Abstract
Purpose
Health is at the center of society concerns, being characterized by the dilemma of contributing to the population well-being, while demanding high financial investments at the same time. In this sense, information technology (IT) becomes essential for the progress of the sector, directly impacting on how care practices are performed. This study aims to analyze the adoption of mobile devices in the mobile emergency care service (MECS) of the state of Rio Grande do Sul, Brazil.
Design/methodology/approach
The authors carried out a multi-method study with an initial qualitative exploration through a focal group, followed by a survey. Potential determinants and impacts of mobile device use on the work context of the MECS teams were identified. Following, we tested the proposed conceptual model applying a questionnaire to 350 professionals from a total of 160 bases throughout the State. Partial least squares structural equation modeling was used to test the hypotheses herein.
Findings
The authors found that Satisfaction with the Use of Mobile PHC (PHC – Primary Health Care) is determined by the application compatibility with MECS work, followed by the performance expectancy with the use of the technology and the technical support provided to the users – acting as important facilitators of this process; while the technological complexity inherent in the use of the technology appears as the main barrier to the success of this technology. Besides, the authors found that both intensity of Use and Satisfaction with the Use of the technology provide different benefits to those involved (teams, patients and the organization).
Research limitations/implications
As limitations of the study, the authors point out to the fact that the data are from a single Brazilian State, and therefore, its results cannot be generalized. Another limitation is that the study considered only the use of a specific mobile technology, which requires caution when using this information in contexts where the health information technology is different, besides the fact that the findings may not be compatible in environments where IT adoption is voluntary.
Practical implications
The study can help managers of public and private organizations in the planning and implementation of different technologies, whether mobile or applied to the health context, as well as in the expansion of their use in their respective institutions.
Social implications
The research contributes to other studies that realize that the adoption of IT can cause relevant changes to health being associated to productivity gains and improvement of the quality of service provided to society through different forms and solutions.
Originality/value
The adoption and use of IT – such as mobile devices – impacts on how care practices are performed in the MECS, providing different benefits to those involved (teams, patients and the organization).

Abstract
Purpose
The purpose of this paper is to investigate the way technology affects the provision of prehospital emergency care, upgrading the quality of services offered and significantly reducing the risk of premature termination of the patients.
Design/methodology/approach
The paper presents the development of the eEKAB, a pilot emergency medical information system that simulates the main services offered by the Greek National Instant Aid Centre (EKAB). The eEKAB was developed on an agile system methodology. From a technical perspective, the features and the technology were mainly chosen to provide reliable and user-friendly interfaces that will attract many users. eEKAB is based on three important pillars for offering health care to the patients: the “On-time Incident Reporting”, the “On-time Arrival at the Incident” and “Transfer to the Health Center”. According to the literature review, the emergency medical services (EMS) systems that combine all the features are very few.
Findings
It reduces the total time of the EMS procedures and it allows for an easier management of EMS, by providing a better allocation of human resources and a better geographical distribution of ambulances. The evaluation displayed that it is a very helpful application for the ambulance drivers as it reduces the ambulance response time to arrive in the patient's location and contributes significantly to the general performance of the prehospital medical care system. Also, the survey verified the importance of implementing eEKAB on a larger scale beyond the pilot usage. It is worth mentioning that the younger ambulance drivers had a more positive view for the purpose of the application.
Research limitations/implications
The paper clearly identifies implications for further research. Regarding interoperability, the mobile app cooperates with the Operational Center of EKAB, while further collaboration could be achieved with other operational ambulance handling center, mainly, of the private sector. The system can evolve to include better communications among the EKAB departments. Particularly, the ambulance crew as well as the doctors should be informed with more incident features such as the emergency signal so that they know whether to open the siren, the patient's name, etc. The authors are currently working on implementing some features to provide effective medical health services to the patient in the ambulance.
Practical implications
eEKAB will have very significant implications in case of its enforcement, such as the reduction of the total time of EMS procedures with a corresponding reduction of the operating costs of an accident management system and an ambulance fleet handling system while in parallel informing in time the doctors/clinics. It will provide better distribution of ambulances as well as of total human resources. It will greatly assist ambulance drivers, while reducing ambulance response time to reach the patient's location. In other words, the authors will have a better performance of the whole prehospital care system.
Social implications
Providing emergency care before the hospital is of great importance for upgrading the quality of health services provided at the accident site, thus significantly reducing the risk of premature death of patients. This in itself has a significant social implication.
Originality/value
The paper demonstrates a solid understanding in the field of the EMS systems and the corresponding medical services offered. It proposes the development of an effective, feasible and innovative EMS information system that will improve the existing emergency health care system in Greece (EKAB). An in depth literature review and presentation of the adopted new technologies and the respective architecture take place. An evaluation and statistical validation were conducted for proving the high applicability of eEKAB in case of real-life running.

