 150/2009. Aiming both to understand the extent of the application of the reform and to answer some basic questions (why, what and how) concerning Individual Performance Appraisal Systems (IPAS), we conducted a content analysis on the 220 documents already produced by the Italian Ministries. The study has been conducted in two different steps of the reform process and provides solid evidence of the reforms' effects on designing and implementing individual performance systems. The analyzed documents reveal no longer-term vision in implementing the IPAS that involves some critical performance management utilities such as training, development, fair pay and deployment of employees, raising new questions about a sustainable approach to the individual performance management process even in public organizations.

Purpose
Personnel Review (PR) is a leading human resource management journal. The article endeavors to provide a retrospective of the journal to commemorate the journal's 50th anniversary.
Design/methodology/approach
The article employs a variety of bibliometric analysis techniques such as performance analysis, co-authorship analysis, bibliographic coupling, and negative binomial regression to provide a retrospective of PR.
Findings
The performance analysis suggests that PR has grown steadily in PR's publications and citations. Though most of PR's contributions originate from Europe, a geographical shift toward global contributions has been witnessed in recent years. Besides that, a culture of collaboration among PR authors has manifested and proliferated over time. Though a third of European studies are qualitative and more than 90% of Asian studies are quantitative, PR studies, as a whole, are moving away from conceptual and qualitative to empirical and quantitative research. Next, the bibliographic coupling of the PR corpus indicates five major themes—namely, human resource management policies and practices; personnel competency, experience, and well-being; career management and employee engagement; strategic human resource management; and organizational culture and workplace environment. Finally, the negative binomial regression reveals that article age, abstract and article length and number of keywords and references significantly drive PR citations.
Originality/value
The article represents the inaugural retrospective of PR.

Abstract
Purpose
This study explores municipal leaders' perceptions on strategic human resource management in their local government organization. Previous studies on companies demonstrate that the top manager's perceptions of the importance of human resource management (HRM) for the organization are reflected in the quality of human resource management and its strategic role. The authors are interested in how leaders in municipalities perceive HRM.
Design/methodology/approach
The authors interviewed 30 leaders of Finnish municipalities for this qualitative study focused on municipal leaders' perceptions of HRM. The authors applied a discourse analytical approach in the analysis.
Findings
The authors recognized four discourses that frame perceptions of HRM: HRM as a strategic weapon, HRM as an underperformer, HRM as a matter of formality and HRM as a cost generator. In addition, the authors recognized that the discourses reflected leaders' self-positioning in relation to the power to impact issues related to HRM. Shifting between distinct roles demonstrated that municipal leaders' emphasis on HRM and its strategic alignment reflects the power relations in the municipality and the attitudes to the importance of HRM.
Originality/value
This study contributes to the academic discussions on HRM in municipalities and provides views on the municipal leader's role and impact on valuing and investing in HRM. From a practical point of view, the study will increase municipal leaders' knowledge of HRM's impact on the performance of the organization and also of the possible means of HRM.

Abstract
Purpose
Although there is growing research on the relationship between servant leadership and job performance, limited research examined conditions under which servant leadership is more effective. The purpose of this paper is to investigate whether employee-oriented human resource policy is shaping the relation between servant leadership and job performance.
Design/methodology/approach
Empirical research was carried out among 263 organizations operating in Poland. To verify formulated hypotheses, statistical reasoning with moderator was made using model 1 of SPSS Macro Process.
Findings
The present study has proved that employee-oriented human resource policy may act as a moderator between servant leadership and job performance strengthening this relation. Integrating human resource policy with leadership is important to reach a better understanding of how human resource and leadership can influence employee performance.
Originality/value
The current study provides a practical implication for organizations to train managers with leadership skills to improve the job performance of their employees.

Abstract
Purpose
This study aims to examine two innovation zones in China, including the Suzhou Industrial Park and Tianjin Eco-city, to gain a comprehensive understanding of city locations attributes and its relationship to inward foreign direct investment (FDI) from multinational enterprises (MNEs) in innovation zones embedded in nonhub cities in China.
Design/methodology/approach
This research incorporates two site visits and in-depth interviews with 39 personnel working with innovation zones. Thematic analysis is used to analyze interview data and documents.
Findings
The results highlight that cities can use innovation zones as a strategy to build high scale knowledge community precincts to connect MNEs and other global actors. As an important institutional feature of city locations, innovation zones increase within-city connectivity and connect cities in global networks resulting in cross-city connectivity to attract FDI from MNEs. From a dynamic knowledge community perspective, this research also compares active and passive approaches toward building knowledge communities and identifies several elements of knowledge communities within innovation zones in China.
Research limitations/implications
The research results could be further explored in other institutional and economic contexts, to understand the interplay of city locations, FDI and innovation zones, and the dynamics of building knowledge communities.
Practical implications
This research has several implications for policymakers and administrators who work with municipal economic development and the development and enhancement of innovation zones. It offers recommendations for MNEs to consider where to make foreign investments and the advantages innovation zones may offer to support FDI.
Originality/value
This research contributes to the literature related to economic development and how nonhub cities can attract FDI and join global networks. It offers empirical insights drawn from two successful innovation zones located in nonhub cities in China.

Abstract
Purpose
In this paper, the authors describe the step-by-step approach used to develop a trust-repair construct and a valid measurement scale for assessing employee perceptions of the most effective employee trust-repair practices.
Design/methodology/approach
The initial employee trust-repair scale (ETRS) was completed by 282 employees of a non-profit organization and validated by 101 employees of the administrative unit of the Finnish Army.
Findings
The 14-item seven-factor model was found to be reliable, valid and stable across the samples.
Research limitations/implications
This study contributes to the current literature on trust repair by presenting the first validated measure for employee trust repair.
Practical implications
The findings provide a valuable instrument for practitioners to assess the state of employee trust-repair practices.
Originality/value
To the best of the authors’ knowledge, this is the first study in an organizational context demonstrating an operationally valid and comprehensive measure for employee trust-repair practices.
