Abstract

Purpose

Despite Australia’s history as an exemplary migrant nation, there are gaps in the literature and a lack of explicit conceptualisation of either “migrants” or “migration” in the Australian historiography of schooling. The purpose of this paper is to seek out traces of migration history that nevertheless exist in the historiography, despite the apparent silences.

Design/methodology/approach

Two foundational yet semi-forgotten twentieth-century historical monographs are re-interpreted to support a rethinking of the relationship between migration and settler colonialism in the history and historiography of Australian schooling.

Findings

These texts, from their different school system (state/Catholic) orientations, are, it is argued, replete with accounts of migration despite their apparent gaps, if read closely. Within them, nineteenth-century British migrants are represented as essentially entitled constituents of the protonation. This is a very different framing from twentieth century histories of migrants as minority or “other”.

Originality/value

Instead of an academic reading practice that dismisses and simply supersedes old work, this paper proposes that fresh engagements with texts from the past can yield new insights into the connections between migration, schooling and colonialism. It argues that the historiography of Australian schooling should not simply be expanded to include or encompass the stories of “migrants” within a “minority studies” framework, although there is plenty of useful work yet to be accomplished in that area, but should be re-examined as having been about migration all along.

This article draws on my doctoral research into the expansion of the Catholic educational mission in New Zealand in the years from 1945 to 1965. The project utilised archival and documentary sources and interviews with thirty three Catholic educators: twenty one female religious from the Sisters of Mercy, Dominican Sisters and the Religious of the Sacred Heart and twelve male religious from the Marist Brothers, Christian Brothers and the Society of Mary (Marist Priests) and two former diocesan directors of Catholic education.

Abstract

Northern Ireland is a society divided by political, national and religious identities. Between 1968 and 1998, there was a violent political conflict in which 3,700 people died. Throughout the conflict, many looked to schools to work to improve community relations, even though the school system itself was divided on largely religious grounds. This chapter looks at education interventions in Northern Ireland aimed at promoting conflict transformation, with a particular focus on the shared education work of the 2000s which is based on collaborative networks of schools from the different communities. The collaboration involved in the shared education initiative is based on a participatory approach which emphasises teacher-led innovation and locally tailored school partnerships. This is in contrast to the defining features of the Northern Ireland school system which has always had a hierarchist character, even when education reforms in the 1990s introduced market principles and school competition. This chapter analyzes education policy and practice in light of these frameworks and considers the potential tension between the shared education approach given the prevailing ethos of the Northern Ireland education system. It suggests that the consequences of this potential tension remain unclear.

Abstract

Legal and philosophical scholarship on religious education typically focuses on religious schools that challenge core liberal values. Religious schools that offer their students quality secular education, and whose religious character is mild, do not raise these concerns and have therefore evaded scrutiny thus far. This chapter argues that the latter kind of religious schools, which I call “creaming religious schools,” may have a negative effect on educational equality and should therefore be subject to restrictive legal regulation. The negative effect on equality is caused by the fact that when successful, these schools appeal not only to members of the religious community but also to non-member high-achieving students who leave the public schools (a process called creaming) thus weakening them. The chapter argues that the harm caused to public schools cannot be redeemed by alluding to the right to religious education because the religious justification for creaming religious schools is relatively weak. The chapter then examines several potential legal measures for contending with creaming religious schools: the antidiscrimination doctrine, which the chapter rejects, showing that it actually aggravates creaming, locating schools in disadvantaged neighborhoods, restricting tuition, reflective enrollment policy, and finally, the total prohibition of establishing creaming religious schools.

Abstract

Beginning with the introduction of mass compulsory schooling legislation in the 1870s, and using age and marital status as key categories of social difference, this article provides an overview of issues surrounding the ‘woman teacher’ through to the postwar baby boom. It shows how women teachers were increasingly differentiated according to location (country and city) and level of schooling (kindergarten, primary and secondary), and it also casts them as somewhat threatening to the gender order. Firstly, the article describes the processes by which teaching in both city and country primary schools became normalised as single women or spinsters’ work with the advent of mass compulsory schooling. Part two focuses on the turn of the twentieth century, a period in which anxieties about single women, so many of whom were teachers, coalesced around the figure of the ‘new woman’. In this context I investigate what state school teaching might have meant for single women, be they unqualified ‘girl teachers’ in country schools or mature women whose qualifications and career paths brought them into city schools. The third section shows that the expansion of state schooling in the early twentieth century produced further differentiation of the ‘teacher’ as primary, kindergarten or secondary. Furthermore, in the interwar years new meanings of singleness for women were proposed by sexologists and psychologists, and spinster teachers became more stigmatised as women. Finally, I turn to the women who taught from the late 1930s into the postwar era.

