Abstract

Purpose

Sustainable construction practice is structured on regulatory and non-regulatory policies in developed and most developing countries. With the gradual uptake of sustainability concerns in the construction industry, this paper aims to identify the strategic need for clear-cut policies to improve sustainable construction practice. Previous studies have harped on the need for regulatory and industrial/organisational policies on improving sustainable construction practice within the Nigerian construction industry.

Design/methodology/approach

A questionnaire survey was used to evaluate the perspectives of construction professionals on the policy barriers for sustainable construction practice in Nigeria, and 46 policy barriers were identified. A total of 249 questionnaires were returned and useable for analysis.

Findings

Factor analysis revealed four clusters in the policy barriers to sustainable construction practice in the following order of significance: implementation strategies for sustainable construction practice, owners/client inputs for sustainable construction practice, stakeholder’s policy barriers and governmental and regulatory policy barriers.

Practical implications

Mitigating the identified barriers through effective policies will require adequate inputs from all relevant policymaking stakeholders and ensure improved sustainable construction practice among stakeholders and policymakers in the industry. This will in turn set a high standard and promote the practice of sustainable construction.

Originality/value

This study goes a step further in identifying the policy issues needed to ensure a smooth implementation of sustainable construction practice. The research findings will serve as a guide for policymakers in developing countries that through mitigation of the identified barriers, sustainable construction practice will be promoted.

Abstract

Purpose

Micro and small enterprises (MSEs) play a crucial role in the development of any country by generating innovative ideas. However, they face inherent restrictions that hinder their innovation capabilities. It is essential to support innovation policies to overcome these barriers and foster innovation. This study aims to explore how innovation policies can reduce barriers to innovation in MSEs using the lens of innovation capabilities.

Design/methodology/approach

Through a multiple case study, the authors examined eight MSEs in São Paulo (Brazil) and five in Florence (Italy) to conduct this study. These countries share a similar level of importance when it comes to MSEs.

Findings

Current innovation policies could be more effective for MSEs if certain barriers they encounter are faced and resolved, such as limited financial resources and a scarcity of qualified workers. These barriers directly affect two key elements of their innovation capability: financial resources and human resources. Therefore, it is essential to develop innovation policies that target these elements directly to enable MSEs to overcome these obstacles and thrive.

Originality/value

This study aims to enhance the knowledge of how innovation policies can help alleviate obstacles to innovation and how they can influence the various components that comprise the innovation capability of MSEs. This research can be valuable for policymakers as it provides insight into which innovation policies impact each aspect of innovation capability, enabling them to choose the most suitable policy based on the specific needs and local circumstances of the MSEs.

Abstract

Purpose

The purpose of this paper is, at first, to reveal the present concourse about barriers to coordination in government web then collect the dominant concourse about barriers to alignment along the web of governmental machinery from the perspective of Iranian practitioners and scholars. Strengthening the coordination of government machinery is one of the purposes of the Iranian Government, but one of the important influences on coordination in government is the attitudes and perceptions of governing elites.

Design/methodology/approach

This study combines the strengths of both the qualitative and quantitative research traditions. It entails a set of sequential steps which involve the generation of ideas about the research topics; a sample of statements representative of different views (dominant concourse) was selected from the 107 statements (present concourse) mentioned above based on a two-round Delphi technique.

Findings

The statements of this concourse are organized in two main categories: policy and administrative barriers. Researchers utilized the Delphi technique to identify the 73 most important statements concerning the diversity of opinion within the present concourse.

Research limitations

Generalization of findings is not a major concern of this study, and selection of the sample in this study is not based on random sampling.

Practical implications

The paper includes implications for improving coordination in the Iranian Government. The results of this study have implications for policymakers to reform the government machinery and design mechanism for better performance.

Originality/value

This paper fulfills an identified need to study solutions for removing barriers to coordination in government. It proposed e-government as one mechanism for removing these barriers and strengthening consensus in Iranian Government machinery.

Abstract

Purpose

Shanghai is currently faced with a rapid increase in the ageing population and demand for elderly homes. Continuing care retirement community (CCRC) has been emerging as a high-end alternative to offer specialised accommodation to the elderly in major cities. Since the first development in 2008, the industry is now still at the infancy stage. This study aims to examine the investment barriers hindering the supply and demand of CCRCs with an aim to recommend practical and senior housing policy measures to facilitate CCRC developments.

Design/methodology/approach

Multiple-case study method was used to confirm whether the literature findings on investment barriers apply to the context of Shanghai. Four representative CCRC development cases in Shanghai were examined, in which qualitative data were collected from interviews with experienced CCRC development managers and quantitative data from a questionnaire survey of the CCRC residents.

