Abstract

Purpose – This chapter introduces the basic strategy and practice for developing a sustainable transportation system in China, and puts forward problems and directions of improvement.

Methodology – To begin with, the chapter elaborates on the development background of the Chinese urban transportation system and on the challenges in terms of urbanization, mechanization, and resource constraints. The chapter then systematically summarizes the implementation strategy for developing a green transportation system in China, including the government's leading role, public transportation system resource integration, the combination of nonmotor traffic and public traffic, and traffic demand management policy. It illustrates these with specific examples of practical activities conducted.

Findings – Finally, in response to typical problems challenging China, this chapter puts forward directions of improvement for aspects of land utilization, planning, intelligent transportation, traffic demand management, and public participation.

Implications for China – During the critical period featuring rapid growth of private motor vehicle population and transformation of urban traffic development policy, this chapter contributes to building a consensus among the Chinese government and the civil society and to promoting the implementation and sound development of sustainable transportation system by adopting comprehensive measures.

Abstract

Purpose

Public transit is an essential service for people without access to an automobile, particularly those who are low income, elderly, or with disabilities. Previous research has found that large urban transit agencies receive less state funding per ride provided than suburban agencies. The paper aims to discuss this issue.

Design/methodology/approach

Using data from the National Transit Database for 37 of the largest US transit agencies, the authors create a panel data set of services provided and sources of operating funds for the period 1991-2009. The authors develop an equity index that represents the difference between the share of state funding that an agency receives and the share of the total transit rides in the state that it provides. The authors use fixed-effects regression modeling to examine the determinants of fiscal balance and the equity index.

Findings

The authors find that the share of an agency’s operating funds that come from dedicated taxes is a significant predictor of fiscal health as measured by its fiscal balance; reliance on passenger fares and provision of bus service are significant predictors of operating deficits. The equity index finds that large agencies receive less than their fair share of state transit funding based on ridership.

Practical implications

Dedicated tax revenues are a key ingredient to transit agencies’ fiscal stability. Transit agencies’ fiscal condition in states and localities that do not have a dedicated tax could benefit from such a tax.

Social implications

Transit is an essential service for people who are unable to drive or own an automobile; funding inequities maintain old patterns of segregation and isolation for “transit dependents.”

Originality/value

This study supports earlier research finding that large agencies receive less than their fair share of state funding based on ridership. It contributes to the literature on transportation equity and transit finance.

Abstract

Purpose

The purpose of this paper is to analyze the institutional and social forces that influence collaborative data sharing practices in cross-sector interorganizational networks. The analysis focusses on the data sharing practices between professionals in the transportation and public health sectors, areas prioritized for collaborative action to improve public health.

Design/methodology/approach

A mixed methods design is utilized. Electronic surveys were sent to 57 public health and 157 transportation professionals in a large major metropolitan area in the USA (response rate 39.7 percent). Focus groups were held with 12 organizational leaders representing professionals in both sectors.

Findings

The application of the institutional-social capital framework suggests that professional specialization and organizational forces make it challenging for professionals to develop the cross-sector relationships necessary for cross-sector collaborative data sharing.

Research limitations/implications

The findings suggest that developing the social relationships necessary for cross-sector collaboration may be resource intensive. Investments are necessary at the organizational level to overcome the professional divides that limit the development of cross-sector relationships critical for collaborative data sharing. The results are limited to the data sharing practices of professionals in one metropolitan area.

Originality/value

Despite mandates and calls for increased cross-sector collaboration to improve public health, such efforts often fail to produce true collaboration. The study’s value is that it adds to the theoretical conceptualization of collaboration and provides a deeper understanding as to why collaborative action remains difficult to achieve. Future study of collaboration must consider the interaction between professional specialization and the social relationships necessary for success.