Abstract
Purpose
This study aims to deepen the understanding of the challenges and implications entailed by deploying mobile clinics in conflict zones to reach populations affected by violence and cut off from health-care services.
Design/methodology/approach
This research combines an integrated literature review and an instrumental case study. The literature review comprises two targeted reviews to provide insights: one on conflict zones and one on mobile clinics. The case study describes the process and challenges faced throughout a mobile clinic deployment during and after the Iraq War. The data was gathered using mixed methods over a two-year period (2017–2018).
Findings
Armed conflicts directly impact the populations’ health and access to health care. Mobile clinic deployments are often used and recommended to provide health-care access to vulnerable populations cut off from health-care services. However, there is a dearth of peer-reviewed literature documenting decision support tools for mobile clinic deployments.
Originality/value
This study highlights the gaps in the literature and provides direction for future research to support the development of valuable insights and decision support tools for practitioners.

Abstract
Purpose
The purpose of this paper is twofold: first, to identify occupational groups who can act as semi-professional first responders, in order to shorten the response times to frequent emergencies, and second, to identify related opportunities, challenges and needs of training, emergency supplies and information technology (IT) support.
Design/methodology/approach
A case study approach was taken, combining future workshops, focus groups and an exercise. Network governance was used as an analytical lens.
Findings
The identified potential groups are security guards, home care personnel, fire services day personnel and facility service personnel. The results show that semi-professionals have a large potential to complement professional resources by carrying out first response or supportive actions vital to the emergency, partly by using already existing cars and equipment. The identified needs include additional basic equipment such as fire extinguishers and first-aid kits, training in basic firefighting, first aid and risk assessment, as well as mobile phone application-based IT support to manage alarms. The major challenges are organisational, economic and juridical, including ambiguities in responsibilities and related insurances. The analysis recognises the new collaboration as a hybrid form of hierarchical government and network governance.
Social implications
The study suggests that using semi-professional resources can be one of many innovative solutions to recent public sector challenges that have put a huge strain on professional emergency response organisations.
Originality/value
The study provides a novel view of using semi-professional resources in emergency response, based on the joint perspectives of various occupational groups, and the fire services.

Abstract
Purpose
In the past, health management in Geneva's six post‐trial prisons had been variable and inconsistent. In 2008, the unit of penitentiary medicine of the Geneva University Hospitals was mandated to re‐organize and provide health care at all six prison facilities. The specific aim of this paper is to outline the example as a practical solution to some of the common challenges in unifying the structure and process of health services across multiple small facilities, while meeting European prison health and local quality standards.
Design/methodology/approach
Geneva's post‐trial prisons are small and close to one another in geographical proximity – ideal conditions for the construction of a health mobile team (HMT). This multidisciplinary mobile team operated like a community ambulatory care model; it was progressively launched in all prison facilities in Geneva. The authors incorporated an implementation strategy where health providers partnered with prison and community stakeholders in the health delivery model's development and adaption process.
Findings
The model's strategic initiatives are described along the following areas, in light of other international prison health activity and prior care models: access to a health care professional, equivalence of care, patient consent, confidentiality, humanitarian interventions, and professional competence and independence.
Originality/value
From the perspective of the HMT members, the authors provide the “lessons learned” through this experience, especially to providers who are working on prison health services reform and coordination improvement. The paper particularly stresses the importance of partnering with community health stakeholders and prison staff, a key component to the approach.

