Abstract

Purpose

Local authorities around the world provide different forms and different amounts of direct and/or indirect assistance to professional sport teams, which in most cases are owned by private business entrepreneurs. Findings from various studies indicate that professional sports teams do not make a significant contribution to a city in terms of its economy, tourism or even image. The purpose of this paper is to explore and question, from a local public policy standpoint, the justification for financial assistance from the local authority to privately owned professional sports teams that provide a public service or a public good.

Design/methodology/approach

In order to shed light on the process, a two‐staged study was used: an examination of the financial subsidies of ten cities in Israel, focusing in particular on Herzliya, an affluent community north of Tel Aviv. In the second stage, a representative sample of Herzliya's adult residents (18 years old and above) was surveyed with regard to the city's current policy on sports and the policy they would like to see enacted.

Findings

The findings show that both public officials and professional sports officials place subsidizing popular sports rather than professional sports higher on their priorities. The study concludes that the combination of a number of processes has brought about a democratic deficit.

Originality/value

Lack of transparency and the exclusion of the public in decision making processes has led to a democratic deficit in the local authorities. Once it was armed with empirical information and included in the decision making process, the public was able to reallocate the budget to meet its needs.

Abstract

Purpose

The purpose of this paper is to clarify the relationship between administrative reform in Portugal and the impacts on the dependence of local governments in the face of budgetary resources of state and local municipal revenue collection, which is understood as a form, among others, participation civil society in local public policies.

Design/methodology/approach

The study opts for an exploratory analysis using the grounded theory approach, including the use of data relating to local government structures and partnerships with the private sector, based on the main lines of the public administration reform. The data were supplemented by documentary analysis, including legislative documents and papers in specialized area of administrative decentralization and civil society participation in local public policies.

Findings

The paper provides empirical insights about how the increased participation of civil society in local public policies is associated with less reliance on state budgets and a greater number of local managerial structures.

Research limitations/implications

Due to the chosen research approach, the results cannot be generalized. A comparative study between several countries could bring several interesting insights.

Social implications

The paper includes implications for economic and social development of new public policies in the context of administrative reforms.

Originality/value

This paper makes several theoretical and empirical contributions on this research field specially about local public manager's decisions for financial resources transfers within the active policy of sustainable local development.

Abstract

Investigates the differences in protocols between arbitral tribunals and courts, with particular emphasis on US, Greek and English law. Gives examples of each country and its way of using the law in specific circumstances, and shows the variations therein. Sums up that arbitration is much the better way to gok as it avoids delays and expenses, plus the vexation/frustration of normal litigation. Concludes that the US and Greek constitutions and common law tradition in England appear to allow involved parties to choose their own judge, who can thus be an arbitrator. Discusses e‐commerce and speculates on this for the future.

Abstract

Purpose

The purpose of this paper is to analyze the barriers in public policy faced by the small and medium enterprises (SMEs) in a creative economy at the local level.

Design/methodology/approach

This research uses a qualitative case study method, and the informants are selected with a purposive sampling technique. The researchers collected data through in-depth interviews of 15 informants. The informants include local government officials, SME actors and creative economy activists. Data are analyzed using thematic analysis in the qualitative method.

Findings

This study shows that the development of SMEs in the creative economy is constrained by the mindset and administrative behavior of the local policymakers who tend to be normative, routine-minded and inflexible. Consequently, the local government’s administrative capacity in the creative economy sector has not demonstrated significant support for efforts to increase the competitiveness of creative economies at the regional level.

Research limitations/implications

Research implications suggest how the findings may be important for the policy and practice of SMEs’ development of a creative economy at the local level. The findings suggest that local government needs to engage with the actors and activists of SMEs in the strategic formulation for the development of a creative economy.

Originality/value

This study extends the theoretical and practical knowledge about policy implementation of SMEs’ development by a local government in the creative economy sector in Indonesia.

Over the past few decades, the subject of governance has come to the fore in many public discussions, notably with regard to reforms of the social protection system. Without entering into various debates the concept has generated, we shall use it in its positive sense (Gilly, Leroux, & Wallet, 2004), to designate all of the interactions between various public and private actors in the elaboration and implementation of public policies to attain shared objectives of general interest (Enjolras, 2008; Le Galès, 1998). Governance thus reflects a change in the forms of collective action – which certainly would qualify as modernisation – and the growing importance granted to management strategies in this change. It also brings out the complexity of the interrelationships between the different levels of decision-making (horizontal and vertical), which might be characterised as ‘poly-governance’ (Eme, 2005). And governance also permits a simultaneous approach to the new territorial, productive and partnership arrangements emerging in response to the different levels of constraints and socio-demographic changes. These issues lie at the heart of the transformations of the welfare state and related policies for rationalising public intervention and stabilising public finances. Studies dealing with welfare mix and welfare pluralism (Evers & Svetlik, 1993; Esping-Andersen, 1999; Ascoli & Ranci, 2002; Pestoff, 2006; Richez-Battesti, 2008) bring out different ways of combining sources of risk protection or other forms of solidarity. Such research reinforces analyses of co-ordination, as well as those of management and decision-making.

