Abstract

In the mid-2000s, the operator of New York City’s mass transit network committed more than a half-billion dollars to military contractor Lockheed Martin for a security technology capable, in part, of inferring threats based on analysis of data streams, of developing response strategies, and taking automated action toward alerts and calamities in light of evolving circumstances. The project was a failure. This chapter explores the conceptualization and development of this technology – rooted in cybernetics – and compares its conceptual underpinnings with some situated problems of awareness, communication, coordination, and action in emergencies as they unfold in one of the busiest transport systems in the world, the New York subway. The author shows how the technology, with all the theatrical trappings of a “legitimate” security solution, was apparently conceived without a grounded understanding of actual use-cases, and the degree to which the complex interactions which give rise to subway emergency can be anticipated in – and therefore managed through – a technological system. As a case-study, the chapter illustrates the pitfalls of deploying technology against problems which are not well-defined in the first place, to the neglect of investments against much more fundamental problems – such as inadequate communication systems, and unstable relationships with emergency response agencies – which might offer guaranteed benefits, and indeed lay a firm groundwork for future deployment of more ambitious technology.

Abstract

The Lockheed scandal was exposed during the 4 February 1976 hearings of the Sub-Committee on Multinational Corporations of the United States Senate Committee on Foreign Relations. These hearings revealed that Lockheed Aircraft Corporation paid illegal payments in several countries including Japan to promote the sale of its planes to prevent bankruptcy. The Securities Exchange Commission obtained documents showing that Lockheed paid more than US$10 million to Yoshio Kodama, a “fixer” and Lockheed's secret representative, and the Marubeni Corporation, which was Lockheed's agent in Japan since 1959. During the same hearings on 6 February, A. Carl Kotchian, vice president of Lockheed, informed the committee that a senior Japanese government official received US$2 million from Marubeni and that his company relied on Kenji Osano, a close associate of former Prime Minister Kakuei Tanaka, as an intermediary in its efforts to sell 21 Lockheed's L-1001 Tristar airbuses to All Nippon Airways (ANA) (Macdougall, 1988, pp. 193–195).

Beginning with the premise that complementary resources represent the most valuable resource combinations, theory is developed to explain the impact of complementary resources on firm boundary decisions. Uncertainty surrounding resource combinations or control of a complementary resource influences firm boundaries by impacting access to needed resources. An implication is that acquisition decisions and performance are influenced by prior investment. Resulting insights have competitive advantage implications of interest to both management research and practice.

Abstract

Lockheed Martin has been a premier builder and developer of manned aircraft and fighter jets since 1909. Since then, aircraft design has drastically evolved in many areas including the evolution of manual linkages to fly-by-wire systems, and mechanical gauges to glass cockpits. Lockheed Martin's knowledge of manned aircraft has produced a variety of Unmanned Aerial Vehicles (UAVs) based on size/wingspan, ranging from a micro-UAV (MicroStar) to a hand-launched UAV (Desert Hawk) and up to larger platforms such as the DarkStar. Their control systems vary anywhere between remotely piloted to fully autonomous systems. Remotely piloted control is equivalent to full human involvement with an operator controlling all the decisions of the aircraft. Similarly, fully autonomous operations describe a situation that has the human having minimal contact with the platform. Flight path control relies on a set of waypoints for the vehicle to fly through. This is the most common mode of UAV navigation, and GPS has made this form of navigation practical.

Abstract

“Genderwashing is an organizational tool that presents the myth of gender equality in organizations through discourse and text” (Fox-Kirk et al., 2020, p. 586). Existing literature focuses upon business and economy, e.g., considering how representations of equality are used to enhance profit. The contribution of this chapter is to show how two processes – gender washing and militarization – might function in support of each other. To do this, I firstly argue that the concept of genderwashing should be broadened to consider spaces outside of business and economy. I show how sex, gender and feminism are employed in ways that position martial organizations (such as militaries and arms manufacturers) as socially progressive, “washing” their reputation for militarized violence. Secondly, analyses must consider how the impact of genderwashing goes beyond individual organizations. Martial organizations marginalize their female staff, but I argue that we must look further: in a context in which people can be killed, we must consider what broader harms genderwashing visits upon civilian populations also.

