Abstract

Purpose

The purpose of this article is to show the importance of joint actions and institutions for collaboration (IFCs) in the development and performance of information technology (IT) business clusters in the context of Mexico.

Design/methodology/approach

A review of the literature suggests the types of linkages that the clusters must develop to be successful in the context of emerging countries. Two IT clusters in the region of Puebla and Jalisco are compared to highlight the factors that differentiate successful and less successful clusters in this type of environment.

Findings

The presence of an IFC, such as the Jalisco Institute of Information Technology in Jalisco, is a determinant factor of the performance of the IT cluster there, contrary to Puebla. A model of dynamic interactions in clusters is proposed as a result of the analysis of the two cases.

Research limitations/implications

Our analysis included clusters from IT industry in Mexico. It needs to be extended to more clusters, more industries and other emerging countries settings for the sake of comparison and generalization.

Practical implications

In the context of the relative scarcity of formal institutions in emerging country settings, the purposive collaboration of both private and public sectors in IFCs is necessary to ensure a long-standing development and performance of business clusters.

Originality/value

In this article, we show the specific role of institutional arrangements in cluster development and performance in emerging countries, which has seldom been investigated both theoretically and empirically.

Abstract

This chapter's objective is to analyze, with a long-term perspective, the formation of an entrepreneurial culture in Mexico's Midwest, specifically in the state of Jalisco, in terms of the geographical environment, the culture in general, and the local economic institutions that, when viewed interconnectedly, will globally impact the practices, representations, and imaginaries of persons who at a given time have made the decision to undertake profitable economic activities – individual and collective entrepreneurs, in other words. To this end, we have divided the text into two sections. In the first, we conceptually review what we understand as entrepreneurial culture; in principle, we deconstruct its terms and then conjugate them from a social science perspective. We also emphasize the importance of studying the milieu as a scenario of action with different arenas, where a variety of agents have been involved. In the second part, without sidelining conceptual analysis, we present concrete empirical evidence of the role played by culture and local economic institutions that shape entrepreneurial culture in Midwestern Mexico over time, specifically in Jalisco. The text ends with some final considerations.

Abstract

Purpose

The purpose of this paper is to propose a normative model to determine the potential of cultural tourism in the municipalities that comprise the region 6 of the State of Jalisco, territorially delimited in the South of Jalisco.

Design/methodology/approach

After reviewing the literature, a normative model is proposed to conduct an analysis of cultural tourism to discuss and establish the potential target market in the Southern region of Jalisco.

Findings

The use of a normative analysis approach is a valuable framework to design tools for planning and operation of sustainable cultural and heritage tourism. The normative model proves to be useful for development strategies.

Research limitations/implications

The limitations are derived basically from the availability of data in a region where there has not been any previous systematic strategy to develop sustainable cultural and heritage tourism.

Practical implications

The research provides the planning premises of the economic regional development strategies centered on the available resources and capabilities to exploit a sustainable cultural and heritage tourism. It has positive impacts on developing infrastructure, creating opportunities to attract foreign investors and funding agencies, designing and implementing marketing and promotional strategies and offering diversified products and services in the cultural tourism market.

Social implications

The research has social‐spatial implications on development of entrepreneurial skills of the community, creating employment and improving better standards of life for the people.

Originality/value

There has not been any previous research contributing to increasing the regional economic development of Southern Jalisco. The paper provides a valuable framework and tools for regional economic development.

Abstract

During the past decade, sub-national government agencies in the late industrialized nations have taken on greater responsibilities in the area of economic and industrial planning. This has been especially true in Mexico where fiscal and planning decentralization, shifting local politics, the recent entry into the North American Free Trade Agreement (1995), the peso crisis and resulting job-loss (1995–1997) and the latest wave of investment opportunities (in part an outgrowth of NAFTA) have, to varying degrees, facilitated greater intervention in the local economy by state-level planning and development authorities. Since the mid-1990s most state governments in Mexico have substantially increased the number of staff and working budgets of their economic development ministries.

Abstract

Purpose

This paper aims to study the effect of the COVID-19 economic slowdown on the restaurant industry in Jalisco, Mexico, identifying business-specific variables that improve/worsen restaurants’ odds of permanent closure.

Design/methodology/approach

The data of a randomized survey on 438 restaurants conducted in October 2020 in Jalisco, Mexico, are analyzed using a binary logistic regression model in which the dependent variable depicts the perception of the restaurant owner regarding the possibility of closing the business for good because of COVID-19.

Findings

Layoffs and large year-on-year drops in sales increased the odds of permanent closure by 12.7 and 5.5 times, respectively. At the same time, being a small business had a protective effect against closure. For instance, a restaurant with 6 to 10 employees and 11 to 20 seats, respectively, had 87.9% and 45.1% lower odds of permanent closure than a different-sized restaurant. There is also an element of legacy in restaurant resilience. Every year the business has been open, it has 2.5% lower odds of permanent closure.

Practical implications

These results call for government financial support to the restaurant industry in extreme financial distress and help to understand the business-specific characteristics of resilient restaurants when liquidity vanishes, such as in the COVID-19 economic crisis.

Originality/value

This study fills a gap in the literature regarding the effect of COVID-19 on the restaurant industry in Mexico, which is scarcely studied. Moreover, it analyzes data collected in the recovery period after the first wave of COVID-19, providing a unique scenario to study critical variables for the resilience of restaurants.

Objetivo

Este documento estudia el efecto de la desaceleración económica de COVID-19 en la industria de restaurantes en Jalisco, México, identificando variables específicas del negocio que mejoran/empeoran las probabilidades de cierre permanente de los restaurantes.

