Abstract

Homelessness has many causes and also is stigmatized in the United States, leading to much misunderstanding of its causes and what policy solutions may ameliorate the problem. The problem is of course getting worse and impacting many communities far removed from the West Coast cities the authors examine in this study. This analysis examines the socioeconomic variables influencing homelessness on the West Coast in recent years. The authors utilize a panel fixed effects model that explicitly includes measures of healthcare access and availability to account for the additional health risks faced by individuals who lack shelter. The authors estimate a spatial error model (SEM) in order to better understand the impacts that systemic shocks, such as the COVID-19 pandemic, have on a variety of factors that directly influence productivity and other measures of welfare such as income inequality, housing supply, healthcare investment, and homelessness.

Abstract

Purpose

Opportunistic and delayed maintenances are increasingly becoming important strategies for sustainable maintenance practices since they increase the lifetime of complex systems like aircrafts and heavy equipment. The objective of the current study is to quantify the optimal time window for adopting these strategies.

Design/methodology/approach

The current study considers the trade-offs between different costs involved in the opportunistic and delayed maintenances (of equipment) like the fixed cost of scheduled maintenances, the opportunistic rewards that may be earned and the cost of premature parts replacement. The probability of the opportunistic maintenance has been quantified under two different scenarios – Mission Reliability and Renewal Process. In the case of delayed maintenance, the cost of the delayed maintenance is also considered. The study uses optimization techniques to find the optimal maintenance time windows and also derive useful insights.

Findings

Apart from finding the optimal time window for the maintenance activities the study also shows that opportunistic maintenance is beneficial provided the opportunistic reward is significantly large; the cost of conducting scheduled maintenance in the pre-determined slot is significantly large. Similarly, the opportunistic maintenance may not be beneficial if the pre-mature equipment parts replacement cost is significantly high. The optimal opportunistic maintenance time is increasing function of Weibull failure rate parameter “beta” and decreasing function of Weibull failure rate parameter “theta.” In the case of optimal delayed maintenance time, these relationships reverse.

Originality/value

To the best of our knowledge, very few studies exist that have used mission reliability to study opportunistic maintenance or considered the different cost trade-offs comprehensively.

Abstract

Purpose

The aim of this study is to assess the opportunity for the development of hydrocarbon transportation using high-strength steel (HSS) in pipeline construction in terms of cost savings and reliability.

Design/methodology/approach

Several optimizations of pipeline design and operations were performed to estimate the total life-cycle cost variation associated with different grades of high-strength steel. The generalized reduced gradient (GRG) method was used in an Excel table to determine optimal total life cycle each pipeline. Variables used in this optimization with respect to each steel grade were as follows: pipeline external diameter, wall thickness, number of compression stations and installed power in each compression station. The reliability of a pipeline with optimal cost was assessed to highlight the impact of steel grade on pipeline reliability.

Findings

The study showed that the cost reduction is strongly dependent on the adopted gas pipeline configuration. The number of compression stations and external diameter are the main factors influencing the pipeline total life cycle cost, while the steel price seems to have a minor effect, the reduction of the gas pipeline total life cycle does not exceed 5% even with a 50% difference in pipe steel prices between X70 and X100 steels. On the other side, for the same external diameter, X100 steel presents better pipeline reliability against carbonic corrosion compared to X70 steel.

Practical implications

The main contribution of this study is to provide a decision-support tool to help pipeline constructors enhance the profitability of natural gas transmission pipelines. The optimization method used is simple to use for design engineers during a feasibility study.

Originality/value

The present study presents one step to fill the gap concerning the question of balancing the trade-off between cost savings and structural reliability in high-strength steel pipelines during the early stages of feasibility studies. The optimal design and operations parameters ensuring cost savings on total life cycle costs are identified via an optimization method. The impact of selected optimal parameters on the long-term pipeline service life was estimated via a structural reliability analysis.

