Abstract

Purpose

The Open University of Sri Lanka (OUSL) is the only institution to deliver legal education through Open and Distance Learning (ODL) in Sri Lanka. This study aims to analyze technology usage in learning and teaching law in the ODL under OUSL to evaluate the accessibility and also challenges.

Design/methodology/approach

A combination of qualitative and quantitative methodologies has been used for the study. This includes both interviews with teachers and surveying among students on the usage of technology in learning and teaching law at OUSL. Since the LL.B Degree Programme of OUSL delivered at six regional centres in Sri Lanka, this study also includes the comparative analysis of technology usage in teaching and learning at selected regional centres.

Findings

The findings indicate that the majority of students have access to technology through mobile phones and are aware of blended learning. Even though they prefer to integrate blended learning with learning law, they do not prefer learning entirely online. Social media and mobile applications are the most preferred modes of blended learning by students. It is also acknowledged that the internal staff has knowledge and access to the use of technology in teaching law while the external staff faces challenges and is in need of adequate training.

Originality/value

The original contribution of this article provides insightful guidelines not only to the OUSL of Sri Lanka but also to the institutions offering similar disciplines through ODL to understand lecturers, learners in the future integration of technology.

Abstract

Purpose

The purpose of this paper is to identify socio-economic/demographic characteristics and to evaluate the knowledge on different open distance learning (ODL) concepts of BSc undergraduates of The Open University of Sri Lanka (OUSL) at first registration.

Design/methodology/approach

The surveying technique was adapted with a piloted structured questionnaire consisting of two components. The structured component was used to evaluate personal, socio-economic and demographic data. The open ended component evaluated the student’s perception on ODL concepts. The questionnaire was randomly adapted to 456 (35 percent Colombo Regional Centre (CRC) registrants) prospective BSc undergraduates at first registration time at the CRC in 2014. Data collected from the structured component were frequency tabulated and cross-tabulated with the SPSS computer software. Responses of the open ended part were examined, categorized and the frequency percentages of each response category were calculated.

Findings

The structured component recognized that the majority of BSc undergraduates of the OUSL represent employed (53 percent), late adolescents (92 percent below age 27) who reside in rural or semi-urban areas (75 percent). They belong mostly to the lower middle class and 69 percent are from families which have a monthly family income below SLR30,000/(USD208). Answers of the open ended component on ODL concepts recognized that, prior knowledge on ODL concepts were developed by most BSc undergraduates. Approximately 50 percent of respondents perceived OUSL as an institute which facilitates working people by conducting part time-based or distance mode education with self-learning features. In total, 56.9 percent students perceived the role of an ODL teacher correctly as a facilitator or a guide. The educational process was perceived correctly as an ODL system by 52 percent, while the remainder also identified the system to be a more self-study and student centered flexible learning system. However, the role of a BSc student at OUSL was recognized as self-independent learners by only 36.7 percent and the majority had no clear perception of the role they have to play as an ODL student. Hence, more attention should be paid to make students recognize the role they have to play in an ODL system in order to succeed at OUSL.

Originality/value

Although research has been carried out periodically on the process of ODL education system at OUSL, on the graduate (output) and dropouts, etc., not many have focused on the nature of input such as characteristic features of first registrant and their prior knowledge on ODL. As the output invariably depends on the input and the process, this type of survey is timely and novel.

Abstract

Purpose

The purpose of this paper is to gain original evidence of the perception of Open Distance Learning (ODL) library middle managers towards the meaning of career success from the perspective of the individual.

Design/methodology/approach

This quantitative research study was conducted with the help of a survey questionnaire designed by the first researcher.

Findings

Results revealed that career success no longer only relates to criteria such as the hierarchical position or progression through high ratings obtained during performance appraisal. A high premium is placed by ODL library middle managers on other success criteria identified in the literature, such as the positive effect of their work on the institution, success achieved through a focus on work life and home life balance and personal recognition due to competence.

Research limitations/implications

The research findings presented in this paper form an important part of a comprehensive study on ODL library middle management development but is limited to the only ODL library in South Africa.

Practical implications

The paper provides current perceptions of ODL library middle managers to be considered during career path planning.

Originality/value

The paper provides the first findings of an overview of the perception of South African ODL library middle managers towards the meaning of career success. The study is timely as the number of ODL institutions is growing. The target population to benefit from this study is ODL library practitioners.

Abstract

Purpose

The purpose of this study is to look at the challenges and successes that the case institution has had in implementing and maintaining quality assurance (QA) processes. The study also looks into the role of QA techniques in improving an institution's performance in a developing country.

Design/methodology/approach

The research is qualitative. Nine significant persons were interviewed, including the institution's top administration, faculty members and related staff. Data were gathered to learn more about the background, incremental changes and numerous internal and external elements that influenced how QA was approached over time.

Findings

The findings revealed the challenges and experiences of the evolution of QA practices in the case institution. The results show the changes in QA practices regarding three aspects, including people, place and program of case institutions under three phases. During phases I and II, the adoption and upgradation of QA practices were very slow; phase III showed significant improvement in all three aspects. In addition, the positive impact of QA practices is evident in improving the performance of students and teaching and nonteaching staff of the case institution.