Abstract

Purpose

Great Britain is a laboratory for new techniques of public management; it is therefore an interesting place to look at for people willing to get involved in large public organisations. The French ‘institute for local studies’, trains future professionals, selected after graduation or after a working experience, in order to take high positions in local authorities nationwide. Three pairs of trainees belonging to the 2012–2013 group spent two weeks in three local authorities in England, with the purpose of analysing the performance management in these organisations.

Design/methodology/approach

British and French scholars dedicated to public organisations provided the six trainees with a global view of local government and reforms in the United Kingdom. After that, each pair exchanged information with the local authority they would visit; during the two weeks they spent there, an officer followed their works. They interviewed numerous professionals, elected members and unionists, attended meetings and events. Back in France, they presented their findings in several documents. The original subject was measuring and managing performance; in fact, the three pairs went farther and looked over many aspects of the organisations’ functioning.

Findings

Local authorities are facing important budget reductions and appear fragile; they put forward the idea of resilience to express the necessity of using all their resources to deal with a difficult situation. Elected members have a role of political initiative, but they also focus a lot on control, which is much more developed in Britain than in France; managers experience a very difficult period, with a lot of threats on their jobs, teams and projects. In this context, professional networks are very important; peer review is an interesting example of the role of professional exchanges in the search for new solutions. At last, unions don’t seek conflicts but try to accompany changes, lessening their negative consequences on people.

Originality/value

This work is not an academic one but an approach of the reality of organisations analysed by professionals or future professionals of the public sector, in a kind of ‘peer review’ between different countries. This international dimension is interesting, seeing that few in-depth comparisons between local authorities are made, especially between France and Britain.

Abstract

Purpose – This chapter explores the functions of institutional setting, technical requirements and local city characteristics as they affect the implementation of sustainable urban travel policies in China under the pressure of fast motorization and the constraints of energy and resource limitations.

Methodology – We reviewed the documents related to sustainable urban transport vision in China from central government and compared the motorization and urban transport policy at local city level in relation to social equity, urban transport finance, as well as the challenge of an ageing society.

Findings – The concept of sustainable development had been widely talked about in China but has not yet been effectively translated into actions in urban transport. There is a need to strengthen the synchronization of central government and local government strategies on sustainable transport in order to achieve less car-dependent cities.

Research limitations/implications – We need more research to understand the specific characteristics of the Chinese urban transport system and the constraints on the implementation of sustainable transport policy at a local level.

Practical and social implications – The achievement of a higher share of walking and cycling will greatly improve sustainable urban mobility, in terms of social equity, quality of urban life and also fossil energy consumption.

Originality – Current policy documents and implementation practice were analysed to provide the reader with a deep understanding of urban transport policy in China.

Abstract

Purpose

This paper aims to propose a tool to assess local public expenditure effectiveness based on a framework of alignment between outputs, outcomes and impacts – the Index of Municipal Expenditure Effectiveness (IMEE). This index is composed of a set of indicators associated with the typology of local expenditure.

Design/methodology/approach

The paper describes the methodological approach used in the development of the Index, considering the insights from the literature review and the opinion of a panel of experts. The indicators of outcomes and social impacts that are part of the Index are intentionally aligned with the UN Sustainable Development Goals (SDGs) as they provide an essential guide to assess public value creation in the current context. For simplicity purposes, three main components of municipal expenditure were considered, namely Education, Essential Public Services and Local Public Transportation. The Index is then illustrated through a pilot application, using data from five Portuguese municipalities.

Findings

This study argues that measuring the public expenditure effectiveness based on outcome and impact indicators can provide the data needed for local governments to better understand the effects of their activities over time, ultimately assessing their contribution to public value.

Practical implications

Assessing the impact of local spending is important to ensure the best use of public resources. Linking local public expenditures with the 2030 Agenda and the SDGs is a promising avenue to understand up to what extent the application of the public money is contributing to create public value by impacting on citizens’ lives.

Originality/value

The proposed IMEE contributes to addressing a gap identified in public organizations, including local governments, regarding the lack of consideration of expenditure and outcome/impact relationships, and the use of variables to measure long term impacts.
