Abstract
Purpose
The purpose of this study is to identify various issues and challenges associated with development and implementation of a maintenance performance measurement (MPM) system.
Design/methodology/approach
An analytical approach is adopted to identify the issues and challenges associated with MPM.
Findings
The study finds that for successful implementation of MPM all employees should be involved and all relevant issues need to be considered. Furthermore, the traditional overall equipment effectiveness (OEE) used by the companies is inadequate, as it only measures the internal effectiveness. For measuring the total maintenance effectiveness both internal and external effectiveness should be considered.
Practical implications
What cannot be measured cannot be managed effectively. To manage maintenance process operating managers and asset owners need to measure the contribution of maintenance towards their business goals. This paper discusses issues and challenges associated with MPM system, there by helping the managers to take care of the pitfalls of the MPM system and advocates that managers should focus on measuring the total effectiveness of maintenance process.
Originality/value
The paper presents a concept of total maintenance effectiveness with focus on both internal and external effectiveness, and integration of the hierarchical levels and multi‐criteria maintenance performance indicators of MPM system.

Purpose
The purpose of this paper is to provide a framework for measuring the imprecise and subjective “effectiveness” of a major maintenance activity. Such a measure will not only bring objectivity in gauging the effectiveness of maintenance task carried out by the workforce without any intervention from an expert but also help in measuring the slow degradation of the performance of the concerned major equipment/system.
Design/methodology/approach
The paper follows a three-step approach. First, identify a set of parameters considered important for estimating the maintenance activity effectiveness. Second, generate a set of data using expert opinions on a fuzzy performance measure of maintenance activity effectiveness (output). Also, find an aggregated estimate of the effectiveness by analysing the consensus among experts. This requires using a part of the “fuzzy multiple attribute decision making” process. Finally, train a neuro-fuzzy inference system based on input parameters and generated output data.
Findings
The paper analysed major maintenance activity carried out on diesel engines of a power plant company. Expert opinions were used in selection of key parameters and generation of output (effectiveness measure). The result of a trained adaptive neuro-fuzzy inference system (ANFIS) matched acceptably well with that aggregated through the expert opinions.
Research limitations/implications
In view of unavailability of data, the method relies on training a neuro-fuzzy system on data generated through expert opinion. The data as such are vague and imprecise leading to lack of consensus between experts. This can lead to some amount of error in the output generated through ANFIS.
Originality/value
The originality of the paper lies in presentation of a method to estimate the effectiveness of a maintenance activity.

Abstract
Purpose
Proper maintenance management ensures a long-term investment and provides a support function in business continuity to achieve organisational goal. However, inadequate involvement and participation of key stakeholders in maintenance management limit the continuous improvement of maintenance performance. Currently, there is a lack of studies about the influence of key stakeholders’ involvement in maintenance. Thus, the purpose of this paper is to deal with enhancement of maintenance management through the involvement of key stakeholders.
Design/methodology/approach
This research adopted a mixed method approach to determine the relationship between involvement of key stakeholders in maintenance management and maintenance effectiveness. The approach comprised of literature review, questionnaire survey and semi-structured interviews.
Findings
This research suggests a positive correlation between involvement of maintenance manager (MM), maintenance staff, organisation, user and maintenance service provider (SP) in improving the effectiveness of maintenance management. The logistic regression analysis indicated that the involvement of MM and SP are significant predictors of maintenance effectiveness. The research further identified that there was a lack of involvement of the user and SP in maintenance management.
Originality/value
The research demonstrated that all key stakeholders should value the important roles of their participation in maintenance management to ensure an optimum return on a long-term investment. To create the awareness for the involvement of key stakeholders in building maintenance, studies on the advantages of participating in building maintenance and the impacts of ignorant towards building maintenance can be beneficial to the industry.

Abstract
This paper reviews the basic concepts of several maintenance approaches and discusses the increasing needs of effectiveness‐centred maintenance (ECM). It discusses the principles and relates them to the measurement of ECM performance. The development and implementation of the ECM approach is elaborated based on a pilot program in the radio unit of an electricity company in Hong Kong. Two ECM performance indices (i.e. individual system effectiveness (ISE) and overall system effectiveness (OSE)) were introduced to monitor the ECM process in the company. Being an integrated maintenance approach, ECM focuses on system functions and customer service, and may contribute to the continuous improvement of maintenance management practices in organizations irrespective of their business nature and size.