Abstract

Purpose

This paper examines the moderating effect of good corporate governance on the association between internal information quality and tax savings.

Design/methodology/approach

This study uses a quantitative approach. It employs an Australian sample of analysis composed of 1,295 firm-year observations from the period 2017 to 2021. Data relating to corporate governance are hand-collected from the annual reports.

Findings

Based on the result of the analysis, this study demonstrates that the interaction between corporate governance and quality of internal information is positively associated with tax savings. Superior corporate governance is critical in activating the effect of internal information quality on tax savings. This finding is robust to a battery of robustness checks and additional tests.

Research limitations/implications

This examination utilizes only publicly traded companies from one developed country.

Practical implications

For the company management, an effective governance structure must be at the top because it will determine the development of all other areas. This study emphasizes the need to continuously improve the effectiveness of corporate governance practices. For long-term investors, an important indicator that can be considered in assessing the “safety” of a company’s tax strategy is its corporate governance aspects. For regulators, this study is expected to assist regulators in creating a more adequate corporate governance implementation and disclosure package to be implemented by corporations in the future.

Originality/value

This study provides new evidence on a crucial construct that can strengthen the relationship between internal information quality and tax savings.

Abstract

Purpose

This paper examines whether target returns act as specific goals that impact risk-taking when individuals make investment decisions.

Design/methodology/approach

Using an experimental setting, the authors assign either a low or a high target return to participants and ask them to make independent investment decisions as the risk-free rate fluctuates around their target return and, for some of them, becomes negative.

Findings

Building on cumulative prospect theory, the authors find that the prevailing reference point of participants is the target return, regardless of the level of the risk-free rate. This result still holds even when the risk-free rate is negative, suggesting that (1) the target return drives risk-taking more than does a zero-threshold and (2) negative rates are limited as a tool to stimulate appetites for risk. In a follow-up study, the authors show that these conclusions remain valid when the target return is endogenously determined.

Originality/value

The authors' original approach, which pioneers the use of target returns in both the positive and negative interest rate contexts, provides insightful results about the “reach for yield” among regular people.

Abstract

Purpose

This paper aims to identify the interplay of standard Capesize optimal speeds for time charter equivalent (TCE) maximization in the Australia–China iron ore route and the optimal speeds as an operational tool for compliance with the International Maritime Organization (IMO) carbon intensity indicator (CII).

Design/methodology/approach

The TCE at different speeds have been calculated for four standard Capesize specifications: (1) standard Capesize with ecoelectronic engine; (2) standard Capesize with non-eco engine (3) standard Capesize vessel with an eco-electronic engine fitted with scrubber and (4) standard Capesize with non-eco engine and no scrubber fitted.

Findings

Calculations imply that in a highly inflationary bunker price context, the dollar per ton freight rates equilibrates at levels that may push optimal speeds below the speeds required for minimum CII compliance (C Rating) in the Australia–China trade. The highest deviation of optimal speeds from those required for minimum CII compliance is observed for non-eco standard Capesize vessels without scrubbers. Increased non-eco Capesize deployment would see optimal speeds structurally lower at levels that could offer CII ratings improvements.

Originality/value

While most of the studies have covered the use of speed as a tool to improve efficiency and emissions in the maritime sector, few have been identified in the literature to have examined the interplay between the commercial and operational performance in the dry bulk sector stemming from the freight market equilibrium. The originality of this paper lies in examining the above relation and the resulting optimal speed selection in the Capesize sector against mandatory environmental targets.

Abstract

Purpose

This paper aims to propose a methodology for assessing an optimal portfolio of investment instruments that minimise the social costs of decarbonising economic activity while improving the environmental objectives proposed in EU legislation.

Design/methodology/approach

The methodology defines the net social cost of decarbonisation related to a portfolio of four instruments: installation of solar PV and wind generation, thermal insulation of households and deployment of heat pumps. The social cost is minimised by restricting it to the minimum level of the targets proposed in the Spanish National Energy and Climate Plan to reduce greenhouse gas emissions, increase generation from renewable sources and reduce energy consumption. The empirical approach also includes differences between regions according to the expected effect for instruments.

