Abstract
Research on performance management, as it applies to public sector organizations, has been addressed most often from a static perspective. A process-oriented view on performance is undertaken through use of perceived obstacles, garnered through two large surveys of U.S. government managers, to infer the adaptive paths federal agencies have followed. By applying a learning-based model founded on March’s framework of exploration and exploitation, the ideal-typical ways that public organizations adapt to a performance initiative can be distinguished, opening a window into the processes such learning entails. Structural equation modeling provides the statistical capacity to interpret exploration and exploitation as cohesive paths. Exploratory adaptation appears to have been largely counterproductive, as the obstacles associated with this dynamic indicated a roadblock rather than a path forward. But exploitation had the opposite effect, as its associated obstacles corresponded with greater use of performance measures for management activities and enhanced results orientation.

Abstract
Purpose
The purpose of this exploratory study is to examine the relevance and impact of knowledge in the context of Uruguay’s present and future socioeconomic development through the lens of the knowledge-based theory of the firm (KBTF).
Design/methodology/approach
The perspectives of 47 key informants, predominantly representatives of public and private Uruguayan institutions, including chambers of commerce and producer associations, were gathered through unstructured, face-to-face interviews.
Findings
Aligned with the KBTF, the significance of tacit knowledge, complemented with explicit knowledge, was revealed, particularly in the more traditional industries. Indeed, industry-based (tacit) knowledge evolving for generations has been strengthened by innovative practices, enhancing the appeal and image of key commodities and the nation’s exports. Additional elements highlighted in the KBTF, such as problem-solving, knowledge integration and application and knowledge specialisation, were identified.
Originality/value
Essentially, the study highlights the different associations between the KBTF, the various forms of acquiring knowledge (tacit, explicit), innovation and resulting impacts on food quality and increased product recognition for a developing economy. Moreover, the findings, which illustrate that crucial improvements can be achieved through knowledge-based approaches, could also be considered in the context of other emerging economies that are aiming to attain further socioeconomic development through maximising the benefits of knowledge. In addition, the study addresses a theme that has been sporadically presented in the academic literature, especially when studying developing economies and their industries.

Abstract
To better understand the relationship between the headquarters and subsidiaries of multinational corporations, we introduce and test a theoretical framework that builds on and extends the positive agency theoretic corporate governance literature. Results indicate that there are three types of subsidiary bundles of corporate governance mechanisms that are used by multinational corporations. In addition, the following factors can help predict what type of subsidiary bundle a multinational corporation will use to align the interests of its headquarters with a particular subsidiary: the multinational corporation’s international strategy, its subsidiary’s importance, environmental uncertainty faced by its subsidiary, and its subsidiary’s age.

Abstract
Globalisation is generally defined as the “denationalisation of clusters of political, economic, and social activities” that destabilize the ability of the sovereign State to control activities on its territory, due to the rising need to find solutions for universal problems, like the pollution of the environment, on an international level. Globalisation is a complex, forceful legal and social process that take place within an integrated whole with out regard to geographical boundaries. Globalisation thus differs from international activities, which arise between and among States, and it differs from multinational activities that occur in more than one nation‐State. This does not mean that countries are not involved in the sociolegal dynamics that those transboundary process trigger. In a sense, the movements triggered by global processes promote greater economic interdependence among countries. Globalisation can be traced back to the depression preceding World War II and globalisation at that time included spreading of the capitalist economic system as a means of getting access to extended markets. The first step was to create sufficient export surplus to maintain full employment in the capitalist world and secondly establishing a globalized economy where the planet would be united in peace and wealth. The idea of interdependence among quite separate and distinct countries is a very important part of talks on globalisation and a significant side of today’s global political economy.

Investigates urban bias in state policy making in Mexico. Refers to literature claiming that rural poverty in developing nations is a major problem because capitalism reflects an urban bias. Examines social security coverage for the rural poor in Mexico and notes that there are great variations depending on area, suggesting that social security coverage is politically negotiable. Outlines briefly the historical development of Mexico’s welfare state and uses a power resource model to demonstrate how groups with competing interests go about securing benefits from the state. Cites literature on dependency theory, indicating that rural groups have failed to mobilize politically and have therefore not secured the same state resources (such as social security benefits and housing) as urban groups, yet argues that this does not always apply in Mexico, partially due to party politics and bureaucratic paternalism. Explains how data was collected to examine regional variations in social security coverage among the rural poor and how the data was analysed. Reveal that workers in important international export markets (such as cotton and sugar) have greater political leverage in obtaining better social security benefits. Notes also that areas supporting the political party in power obtain better benefits. Explains the development of Israel’s welfare state, concentrating on the labour exchange system and housing. Links the development of the Zionist welfare state to economic and political conditions, in particular state‐building and the management of the Palestinian community within the state. Refers to literature on policy paradigms. Notes the stable institutional infrastructures developed by the Jewish community in Palestine and the Zionist labour movement, which led to an embryonic welfare state. Recounts the development of the labour exchange process and the public housing policy, describing how the policies reinforced statehood – settling immigrants into areas where Jewish presence needed strengthening and, at first, largely excluding the Palestinian community from access to housing and the labour process. Points out that, over time, the exclusion of Palestinians became unrealistic.