Abstract

Purpose

The purpose of this paper is to evaluate public transportation efficiency in larger cities. Global agreements to decrease environmental emissions in the future (CO2), world‐wide decreasing reserves of oil, and growing population in larger cities is the main motivation to develop efficiency benchmarking measurement models for public transportation systems, and gives reason for this research work. Also, from the point of view of the city, data envelopment analysis (DEA) based efficiency measurement has not been researched earlier, which is another motivation for this study from the method development perspective.

Design/methodology/approach

Four different DEA‐based efficiency benchmarking models are used to evaluate public transportation efficiency in larger cities. Data are from year 2001, and amount of analyzed cities in smaller DEA model is 52 and in larger 43. This gives statistical significance and efficiency measurement confidence over the results.

Findings

Medium‐sized, old and central European cities such as Bern, Munich, Prague and Zürich show frontier performance in all four models. Mega‐cities fail to reach frontier and/or good performance in small “services used” DEA model. However, some other medium‐sized cities show contrarian behaviour for “space used” DEA model. Lowest performance is more divergent in the analyses, but is found from Spanish cities, Athens, Middle East and North America. The author also found support from regression analysis that higher DEA efficiency results in lower share of private car use in large cities.

Research limitations/implications

This research work uses only year 2001 data, and should be repeated in the future as public transportation data18base is being updated. The research is also limited on the use of DEA method, and other efficiency measurement methods should be used to verify the results further.

Originality/value

According to the author's knowledge, this research work is seminal from the city‐level DEA efficiency benchmarking studies concerning public passenger transportation systems. Earlier research works have concerned actors (e.g. bus companies or rail operators), but the overall picture from the city level has not been researched before.

Abstract

Purpose

In the United States, many arguments for mass transport often focus on its benefits to the environment or in terms of congestion relief. This chapter instead looks at direct micro-scale and meso-scale economic and social benefits by identifying occupations, industries, and demographic groups that are both growing and can benefit from transit. In using this form of local-scale identification of unique economic circumstances, government planners, elected officials, and academics can create a practical, GIS-focused approach to increase the utility and acceptance of mass transportation in the United States.

Methodology/approach

Using a GIS-based approach with US Census and US Labor Department data, the chapter focuses on local growth sectors in the economy, then identifying their transit-usage patterns. Additionally some GIS are used to identify concentration areas of both occupations and transit usage, along with areas of likely employment for those individuals. Locally this creates “micro-climates” or hot spots for favorable views and usage of transport. These micro-climates can be duplicated in other similar areas to increase utilization, and therefore return on investment, of public transportation.

Findings

For denser areas, affluent downtowns, and areas which are accessible to hospitals and universities, the primary growth engines of the current US labor market, transit has a positive correlated relationship. Additionally, recent immigrant groups, particularly those with limited English speaking ability, have also shown a correlated growth in transit usage. By identifying these areas with GIS, transit can better align its services to needs and improve it return on investment.

Social implications

The United States has had a fifty-year-long negative view of public transport outside of major urban areas. By identifying groups with positive correlated use of transit, the return on investment and public perception of its use and environmental sustainability can mesh with land use planning and perceived quality of the service. In so doing, transit use may be encouraged.

Originality/value

The United States is faced with very high petrol prices relative to its history, and somewhat lesser incomes among its sub-age-30 work cohorts. This has encouraged density. However, in order to provide for this increased demand, there must be an increase in both supply and politically perceived value in its investment. This chapter seeks to be an early pragmatic model in valuing public transport at a local level.

Abstract

Purpose

The purpose of this paper is to compare public preferences for investment and spending on non-automobile infrastructures (mass transit and bicycling) to preferences for new roads and the repair of current highways. The study explores the factors that explain preferences for non-automobile infrastructure using a three-factor model including self-interest (personal transportation benefits), concern for community-wide benefits (political beliefs), and concern for the economic impact. The study uses a case study of the urban context of the Hampton Roads region of Southeastern Virginia (USA).

Design/methodology/approach

The analysis uses data from a 2013 telephone survey of urban residents in the Hampton Roads area. Survey respondents were asked to identify their two investment priorities from four options: repairing existing roads, bridges, and tunnels; constructing new or expanding roads, bridges, and tunnels; expanding mass transit; and expanding bicycle routes and improving bike safety.

