Abstract
Purpose
The purpose of this research is to investigate how different accountability practices might be observed in the annual reports of non-government organisations (NGOs) in Bangladesh. The study further aims to understand whether such accountability disclosures support NGO legitimacy in Bangladesh and if so, in what form.
Design/methodology/approach
To fulfil this objective, a content analysis was conducted on the annual reports of 24 selected leading NGOs operating in Bangladesh. The data were then analysed through the not-for-profit accountability framework of Dhanani and Connolly (2012). Theoretical constructs of legitimacy were further mobilised to corroborate the evidence.
Findings
It was found that NGOs operating in Bangladesh discharged all four types of accountability, i.e., strategic, fiduciary, financial and procedural (Dhanani and Connolly, 2012) through annual reports. The findings further suggested that carrying out these accountabilities supported the legitimation process of NGOs. Moreover, we found that NGOs took care of the needs of both primary and secondary stakeholders although they widely used self-laudatory positively charged words to disclose information about their accountabilities.
Originality/value
The study contributes to the limited accounting research on the public disclosures of NGOs and not-for-profit firms particularly in emerging economy settings. Also, we contribute to the limited research on the accountability-legitimacy link of NGOs evident in public disclosures like annual reports.

Abstract
Is more child participation always better for child rights advocacy? That is the question I examine, in this chapter, as I analyse advocacy for child rights in India that led to the adoption of the landmark Protection of Children from Sexual Offences Act, 2012 (the ‘POCSO Act’). Through ethnographic fieldwork with non-government organisations (NGOs) and a narrative analysis of interviews and awareness material, I tell the story of how a combination of adult-led but child-participatory advocacy brought about a new, de-tabooised way of talking about child sexual abuse. By applying the theoretical lens of ‘critical child rights studies’, I suggest how we can conceptualise a critical perspective on child participation in child rights advocacy. First, adults’ multiple and, at times, conflicting roles in children’s lives – as advocates, protectors, and abusers – needs to be recognised. Second, children should participate in advocacy activities where they can have meaningful influence and be part of the conversation. This may not necessarily occur in adult spaces, where their participation remains token. Finally, I argue that child participation should never turn into a responsibilisation of children.

Abstract
Purpose
This study investigates the link between servant leadership and project management effectiveness in developmental projects in non-governmental organisations (NGOs). Further, this study examined the mediating role of conflict resolution and moderating role of organisational culture.
Design/methodology/approach
A three-wave survey of 288 non-governmental organisation (NGO) employees was used to evaluate the hypotheses. Hierarchical regression analysis and Hayes' PROCESS macro technique were used for data analysis.
Findings
In this study, servant leadership positively affects employee project management effectiveness in developmental projects in NGOs, and conflict resolution mediates the relationship. Furthermore, the results show that organisational culture moderates the positive relationship between servant leadership and employee project management effectiveness. Moreover, the authors investigated the hypotheses via a moderation mediation model. The strength of the mediated link between servant leadership and project management effectiveness (via conflict resolution) depends on organisational culture strength.
Practical implications
Leaders that practice servant leadership care for their employees genuinely and serve them by allowing them to make their own decisions. Every organisation may benefit from this leadership style since it encourages project effectiveness
Originality/value
New empirical data from this study suggests that servant leadership positively and substantially affects employee project management effectiveness in developmental projects in NGOs.

Abstract
Purpose
Decentralised administrative arrangements and the active function of local government organisations are essential to tackle crisis effectively. Using Bangladesh as a case study, this paper examines the central and local government administrative arrangements during COVID-19 pandemic.
Design/methodology/approach
This study applies qualitative content analysis and interviews to explore the local government’s role in Bangladesh’s COVID-19 management by interviews of 18 participants including government officials, experts, non-government organisations (NGOs) representatives, and the general public. This paper also analysed academic papers, policy documents and other publicly available documents, including newspaper reports.
Findings
The Constitution of Bangladesh intensified the active participation of local government in each administrative unit through decentralised administrative management. This paper however reveals that the administrative arrangement during the COVID-19 pandemic in Bangladesh was primarily a centrally led system. The local government was not sufficiently involved, nor had it integrated into the planning and coordination process. This indicated the absence of active decentralised administration.
Originality/value
This study fills the research gap of the administrative pattern and local relations in COVID-19 management by exploring the local government’s role during the catastrophic situation and highlights the importance of decentralised administrative actions in managing the crisis.