Purpose
The purpose of this paper is to review the literature on Total Productive Maintenance (TPM) and to present an overview of TPM implementation practices adopted by the manufacturing organizations. It also seeks to highlight appropriate enablers and success factors for eliminating barriers in successful TPM implementation.
Design/methodology/approach
The paper systematically categorizes the published literature and then analyzes and reviews it methodically.
Findings
The paper reveals the important issues in Total Productive Maintenance ranging from maintenance techniques, framework of TPM, overall equipment effectiveness (OEE), TPM implementation practices, barriers and success factors in TPM implementation, etc. The contributions of strategic TPM programmes towards improving manufacturing competencies of the organizations have also been highlighted here.
Practical implications
The literature on classification of Total Productive Maintenance has so far been very limited. The paper reviews a large number of papers in this field and presents the overview of various TPM implementation practices demonstrated by manufacturing organizations globally. It also highlights the approaches suggested by various researchers and practitioners and critically evaluates the reasons behind failure of TPM programmes in the organizations. Further, the enablers and success factors for TPM implementation have also been highlighted for ensuring smooth and effective TPM implementation in the organizations.
Originality/value
The paper contains a comprehensive listing of publications on the field in question and their classification according to various attributes. It will be useful to researchers, maintenance professionals and others concerned with maintenance to understand the significance of TPM.

Purpose
To provide a framework that can identify and evaluate the effectiveness of a given maintenance strategy in a company. This can help in the strategic management of maintenance.
Design/methodology/approach
The framework is developed using Hayes and Wheelwright's four‐stage framework on manufacturing strategy as a guideline. To gain a clearer understanding of the framework and its usefulness the subject topic is elaborated in two phases: definition of maintenance strategy, framework description and operationalization using case examples. The scope of the paper is limited to performance measurement of maintenance strategies.
Findings
It is found that the framework is applicable and useful for the strategic management of the maintenance function. The case example depicting the fourth stage shows that maintenance can also contribute to enhancing the competitive advantage of a company.
Practical implications
Given the current position of maintenance, the framework used in this paper also suggests the strategic direction to progress for long‐term effectiveness. It helps in stimulating practising managers to manage maintenance with a strategic thinking and mindset. It also helps them to visualize the capabilities of maintenance in enhancing the competitive advantage of a company.
Originality/value
Unlike other functions like manufacturing and business, the strategic literature on maintenance is meagre. Many tools and techniques have been developed and applied in other fields. However, the applicability of those tools to maintenance function has never been tried. In that respect this topic is new. It helps in managing maintenance more effectively, given its growing technical and technological complexity.

The purpose of this paper is to propose a few steps to enhance maintenance effectiveness in practice.
Design/methodology/approach
The author reviews the strengths and limitations of different approaches to maintenance management (MM). Some relevant practical observations of reliability engineering are discussed. Based on these, and drawing on the research on MM in relevant literature, the author suggests a few steps, suitable for implementation, for effective MM.
Findings
Review of available approaches to MM and some factors of reliability engineering points to some ways to improve maintenance effectiveness in the practical sense.
Practical implications
Implementation of the steps, as suggested in the paper, should enhance the effectiveness of MM leading to higher machine uptimes with less of maintenance costs. In such steps, the ease of implementation in practical situations has been given due importance.
Originality/value
In the steps, called as an “Actionable Program for Maintenance,” that the author suggests, he has highlighted some issues, and has made some suggestions, which are new.

Abstract
Purpose
The purpose of this paper is to provide an overview of research and development in the measurement of maintenance performance. It considers the problems of various measuring parameters and comments on the lack of structure in and references for the measurement of maintenance performance. The main focus is to determine how value can be created for organizations by measuring maintenance performance, examining such maintenance strategies as condition‐based maintenance, reliability‐centred maintenance, e‐maintenance, etc. In other words, the objectives are to find frameworks or models that can be used to evaluate different maintenance strategies and determine the value of these frameworks for an organization.
Design/methodology/approach
A state‐of‐the‐art literature review has been carried out to answer the following two research questions. First, what approaches and techniques are used for maintenance performance measurement (MPM) and which MPM techniques are optimal for evaluating maintenance strategies? Second, in general, how can MPM create value for organizations and, more specifically, which system of measurement is best for which maintenance strategy?
Findings
The body of knowledge on maintenance performance is both quantitatively and qualitatively based. Quantitative approaches include economic and technical ratios, value‐based and balanced scorecards, system audits, composite formulations, and statistical and partial maintenance productivity indices. Qualitative approaches include human factors, amongst other aspects. Qualitatively based approaches are adopted because of the inherent limitations of effectively measuring a complex function such as maintenance through quantitative models. Maintenance decision makers often come to the best conclusion using heuristics, backed up by qualitative assessment, supported by quantitative measures. Both maintenance performance perspectives are included in this overview.
Originality/value
A comprehensive review of maintenance performance metrics is offered, aiming to give, in a condensed form, an extensive introduction to MPM and a presentation of the state of the art in this field.

Abstract
Maintenance of hospitality buildings is complex and dynamic as the performance of the engineering systems is subjected to sensitive users’ requirements and high expectation of the top management for supporting the business. With detailed case studies drawn from a representative hotel, this paper presents the practices, work load and resource requirement for maintaining the engineering systems and the building. In‐house and contracted‐out maintenance, repair and retrofitting works are examined. Common failure modes and failure occurrence rates are reported. A concept of five strategic bases of maintenance is presented for the development of maintenance programmes. Performance indicators for measuring the effectiveness of maintenance are established for the hospitality engineering systems and applied in the hotel studied to illustrate the assessment of maintenance performance.
