Abstract

Brazilian federalism was important in the political game of combating the pandemic for three reasons. First, Brazil's public health system depends heavily on intergovernmental relations between Union, states, and municipalities because there is a policy portfolio based on federative cooperation. Second, the subnational governments' autonomy to act against COVID-19 was constantly questioned by the Federal Government – the conflict between the President and governors was a key piece in all health policy. Finally, states and local governments were primarily responsible for policies to fight against pandemic, but the absence and/or wrong measures taken by the Federal Government (such as the delay in purchasing vaccines) generated intergovernmental incoordination, increased territorial inequality, and reduced the effectiveness of subnational public policies, especially those linked to social isolation. In this context, Brazilian federalism played a dual role in the pandemic. On the one hand, the federative structure partially succeeded in averting an even worse scenario, mitigating the impact of mistaken presidential decisions. The role of subnational governments, especially of the states, was critical as a counterweight to federal decisions. On the other hand, the President actively acted against governors and mayors and, above all, sought to weaken intergovernmental articulations within the Unified Health System (SUS), the federative model designed three decades ago. One could say that the federative actors, such as the Supreme Court (Supremo Tribunal Federal – STF) and subnational governments, were the main obstacles for the Bolsonarist antiscientific agenda. The success of this reaction to President Bolsonaro's negationist populism was partial, but the results of the fight against COVID-19 would have been much worse without these federalist barriers.

Abstract

Purpose

This paper aims to examine the intensifying efforts by China and the West to harness the clean, limitless energy of nuclear fusion. However, it argues that this “holy grail” of a fusion future is only achievable through an optimal combination of mission-oriented public–private cooperation and genuine intergovernmental cooperation.

Design/methodology/approach

This study deploys a case-study approach, augmented by relevant literature, to analyse the advances in fusion technology.

Findings

Despite purported recent advances in fusion technology, these advances remain largely “proof of concept” experiments rather than commercially viable technologies that enable us to truly harness the infinite power of these “artificial suns”. To achieve the moonshot goal of delivering practicable “net energy gain” from fusion power, this study advocates shedding hubristic political “one-upmanship” amongst rival governments. Further, it urges focussing the ingenuity, along with the financial and scientific resources of all stakeholders (both public and private) across the globe to bring about this “fusion dawn”. Moreover, efforts to deliver fusion power face significant competition from other clean energy sources (wind, solar power and nuclear fission reactors) that are not only technically far less challenging but also economically more viable with their declining cost structures.

Originality/value

This study is possibly one of the few social science papers that examines the prospect of clean, limitless fusion power along with the challenges it faces and its societal implications.

Abstract

Purpose

The purpose of this paper is to investigate key critical factors for developing transit trade corridors (TTCs) in optimizing trade and logistics performance, taking into account economic, geographic and political concerns among countries in the Northeast Asia region, which have been dynamically developing TTCs to optimize trade and logistics performance in association with development of transport infrastructure in the Greater Tumen Region located in the Northeast Asia.

Design/methodology/approach

This research explores key factors affecting the TTC through a comprehensive literature review in tandem with expert survey. Factor analysis, both exploratory and confirmatory, is employed to further investigate the underlying factors affecting more efficient development of a TTC.

Findings

This research has drawn eight underlying factors affecting the design of a TTC: development and policy implications; safety, security and political concerns; environmental protection; financing and investment; soft infrastructure; hard infrastructure; geography and landscape; and corridor performance.

Research limitations/implications

This paper has a limited geographical scope of the Northeast Asia. Therefore, more primary data collection would be useful in future work. Development of International trade corridor and TTC is critical in northeast Asia for moving goods through designated geographical paths. The key factors drawn in this paper contributes not only to promoting its related services and information (across borders) with the provision of policy support and related facilities for TTC but also to lowering logistics costs and improving trades in the northeast Asian region. As a result, the countries in the region will accelerate their regional economies in collaboration with international bodies and framework, such as UNDP, Greater Tumen Initiative and One Belt One Road Initiative.

Practical implications

The eight underlying factors the authors identified in this research will be valuable for policy-makers to design TTCs and consequently the research will contribute to regional economies in northeast Asia by establishing efficient trade and transport routes among the countries in the region.

Social implications

Developing TTCs is a kind of platform and infrastructure to accelerate cargo movements and people movements in the northeast Asia. Users of TTCs will benefit their businesses thanks to an efficient logistics system and lower logistics costs, which result in promoting international and regional trade in the region.

Originality/value

There has not been any research done on factors to consider in developing TTCs in the world, whose consequence is no readily available reference that can support a systematic assessment and decision-making in development of TTCs. The findings of this research provide a helpful reference for policy-makers, potential users and developers of TTCs to refer in planning and developing them.

Abstract

Purpose

This chapter examines the ethics and business diplomacy of legal tax avoidance by multinational enterprises (MNEs).

Design/methodology/approach

The methodology assembles the relevant literature and examines alternative interpretations of corporate tax strategy. Key topics include business ethics and responsibility, business sustainability, economic patriotism and corporate inversions, tax havens, and possible solutions.

Findings

The debate concerns whether legal tax avoidance is unethical and/or poor business diplomacy. There are three possible strategies for MNEs. One strategy is intentional tax avoidance. Another strategy is business–government negotiation concerning tax liability. Another strategy is business diplomacy aimed at maximizing the social legitimacy of the firm across multiple national tax jurisdictions.

