Abstract

This chapter explores the provision of library services to children residing in juvenile justice facilities. The small body of scholarly literature published on the topic over the last 50 years is examined, followed by a description of the findings of a recent Australian survey of juvenile justice library provision in that country. Australia presents a very poor example of the provision of library services to children living in correctional detention. A contrast to the Australian context is provided through a case study of the library service to the South Carolina Birchwood School, in the United States. Housed in the South Carolina Juvenile Justice Centre, the Birchwood School library is presented as an example of better practice and an illustration of what can be achieved by a juvenile justice facility library when it is sufficiently staffed and funded. Opportunities for further research are identified and conclusions are drawn regarding the need for libraries in juvenile justice facilities.

Abstract

A “sentence,” according to the Oxford English Dictionary, is a pronouncement of opinion, a pithy statement, an authoritative decision, or an idea expressed in a grammatically complete, self-contained utterance. Notice that these definitions all emphasize thought rather than action. Of course, sentences – such as “Let there be light,” “Keep off the grass,” “You shall be hanged by the neck until dead,” and “Notice that these definitions all emphasize thought rather than action” – may command or recommend an act. Some philosophers even maintain that “certain classes of utterances, in certain situations…bring about, rather than refer to, a new state of fact” (Hollander, 1996, p. 178). J. L. Austin, whose book How to Do Things with Words established the field of speech-act theory, argues that “performative” statements can have the effect of actions (1962).1 And yet the words in a sentence – whether it is an ordinary linguistic unit or the judgment in a criminal case – are still distinguishable from the deed they describe. The differences between pronouncing and executing sentences even led Justice Antonin Scalia to assert, in Wilson v. Seiter, that restrictions against “cruel and unusual punishment” should apply only to pain “formally meted out as punishment by the statute or the sentencing judge,” or meant to be cruel and unusual by the inflicting officer (1991, p. 2325). He is assuming, of course, a legal system that “guarantees – or is supposed to – a relatively faithful adherence to the word of the judge in the deeds carried out against the prisoner” (Cover, 1992, p. 225).2 As Scalia’s remarks demonstrate, however, the distinction between a sentence’s pronouncement, on the one hand, and its execution, on the other, raises disturbing questions about intention, interpretation, agency, and responsibility.

Abstract

Whether or not women have children has profound consequences for their employment experiences. Employers may see women with no children as conforming more closely than women with children (and yet not as closely as male employees) to the pervasive ‘ideal worker’ stereotype of a full-time, committed worker with no external responsibilities. However, managers and co-workers may also perceive women with no children as deviating from prevailing pronatalist norms in Australian and other comparable societies, which construct and value women as mothers and stigmatise and devalue women with no children. Accordingly, women with no children may be rewarded or penalised in different employment contexts at different times according to the degree to which they conform to or deviate from the most salient characteristics associated with the ideal worker and mothering femininity. This chapter explores patriarchal and capitalist configurations of femininities, masculinities and workers as drivers of employment experiences among women with no children. It then discusses empirical research from Australia and comparable countries, in order to elucidate the diversity of employment experiences among women with no children.

Abstract

Within developing countries, particularly in Africa, there is an emerging literature which highlights the unique obstacles faced by women entrepreneurs who start and develop their own businesses (De Vita, Mari, & Poggesi, 2014; Jamali, 2009; Minniti & Naude, 2010; Naude & Havenga, 2005; Nziku & Struthers, 2018). A key objective of this chapter is to critically appraise some of the conceptual approaches adopted in this literature. In so doing, the authors revisit a seminal paper first developed by Granovetter (1973) which suggested that female entrepreneurs, instead of being disadvantaged by the so-called ‘weak ties’ that bind their business networks, actually enjoy compensating benefits which Granovetter referred to as the strength of weak ties (SWT). Building on the conceptual work of Nziku and Struthers (2018) which developed an innovative taxonomy for analysing the SWT concept within a Principal-Agent (P-A) paradigm, the chapter will set out new insights which challenge some of the assumptions of the extant entrepreneurship literature. In particular, that women are inherently more risk averse in their business decision making than men. The theoretical context for this will be derived from a behavioural economics methodology first developed by Kahneman and Tversky (1979). They introduced the concept of loss aversion as a more realistic approach to attitudes towards risk on the part of entrepreneurs than risk aversion. The chapter contends that the loss aversion perspective may be more appropriate to the decision-making frame adopted by female entrepreneurs, especially in the context of Africa as well as in other developing regions of the world. The chapter will therefore suggest that such an approach can yield fresh insights on the topic of female entrepreneurship which the extant literature heretofore has not addressed, though this will have to be subsequently tested empirically.