Product development becomes more complex when co-development involves multiple parties crossing boundaries of functions, companies, countries and even competitors. An interdisciplinary framework is needed to understand the challenges of structuring collaborative work within global product teams – especially in the research arenas of strategic partnerships, product development teams, collaboration, distributed work, organizational learning and new metaphors. The multi-party partnership of the Joint Strike Fighter Program at Lockheed Martin, the largest aerospace program in history, provides an illustration of the complex information-sharing and problem-solving challenges in aligning a large, distributed, global integrated product team in an environment where even connectivity is a challenge. A quick search of the headlines of major newspapers reveals a treasure trove of technology procurement gone wrong. While the private sector seems to adopt and implement new technology seamlessly and quickly to deliver for customers, the government struggles to accomplish technology purchases and integrations with the same ease. As governments in the United States are looking to retain their current workforce and attract the next generation of workers, the technological capabilities and ethos of governments will be paramount. With nearly every industry being transformed by technology and Generation T being the first generation to have an ingrained “technology first” mindset, the ability of governments to attract these workers depends, in large part, on the ability to transform their government technology culture, policies, and practices.

In this chapter, the authors examine the administrative branch and observe two key components at the root of most technology failures: poor organizational structure in the bureaucracy and the lack of an empowered Chief Information/Technology Officer. Building upon case studies from Massachusetts and California, this chapter looks at the factors related to failure or success to understand the technology procurement culture. The chapter concludes by presenting four key “best practice” principles of public policy and administration that can be implemented by almost any governmental entity to improve their acquisition and implementation of technology.

In the evaluation of most interventions in criminal justice settings, evaluators have no control over assignment to treatment and control/comparison conditions, which means that the treated and comparison groups may have differences that lead to biased conclusions regarding treatment effectiveness. Propensity score analysis can be used to balance the differences in the groups, which can be used in a number of ways to reduce biased conclusions regarding effectiveness. A review of propensity scoring studies was conducted for this chapter, where the limited number of evaluations of criminal justice interventions using these methods was identified. Due to the small number of these studies, research was also reviewed if propensity scoring had been employed to evaluate interventions that are similar to those in criminal justice systems. These studies are used as examples to demonstrate how the methods can be used to evaluate criminal justice interventions, the different ways propensity scores can be used to analyse treatment and comparison group differences, and the strengths and limitations of this approach. It is concluded that, while not appropriate for all interventions/settings, propensity score analysis can be useful in criminal justice arenas, at least to investigate the comparability of treatment and comparison groups, with suspected non-comparability being a common weakness of traditional quasi-experimental studies and frequently cited limitation in terms of drawing efficacy conclusions from such evaluations.

Abstract

This research examines how the cost performance of defense contracts varies among the Air Force, Army, Navy, and the Department of Defense (DoD) and among five major defense contractors: Boeing, Lockheed Martin, Northrop Grumman, Raytheon, and General Dynamics. Data for these analyses was extracted from the recently established Defense Acquisition Management Information Retrieval (DAMIR) web-based interface for management information on Major Defense Acquisition Programs (MDAP). Note that, in addition to the three military services, MDAP data is also reported for DoD itself.

Data analysis indicates that the Navy ranks last among the military services and DoD in cost performance for MDAP contracts, while the Air Force ranks best. Of the defense contractors, Raytheon ranks last in cost performance and General Dynamics is next to last. Furthermore, the Navy contracts more frequently with Raytheon and General Dynamics than do the other services or DoD. Explanatory factors for poor cost performance may be due to factors such as the Navy's lack of oversight, the quality of the acquisition workforce, the defense contractors’ cost inefficiency, ethical lapses, or weak corporate governance, or combinations of these factors.

In addition, the schedule performance data was also identified. Tests of statistical significance on the schedule performance difference generally yield no results except for one relationship which indicates that the Navy is more likely to have Acquisition Program Baseline (APB) schedule breaches than its counterparts. Finally, cost performance data is examined for statistically significant differences between the two major categories of defense contracts: fixed-price contracts and cost-plus contracts. However, no significant findings were discovered.