Social implications

The chapter assesses four possible solutions for corporate tax avoidance. One solution is voluntary tax payments beyond legal obligations whether out of a sense of ethics or a strategy of business diplomacy. A second solution is international tax cooperation and tax harmonization in ways that minimize opportunities for tax avoidance. A third solution is increased stakeholder pressure emphasizing business diplomacy and tax cooperation and harmonization. The fourth solution is negotiated tax liabilities between each business and each jurisdiction.

Originality/value

The chapter provides an original systematic survey of the key aspects of corporate international tax avoidance in an approach in which business ethics and business diplomacy are better integrated. The value of the chapter is that it provides information and assembles relevant literature concerning corporate international tax avoidance, and addresses possible solutions for this problem.

Abstract

This chapter wishes to reiterate the crucial distinction, made by Max Weber as early as 1922, between scientific research and political action, and to recall the principles of separation and mediation from which the comparative and international approach in education sometimes derives. The current policies of education in a globalized world, planned at an international level, tend to euphemize cultural differences, and finally impose a functional and normative approach of what is meaningful, in the education arena. As a matter of fact, the concepts that comprise a language, that are disseminated and become established in a social world, are culturally rooted, though they are borne of history through dynamic and linguistic uses. By neglecting the social and cultural provenance of words and meanings, there is a danger that one can end up with a comparability based on functional equivalencies alone. The purely instrumental rationality that favors the spread of such frameworks or interpretative models appears indifferent to questions of meaning and culture, apart from being irrational on an axiological level. In keeping with the researcher’s responsibility to mediate, one must promote clarification and mutual understanding, replacing the standardization of words with a strong and critical illumination of the semiotic variations generated by their use. For this to be realized, efforts to challenge and reconceptualize the field deserve sustained theoretical tools promoting the very hermeneutic task of comparative education, in ways that more pertinently bridge a diversity of intellectual, professional, and societal cultures, in the context of a global program of neutralization of differences and otherness.

Abstract

If intergovernmental relations are necessary in normal times, it should be even more required to face complex intergovernmental problem (CIP) as the COVID-19 pandemic. However, collaboration between governments depends on institutional rules as well as on political will. To discuss this issue, the analytical model is based on two dimensions: institutional design and political agency. As for the first dimension, since COVID-19 pandemic is considered as a CIP, three aspects are relevant when discussing how federations can organize the coordination between different levels of government: autonomy of subnational governments, mechanisms of coordination, and policy portfolio. As for political agency, the performance of political leadership (national presidents and governors) will be analyzed. The possibility of sharing collective goals across the federation is also a consequence of the political agency that takes place within the institutional systems of each federation. In short, it seeks to analyze the relationship between institutional design and political agency to deal with this CIP in five American federations.

Abstract

Purpose

This paper aims to examine the effects of domestic structure forces on “sub-national” foreign policy (SFP); an analytical concept provides a suitable operational framework for research on international activities of sub-national entities or regions.

Design/methodology/approach

The paper is carried out on the basis of a theoretical framework proposed by the author. First, the dependent variable is defined. Then, domestic structure is broken down into four variables, including legal grounds, the level of autonomy, the type of intergovernmental relations and institutionalization. A comparative method is used to examine the validity of the theoretical framework.

Findings

The paper finds out that domestic structural forces influence level and form of SFP with some regularity. The influence of these forces on SFP can be explained, as they recur and have such consistent effects that they create patterns and regularities in SFP. Such regularities can be detected through systematic analysis.

Originality/value

The topic of SFP is relatively controversial because of academic debate over international agency of substate actors. However, it is a worthwhile subject of research, as it has the potential to revolutionize research in foreign policy analysis. Moreover, the phenomenon of SFP is in need of theorizing and comparison as the literature on SFP is still in its infancy.

Abstract

Purpose

This paper aims to critically explore the challenges facing the UK in implementing registers of beneficial owners, a measure mandated by the EU’s anti-money laundering (AML) directive to enhance beneficial ownership transparency.

Design/methodology/approach

This study systematically reviews the literature surrounding beneficial ownership transparency to critically analyse the extent to which challenges facing the UK, impact upon its ability to successfully implement registers of beneficial owners.

Findings

This study demonstrates that a lack of beneficial ownership transparency facilitates money laundering by concealing corrupt wealth and frustrating authorities’ efforts to trace illicit finance. It demonstrates that implementing registers of beneficial owners may be a superficial approach to tackling the multifaceted problem of money laundering. Better intergovernmental cooperation is required to improve beneficial ownership transparency and to ensure measures to curb offshore money laundering are successful.

Research limitations/implications

This research focuses on one aspect of AML control from the UK’s perspective. Further work is needed to investigate the concerns from the perspective of offshore jurisdictions and how global AML rule affects developing economies.

Practical implications

The study informs policymakers and other professionals implementing the UK’s registers of beneficial owners to enhance future strategies and better combat offshore money laundering.

Originality/value

This is the only study to explore the challenges facing the UK in implementing registers of beneficial owners, thus providing novel insight into the moral, legal and practical dilemmas to imposing AML control.
