Abstract

Purpose

Despite Australia’s history as an exemplary migrant nation, there are gaps in the literature and a lack of explicit conceptualisation of either “migrants” or “migration” in the Australian historiography of schooling. The purpose of this paper is to seek out traces of migration history that nevertheless exist in the historiography, despite the apparent silences.

Design/methodology/approach

Two foundational yet semi-forgotten twentieth-century historical monographs are re-interpreted to support a rethinking of the relationship between migration and settler colonialism in the history and historiography of Australian schooling.

Findings

These texts, from their different school system (state/Catholic) orientations, are, it is argued, replete with accounts of migration despite their apparent gaps, if read closely. Within them, nineteenth-century British migrants are represented as essentially entitled constituents of the protonation. This is a very different framing from twentieth century histories of migrants as minority or “other”.

Originality/value

Instead of an academic reading practice that dismisses and simply supersedes old work, this paper proposes that fresh engagements with texts from the past can yield new insights into the connections between migration, schooling and colonialism. It argues that the historiography of Australian schooling should not simply be expanded to include or encompass the stories of “migrants” within a “minority studies” framework, although there is plenty of useful work yet to be accomplished in that area, but should be re-examined as having been about migration all along.

Abstract

Based on the structural theory of tensions between bureaucratic and professional control, many analyses of recent educational reforms argue that teachers and administrators typically adhere to divergent views of governance. Others argue that conflict between administrators and teachers is not inevitable. The degree of competition among professions is affected by the nature of institutional and occupational differentiation and by particular cultural and historical forces in different societies. This study examines the way teachers and principals in a representative sample of Israeli schools view current and preferred control over school curricula in the wake of a decade and a half of decentralization reforms. Our findings show institutional variation in the degree of conflict between the perceptions and preferences of teachers and principals in secondary and elementary schools and major differences in perceptions and preferences by school level. These findings reflect the interplay of occupational segmentation, the functional differentiation of educational institutions, and government policies in Israeli society.

Abstract

Purpose

Through discussion of research about the leadership of two schools, this paper explores the complexity of school leadership and how various contextual elements interact with the work of principals in schools that are attempting to create inclusive, rich, worthwhile and unique schools. A systems thinking leadership and context model is developed to frame the exploration of the two cases, which, in turn, helps inform the veracity and development of the model.

Design/methodology/approach

The research reported is broadly based on multiple-perspective case studies that have included individual and/or group interviews with school leaders, teachers, students, parents and/or school council members, observation and document analysis. The focus for this paper is on evidence from the cases that elucidate the model.

Findings

A leadership and context view of schools helps to understand how school leaders work with, within and influence various contextual factors to develop schools that are both successful and unique. The cases demonstrated how individual leadership factors including career histories, personalities and values coalesced with school and broader community factors in reciprocal ways that resulted in school-specific improvements.

Research limitations/implications

The research is limited by the nature of bounded, small number, qualitative case research. Nevertheless, the authors suggest that the school leadership and context systems model the authors presented captures much of the complexity of the successful leadership of these schools. The authors further suggest that this model provides a conceptual contribution to the study of successful school leadership that moves beyond more linear leadership views. Implications of this research and the conceptual contributions that the authors advance are that leadership and context should be considered in reciprocal and nuanced ways across a complex variety of contextual levels.

Practical implications

These cases explore the growth and development of new school communities and capture the dynamic interactions between leadership and context within the complex arrangements of policy, system, history and community. The cases demonstrated how individual leadership factors, including career histories, personalities and values, coalesced with school and broader community factors in reciprocal ways that resulted in school-specific improvements. These findings and the system thinking leadership model help school leaders to consider their own work in developing successful and unique schools.

Social implications

School leadership is important for school success, and schools that meet student and community needs are important for society. The authors’ system thinking leadership model helps school leaders improve their practice in creating more interesting and successful schools that meet student and community needs.

Originality/value

At a time when international sharing of information and international testing of schools is pushing towards a uniformity of thinking about what good schools should be, the reality of leading schools is far different. This paper contributes to the knowledge about how school leaders navigate contextual complexities to create successful and unique schools that meet local needs.

Abstract

Outlines the rationale for exploring the role of culture in the practice of educational administration. Examines how culture fits into a broad theoretical framework for studying administrative behaviour in education. In doing so, distinguishes between the use of the societal culture construct as an exogenous and an endogenous variable. Argues that there is much conceptual leverage to be gained from employing culture as a variable in such a theoretical framework. Suggests a revisiting of the framework for studying educational administration developed by Getzels et al. almost 30 years ago. Finally, looks at the transmission of a knowledge base through training. Explores the implications that a cultural perspective has on the interpretation and use of knowledge as well as on its communication through preparation programmes. Contends that the cultural lens illuminates the limitations of the current knowledge base and supports the importance of this line of research in the future.

Abstract

Purpose

A recent development in England is the emergence, under various names, of groups of schools working together in a variety of collaborative ways. Such diversification enjoys broad political support. In this paper, the author aims to argue that the trend is potentially a radical transformation of the school system as a whole. The concepts of coupling and capital are drawn on to show how these changes enhance capacity building at the level of the individual institution and, more importantly, at the system levels, both local and national.

Design/methodology/approach

The paper uses different conceptual schemes to throw light on the emerging phenomenon of partnerships between clusters of schools.

Findings

As this is not an empirical research paper there are no findings as such.