Abstract

There has been an explosion of interest in “Equity, Diversity, and Inclusion” (EDI) – also referred to as DEI among other acronyms. On the one hand, this management trend has the potential to draw attention to the ways in which organizational practices and climates can be transformed to have a positive impact on the underrepresentation of women and other marginalized and excluded groups in the workplace. On the other hand, there may be real consequences for women as EDI replaces other concepts such as women's rights, gender equality, affirmative action, employment equity, gender discrimination, etc. This chapter applies a gender lens to the EDI concept and management policy and practice. It juxtaposes EDI's emergence with the lack of progress on gender equality that is observed and measured in many regions of the world and highlights several critiques that may explain this lack of progress. It also identifies what EDI policies and practices need to take into consideration to better address gender inequality in the workplace. Legal approaches are discussed along with a list of potential areas of research on EDI and gender equality to determine the best path forward for making concrete progress on true equality for women in the workplace.

Introduction – In recent years, there has been a growing interest in innovation, not only in developed countries but also in developing countries. However, there has been limited literature for the developing countries.

Purpose – The literature on national innovation systems (NIS) mainly consists of case studies or qualitative researches aiming to explain the patterns of innovation, while the quantitative analysis are limited in explaining the innovation capability and efficiency of innovation. This study is unique in a sense that it compares the innovation efficiencies of the EECA countries. This chapter aims to measure the efficiency of NIS via data envelopment analysis (DEA) method.

Methodology – DEA is used to consider a sample of 18 Eastern European and Central Asian (EECA) countries and Turkey. One of the main issues is to determine the input and output variables because the available data for some of these countries were limited. Therefore, research and development expenditure (% of GDP), government expenditure on education, total (% of GDP), imports of goods and services (% of GDP) and foreign direct investment, net inflows (% of GDP) were determined as input variables. Output variables were as follows; patent applications both residents and non-residents, high-technology exports (% of manufactured exports) and scientific and technical journal articles.

Findings – Based on the key findings it can be noted that Kazakhstan, Turkey, Latvia and Uzbekistan are more efficient in innovation performance compared to other EECA countries. Throughout the results of the DEA, these countries may develop new policies about their innovation systems to reach out the higher performance.

Abstract

Purpose: To examine the refugee women's empowerment and integration component of the pilot program of a Turkish social entrepreneurial organization (SEO) specialized in supporting disadvantaged women's empowerment. Methodology/Approach: The chapter utilizes a comparative qualitative case study approach to investigate the interplay between the dimensions of: business model, knowledge acquisition, and learning experiences, the achievement of goals, and scalability in determining social innovations. Findings: Despite the widespread belief that women's cooperative is an ideal business model for inclusivity, the chapter presents a variance in achieving this goal. The results propose that a strong business model, enhanced with knowledge acquisition and learning, and an inclusive approach to innovation, enable a women's cooperative to offer desirable solutions to community needs, improving its chances for higher impact. Research Limitations/Implications: The chapter adds to social entrepreneurship literature by offering multilevel analysis in examining social innovation, which has been often neglected as a research approach in the field. It asserts that an investigation into the community as a unit of analysis promises to be viable research in social innovation studies. Practical Implications: An inclusive approach that develops relations with the broader community and networking with other cooperatives and social actors is essential for women's cooperatives. Social Implications: The SEO's increasing local reach and impact have made it a strong actor in women's empowerment on the ground and force for institutional change. In the long term, SEOs' actions targeting multiple actors of influence will increase the chances of suggested framework changes accepted by policymakers.