Diseño

Los datos de una encuesta aleatoria sobre 438 restaurantes realizada en octubre de 2020 en Jalisco, México, se analizan utilizando un modelo de regresión logística binaria en el que la variable dependiente representa la percepción del propietario del restaurante con respecto a la posibilidad de cerrar el negocio para siempre debido a COVID-19.

Hallazgos

Los despidos y las grandes caídas interanuales en las ventas aumentaron las posibilidades de cierre permanente en 12.7 y 5.5 veces, respectivamente. Al mismo tiempo, ser una pequeña empresa tenía un efecto protector contra el cierre. Por ejemplo, un restaurante con 6 a 10 empleados y de 11 a 20 asientos, respectivamente, tenía 87.9% y 45.1% menos posibilidades de cierre permanente que un restaurante de diferente tamaño. También hay un elemento de legado en la resiliencia de los restaurantes. Cada año que el negocio ha estado abierto, tiene un 2.5% menos de posibilidades de cierre permanente.

Implicaciones prácticas

Estos resultados respaldan la necesidad de apoyo financiero del gobierno a la industria restaurantera en periodos de dificultades financieras extremas y ayudan a comprender las características específicas de los restaurantes resilientes cuando la liquidez desaparece, como en la crisis económica de COVID-19.

Originalidad

Este estudio llena un vacío en la literatura sobre el estudio del efecto del COVID-19 en la industria de restaurantes en México, que apenas se ha estudiado. Además, analiza datos recolectados en el período de recuperación después de la primera ola de COVID-19, proporcionando un escenario único para estudiar variables clave para la resiliencia de los restaurantes.

Este artigo estuda o efeito da desaceleração econômica COVID-19 na indústria de restaurantes em Jalisco, México, identificando variáveis específicas do negócio que melhoram/pioram as chances de fechamento permanente dos restaurantes.

Os dados de uma pesquisa randomizada com 438 restaurantes realizada em outubro de 2020 em Jalisco, no México, são analisados por meio de um modelo de regressão logística binária em que a variável dependente retrata a percepção do dono do restaurante sobre a possibilidade de fechar definitivamente o negócio por causa da COVID-19.

Conclusões

Demissões e grandes quedas ano a ano nas vendas aumentaram as chances de fechamento definitivo em 12,7 e 5,5 vezes, respectivamente. Ao mesmo tempo, ser uma pequena empresa teve um efeito protetor contra o fechamento. Por exemplo, um restaurante com 6 a 10 funcionários e 11 a 20 lugares, respectivamente, teve 87,9% e 45,1% menos chances de fechamento permanente do que um restaurante de tamanho diferente. Há também um elemento de legado na resiliência dos restaurantes. A cada ano que o negócio é aberto, tem chances 2,5% menores de fechamento definitivo.

Implicações práticas

Esses resultados pedem apoio financeiro do governo para o setor de restaurantes em extrema dificuldade financeira e ajudam a entender as características específicas do negócio de restaurantes resilientes quando a liquidez desaparece, como na crise econômica COVID-19.

Originalidade

Este estudo preenche uma lacuna na literatura sobre o estudo do efeito do COVID-19 na indústria de restaurantes no México, que é pouco estudado. Além disso, analisa dados no período de recuperação após a primeira onda de COVID-19, fornecendo um cenário único para estudar variáveis-chave para a resiliência dos restaurantes.

Abstract

Purpose

Following the recommendation of the food and agriculture organization of the United Nations in agricultural innovation, for taking advantage of emerging technologies, in benefit of small-farmers, the present study explores one of the most ancient crops in the world that privileging the application of tacit knowledge, to become a succulent plant called agave, into the so-called drink of the gods, the mezcal. For this, the purpose of this study is to discover innovation opportunities and reconfiguring knowledge interaction dynamics of the agricultural artisan production of agave-mezcal from Oaxaca, Mexico, using emerging technologies

Design/methodology/approach

Following a qualitative-quantitative approach, the study was carried out with 44 mezcal producers from Oaxaca, Mexico, through face-to-face session, questionaries’ application and field visits, based on the model of socialization, externalization, combination and internalization (SECI) through Likert-scale questions, combining the non-parametric statistical analysis and digital compass, for the detection of technological opportunities

Findings

Basing on artisanal process, context-knowledge place, technological resources and SECIs model results, the opportunities must go in the route of labour in the logic of digital performance. In this sense, becomes relevant to develop an easy-use mobile application for improving the interaction of mezcaleros with external agents and another’s producers., A second proposal is the creation of mezcal-tech-hub, thinking as collaborative space, for promoting the interaction producer-to-producer and producer-to-external agent.

Originality/value

The value of the present study is the empirical description of knowledge dynamics interaction contained in the agricultural artisan production of agave-mezcal through SECI model; the identification of problems, failure or barriers contained in the knowledge interaction dynamics of the agricultural artisan production agave-mezcal; the proposal of innovation opportunities for reconfiguring the knowledge interaction dynamics of the agricultural artisan production agave-mezcal from a developing economy, using emerging technologies.

The creation of small businesses in Mexico since 1990, largely the result of the diversification of activities in rural areas, is one of the most prominent strategies, both for the improvement of the quality of place and life and for value of localized resources. Although the rural context imposes barriers, social capital and networks constitute an advantage for rural entrepreneurship, since shared values and norms such as the local context allow the articulation of economic, productive, social, and cultural resources for production and sale of significant goods for the region. The cases analyzed show the value of the collective dimension for the start of productive projects, which have contributed to reconverting and sometimes reconfiguring old resources such as land, ecosystems, landscape, animals, and crafts, in assets to start a business.