Practical implications

The paper is concerned with new policy directions, some of which are consonant with developments already taking place in England's education system. The analysis is intended broadly to support these changes but also to improve their design and implementation.

Originality/value

The conceptual analysis is original and has implications both for a theoretical analysis of inter‐school partnerships and for the practical issues of how such partnerships might evolve.

Abstract

Purpose

The purpose of this paper is to present the gap between conceptualizations of social injustices and the desired social transformation that addresses multiple social subsystems and levels on one hand, and social justice leadership that addresses intra-school efforts on the other. The paper aims to expand the conceptualization of social justice leadership and tie it together with concepts of activism and social change.

Design/methodology/approach

The paper adopts a socio-ecological perspective. It reviews works about social justice leadership in education, activism, and social change to present the notion that in light of existing social justice barriers educational leaders should serve as activists in schools and in the community and policy areas.

Findings

The paper presents a macro framework, focussing on individual leaders in the field and on the consolidation of intentions, actions, and outcomes in a manner necessary for using social justice as an effective socio-political agenda in a socio-ecological system.

Originality/value

The paper presents a conceptual framework which can enable practitioners and researchers to better understand social justice efforts.

Purpose

The purpose of this paper is for the author to recount how his use of organizational theory to understand educational reform in the USA led to a change of mind.

Design/methodology/approach

My shift resulted from my conclusion, derived from the new institutionalism, that only marginal changes can be made in schools and, thus, fundamental change requires the design and construction of new systems.

Findings

I moved from applying organization theory to find ways in which schools could improve academic outcomes for students, generally, and students from underserved communities, specifically to using organization theory to develop conditions that support efforts to design new systems to support learning.

Originality/value

This paper’s contribution is that it encourages students of school organization to consider applying their theoretical perspectives to designing innovative social arrangements to foster learning and teaching.

Abstract

This paper aims to point out that the world‐wide education reforms for education quality are experiencing three waves based on different paradigms and theories of education quality and school effectiveness, and they result in different strategies and approaches to education assurance. The first wave of school reforms and initiatives focuses mainly on internal quality assurance and makes an effort to improve internal school performance, particularly the methods and processes of teaching and learning. The second wave emphasizes interface quality assurance in terms of organizational effectiveness, stakeholders’ satisfaction and market competitiveness and makes an effort to ensure satisfaction and accountability to the internal and external stakeholders. The coming improvement initiatives should be moving towards the third wave, which emphasizes strongly future quality assurance in terms of relevance to the new paradigm of education concerning contextualized multiple intelligences (CMI), globalization, localization and individualization.

Abstract

Purpose

This paper features a narrative case study of a leadership team engaged in an effort to transform both culture and instructional practice at an urban charter school. The paper describes the team's effort to align their decision-making with two frameworks selected to anchor the school's institutional change process: restorative justice and deeper learning. Interweaving rich case data with analysis, the paper explores the dilemmas that emerged as leaders struggled to “walk the talk” of these two frameworks, using this to theorize about the synergies between them and to explore the broader leadership challenges involved in transforming schools from authoritarian to humanizing institutions.

Design/methodology/approach

The researcher employed an ethnographic approach with the goal of generating a thickly-textured single case study. Data-gathering activities included more than 400 h of participant-observation, in-depth interviewing and artifact collection, conducted over the course of a ten-month academic year. Data analysis was iterative and included frequent member checks with participants.

Findings

The paper finds that restorative justice and deeper learning have powerful epistemological connections that school leaders can harness in order to ensure a coherent approach to change processes. The paper also illuminates several of the core dilemmas that school leaders should anticipate facing when embracing these two frameworks: the dilemma of responding to feedback, the dilemma of power-sharing and the dilemma of balancing expectations with support.

Research limitations/implications

The case study approach employed in this paper allows for rich understandings of specific phenomena while also providing a platform for exploring the general qualities that these phenomena might illustrate. This approach does not allow for statistical generalizability.

Practical implications

The paper suggests that it is imperative for school leaders to explore what it means to lead in ways that are coherent with their vision for change, e.g. to cultivate symmetry. Moreover, the paper demonstrates that the value of such explorations lies in the process of grappling with the tensions that arise when humanizing frameworks are implemented within systems that uphold traditional power hierarchies. Additionally, the paper affirms the value of de-siloing the transformation of school culture from the transformation of instructional practice.

Originality/value

This paper offers an unusually textured account of the messy and uncertain processes that constitute the work of school change. This paper also draws together two educational paradigms which are rarely brought into conversation with each other despite their epistemological synergy.

Abstract

Purpose

The purpose of this paper is to conceptualize the relationship between business and education and thereby offer a research agenda for examining the influence of business on education. Educational research has given relatively limited attention to the impact of business on education.

Design/methodology/approach

This paper describes a theoretical framework drawn from organization theory that identifies five types of influence of business on education. The emerging literature on business‐school relations is accessed not to present a comprehensive review of research on the impact of business on education, but rather to identify issues regarding the impact of business on education that bear the scrutiny of researchers and educational and business leaders and policy makers.

Findings

The types of influence include business consuming the outputs of schools, supplying inputs to schools, competing with public schools for students and state funding, shaping educational policy at various levels, and distributing wealth in ways that indirectly affects education.

Originality/value

This paper identifies an issue that requires further research and policy attention and offers a conceptual framework and research agenda.