Findings

The application of this methodology to the environmental objectives defined in the current Spanish National Energy and Climate Plan for 2030 concludes that it is clearly possible to reduce the social cost of decarbonisation while improving environmental performance through a reorientation of investment instruments. In this case, such a reorientation would be based on a minimisation of efforts in thermal insulation of households and a maximisation of measures aimed at the installation of heat pumps.

Originality/value

The paper proposes a novel methodology for a social cost assessment that improves the allocation of a portfolio of environmental instruments. This portfolio could be extended in further work to include instruments related to transport or support for industrial decarbonisation, such as the deployment of renewable hydrogen, among others.

Abstract

Purpose

The main purpose of this paper is to analyse the influence of capital efficiency on the economic growth of Bangladesh using the Harrod-Domar (H-D) model.

Design/methodology/approach

We use annual data from 1980 to 2019 for this paper. Three steps are taken in the data analysis. First, to check the existence of a unit root, we use the augmented Dickey-Fuller (ADF) test and to determine co-integration among the variables, we use the Johansen-Juselius co-integration test. Next, for long-run estimation, we use the dynamic ordinary least square (DOLS) estimator. The sensitivity of the long-run estimations is further checked by the fully modified OLS (FMOLS) and autoregressive distributed lag (ARDL) estimators. Lastly, we use the Granger causality test to determine the long-run causality among the variables.

Findings

The long-run co-integration test validates the co-integrating relationship among the variables. DOLS estimations reveal that the economic growth of Bangladesh is negatively associated with the incremental capital output ratio (ICOR), validating the notion that capital efficiency matters for achieving higher economic growth. On average, an increase in ICOR by a unit tends to reduce economic growth in the long term by 0.75 percent. Our results also reveal no significant relationship between savings and economic growth when the model is extended. Finally, causality results indicate unidirectional causality between ICOR and economic growth.

Practical implications

Based on the results obtained, we argue that the enhancement of capital productivity could bring efficiency because ICOR is an inverse of capital productivity. Since Bangladesh’s capital productivity is considerably low compared with other neighbouring countries, it is suggested that firms should gradually move towards technological advancement and enhance economies of scale, etc. in the long run. Moreover, policies in favour of continuous skill development programmes could be highly effective in increasing capital productivity given that capital follows a vintage structure.

Originality/value

This is the first paper to analyse the economic growth pattern of Bangladesh using the traditional H-D model by incorporating variables such as savings and ICOR and also by relaxing the assumption of time-invariant (i.e. fixed) data of the variables. Moreover, this paper extends the traditional H-D empirical model by introducing key indicators and time breaks for Bangladesh’s economy through a stepwise regression process.

Abstract

Purpose

To investigate the potential of raising the retirement age and reforming pension insurance in mitigating intra- and inter-generational income inequality, thereby offering empirical support for governmental policy formulation.

Design/methodology/approach

A dynamic general equilibrium model with intertemporal iteration is developed to comprehensively assess the impact of policies raising the retirement age on income inequality, taking into account delayed retirement, survival probability, and pension insurance. The theoretical hypotheses are validated through simulation using MATLAB.

Findings

Through theoretical analysis, it is determined that, given certain assumptions are satisfied, raising the retirement age can effectively mitigate intra-generational income inequality, inter-generational income inequality under both the pay-as-you-go and fund accumulation systems. Simulation results indicate that, under current parameter settings, raising the retirement age can reduce the Gini coefficient. Furthermore, this study reveals that regardless of the pay-as-you-go or fund accumulation system, pension insurance serves as a mechanism for income redistribution and alleviating income inequality.

Originality/value

It offers a theoretical foundation for the government's policy on delayed retirement and endowment insurance.
