Abstract
Purpose
The paper aims to explore the problems related to the financial management of municipal corporations in India and to suggest solutions.
Design/methodology/approach
The study is based on primary data collected from a sample of 577 employees of municipal corporations working in four metro cities of India, namely Chennai, Mumbai, Kolkata, and Delhi. Data were put through exploratory and confirmatory factor analysis for problem identification and inferences were classified and grouped to map the solutions for these problems.
Findings
The study found that municipal corporations in India face four major problems or issues in their financial management. These problems are mainly related to the four dimensions: Power, Interruptions, Finances, and Resources. The model used to explore these four types of issues is named as “PIFR model” by the author.
Originality/value
The findings suggest that real-world problems can be represented through a conceptual model that helps in identifying practical suggestions which can be implemented by municipal corporations at the ground level for better financial management.

Abstract
India launched Smart City Mission in 2015 with an objective of development of 100 smart cities with a completion deadline in 2019 that was extended till June 2023. Smart City Mission is an important mission in the backdrop that urban population in India is projected to be 67.55 crore in 2035 from 48.30 crore in 2020. Further, by 2035, the percentage of population in India at mid-year residing in ‘urban area’ will be 43.2% as per the United Nations – Habitat's World Cities Report 2022 and it will be just next to China's urban population in 2035 that is projected at 1.05 billion. A recent World Bank report (2022) estimated that India will need to invest US (United States) $840 billion over the next 15 years, i.e. US $55 billion per annum – into urban infrastructure if it has to effectively meet the needs of its fast-growing urban population.
This chapter focuses on financing of sustainable smart cities in India. This chapter summarises financing options explored by the government in the beginning, challenges faced in financing of Smart City Mission in India over a period due to various developments such as pandemic, delay in execution of projects under the Smart City Mission, among others. Finally, suggestions have been given for making financing means effective and sustainable. These suggestions are based on the gaps between the ‘financing means thought of’ in the beginning and ‘financing means actually applied’ while executing Smart City Mission in India. Financing part is worth exploring in the background that India had the fiscal deficit at 3.9% of Gross Domestic Product (GDP) in 2015–2016 and most recently, the country had the fiscal deficit at 6.71% of GDP in FY22. And the country also dealt with the pandemic like other economies and provided COVID-19 vaccine free of cost to all citizens. Insights are useful for any other economy with a similar sustainable and smart city mission while facing resource constraints.

Abstract
Purpose
The purpose of this empirical case study is to study and explain the role of public leadership in the expansion of municipal climate action in Canada.
Design/methodology/approach
In 2017 and 2018, the authors conducted13 semi-directed interviews with municipal staff and elected officials from three municipalities, a documentary analysis of primary and secondary sources. Interviews and documentation collected were also coded using the software NVIVO 12. The authors compared three municipal case studies: the City of Toronto (Ontario), the City of Guelph (Ontario), and the Town of Bridgewater (Nova Scotia).
Findings
The authors found that leadership is a prominent factor explaining the expansion of municipal climate action in Canada. Municipal climate action is initiated and championed by an individual, elected officials or municipal staff, who lead and engage in the development of policy instruments to mitigate and/or adapt to climate change. These leaders facilitate the formulation and implementation of instruments, encourage a paradigm shift within the municipality, overcome structural and behavioural barriers, and foster collaboration around a common vision. Optimal municipal climate leadership occurs when the leadership of elected officials and municipal is congruent, though networks play a significant role by amplifying municipal sustainability leadership. They support staff and elected officials leadership within municipalities, provide more information and funding to grow the capacity of municipalities to develop instruments, to the point that conditions under which municipalities are driving climate action are changing.
Research limitations/implications
This paper hopes to contribute to better understand under what conditions municipalities drive change.
Originality/value
There is an international scholarly recognition that municipalities should be further explored and considered important actors in the Canadian and international climate change governance. Gore (2010) and Robinson and Gore (2015) highlighted that we are yet to understand the extent to which municipalities are involved in climate governance in Canada. This article directly addresses this gap in the current scholarly literature and explores the expansion of climate municipal leadership with the aspects of interviews.

Abstract
Purpose
Smart cities in India are going to be a reality very soon by turning challenges into opportunities for the society. However, due to rapid increase in population burden, fast urbanization and growing demand of advanced services in the smart cities, the quantity of per capita municipal solid waste (MSW) has escalated. Moreover, the COVID-19 pandemic has further challenged the municipal solid waste management (MSWM) system with the increasing amount of infectious wastes coming from households (HHs), quarantine centers, healthcare facilities, vaccination centers, etc. Therefore, the present study attempts to explore and analyze the various dimensions of sustainable MSWM system in the smart cities.
Design/methodology/approach
The study identifies 13 factors of sustainable MSWM system from the literature, field surveys and stakeholders' opinions. Thereafter, stakeholders' opinions are collected and analyzed using total interpretive structural modeling (TISM) approach to explore the interrelationships among the factors of sustainable MSWM system. These relationships are further validated through the empirical investigation of the real-life case study of Rourkela Municipal Corporation (RMC), Odisha, India.
Findings
The TISM approach places all 13 factors into six levels in the hierarchical digraph depending upon the inputs received from the various stakeholders on their interrelationships. Study also validates the proposed TISM model by collecting the data of RMC, Odisha, on the development of MSWM system over the period of 2015–2021.
Practical implications
The study also highlights various implications for the other developing cities and stakeholders to set up the roadmap for developing the sustainable MSWM system. Study defines “IT platform” and “awareness among citizens” as the base of the sustainable MSWM system in any smart city.
Originality/value
The present study is the first of its kind to explore the interrelationships among the factors of sustainable MSWM system by using TISM approach. Moreover, the proposed TISM framework is further validated through the empirical journey of one of the smart cities in India.

