Abstract
It is essential for developed nations to have adequate and functional infrastructure to sustain economic growth and well-being. Despite efforts to reduce the chances of infrastructure problems, several scholars have expressed concern about infrastructure standards deteriorating at an alarming rate and the need to ensure their sustainability. To achieve sustainable infrastructure development (SID), Sahely et al. (2005) proposed an uncomplicated strategy based on fundamental cooperation between infrastructure and ecological, economic, and social frameworks. Sustainable infrastructure is defined as the development and dependable management of a safe built environment based on efficient resource utilization and environmental standards. SID aims to mitigate or eliminate ecological problems and challenges while maximizing the potential social and economic benefits. United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP, 2007) defines SID as infrastructure compatible with continued financial and environmental sustainability. Sustainable road development infrastructure (SRID) is a procedure for constructing infrastructure that incorporates all the essential sustainable development (SD) parameters and is complicated by the interdependence of multiple factors. Stakeholders are essential for the successful execution of infrastructure projects, and a comprehensive evaluation of stakeholder interests and requirements is necessary to achieve SRID goals while meeting the needs of all parties involved. To achieve SRID, it is necessary to understand the relationship between road infrastructure development (RID) processes and SD standards and to implement criteria and indicators that accurately depict the long-term viability of a development process. Al Sanad (2015) identified several factors that may impede the implementation of SD in the infrastructure sector. Shafii et al. (2006) identified insufficient knowledge of SID, lack of SID training, a perception of SID as expensive, acquisition concerns, administrative issues, expert capacities, and motivational factors for manufacturing local materials as potential obstacles. Serpell (2013) identified four categories of SID challenges, including knowledge, economic and financial, organizational, and go. Darko and Chan (2016) identified the most prevalent barriers as a lack of data, training, research, information, and expertise, high cost, government interest, premium and demand, and the absence of SID standards of practice. Azis et al. (2012) identified improved project efficiency, waste reduction in the construction industry, and energy efficiency as advantages of SID. Ametepey and Aigbavboa (2014) identified energy savings, environmental protection, contribution to a higher standard of living and a healthy work environment, resource preservation for future generations, reduction in lifecycle costs, promotion of sustainable economic development, and stakeholder satisfaction as the top benefits of sustainable construction (SC). Du Plessis (2007) identified technological factors, Al Sanad (2015) identified educational programmes, Serpell et al. (2013) identified transformation, economic, and stakeholder engagement as drivers of SC, and Hankinson and Breytenbach (2012) identified enhanced SC awareness. This chapter reviewed the literature on international infrastructure and sustainability development, discussing factors, and benefits promoting SID.

Abstract
Purpose
Procurement management in infrastructure development has gained considerable attention in developing countries. It is because of the success in the developed nations. Studies have shown that Nigeria's infrastructure development needs far exceed its current provision. Also, studies are scarce to reveal whether procurement management has been successful in infrastructure development projects in Nigeria. Therefore, this paper investigated the root cause of the perceived encumbrances impeding procurement management in infrastructure development projects and proffered policy measures to improve future Nigeria's infrastructure development.
Design/methodology/approach
Data were collected via unexplored exploratory virtual interviews and selected cases from secondary sources. The engaged construction and engineering consultants have been involved in the procurement management of infrastructure projects in Nigeria. Thematic analysis was adopted to analyse the collected data.
Findings
The root causes of the pitfalls that emerged from the study include lack of competition and transparency, embezzlement and mismanagement of public funds, snail speed bureaucracy and bottleneck and lack of skills and knowledge. Others are collusion/bid-rigging/price-fixing/cartel formation, corruption, lack of professionalism, unbridled politicking, embezzlement and mismanagement of public funds, incompetence of tender boards, lack of patriotism to national service and lack of government organisations’ procurement capacity.
Research limitations/implications
This paper is restricted to unravelling the encumbrances in procurement management of Nigeria's infrastructure development projects. Future research is desirable to adopt a quantitative approach for more extensive coverage and validate findings from this paper.
Practical implications
The paper findings, including those learnt from each case study evaluated, would undoubtedly influence policymakers and construction and engineering practitioners on the key strategies to employ in implementing future procurement management in Nigeria's infrastructure development projects.
Originality/value
This paper would assist policymakers and other stakeholders desirous of improved infrastructure to focus their priorities in mitigating the identified root cause hindering procurement management in Nigeria's infrastructure management.

Abstract
Purpose
India is a developing nation where the marginal benefit of infrastructure development is tremendous. The purpose of this paper is to analyze the relationship between infrastructure development and poverty reduction for India using the yearly data from 1991 to 2015.
Design/methodology/approach
The authors use the principal component analysis to construct indices for four major sub-sectors, namely, transport, water and sanitation, telecommunications and energy, falling under the broad infrastructure sector and then using these sectorwise indices, the authors construct an overall index which represents infrastructure development. The authors provide evidence on the link between infrastructure development and poverty reduction by using the auto regressive distributed lag (ARDL) bound testing approach.
Findings
The ARDL test results suggest that infrastructure development and economic growth reduce poverty in both long run and short run. The causality test confirms that there is a positive and unidirectional causality running from infrastructure development to poverty reduction.
Research limitations/implications
The study confirms that India’s Infrastructure development plays a vital role in reducing poverty and calls for the Indian Government to adopt economic policies which are aimed at developing and strengthening the infrastructure levels and bringing in more investment in the infrastructure sector in order to help the poor population by making them exposed to better opportunities of employment and income growth, thereby achieving the goal of poverty reduction.
Originality/value
This paper is a fresh and unique attempt of its kind to empirically investigate the causal relationship between infrastructure development and poverty reduction in India using modern econometric techniques.