Abstract

A large sample (n = 437) of teachers in Catholic schools in New South Wales, Australia, completed a questionnaire on perceptions of job‐related stress. Six stress factors were isolated (namely poor school tone, pupil recalcitrance, curriculum demands, community antagonism, time demands and poor working environment). The pattern of responses was similar to that previously obtained from samples of teachers in state schools, but the levels of reported stress were generally lower. This was particularly obvious in the case of pupil recalcitrance, and the Catholic school teachers also reported lower absenteeism than their state school colleagues. As in the state schools, one in three teachers reported high levels of minor neurotic disturbance, and poor school tone contributed significantly both to this measure of well‐being and to the reported number of days absent. It was concluded that occupational stress is prevalent in both Catholic and state schools.

Abstract

Purpose

The purpose of this paper is to report the results of a national survey of government primary school principals in Australia, investigating the purposes of education, in terms of the importance and level of enactment of those purposes in schools.

Design/methodology/approach

In 2009, an electronic survey was distributed to government primary school principals in Australia seeking their views on the purposes of education. The survey comprised 71 items of a closed format and three items of an open‐ended format. Respondents rated first the importance they ascribed to particular purposes of education, then second the degree to which they believed these purposes were actually enacted in their particular school. Factor analyses were conducted on the item responses. Differences between importance and enactment of purposes are discussed together with reasons for these differences.

Findings

The findings overwhelmingly point to tensions between what they, the principals, believe ought to be the purposes of education and what the strategies to achieve those purposes might be, and the realities of what is actually happening. It could be argued that the results indicate a major shift away from public purposes of education to those more aligned with private purposes. Many of the barriers to achieving a greater focus in schools on public purposes are seen to be related to external (to the school) issues, such as government policy decisions, differential funding and resourcing across school sectors and emerging community and societal factors.

Research limitations/implications

This research complements other aspects of this project into the purposes of education in Australia. There are some limitations to the reported findings in so far as only government principals participated in the survey. Non‐government school principals were invited but declined to participate.

Originality/value

This is the only piece of research of its kind in Australia and provides unique insights – those of principals – into what schools are focusing on and what the leaders think they ought to be focusing on. There are clearly policy and practice implications of the research.

Abstract

This chapter draws on the school improvement research of EducAid, a small NGO with schools in Sierra Leone. We review the challenge of school improvement in the context of a low-income country still emerging from the aftermath of civil war, historically low expenditure on education as a per cent of GDP, low levels of trust between people and the government and lack of a reliable evidence base on which to plan school improvement. As predictable consequences of these challenges, the Ministry of Education recognises weaknesses in teacher recruitment and training, resulting in low student attainments. In a critique of adaptations of Hood's (1998) social cohesion/social regulation matrix we argue that it may not provide a coherent framework for understanding the process of school improvement in a low-income country such as Sierra Leone. Specifically, high social cohesion, when focussed on educational improvement, is likely to be necessary for school improvement, but the concept of social regulation is more complex. Although the structure is hierarchical, both at national and local levels, implying high social regulation, lines of accountability seldom work effectively, resulting in low social regulation. The picture is further complicated by evidence that socioeconomic status may be less influential in predicting students' attainments in low-income countries than in those with high and middle incomes. We argue that a professional learning network for head teachers is a necessary starting point for head teachers to stimulate debate on change strategies within their own schools.

The years 1964–1975 saw an unparalleled expansion of the Commonwealth Government's involvement in Australian education at all levels. At the beginning of that decade the Menzies Liberal‐Country Party Government, which had repeatedly asserted that education was a State not a Commonwealth responsibility, was directly involved only in the university sector. Yet by 1975 Federal involvement had been extended to include not only the creation of a Federal Department of Education and Science but also the assumption of broad responsibility for determining the national priorities and levels of funding in the college, school, technical and further education and pre‐school sectors.

Abstract

The Disadvantaged Schools Program (D.S.P.) has been an important and integral part of education for many students in Australia for over a decade. The original goals and philosophy of the program still hold true today. However, we suggest that perhaps it is time to build on the foundation which has been developed by adding a much stronger academic strand as part of the overall D.S.P. mission. Recent school effectiveness findings offer a powerful and compatible opportunity for the D.S.P. to provide a more complete education for their students. The adoption of the school effectiveness characteristics by D.S.P. schools would not interfere with, but rather would enhance an already valuable program. The eight most important school effectiveness variables are reviewed in this article. We then argue that by combining the current focus of the D.S.P. with the focus of effective schools research, the overall quality of education received by students in Program schools can be enhanced. We argue that critical elements of the effective schools movement, such as emphasis on academic success and cognitive skills, can help create D.S.P. projects that produce a wider array of important student outcomes. By making effective school variables an important aspect of the D.S.P., we believe that both equity and quality will be emphasized to a greater extent than they are currently.
