Abstract

Purpose

The purpose of this paper is to assess the current state of Korea’s internal negotiation system and the role of domestic policy factors in the process of Korea’s joining the mega FTAs such as Trans-Pacific Partnership (TPP).

Design/methodology/approach

Along with Putnam’s three determinants of win-set size, the authors analyze a new set of policy factors – including Trade Adjustment Assistance (TAA), the FTA Domestic Planning Division, and the Trade Procedure Act – to examine the institutional arrangements available for the ratification of the TPP in Korea.

Findings

To minimize the social cost of the internal negotiation process of the trade, better understanding of the role of domestic policy factors is essential. The paper proposes some important policy suggestions which will scale up the benefit of the trade.

Research limitations/implications

The very same analysis can be easily extended to examine the domestic reactions for future FTA negotiation, especially for Mega FTA negotiation.

Practical implications

The authors propose six policy suggestions: a Master Process Manual; measures to diagnose domestic reactions; emphasizing non-economic issues; strengthening human resources; considering the strategic role of the Trade Procedure Act; and reshaping TAA, to ensure that a tranquil environment exists for domestic negotiation and confirmation and the authors believe these policies can be implemented widely in trade negotiations.

Originality/value

This paper contributes to the existing literature in at least three respects. First, the authors made the first attempt to integrate the domestic policy tools with the domestic determinants of trade negotiation outcomes. Second, the policy proposals can be extended to other countries’ cases with a minor adjustment. Finally, the analysis is based on the assumption that international trade negotiations are multi-level frameworks where domestic influences play a vital role in the aftermath of bilateral FTAs.

Abstract

Purpose

This paper seeks to fill the literature gap that lacks of exploring negotiation strategy with competing partners under asymmetric production-cost information. The purpose of this paper is to examine firms’ optimal contract negotiation strategies in buyer–supplier–supplier triads where there are concurrent negotiations between the retailer and two competing manufacturers.

Design/methodology/approach

The authors consider a two-echelon supply chain, in which the retailer has the option of segmented or unified negotiation policy, whereas the two competing manufacturers can withhold or share production cost information in the negotiation. Based on game theory, the authors derive the manufacturers’ optimal wholesale prices and the retailer’s optimal retail prices with eight possible scenarios. Optimal strategic choices and operational decisions are then explored through the comparative analysis of equilibriums of eight possible scenarios.

Findings

The authors find that the retailer will adopt different negotiation strategies depending on manufacturers’ decisions on sharing or withholding their production-cost information. When both manufacturers share their production-cost information, the retailer will adopt a unified negotiation policy. The high-efficiency manufacturer should adopt the same information-sharing strategy as the low-efficiency manufacturer in order to gain more profit.

Originality/value

The modelling helps to bring further clarity in supply chain contract negotiation by offering a conceptual framework to enhance our understanding of the effects of information-sharing strategy and negotiation policy in the negotiation process form the perspectives of all engaging parties. Managerial insights derived from the research will enable retailers and manufacturers to make informed and better strategic and operational decisions to improve market competitiveness.

Abstract

Current networks are providing plenty of services that users can access and use. These services are more and more pervasive and deployed in different networks distributed across an environment. This raises the problem of managing such environments in order to grant access to services from anywhere and to adapt the environment’s networks to dynamic changes. Also, there is a need of an autonomous behavior to reduce human intervention and assure environment’s consistency. This autonomous and distributed behavior leads to the definition and integration of existing and new technologies to enable autonomous distributed management. This is fulfilled by providing paradigms that bring awareness about the surroundings and enabled tools to manage and adapt the environment’s resources. The main problem is to dynamically provide auto‐configuration of networks to deal with the frequent changes which results from users’ roaming, changing services constraints, and changing services themselves, and adding, upgrading or removing policies. The outcome of these issues is a dynamic system with complex management. Hence, this paper proposes the integration of different techniques to provide an autonomous, distributed, and secure management including auto‐configuration, adaptation, and auto‐protection of pervasive environments. Then, policies control the behavior of the environment, devices configuration and the enforcement of security mechanisms to protect sensitive data. Also, mobile agents are employed to distribute management tasks across the distributed environment. In order to provide auto‐protection capabilities, the autonomous behavior of the environment have to be secured. Actually, this security issue is addressed by defining an agent‐based Public Key Infrastructure (PKI) with X.509 certificates. The agent ensures then that the security functions are applied across all the distributed networks, where specific agents are responsible for conveying necessary information and certificates to local environments. Finally, the paper proposes a semantic‐based privacy management approach using ontologies to decide how privacy information is handled in the environment.