Findings

Operation management experience, financial risks and government support policy were found to be the main supply barriers. Chinese traditional family-oriented culture and affordability were not the main demand barriers of CCRCs in Shanghai. Poor quality of services and living environment were identified as the main barriers suppressing the demand for CCRC.

Research limitations/implications

Although common trends and views can be drawn from the representative cases in Shanghai to provide valid results, further research should be conducted on other major cities in China so that the results can be widely applied.

Practical implications

Successful CCRC investment strategy should focus on partnering with experienced professional eldercare management companies, provisions of high-quality medical professionals and trained care personnel and delivery of flexible care service, along with intensive capital flows for land, construction and operating costs.

Social implications

Additional senior housing policy support should be established to promote the CCRC supply to address the ageing needs, particularly granting lands for CCRC developments at Tiers 1 and 2 major cities where the land cost is high.

Originality/value

This research’s practical and policy measures can be applied to enable and promote CCRC developments in Shanghai, thus benefitting both housing investors and the government. The findings also form a baseline for CCRC developments in other major cities.

Abstract

Purpose

An alcohol prevention programme, consisting of the implementation of an organisational alcohol policy and skills development training for managers, was delivered in Swedish workplaces. Previous findings revealed challenges in policy implementation because of the lack of dissemination amongst managers. This study aims to describe perceived dissemination barriers of the organisational alcohol policy by managers.

Design/methodology/approach

A cross-sectional survey (n = 193 managers) was performed to identify common dissemination barriers in the workplace and complementary case illustrations derived from semi-structured interviews (n = 18 managers) were used to understand the dissemination barriers of the organisational alcohol policy. Frequency distributions were presented to describe common perceived barriers.

Findings

Sixty-five per cent of managers reported that their workplace had not changed their approach to addressing alcohol-related issues compared to their usual practice before programme delivery. Various organisational factors, such as deprioritisation of programme dissemination, lack of communication and inadequate strategies were some of the common barriers perceived by managers. Moreover, managers reported uncertainties regarding any changes concerning the workplace’s approach for addressing alcohol-related issues. Increased efforts in disseminating the organisational alcohol policy can reduce uncertainties among managers.

Practical implications

A thorough process evaluation to understand processes in programme delivery and implementation is necessary to ensure the uptake of the intervention.

Originality/value

This study highlighted the complexity of disseminating an alcohol policy in a dynamic setting, such as the workplace, and provided the importance of addressing organisational obstacles.

Purpose

Carbon Efficient Practices (CEPs) are gaining momentum due to the serious consequences of climate change. While past studies have focused on the effects of either drivers or barriers to green practices especially in the context of developed countries, relatively little attention has been devoted to the simultaneous effects of drivers and barriers on product redesign, particularly in the context of China. The paper aims to discuss these issues.

Design/methodology/approach

Using a blend of the Contextual Interaction Theory and Newton’s second law of motion, this paper proposes a conceptual model that simultaneously examines the impact of CEP drivers and barriers on product redesign and performance.

Findings

Structural Equation Modeling (SEM) analysis on a sample of 239 Chinese manufacturing firms indicated that drivers had substantially higher effects on product redesign and performance compared to the influence of other barriers.

Originality/value

Use of Newton’s second law of motion as a theoretical framework for understanding the adoption of CEPs in the context of China is novel. Implications of this pattern of results on academic theory building and practice are offered.

Abstract

Purpose

This research paper aims to establish a comprehensive framework for the barriers to CER in the construction industry, assesses the barriers' relative degrees of hindrance and causal mechanisms.

Design/methodology/approach

Firstly, 26 carbon emission reduction (CER) barriers in the construction industry were identified based on a systematic literature review (SLR) and categorized into five dimensions: policy, economy, society, technology and organization (PEST + O model). Secondly, the Best–Worst Method (BWM) was used to clarify the degrees of hindrance of the CER barriers. Then, the Grey-Decision-Making Trial and Evaluation Laboratory (Grey-DEMATEL) was used to visualize the directional cause–result relationship network among prominent barriers. Finally, the Boston matrix model was used to propose differentiated strategies to address CER barriers in the construction industry.

Findings

The calculated centrality and causality of the prominent barriers indicated that the lack of relevant legal policies and normative guidelines, the poor binding force and enforcement of existing relevant policies, the lack of effective economic subsidies and incentives and the difficulty in the operation, transformation and upgrading of existing construction CER are the key barriers that CER needs to address first in the construction industry. Considering the order of priority and the optimal path, differentiated countermeasures are proposed to address key, driving, independent and effect barriers.

Originality/value

This study develops a BWM–Grey-DEMATEL integrated multi-criteria decision-making model. An innovative C-shaped strategic map for addressing CER barriers in the construction industry is proposed by integrating the dual dimensions of time and space. This will guide practitioners, policymakers and decision-makers in developing CER strategies.