Findings

Repairing existing highway infrastructure is the most popular spending priority (66 percent of residents). There is as much support (46 percent) for investing in non-automobile infrastructure as for investing in new roads, bridges, and tunnels. Significant predictors of support for non-automobile infrastructure, using the three-factor model, are: length of commute time, self-identification as liberal, use of light rail, and a belief that light rail contributes to economic development.

Originality/value

The study examines public preferences for both non-traditional and traditional transportation infrastructure investments. It highlights the factors that contribute to public support for different transportation spending options.

Abstract

What is contractual governance in a scenario of performance management? When approached from a static viewpoint, contracting is largely connected with the securing of resources, thus acquiring a capacity focus. In this article, we focus on contractual governance as a part of performance management for a stakeholder network in a specific, government‐controlled context: Public Transport. In order to contribute to more dynamic and sustainable public service, a more process‐oriented approach to contractual governance is necessary. Public Transportation in Sweden has undergone an initial wave of development, the production paradigm, and is now undergoing what is more a second wave of service, the service paradigm. A third wave of development is approaching: sustainability. We argue that contractual governance creates a more dynamic contractual relationship as a key element of performance management leading to more sustainable public service. We also argue that a proactive approach during the mission will positively affect all the stakeholders involved.

Abstract

The history and development of urban transportation sysems in Brazil are reviewed in some detail. Early urban developments were served by rail and relied upon the rail transit systems but this has deteriorated since the 1930s as a result of high urban growth rate. Rail transport has chiefly been replaced by buses and micro‐buses, and latterly by cars but these have compounded rather than improved the situation. Industrialisation in the 1950s had a profound effect as existing networks were unable to cope with rapid urban development and growth. The social implications of transport costs, wasted travel time, the development of slum areas in inner cities, are considered and viewed as a poor reflection on an industrial and urban economy such as Brazil. The conclusion is drawn that the transportation system may ultimately jeopardise the continuity of Brazil′s industrialisation and modernisation.

Abstract

Purpose

This paper aims to analyze the demand for mobility in higher education to understand the critical elements of students' mobility and the potential impact of accessing sustainable alternatives. The demand for different means of transportation accounts for socioeconomic variables such as household income and size, gender, age, among other travel factors such as distance, time, speed and direct cost.

Design/methodology/approach

This research uses a unique data set encompassing a representative sample of households across gender and municipalities in the Monterrey Metropolitan Area in Mexico. This paper uses the value of transportation time savings approach to estimate the derived demand for mobility in higher education across different means. The empirical strategy uses a linear utility framework in a multinomial non-ordered logit model to analyze the conditional selection of transportation as a function of sociodemographics, direct monetary costs and travel determinants such as travel time, distance and speed.

Findings

Men students are more likely to use an unsustained transportation mode such as a car or cab than women. Income is a crucial determinant for transportation demand. There is a negative relationship between household income and walking or riding the bus but positive with driving a car. An increase in the time of the trip decreases the probability of walking while increasing the likelihood of using a car or riding the bus to school. Students who feel safe while riding a bus are more likely to use the bus or walk as transportation than using a car. Finally, having access to better quality sidewalks significantly incentive walking over other transportation options.

Practical implications

Results show that individuals would almost always choose private vehicles because of the personal comforts and time savings.

Social implications

Understanding the demand for higher education and access to sustainable transportation might provide new insights into campus planning and development. Access to public transportation options can reduce the travel costs for students with lower incomes and enlarge options for students who have to commute longer distances by car. Sustainable transportation access plays a role in promoting equality and economic development.

Originality/value

This study’s results bring new light on how transportation becomes an essential component of the opportunity cost of college education and could define its role in promoting equality or increasing inequality. This study’s finding is of particular interest for cities where housing location seems to be independent of access to school, work or other amenities.