Purpose
Disasters and pandemics pose challenges to health-care provision. Accordingly, the need for adopting innovative approach is required in providing care to patient. Therefore, the purpose of this study is to present telehealth as an innovative approach for providing care to patients and reducing spread of the infection and advocates for the adoption of telehealth for digitalized treatment of patients.
Design/methodology/approach
An integrative review methodology of existing evidence was conducted to provide implications for integration of telehealth for digitalized treatment of patients. This paper draws on Technology Organization Environment (TOE) framework to develop a model and propositions to investigate the factors that influence telehealth adoption from the perspective of the supply side and the demand side of medical services.
Findings
Findings from this study discuss applications adopted for telehealth and recommendations on how telehealth can be adopted for medical-care delivery. More importantly, the findings and propositions of this study can act as a roadmap to potential research opportunities within and beyond the pandemic. In addition, findings from this study help provide guidelines on how health practitioners can rapidly integrate telehealth into practice for public health emergencies.
Originality/value
This study identifies the social, technological and organizational factors that influence telehealth adoption, and opportunities of adopting telehealth during the public health emergencies. This study concludes that specific policy changes to improve integration of interoperable solutions; data security; better physical infrastructures; broadband access; better transition and workflow balance; availability of funding and remuneration; regulations and reimbursement; awareness; and training will improve telehealth adoption during public health emergencies.

Purpose
This study aims to understand elderly people and their family members’ perceptions and usage of a mobile personal safety service.
Design/methodology/approach
The study adopts both interviews and analysis of actual usage data to cross-validate the findings. Four family groups and 11 subjects participated in the study.
Findings
Elderly people are willing to learn to use the mobile safety service, and some elderly people explore more features than their younger family members. Family support facilitates their learning. Elderly people feel psychologically secure when using the mobile safety service. Privacy concerns are mitigated because they consider location sharing is necessary for the service.
Research limitations/implications
The current sample is small, as it involves collection of both interview data and actual usage data. Considering the emergency of the mobile personal safety service, the study is exploratory.
Practical implications
The findings suggest that elderly people are willing to learn and use technology such as the mobile safety service, which is relevant to their daily lives. Designers may think about how to highlight the relevancy aspect of technologies in elderly peoples’ lives.
Originality/value
This study is one of the earliest studies about elderly people’s usage of mobile safety service. This study reveals that elderly people are willing to learn to use the mobile safety service and explore its features. Technical support from family members and relevancy of the service in their daily lives may encourage them to use the technology.

Abstract
The rising of chronic illness and the continuous aging of the global population requires a re-organization of health care systems based on relations and exchange of information to address patient needs in the community. The re-organization of health care systems involves interconnected changes and the development of integrated health care information systems and novel eHealth services. In Crete, the Foundation for Research and Technology-Hellas has developed HYGEIAnet, a Regional Health Information Network (RHIN) to contribute to the re-organization of health care systems and information sharing. We present HYGEIAnet, some of the most critical and novel eHealth services developed and deployed, discuss the impact of an RHIN on health care processes, and explore innovative models and services for health delivery and the coordination of care. We then critically discuss lessons learned regarding the effective management of change to overcome organizational and cultural issues in such large-scale initiatives. The paper concludes with policy and practice recommendations for managing change processes in health care organizations.

Purpose
The purpose of this study was to examine how cost, network and technology factors affect the use of mobile technologies for clients’ care in internal medicine department in Nigeria’s premier teaching hospital, the University College Hospital, Ibadan.
Design/methodology/approach
The study adopted a survey design covering a cross-section of medical doctors, pharmacists, nurses and medical laboratory technologists in the Department of Internal Medicine. A questionnaire guided data collection.
Findings
There is a high level of consciousness and use of mobile technologies for meeting healthcare needs of internal medicine clients in the University College Hospital, Ibadan and medical practitioners are deploying the technology most. However, there is no similar evidence of consciousness and use of wearable health-care technologies and solutions. The hospital makes some provision for mobile technology support for relevant medical staff and purposes. However, about three in 10 of the respondents reported that they use their own funds to recharge hospital-provided mobile phones means.
Research limitations/implications
The study focusses only on one institution but the result reflects the situation in other hospitals, University College Hospital, Ibadan, Nigeria being the major supplier of health and medical human resources in the country.
Practical implications
The hospital requires undertaking institutional assessment of mobile service need and consumption for clients’ care and thereafter make adequate provision to match the need. Furthermore, the institution could work out various forms of collaboration with mobile technology operators in the country to subsidise the cost of the use of telephones for clients’ care as part of their corporate social responsibility.
Social implications

Originality/value