The purpose of this paper is to analyze the barriers in public policy faced by the small and medium enterprises (SMEs) in a creative economy at the local level.

Abstract

Purpose

The purpose of this paper is to analyze the barriers in public policy faced by the small and medium enterprises (SMEs) in a creative economy at the local level.

Design/methodology/approach

This research uses a qualitative case study method, and the informants are selected with a purposive sampling technique. The researchers collected data through in-depth interviews of 15 informants. The informants include local government officials, SME actors and creative economy activists. Data are analyzed using thematic analysis in the qualitative method.

Findings

This study shows that the development of SMEs in the creative economy is constrained by the mindset and administrative behavior of the local policymakers who tend to be normative, routine-minded and inflexible. Consequently, the local government’s administrative capacity in the creative economy sector has not demonstrated significant support for efforts to increase the competitiveness of creative economies at the regional level.

Research limitations/implications

Research implications suggest how the findings may be important for the policy and practice of SMEs’ development of a creative economy at the local level. The findings suggest that local government needs to engage with the actors and activists of SMEs in the strategic formulation for the development of a creative economy.

Originality/value

This study extends the theoretical and practical knowledge about policy implementation of SMEs’ development by a local government in the creative economy sector in Indonesia.

Abstract

Purpose

The purpose of this paper is to identify the interactions of factors impacting the widespread adoption of prefabricated building technologies and the intervention strategies to facilitate the development of prefabrication based on fuzzy cognitive maps (FCMs).

Design/methodology/approach

Through in-depth interviews with six stakeholder groups, namely, the government, developers, designers, contractors, manufacturers and researchers, 13 critical factors were identified and used to construct stakeholder-grouped FCMs, which were further aggregated into a collective FCM. The complexity and density of the collective FCM and the centrality of factors in the FCM were examined. Subsequently, a series of “what-if” simulations of the collective FCM were conducted to analyze the effectiveness of different interventions in promoting prefabrication.

Findings

The results show that three factors including market demand, cost, and policies and regulations have been mentioned by all stakeholder groups. However, these factors were ranked differently by stakeholder groups, implying that different stakeholder groups perceive the barriers to prefabricated building technologies differently. FCM simulations show that strengthening policies and regulations yield the strongest overall effect stimulating prefabrication, alleviating the organizational and environmental barriers more than the technological barriers, while improving the knowledge and expertise alleviate the technological barriers more. These measures need to be accompanied by other approaches, such as reducing cost and improving quality.

Research limitations/implications

It is a tough task to promote prefabrication as it is affected by numerous barriers with complex interactions, which have been overlooked by previous studies. This study clearly shows which strategy could tackle which barriers to prefabrication through the FCM simulations. This provides valuable references for the enterprises’ decision making and the governments’ policy making to facilitate the diffusion of prefabricated building technologies.

Originality/value

Few studies aim to analyze the interactions among the barriers to prefabrication, while this study specifically investigates this issue by illustrating the complex interactions using FCMs. Few studies also aim to identify the intervention strategies promoting prefabrication based on a quantitative approach, while this study employs FCM simulations to directly simulate the effectiveness of different strategies to facilitate prefabrication in a quantitative manner.

Abstract

Purpose

This paper is part of the ERASMUS+-funded Strengthening University Enterprise Collaboration for Resilient Communities in Asia (SECRA) project. This study aims to map collaborative architecture between partner universities and the public/private sectors to provide a contextualised collaboration framework for disaster resilience (DR) in South-East Asia.

Design/methodology/approach

Documentary reviews were conducted in partner countries to establish the current context of university enterprise collaborations (UEC) in South-East Asia. A concept-centric approach permitted the synthesis of concepts from each country review, allowing for comparisons between collaborative practices that impact the success of DR collaborations.

Findings

The review identified that funding, continuity, long-term strategic plans and practical implementation are lacking in partner countries. However, each country demonstrated good practices and identified enablers and barriers that impact DR collaborations.

Research limitations/implications

The synthesis revealed a lack of a practical understanding of real-world barriers. Further research is needed to understand real-world experiences in DR collaborations and to provide insights into barriers, enablers and good practices in DR collaborations. Gaining an “on-the-ground” perspective will provide detailed insights and the feasibility of implementation.

Practical implications

The findings provide the foundations for developing a heuristic UEC framework that can inform policies and practices for DR in partner countries.

Social implications

The findings can inform various stakeholder policies and practices and promote the exchange of ideas between stakeholders to enhance DR in South-East Asia.

Originality/value

The results are relevant within the South-East Asian, as governments have intensified the adoption of measures to encourage UEC for DR.
