Abstract

Purpose

The purpose of this study is to propose an innovative and efficient process in urban policy-making that combines a divergent and creative method with a convergent and strategic one. At the same time, the purpose is also to propose a useful innovation to enforce the usability of both methods. On the one hand, mission-oriented policies run the risk of being overly focused on the present and of not being able to develop preparedness in organization. On the other hand, scenario development has the reverse problem it often does not point out how to use scenario narratives to inform and devise short-term strategic actions.

Design/methodology/approach

The paper proposes an innovative methodological approach, the mission-oriented scenarios, which hybridizes Mazzucato's mission-oriented public policy framework with Jim Dator's Manoa school four futures method. The proposed methodological innovation emerges from a urban foresight academic-led project carried out in the context of the Metropolitan City of Turin, Italy, where a first application of the mission-oriented scenarios was tested on six different focal issues (from reindustrialization to cultural policies) and the scenario narratives were used as sources for the grounding of 12 missions and 48 strategic actions towards 2030.

Findings

Mission-oriented scenarios can contribute to the generation of more sustainable and inclusive urban public policies. This methodological proposal is based on an original mix of knowledge exchange procedures borrowed from methodological approaches with different backgrounds: the mission-oriented and the archetypal scenarios. Their conjunction could support the formulation of ambitious yet pragmatic policies, giving a plurality of actors the opportunity to act and establish fruitful and lasting partnerships.

Originality/value

The paper reconstructs one of the first urban foresight projects carried out in a major Italian city by two prestigious universities and exposes a methodological innovation resulting from reflection on the strengths and weaknesses of the project, which opens the door to the development of a new scenario technique.

Abstract

Purpose

The purpose of this study is to identify and interpret the effect of governmental financial support to generate knowledge-based collaborations between actors in cross-border regions for the design of mission-oriented policies to improve the regionalization process taking into account the interregional innovation systems in Peru.

Design/methodology/approach

Innovation systems, social network analysis and mission-oriented policies contribute to analyze links between border subnational territories and to build strategies toward interregional innovation systems.

Findings

A total of 5 out of 18 possible regional interactions are strong enough to be considered interregional innovation systems. Thus, mission-oriented policies may be designed to strengthen ties between regions.

Research limitations/implications

As the amount of data observed is not large enough, this study and its outcomes must be considered an exploratory exercise.

Originality/value

Innovation policy design based on the Peruvian context and evidence opens opportunities to rethink regionalization processes in the country.

Las colaboraciones basadas en el conocimiento entre actores de regiones transfronterizas podrían ayudar a diseñar un mejor proceso de regionalización en el Perú. Los resultados de un apoyo financiero gubernamental a la innovación aportan pruebas para un diseño de políticas orientado a la misión de los sistemas de innovación interregionales.

Los sistemas de innovación, el análisis de redes sociales y las políticas orientadas a la misión contribuyen a analizar los vínculos entre territorios subnacionales fronterizos y a construir estrategias hacia sistemas de innovación interregionales.

Resultados

Cinco de las 18 posibles interacciones regionales son lo suficientemente fuertes como para ser consideradas sistemas de innovación interregionales. Por tanto, las políticas orientadas a las misiones pueden diseñarse para reforzar los vínculos entre regiones.

Límites de la investigación

Dado que la cantidad de datos observados no es lo suficientemente grande, este estudio y sus resultados deben considerarse un ejercicio exploratorio.

Originalidad

El diseño de políticas de innovación a partir del contexto y la evidencia peruana abre oportunidades para repensar los procesos de regionalización en el país.

Sistemas de inovação, análise de redes sociais e políticas orientadas para missões contribuem para analisar as ligações entre territórios subnacionais fronteiriços e para construir estratégias para sistemas de inovação inter-regionais.

Conclusões

Cinco das 18 interações regionais possíveis são suficientemente fortes para serem consideradas sistemas de inovação inter-regionais. Assim, as políticas orientadas para a missão podem ser concebidas para reforçar os laços entre regiões.

Limites da investigação

Uma vez que a quantidade de dados observada não é suficientemente grande, este estudo e os seus resultados devem ser considerados como um exercício exploratório.

Originalidade

A concepção de políticas de inovação com base no contexto peruano e nas provas abre oportunidades para repensar os processos de regionalização no país.