Practical implications

The findings of this research could aid open and distance learning (ODL) providers in other developing nations in understanding the challenges of such a system. It may also make it easier for other ODL providers to comprehend the QA-led success in stakeholder confidence, employability and reputation.

Originality/value

The research will give insights into how QA procedures are used and valued in ODL in developing nations.

Abstract

Purpose

The purpose of the paper is to investigate the enhancement of resource sharing with a state-of-the-art transportation system in a large open distance learning (ODL) institution in South Africa. The University of South Africa (UNISA) is an ODL institution, and it has the largest academic library of its kind in Africa. The University is acknowledged as one of the mega-universities of the world with a student body approaching 400 000. In addition to providing an inter-lending service to this large student body and to 3,000 staff, the UNISA Library is a net-lender within South Africa’s inter-lending and resource sharing network. The Library’s inter-lending service forms part of the request services available to all its clients and to the wider community of participating libraries. Daily, an average of 2000 requests is received for processing, retrieval and delivery. This paper provides a brief overview of how the Library’s request service is managed and will discuss the technologies used to speed up the request process. It focuses on an automated radio frequency identification (RFID) transportation system to be implemented as part of the 21st century, newly redesigned UNISA Library. To ensure the speedy availability of material on the shelves after return, this system automatically transports materials via a Paternoster book lift to the respective levels within the Library.

Design/methodology/approach

The methodology used in this investigation encompassed a literature study and a study visit to a library where this automated delivery system had been implemented and information was gained from relevant service suppliers.

Findings

The UNISA Library found that it is feasible to use the system in terms of the large number of books to be transported from drop-off points to the respective levels. In accordance with the investigation of the number of trolleys to be pushed daily by staff from one point to another, the installation of an automated system will allow more time for shelf maintenance staff to attend to the processing of requests for material and other important but less urgent duties. This will impact positively on the speed of delivery of requests submitted by ODL clients who cannot visit the libraries together with those submitted by local and international inter-library loan partners who depend on the UNISA Library as a net-lender for material not available in their own collections. This will impact positively on availability of material on the shelves and the speed of delivery of requests for information resources submitted by ODL clients who cannot visit the ODL libraries and inter-library loan partners, nationally and internationally, who depend on the UNISA Library as a net-lender for material not available in their own collections.

Originality/value

Because rapid delivery of requested information resources has become very important to ensure just in time information, it is important to implement an internal delivery system to support the inter-lending process. This study is useful for libraries that need to deliver many physical items to a large client body.

Abstract

Purpose

This paper seeks to ascertain the effectiveness of a two-week-long faculty development programme (FDP), organized by Indira Gandhi National Open University (IGNOU), for teachers of the open and distance learning (ODL) system, with the aim of upgrading their knowledge and skills for developing print self-learning materials (SLMs). The specific aim of this study is to ascertain whether the objectives of the FDP have been achieved, to examine the effectiveness of the training programme and to suggest measures for improvement in future FDPs regarding the design and development of print SLMs.

Design/methodology/approach

The study was conducted using a descriptive survey research method, through semi-structured questionnaires and adopted purposive sampling. The first survey was conducted immediately after the completion of the programme, in order to collect feedback from the trainees, while the second survey was conducted after six months of the FDP, using the follow-up approach, so that more reliable and authentic results could be obtained.

Findings

The outcomes of the study revealed that the training had been effective in imparting appropriate knowledge and skills to the trainees, with respect to designing print SLMs. However, certain gaps were also identified and have been reported in this paper. Key suggestions have been made to address the shortcomings and improve forthcoming FDPs.

Research limitations/implications

The present research focused on a specific training programme regarding the design and development of SLMs. Therefore, only the teachers and academics who participated in this specialized training activity were considered for the collection of feedback.

Practical implications

The recommendations of this work may be useful for the trainers, FDP coordinators, training institutions and ODL policymakers for planning and designing effective staff development activities for teachers and academics working in ODL institutions. These would be especially useful in the design of FDPs, aimed at orienting teachers who are involved in curriculum planning, design and development of learning resources.

Originality/value

This study is an original research based on the empirical primary data obtained by the researchers. As the largest open university in the world, IGNOU has been playing a key role in staff development for and in ODL in developing countries. This evaluative study of a specialized FDP in the area of SLM design and development is a significant work that may be valuable for planning the staff development strategies and building a training evaluation mechanism.

Abstract

Purpose

This study was intended to ensure learner-centred pedagogy in an open and distance learning environment by applying scaffolding and positive reinforcement techniques.

Design/methodology/approach

This study critically analysed the context and current instructional practice of Bangladesh Open University (BOU) via document analysis and literature review. The conceptual framework of this study was adapted from the ADDIE model, i.e. the analysis, design, development, implementation and evaluation model.

Findings

The study explored that the instructional practice of BOU was dominated by teacher-centred pedagogy. Hence, to ensure learner-centred pedagogy, the researchers developed three model lesson plans. These lesson plans infused the theoretical directives of scaffolding and positive reinforcement as well as several assessment tasks which can assess the learners’ lower-order and higher-order thinking skills. The researchers also presented possible challenges for the sound implementation of these model lesson plans and suggested pragmatic solutions accordingly.