Abstract
Purpose
The institutional conditions of primary care provision remain understudied in low- and middle-income countries. This study analyzes how primary care doctors cope with medical uncertainty in municipal clinics in urban India. As street-level bureaucrats, the municipal doctors occupy two roles simultaneously: medical professional and state agent. They operate under conditions that characterize health systems in low-resource contexts globally: inadequate state investment, weak regulation and low societal trust. The study investigates how, in these conditions, the doctors respond to clinical risk, specifically related to noncommunicable diseases (NCDs).
Design/methodology/approach
The analysis draws on year-long ethnographic fieldwork in Pune (2013–14), a city of three million, including 30 semi-structured interviews with municipal doctors.
Findings
Interpreting their municipal mandate to exclude NCDs and reasoning their medical expertise as insufficient to treat NCDs, the doctors routinely referred NCD cases. They expressed concerns about violence from patients, negative media attention and unsupportive municipal authorities should anything go wrong clinically.
Originality/value
The study contextualizes street-level service-delivery in weak institutional conditions. Whereas street-level workers may commonly standardize practices to reduce workload, here the doctors routinized NCD care to avoid the sociopolitical consequences of clinical uncertainty. Modalities of the welfare state and medical care in India – manifest in weak municipal capacity and healthcare regulation – appear to compel restraint in service-delivery. The analysis highlights how norms and social relations may shape primary care provision and quality.

Case overview/synopsis
This case study discusses decisions and strategies that led to Indore (a city in the state of Madhya Pradesh, India) becoming India’s cleanest city for the sixth time in a row. The case explores if the various strategies used by the commissioner of Indore Municipal Corporation would continue to succeed in mitigating resistance to change from the citizens of Indore or if the change management strategies needed to be revised. Amidst intensely rising competition from other cities, especially Surat (a city in the state of Gujarat, India), the case delves into the commissioner’s efforts to defend Indore’s claim of being India’s cleanest city for the sixth consecutive time.

This case study is suitable for use in executive modules and management development programs. Abstract
Purpose
The purpose of this study is to evaluate the efficiency of the relative performances of Mother’s canteen across the regions of Tamil Nadu and find out the determinants of inefficiencies in the scheme.
Design/methodology/approach
An untargeted food security scheme called Amma (Mother's) canteen was started in Tamil Nadu, India, with an aim to provide the urban poor with hygienic and healthy food at an affordable price. Along with secondary data, interviews were conducted to understand the operational details of Mother's canteen. Data envelopment analysis (DEA) was used to find the relative efficiency of the scheme operated by nine corporations.
Findings
Based on the daily expenditure, number of meals served and revenue, seven of nine corporations were found to be inefficient. Further, sensitivity analyses found that among six procurement variables, procurement (quantity and price) of black gram and cooking oil were determinants of inefficiency.
Research limitations/implications
As an untargeted scheme, the cost of delivering service-based evaluation was used for performance evaluation. Policymakers could use centralized procurement instead of open market procurement at the corporation level and standardized ingredients' usage (quantity) to further reduce the cost of the food security scheme.
Practical implications
The proposed DEA model may be used by policymakers to empirically evaluate the food security scheme's delivery effectiveness across various corporations in a region. Inefficient branches are identified here with empirical support for further performance improvement changes.
Originality/value
There are limited number of studies evaluating untargeted schemes. This paper presents the challenges of evaluating an untargeted scheme which allows self-selection of beneficiaries. The outcome of this study will help in identifying inefficient corporations, and further, improve the performance and cost of delivering untargeted food security scheme.

Abstract
Purpose
Planning for Jaipur City in Rajasthan, north-western India, which was added to the World Heritage List in 2019, considers the surrounding hills and water systems. Rapid urbanisation is currently placing strain on the area, and natural resources and city green spaces are deteriorating. A multidisciplinary team of academicians, researchers and practitioners was assembled under the Heritage Place Lab (HPL) initiative with the aim of developing a research agenda to complement the city's Special Area Heritage Plan (SAHP) that is currently in development.
Design/methodology/approach
Given the complicated urban structure of Jaipur, an interdisciplinary approach involving experts from various fields and engagement from all levels of the city's stakeholders was necessary. The partnership proceeded following the parameters provided under the HPL to jointly build a research agenda focussing on the management challenges of the World Heritage Site.
Findings
The co-produced research programme narrowed its initial emphasis on documenting of the natural heritage of the city to reflect the functions it served in a social setting. It was also revealed that the conflicting nature of activities within the World Heritage Site is caused by overlapping jurisdictions of several administrative and legislative components.
Originality/value
Jaipur, examined here by an interdisciplinary Research-Practice Team, provides a valuable and unique case study for heritage management, particularly given that most historic cities in India are facing comparable concerns surrounding urbanisation with rising pressures on natural resources.