Abstract
Purpose
The paper aims to assess the impact of weather-induced shocks on household food consumption in the rural Vietnamese Mekong Delta (VMD) through the case of Long An province and evaluate the effectiveness of widely used coping strategies in mitigating weather-related shock impacts.
Design/methodology/approach
The system generalized method of moments (GMM) estimation method is applied to explore information on shock incidence, recovery, and time occurrences. The paper uses a sample of 272 repeated farming households from 5-wave survey data from 2008 to 2016, resulting in 1,360 observations.
Findings
The paper confirms the robust negative effect of a natural shock on food consumption. Additionally, using savings proves to be the most potent measure to smooth food consumption. Other favorable coping strategies are “getting assistance from relatives, friends” or “getting assistance from the Government, and non-government organizations (NGOs).” The mitigating effects are also traced in the current analysis.
Research limitations/implications
Using caution when generalizing the results from Long An to the whole VMD is reasonable. The rather limited observations of coping strategies do not allow the authors to analyze any specific strategy.
Originality/value
The proposed approach employs the GMM technique and controls for endogenous coping strategies and thus provides accurate estimates of the effects of weather-related shocks and the mitigation effectiveness in the rural VMD.

Abstract
Purpose
This paper aims to highlight the localised shelter solutions to fulfil adequate and disaster resilient housing needs of urban informal settlers of Honiara, the capital city of Solomon Islands, in a way that is sensitive to their unique challenges, values and aspirations, is gender- and disability-inclusive, and considers housing from the complete lifecycle of a disaster (pre-, during- and post-).
Design/methodology/approach
Qualitative data was gathered through empirical research through five community workshops at five hotspot settlements, two stakeholder workshops and a stakeholder interview. Semi-structured questions as well as photographs of housing and settlement were used for data collection. With an emphasis on self-recovery, the identified shelter needs were then matched with the roles and responsibilities of the Government to support a process of “assisted” self-preparedness and recovery.
Findings
The output of the research was the Solomon Islands Shelter Guide. This paper draws from the Guide to present some of the findings. One of the key findings was an emphasis on shelter self-preparedness and self-recovery. However, in order for them to do that, they needed a combination of assistance – technical knowledge, materials and financial support – which is tailored to their settlement’s specific needs and based on hazard damage assessment. While the Guide provides one form of the assistance (i.e. technical), this paper is a call for action from the Solomon Islands Government and shelter responders to fulfil the rest of the community needs for shelter adequacy.
Research limitations/implications
The paper contributes to existing scholarship on shelter after disasters by adding “assisted” in front of self-recovery, in line with the limited access to resources by the most vulnerable to recover, despite housing being” a human right and definition of adequate housing (UN-Habitat, 2015, 2021), which includes freedom of choice, entitlements and meeting minimum adequacy criteria.
Practical implications
There are many implications of this research. Since the publication of the Shelter Guide, there is excitement among most humanitarian and development agencies, government authorities and the local communities in Honiara. The Guide forms the first step in contributing to identified needs and strengthening community capacities to self-build, self-recover or self-retrofit one’s house based on their own choice of materials, design, social and economic circumstance. However, it provides one of the three elements identified as needs by the communities, as i) technical guidance, and a kit-of parts for multi-hazard safe housing, ii) financial and economic assistance and iii) a political voice or being supported and heard by the government. The research team are working with the same five urban informal communities in 2022–2023 to develop and operationalise local disaster plans (in partnership with local non-government organisations), capacity-building activities and translation of the Shelter Guide into technical posters (for local builders) and graphic novel in local pidgin language, as part of the Climate Resilient Honiara project (funded by the United Nations framework convention on climate change (UNFCCC) Adaptation fund and administered by UN-Habitat). In the longer term it would be worth evaluating the practical implications of the Guide or to examine whether the proposed socio-technical and governance guidance will find roots in the local culture.
Originality/value
While the Guide adhered to internationally agreed concepts of self-recovery, incremental shelter and core space, it contributes to existing scholarship on shelter after disasters by adding “assisted” in front of self-recovery, in line with housing as a human right and adequate housing (UN-Habitat, 2015, 2021), including freedom of choice, entitlements and meet minimum adequacy criteria, all of which require materials and financial assistance by the relevant in-country authorities.

Abstract
Purpose
Health in low-income countries has become associated with the provision of minimum guaranteed public health services though Essential Health Packages (EHPs). How far do EHPs deliver the human right to health for all? This study addresses this question through qualitative research into access to health care for vulnerable communities, using Malawi as a case study. This study shows that there are significant accountability gaps and perceptions of weak service provision in Malawi’s EHP in relation to some particularly marginalised (and stigmatised) groups that limit the right to health and the promise of “health for all”.
Design/methodology/approach
This study extends the body of qualitative work on EHPs in general and on Malawi in particular by exploring the perceptions of key stakeholders in relation to inclusivity and the delivery of health policies to particularly vulnerable groups. To do so, this study adopted an approach based on interpretive epistemologies (Scott, 2014). This study conducted largely unstructured interviews with a range of health stakeholders, speaking to stakeholders individually, rather than through focus groups due to the potentially sensitive nature of the topic.
Findings
The findings of this study are as follows: limited inclusion of civil society actors and local communities; local communities and local policymakers feel frustration with the gap between the promises of consultation in the EHP and the reality, and the difficulties of not having effective channels of communication; and exclusionary health practices for particularly vulnerable groups.
Research limitations/implications
There are limitations based on the qualitative methodology, and in terms of the particularly vulnerable groups – the authors studied two such groups (people with disabilities and those who identify as LBTQ) but a wider survey of vulnerable groups is needed to extend and confirm the findings.
Practical implications
Greater attention to the health rights of vulnerable groups would improve access and services, even in the context of resource restrictions. This study suggests that a deeper engagement with human rights-based approaches would pay dividends in terms of increasing access to health in Malawi, even within the constraints of the EHP process. Furthermore, without this, there is the risk that discrimination and exclusion will become more embedded in health policies, rather than progressively minimised.