Abstract

Purpose

This study aims to present theory, practice and original research findings to support the proposition that broad enquiry and problem-based learning (EPBL) approaches provide an appropriate pedagogical lens for sustainability educators to develop the knowledge and skills needed to work effectively within mission-oriented innovation policy (MIP) environments.

Design/methodology/approach

The research study comprised four elements, each of which used different research methods. The first element involved a literature review mapping the synergies between MIP and EPBL; the second element piloted the use of EPBL for undergraduate modules related to sustainability challenges; the third element involved external stakeholders in the co-creation of a postgraduate programme that brought together innovation and sustainability, with EPBL fundamental to the design and development; the fourth element curated and comparatively analysed international cases of EPBL in the context of MIP, and sustainability challenges in particular, highlighting the versatility of EPBL and the importance of creativity in EPBL design and implementation.

Findings

The systematic literature review reveals synergies between the key features of EPBL and defining characteristics of MIP, indicating the relevance of applying EPBL to support MIP. Two in situ pilots generated 13 recommendations on the benefits and operational challenges of applying EPBL. These recommendations informed the design and development of a postgraduate programme, involving a transdisciplinary consultation process with key industrial and societal stakeholders. Comparative analysis of four international case studies describing EPBL applied in practice in different international settings show there is no “one size fits all”. Instead, the application of EPBL to different sustainability challenges and for different learner groups demonstrates the versatility of the pedagogical approach and the creativity of the sustainability educators.

Originality/value

A discourse around the appropriate pedagogical methods and teaching/learning practice to equip the current and future workforce with the knowledge and skills to respond to MIP and global sustainability challenges is nascent but emerging. This paper makes a scientific and practical contribution to the discourse. The authors show how EPBL can underpin the design of programmes to provide learners with the knowledge and skills to support organisations working effectively within an MIP context, especially addressing sustainability challenges. The authors provide recommendations for educators seeking to embed EPBL within their curriculum and call for external stakeholders to proactively engage with educators to co-create programmes with context-specific outcomes.

Abstract

In the last decade the discussion on green innovations has gained in importance, both in practice and in academia. This chapter builds on the idea that performance in innovation capturing environmental aspects doesn’t depend only on inputs but also the synchronization of different stakeholders, firms and policy-makers that make an innovation-driven society. In disruptive periods, green adaptive ability which refers to ability to comply with environmental regulations is based on corporate environmental commitments and their social responsibility as well as on green human capital. Based on corporate environmental commitments, companies seek business opportunities by changing their business models as well as by integrating, building and reconfiguring competences to comply with environmental standards. Green human capital, on the other side, builds organizational culture that supports green innovation. The aim of this chapter is to present a conceptual model that stimulates green innovations at the company level and discusses the proper governance structure supportive of innovation and effective strategies of policy-making.

Abstract

Purpose

Previous studies of innovation policy claim that there is a mismatch between the underlying assumptions of these policies and the reality of how firms involved in innovation operate. The purpose of this paper is to deepen the knowledge of actual innovation processes in order to contribute to the modification of innovation policies.

Design/methodology/approach

The paper is based on: a literature study focusing on the criticism and suggestions for revision of mainstream policy; and two empirical illustrations of innovation through interactive resource development. The framework is rooted in the industrial marketing and purchasing (IMP) approach to innovation, implying that a potential innovation needs to be embedded in three network settings – the developing, the producing and the using settings.

Findings

The study shows that effective policy requires a modified perspective on the basic mechanisms behind innovation. First, the paper emphasises the central role of inter-organisational interaction for the outcome of innovation processes. Second, it shows that the embedding of an innovation in its business context requires the joint efforts of several organisations. Third, implementation of a potential innovation is a time-demanding process.

Practical implications

The implementation of a potential innovation requires close connections in relationships and networks. Policy practitioners therefore increasingly need to take these constellations into account. Furthermore, time frames must be extended to take long-term effects into consideration.

Originality/value

The framing of innovation as “interactive resource development” reflects the criticism of innovation policy identified in the literature study. The IMP approach applied in the empirical illustrations of these phenomena was useful for providing suggestions for modifications of current innovation policy.