Originality/value

This study recommended that the combined application of scaffolding and positive reinforcement would effectively ensure learner-centred pedagogy.

Abstract

Purpose

The purpose of this paper is to identify the factors affecting learners' perception of e-learning during the Coronavirus-2019 (Covid-19) pandemic. Furthermore, it investigates mechanisms that enhance students' engagement in e-learning, especially under the constraints created by the pandemic.

Design/methodology/approach

Quantitative research approach was used, and data were collected using a structured questionnaire. The sample consisted of 163 undergraduates registered at the Faculty of Management Studies of the Open University of Sri Lanka (OUSL). The structured questionnaire was designed taking into consideration learners attached to different regional centers and study centers of the OUSL.

Findings

As per the findings, performance expectancy, social influence, effort expectancy and service quality are the factors which have significant effects on students' “intention to use” e-learning as a method of pursuing education. Furthermore, it was observed that 65.6% of the students had access to technology through mobile phones, while 53.4% of the students had engaged in e-learning for the first time. This was mainly due to restrictions that were imposed during the Covid-19 pandemic.

Practical implications

The study will help in formulating policies and introducing procedures in relation to online teaching-learning models to be used by both teachers and learners, especially in similar pandemic situations in the future.

Originality/value

This study will assist to determine the effectiveness of the e-learning system used by the OUSL. The findings highlighted the importance of improving information technology (IT) facilities available at all the regional and study centers across Sri Lanka.

Abstract

Purpose

The purpose of this paper is to make an assessment of the challenges in disseminating higher education to the learners in tribal communities, and problems solving capacity of Open and Distance Learning (ODL) by strategically making use of Information and Communication Technology (ICT) taking a case of Madhya Pradesh (MP), which is the most tribal dominated state of India. The paper offers valuable insight in to the usage of ICT as a strategy for the ODL system presenting an account of how it can be utilized effectively to disseminate higher education in tribal communities.

Design/methodology/approach

Exploratory and descriptive techniques were utilized in this paper adopting the research strategy of case study in terms of the strategic potentialities of ICT in disseminating higher education in tribal communities by ODL using it as a strategy for their empowerment and development.

Findings

The findings of the paper reveal that dissemination of higher education in tribal areas is a challenging task especially due to their socioeconomic conditions and ethno cultural settings in addition to numerous infrastructural and access related issues. In view of the need of integrating education with the Indigenous perspectives, ICT can be used as an effective strategy by ODL for disseminating higher education amongst learners in those communities by reaching out to them.

Practical implications

This paper concludes that ICT can help ODL immensely in developing countries such as India strategically in reaching the tribal learners surpassing financial and geographical constraints with a learner centric approach increasing the capacity, quality and cost effectiveness of education system bringing the concept of strategy to center stage, at a time when ICT has fundamentally changed the strategies of different sectors including education with the unprecedented growth in its use.

Originality/value

This paper concludes that ICT has fundamentally changed the strategies of different sectors including higher education with the unprecedented growth in its use. It also concludes that Indian higher educational sector faced with multitude of challenges is not insulated from the effect of ICT, and its emancipatory and transformative potentials in higher education can play a major substantive role by extending support to meet the increasing higher educational needs of the tribal communities by sufficiently embedding it so that their greater contributions to the Sustainable Development Goals (SDGs) can be ensured.

Abstract

Purpose

Quality assurance (QA) in open and distance learning (ODL) has always become universal concerns of stakeholders. The quality of ODL has been confronted with challenges in terms of the diversity of inputs, processes, the complex supply chain management of ODL and recent paradigm shift into online learning. Assuring the quality of ODL are daunting tasks at individual, institution and system levels. Completed before the beginning of the COVID-19 outbreak, this study aims to better understand the implementation of QA system in three Asian open universities (OUs), namely University of the Philippines Open University (UPOU), Universitas Terbuka (UT), Indonesia and Allama Iqbal Open University (AIOU), Pakistan.

Design/methodology/approach

A qualitative method was employed involving analysis of documents of the three Asian OUs and focus group discussions and interviews with management and staff. Data collected were then analyzed to draw conclusions and possible recommendations.

Findings

Findings of this study presented good practices, challenges and rooms for improvement of the QA system in the three Asian OUs. Focusing on students and stakeholders in their QA effort, this study has revealed that quality begins with inner self and is multidimensional. QA is principally viewed as continuous improvement, as mechanism and assessment and as effort at exceeding expectations of students and stakeholders. The recent challenge for QA is to embrace a delicate process of ODL transformation into online digital system. The recent COVID-19 outbreak has further implications and challenged QA implementation in ODL in higher education into the next level of complexity.

Practical implications

This study revealed the diversities in how OUs met the societal needs of their respective stakeholders and addressed the challenges ahead for QA in ODL.

Originality/value

These findings were expected to enhance the understanding of the theory and practice of QA in ODL and to contribute to quality improvement of ODL programs.