Abstract

Purpose

The purpose of this paper is to discuss a privacy‐enhancing model, which is designed to help web users protect their private information. The model employs a collection of software agents. Privacy‐related decisions are made based on Platform for Privacy Preferences Project (P3P) information collected by the agents.

Design/methodology/approach

Based on P3P information collected and user preferences, the software agents play a role in the decision‐making process. This paper presents the design of the agent‐based privacy‐enhancing model and considers the benefits and utility of such an approach.

Findings

It is argued that the approach is feasible and it provides an effective solution to the usability limitations associated with P3P.

Research limitations/implications

The paper focuses primarily on usability issues related to P3P. Consequently, some of the ancillary security‐related issues that arise are not covered in detail. Also the paper does not cover the development of an appropriate ontology in significant detail.

Practical implications

Based on this analysis and extensive testing of the prototype, it is believed that the privacy‐enhancing model presented provides a sound basis for privacy protection on the web. While the emphasis here is on resolving the usability problems associated with P3P, a few straightforward enhancements to the implementation would make it a genuinely practical tool.

Originality/value

The usability of the P3P framework is generally considered its weak point. The paper provides a practical solution to this usability problem. One is not aware of any comparable work.

Abstract

Purpose

The purpose of this study is to understand how the degree of congruence between buyers’ and sellers’ intentions to negotiate impacts buyers’ postpurchase emotions and attitudes. In addition, the study examines whether buyers’ self-confidence and negotiation expertise can increase buyers’ perceptions of control and regret, as well as buyers’ postpurchase satisfaction and enjoyment with the purchase. Traditionally, marketplace exchanges have been classified as either fixed price or negotiated. The present research treats marketplace exchanges along a continuum of intention congruence to test the relationships between intention congruence and outcome variables of control, regret, satisfaction and enjoyment with the purchase.

Design/methodology/approach

The authors studied the perceived difference between buyers' and sellers' intentions to negotiate and how the difference impacts buyers' postpurchase attitudinal and emotional outcomes. A mail survey of automobile buyers resulted in a sample of 291 respondents. An automobile is a significant and irreversible purchase for a buyer. Thus, automobile markets often host transactions that evoke dissonance and regret for buyers if things go awry. In addition, buyers and sellers vary considerably in their desire to negotiate, thus reflecting a range of intention congruence in negotiation. Therefore, a survey of automobile buyers was considered appropriate for testing the effects of intention congruence on buyers’ postpurchase outcomes.

Findings

Results indicate that when buyers are willing to negotiate but sellers do not reciprocate equally, buyers feel less in control of a transaction. Contrarily, buyers experienced greater control and lesser regret when buyers’ perceptions of sellers’ intention to negotiate exceeded buyers’ own intentions to negotiate. Results also suggest that when buyers’ intentions to negotiate were congruent with buyers’ perception of sellers’ intention to negotiate, greater dyadic levels of negotiation marginally lowered buyers’ perceived regret. Overall, an intention-congruence perspective adds to the current understanding of negotiated exchanges and is a meaningful approach for improving postpurchase outcomes for buyers.

Research limitations/implications

The study used only the consumers’ perspective of negotiation. Although this is supported by studies in power and dependence because the consumers’ perspective is valuable and valid, a true dyadic measurement of the negotiation process can only be obtained if the sellers’ view is also incorporated. This remains a key limitation of this study.

Practical implications

The results suggest that sellers may be better off honoring buyers’ intentions to negotiate. Intention incongruence negatively impacted buyer satisfaction when buyers perceived sellers to be less eager to negotiate. However, where sellers seem more eager to negotiate, incongruity favored buyers and positively impacted buyers’ postpurchase outcomes. Thus, for sellers, it is worthwhile to consider adding policies that honor negotiation.

Originality/value

Past research classifies marketplaces exchanges as either fixed price or negotiated. The present study uses intention congruence as a continuum between transaction partners. The intention congruence approach allows a closer examination of both the symmetry and strength of intentions to negotiate in a dyadic exchange. Given that markets are comprised of buyers and sellers who display considerable variability in intentions to negotiate, examining intention congruence allows for a more realistic study of negotiation behavior in business-to-consumer marketplaces.

Abstract

Purpose

Stakeholder consultation and participation are central to the climate change policymaking process. The purpose of this paper is to assess the level of stakeholder participation in the Ghana National Climate Change Policy. It examines the actors in the policy space and the negotiations and tradeoffs made during the policymaking process. Finally, it outlines the steps undertaken to make the process participatory and consultative.