Abstract

Purpose

This paper sets out to investigate investors' sustainable preferences under different market conditions. Specifically, the authors examine the existence of a positive sustainable asset pricing gap, and whether it is influenced by the socioeconomic and financial sentiments. The increase of uncertainty rises investors' skepticism whether sustainable companies are under-performing the traditional counterparts, causing larger increasing gap. Conversely, if sustainable assets are overperforming, the increase of market uncertainty raises investors' sustainable preferences.

Design/methodology/approach

The authors examine the existence of a positive sustainable asset pricing gap, and whether it is influenced by the socioeconomic and financial sentiments. Through a quantile regression, the authors remark the variability of sustainable preferences where market participants, although recognizing the present and future value added of sustainable investing, also show skepticism (i.e. asymmetric tail behavior). However, the analysis of the total change of sustainable investments returns over time demonstrates the emergence of positive viewpoints incentivized by economic and market uncertainty.

Findings

The market-driven social responsibility exalts the positive insights regarding the future of sustainable developments. As the authors discuss along the paper, investors are gaining awareness about the environmental and social goals pursued by socially responsible companies. Hence, the authors consider how economic instability might stimulate the assessment of the social and environmental impact of the unsustainable production systems, switching investments toward virtuous sustainable companies. This could generate a series of positive externalities that might improve the welfare conditions of the whole society.

Originality/value

The authors conduct an original empirical exercise, combining different techniques (i.e. quantile regressions and wavelet analysis). To the best of the authors’ knowledge, this is the first paper trying to evidence a systematic connection between market uncertainty and sustainable preferences accounting for different market states (thanks to quantile regressions).

Abstract

Purpose

This study aims to evaluates a public policy program that finances projects for the development of innovative technological solutions. This paper analyzed the influence of human and social capital on the development of the projects, under the perspective of the policy’s effectiveness and efficiency. This specific policy adopted the funding model of economic subsidy by means of grants, which shows the significant engagement of the public sector in applying nonrefundable resources more directly through loans, assuming the role of an entrepreneurial state, according to Mazzucato (2011, 2018) and Tavani and Zamparelli (2020).

Design/methodology/approach

This is a quantitative-descriptive study, according to Marconi and Lakatos (2017). This study is descriptive, for presenting information on innovation projects funded by FUNCAP (Ceará Foundation for Support to Scientific and Technological Development). In addition, this study is quantitative, by establishing multivariate relationships among the variables that relate to human capital and social capital, which are relevant to technological and innovative development, and by introducing variables on technological evolution, proposed as measures of the program’s effectiveness (DTRL, MkTRL) and efficiency (ETRL).

Findings

This paper sought to contribute on public policies for innovation, more specifically on analyzing variables that may affect the development of technological and innovative projects in knowledge-intensive companies. The authors studied capitals potentially important for these companies in the development of innovative projects. Specifically, the authors sought to understand the importance of human capital and how it reflects in technical and scientific knowledge of the project team and of social capital and how it reflects the connection and social relationship among different team members. The results presented that the degree of efficiency of the public funding program depends on how much the teams of the benefited projects have accumulated knowledge, skills and technical capacities – the so-called teams’ human capital.

Research limitations/implications

It is important to address the research sample as a research limitation, which had 72 responses obtained, from a submission rate of 284. Another study limitation is on the qualitative analysis of the topics addressed from the companies and policymakers perspectives, considering that the quantitative nature of the study does not allow for a deeper understanding of the qualitative perspective of the actors involved in the phenomenon studied. As recommendations for future studies, it is suggested to conduct qualitative studies on the aspects studied here. In this sense, it is possible to conduct case studies for specific companies, or policymakers, to clarify and deepen the relationships between the themes addressed here.

Practical implications

As for the practical implications of the research, both for managers of public funding programs and for company managers, the benefits of human capital, related to innovative project development teams, are important in programs that deal with technological development projects. In practice, this means that the greater the human capital of academic background of the members of the supported project teams, the more efficient the projects are in the process of developing their technologies by using the resources provided (Ashford, 2000; Chen et al., 2008; Lerro et al., 2014).

Social implications

Hence, the authors conclude that the evaluated innovation-funding program through grants achieved acceptable results in terms of promoting the technological evolution of the benefited projects and bringing the technologies closer to the market. Its efficiency was the least favorable result, showing that the program needs to focus on improving this specific aspect. Within the investigated program, the issue that needs enhancement (efficiency – ETRL) was the one that presented significant relationships with the human and social capital of the benefited projects’ teams. Thus, it is possible that, by selecting more projects that have teams with high capital, the efficiency of the public policy, in this case the development of projects with high technological and innovative potential, will be possibly reached.