Originality/value
This paper makes an important contribution to the growing literatures on EHP in sub-Saharan Africa and Malawi in particular and to the importance of listening to stakeholder perceptions. It provides original data on stakeholder perspectives of the challenges associated with universalising health care in resource-constrained countries. To the best of the authors’ knowledge, it is one of the first papers to focus on the rights of disabled and LBTQ people in relation to EHPs.

Purpose
There is an emerging interest in Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ) inclusion among researchers and practitioners. However, the interplay of macro-, meso- and micro-level factors that influence the behavior of various agencies, systems, structures and practices in different national, cultural and social contexts still needs to be researched. This paper aims to examine how organizations meaningfully engage with the marginalized and underrepresented workforce, especially the LGBTQ community, to promote diversity and inclusion through comprehensive policies and practices, thereby developing a sustainable inclusivity culture.
Design/methodology/approach
Adopting a practice theory lens and using a case study design, including multilevel interviews with 28 different stakeholders, this study examines how organizations institutionalize LGBTQ inclusion practices in an emerging market context with a historically low acceptance of the LGBTQ community.
Findings
Findings indicate that macro influences, such as regulatory, societal and market pressures and adopting international standards and norms, impact meso-level structures and practices. At the organizational level, leadership evangelism and workforce allyship serve as relational mechanisms for institutionalizing LGBTQ-inclusive practices. Furthermore, collaboration, partnerships and enabling systems and processes provide the structural frameworks within which organizations build an LGBTQ-inclusive culture. Lastly, at the micro level, cisgender allyship and the LGBTQ micro work environments provide the necessary psychological safety to build trust for authentic LGBTQ self-expressions. This study also indicates that organizations evolve their LGBTQ inclusion practices along a trajectory, with multiple external and internal forces that work simultaneously and recursively to shape HRM policies and practices for building an inclusive culture.
Originality/value
This study addresses the significant gaps in diversity and inclusivity research on LGBTQ employees and contributes to the literature in three significant ways. First, this study examines the diversity management mechanisms at the organizational level and explicates their interplay at the micro, meso and macro levels to create congruence, both internally and externally, for engaging with LGBTQ talent. Second, this study adopts a practice theory lens to examine the behavior of various actors, their agencies, the “flow” of underlying and emerging structures and processes, the continuous interplay between structure and action and how they enable inclusive culture for the LGBTQ community as a whole. Last, it addresses the call by diversity researchers for context-specific multilevel research design, including qualitative research, focusing on national, cultural and institutional contexts, where socio-organizational and historical factors and interactions among them shape diversity practices. Much of the literature on LGBTQ inclusion has, thus far, been within the Western context. By examining the emergence of inclusion practices in emerging markets like India, this study contributes to diversity and inclusion research.

Abstract
Purpose
The study aims to understand why women-owned microenterprises (WOMEs) in India experience a lower growth rate, where growth can be represented in increments in the venture’s size or scope. There is no conclusive understanding of the factors that affect the sustained growth of WOMEs in India.
Design/methodology/approach
What personal, social and economic factors support or hinder the choice, growth and sustainability of women-owned ventures? What role do institutional factors (government, nongovernment organizations (NGOs), self-help groups and microfinance institutions) play toward the sustainability of WOMEs? The answers to these questions were obtained through a qualitative design by interviewing 30 micro women entrepreneurs from Tamil Nadu, a Southern state of India and one of the largest hubs for WOMEs and their responses were content analyzed using NVivo 12 software.
Findings
The findings capture and apply the fundamentals of two key theoretical perspectives, resource-based view (RBV) and self-determination theory (SDT), in identifying the links between the individual, social and economic factors and their combined effect on the sustained growth of women-owned micro businesses. The findings add value in identifying the ingrained cultural norms and traditions and several internal and external factors that support or challenge the growth of WOMEs. This study highlights that the interventions by the government need to be strengthened for the growth and sustainability of WOMEs.
Practical implications
The study’s findings provide suggestions to policymakers, banks, funding agencies, financial institutions and NGOs to design applicable policies and schemes toward the sustained growth of WOMEs.
Originality/value
This study contributes toward a better understanding of the trends in the context of WOMEs from an Indian context. This topic has received little attention in the academic literature. Second, the study’s conceptual contribution is an application of SDT and RBV to understand and categorize the enablers and deterrents in the path of growth of WOMEs, which is a novel pursuit.