Design/methodology/approach

A qualitative method has been used for this paper. The research design involves a review of relevant literature on Ghana’s climate change regime, meeting reports and key informant interviews.

Findings

The findings indicate that the processes the policy underwent had extensive stakeholder participation. An uptake of evidence was from existing impact and vulnerability assessments, the first and second communication to the United Nations Framework Convention on Climate Change (UNFCCC), scientific and research documents and expert knowledge. Key actors were identified and involved right from the beginning of the policymaking process. Although stakeholder participation was time-consuming, expensive and elongated, the policy process was vital for buy-in and ownership. The results also identified the need to include more stakeholders at the sub-regional levels in policymaking.

Originality/value

The study is the first of its kind detailing stakeholder participation in the climate change policy process in Ghana. It forms a good basis for comparative studies with similar policies in other countries. Thus, this paper fills an identified gap of the need to document climate change policymaking processes.

Two concurrent changes are raising questions about the interplay between armed forces and local governments in contemporary urban settings. The first one is the spatial reorganisation of armed forces that has been taking place in most European countries since the end of the Cold War. The second one is the redistribution of political authority between levels of governments that has increased the relevance of cities and transformed urban governance. The chapter conceptualises the military administration as an urban actor, whose material and symbolic resources in cities transform over time. It investigates both the effects of a (changing) military presence on urban policies, and how those changes are framed and managed by local governments. The case under consideration is the city of Taranto (Southern Italy), one among the biggest military ports on the Mediterranean Sea. Here, transformations of defence policies opened a window of opportunity for a new urban policy agenda, whose goal is a partial differentiation from military activities. During the last ten years, local political elites have been undertaking several strategies for military spaces redevelopment. However, uneven power relations prevent civilian-military bargain: redevelopment strategies are the result of either local military initiative or central State decisions.

Abstract

Purpose

The purpose of this paper is to provide a framework for enhancing security policy management in the Grid.

Design/methodology/approach

The Grid security policy reconciliation problem is presented. A generic view on the security policy notion is adopted and the security policy ontology notion is introduced and used.

Findings

In the course of this work it was found that, in order to enhance security policy management in the Grid, Grid entities should have the ability to negotiate their security policies. It was also found that, in order to achieve security policy negotiation, effective security policy semantics manipulation towards security policy reconciliation is needed. Finally, it was established, through the use of an example, that if appropriate means are used for security policy reconciliation then incompatible security policy representations can be transformed into compatible ones.

Research limitations/implications

Research limitations stem from the adoption of a generic view on the security policy notion and the selection of identification and authentication security policies as the focal point of the proposed framework. Research implications include the possibility of examining how existing security policy reconciliation models can be incorporated in this generic framework. The possibility of investigating how such a framework can lead to a security policy knowledge management tool for Grid administrators is also demonstrated.

Practical implications

Practical implications of this work include the establishment of a common framework for security information exchange between Grid entities.

Originality/value

This paper proposes a framework for enhancing security policy management in the Grid. The proposed framework can be used by researchers as a reference and by security experts in order to reduce ambiguity concerning the interpretation of security policies expressed in different forms, by negotiating Grid entities.

Abstract

Purpose

This paper aims to examine the road ahead for the African Continental Free Trade Area (AfCFTA), focusing on its potential opportunities and challenges. It is intended to help the AfCFTA’s effective implementation by highlighting the major areas of intervention for State Parties.

Design/methodology/approach

The paper analyses relevant economic, political and legal research sources on regional integration in Africa and offers some personal views of the author to evaluate the past, present and future of the AfCFTA.

Findings

The paper shows that the AfCFTA can support its State Parties’ industrialization and diversification, better integrate micro-, small- and medium-sized enterprises (MSMEs) to regional value chains, create jobs, encourage sustainable investments and help its State Parties have common positions on global issues and achieve development. But, it also shows the challenges facing the AfCFTA, which include infrastructure gap, revenue and job losses, overlapping membership of State Parties in Regional Economic Communities, cumbersome customs systems, difficulty to cross African borders, fledgling MSMEs and inadequate technical capacity on trade policy. Accordingly, it recommends that State Parties continuously take various actions to address these challenges and maximize the multiple benefits of the AfCFTA.

Originality/value

The paper provides a comprehensive and up-to-date appraisal of the opportunities and challenges of the AfCFTA, both in the context of the history of regional integration in Africa and the recent global shocks that adversely impacted the continent (COVID-19 and the war in Ukraine).