Originality/value

The findings strengthen the need for innovation public policies designed and implemented in a systemic way in the science, technology and innovation ecosystem, to provide a technological infrastructure and human capital necessary for developing projects with high technological and innovative potential (Ergas, 1987; Audretsch and Link, 2012; Caloghirou et al., 2015; Edler and Fagerberg, 2017; Silvio et al., 2019).

Abstract

Purpose

This study provides a configurational examination of how policy designs influence the innovation performance of the emergency industry in China.

Design/methodology/approach

This study employs the Data Envelopment Analysis Malmquist index (DEA-Malmquist) to quantify the innovation performance of the emergency industry and then codes the innovation policies to calculate the syntactic components based on institutional grammar tools (IGTs). The configurations of syntactic components were determined by applying the fuzzy-set qualitative comparative analysis (fsQCA).

Findings

The results indicate that rules- and norms-oriented policy designs would improve the innovation performance of China's emergency industry. In the developed provinces, the “Deontic” and “aIm” combinations in the policy are useful for improving performance. In the developing provinces, the ambiguity of the “aIm” and “Context” conditions in the policy is leading to low performance. Additionally, a lack of strategy-oriented policy design would also result in poor performance.

Originality/value

Most previous studies used substitute variables to understand policy impacts. This study contributes to identifying the impacts of the syntactic components of policy designs on the innovation performance of the emergency industry. The findings can assist policymakers in developing more effective policies to stimulate innovation development in the emergency industry.

Abstract

Purpose

The purpose of this paper is to analyse innovation policies in India from 1958 to 2020. A policy tools framework was developed to compare the innovation policies in India. India developed and implemented four innovation policies from 1958 to 2013. The recent policy change was brought in the year 2020 with releasing the draft of the Science, Technology and Innovation Policy (STIP 2020). The authors analysed the recent draft of STIP 2020 with the earlier four innovation policies.

Design/methodology/approach

Innovation policies implemented from 1958 to 2013 in India were studied and analysed in the “text as a data approach” and a comparative policy analysis tool was designed for this purpose. The recent draft of STIP 2020 was evaluated and the provisions of the fifth draft of STIP 2020 were compared with the previous four innovation policies' design and formulation. The CPA tool design consists of five broad themes Awareness and capacity building; Finance and infrastructure; Resource management and governance; Outreach and networking; and Policy implementation and evaluation.

Findings

Draft STIP 2020 has many features similar to earlier policies. However, policy has focused on bringing in more clarity about national challenges, goals and objectives, yet it needs better implementation to achieve stated outcomes more effectively and efficiently. New initiatives include strengthening the innovation system with open science, improving STI education, expanding the financial landscape, establishing national STI observatory acting as a central repository of all data related to the STI ecosystem and accountable research ecosystem, promoting translational and foundational research of global standards, promoting entrepreneurship, self-reliance, mainstream science communication and public engagement and decentralised institutional mechanisms. Thus, the STIP 2020 is ambitious in its approach to promoting STI in India and needs a supportive mechanism to achieve the stated objectives.

Research limitations/implications

Current comparative policy analysis focused only on identifying similarities and differences among innovation policies implemented in India from 1958 to 2020 and its evolutionary changes in policy and its instruments choice. The recent draft STIP 2020 is not approved and has no update regarding its approval and implementation by the government. The revised and yet to implement STIP 2020 may have variances in the policy instruments. The earlier policies are so broad and without specific problem statements. They were released as statements and resolutions which makes it is challenging to understand the impact of each policy. Similar policy tools in STI 2013 and STIP 2020 were only considered to observe the policy instrument choice. The achievements of the innovation policies implemented before STIP 2020 are not included. Evolutionary changes in the problem statements and policy tools prescribed in innovation policies are studied.

Originality/value

Department of Science and Technology, Government of India, released a draft of STIP in 2020. The draft of STIP was evaluated with previous Innovation Policies. To the authors’ understanding, this is the first attempt to evaluate the STIPs of India using the “text as a data” approach. The tool can be validated by using it for CPA of innovation policies of other emerging, developed and least developed economies to understand cross-country variations in policy instrument choice by policymakers.