Abstract
Purpose
The purpose of this study is to analyze the two-way causal nexus between macroeconomic factors such as foreign aid, industrialization, economic growth, population growth, urbanization, control of corruption and the infrastructure development index of the top-ranking African countries from 2003 to 2018.
Design/methodology/approach
The study adopts various econometric tools such as cross-sectional dependence test, panel unit root and cointegration test and Dumitrescu and Hurlin panel Granger causality test in ascertaining the relevant relationships between the variables under consideration.
Findings
The main findings of the Granger causality test result revealed a bidirectional causal relationship between foreign aid and infrastructure and between urbanization and infrastructure. The study also found unidirectional causality running from population growth to infrastructure while a zero causal relationship existed between industrialization and infrastructure, economic growth and infrastructure and lastly, between control of corruption and infrastructure. The study concludes that the major macroeconomic factors that influence infrastructure development in these selected African countries are foreign aid, population explosion and urbanization. Also, their high infrastructure development index has causal influence in only attracting more foreign aid and also promoting urban expansion.
Originality/value
To the best of the author's knowledge, the study is unique as it is the first to determine the two-way causal nexus between macroeconomic factors and infrastructure development using a sample of the top ten African countries in infrastructure ranking. The findings reflect the current situation in Africa.

Abstract
Purpose
This paper aims to examine the effect do Sukuk Spur Infrastructure Development of Sukuk market expansion on infrastructure development for a sample of 15 emerging countries over the period 1997–2018. The paper also compares the role of Sukuk in infrastructure development to that of the size of the banking system, bond market development and stock market development.
Design/methodology/approach
A novel index of infrastructure development is constructed via principal component analysis. This index is regressed on Sukuk market development and other macroeconomic and institutional variables. To tackle the problems of heteroscedasticity and the existence of serial correlation in the residuals, the panel model is estimated using the generalized least squares (GLS) procedure with random effects and robust standard errors.
Findings
The evidence shows that a well-developed Sukuk market contributes to the expansion of the country’s infrastructure, whereas a larger banking system and a better capitalized stock market do not have any significant effect on infrastructure development. Surprisingly, well-developed bond markets jeopardize infrastructure expansion, thereby pointing to a potential crowding-out effect between Sukuk and bonds in financing infrastructure investments. Additionally, per capita GDP and education are positively related to infrastructure development, whereas inflation has a negative effect on the country’s proliferation of infrastructure.
Originality/value
This study uses a novel infrastructure index via principal component analysis and shows that Sukuk markets fill an important gap in the financing of large-scale and long-term projects. This result is novel and has not been documented in previous research.

Abstract
Indicators-based framework has been developed for the sustainability assessment of infrastructure projects but this framework has limitations in quantifying the qualitative parameters. The top-down approach that utilizes principles to assess the sustainability of infrastructure projects has the ability to consider qualitative parameters. The research on the development of principles-based approach is however limited and, in fact, the study on the development of principles to assess the sustainability of public–private partnerships (PPPs) infrastructure projects is in a nascent stage. The purpose of this study is the development of an empirical framework of guiding principles that will facilitate the assessment of PPPs from sustainability perspective. The study has used a grounded theory qualitative approach by using interviews and literature as primary and secondary data sources, respectively, to develop the framework of guiding principles to achieve goals of sustainable infrastructure development through PPPs. The framework comprises 18 guiding principles, which will act as guidelines to facilitate promotion of sustainable practices throughout the life cycle of PPP project so that sustainability goals can be accomplished. The guiding principles could be used as the qualitative parameters for public and private sector to assess the sustainability of PPP infrastructure projects. This chapter presents critical insights on principle-based approach for sustainability assessment of PPP projects, which has not been the focus in the majority of earlier studies.

Abstract
Purpose
Insufficient productivity development in the global and Finnish infrastructure sectors indicates that there are challenges in genuinely achieving the goals of resource efficiency and digitalization. This study adapts the approach of capability maturity model integration (CMMI) for examining the capabilities for productivity development that reveal the enablers of improving productivity in the infrastructure sector.
Design/methodology/approach
Civil engineering in Finland was selected as the study area, and a qualitative research approach was adopted. A novel maturity model was constructed deductively through a three-step analytical process. Previous research literature was adapted to form a framework with maturity levels and key process areas (KPAs). KPA attributes and their maturity criteria were formed through a thematic analysis of interview data from 12 semi-structured group interviews. Finally, validation and refinement of the model were performed with an expert panel.
Findings
This paper provides a novel maturity model for examining and enhancing the infrastructure sector’s maturity in productivity development. The model brings into discussion the current business logics, relevance of lifecycle-thinking, binding targets and outcomes of limited activities in the surrounding infrastructure system.
Originality/value
This paper provides a new approach for pursuing productivity development in the infrastructure sector by constructing a maturity model that adapts the concepts of CMMI and change management. The model and findings benefit all actors in the sector and provide an understanding of the required elements and means to achieve a more sustainable built environment and effective operations.

Abstract
Purpose
This study investigated the role of community infrastructure planning in Sarawak, Malaysia, by concentrating on the obstacles that hinder effective governance of community infrastructure planning.
Design/methodology/approach
The qualitative approach via case study design was adopted in this study. The Song District, located in the State of Sarawak, Malaysia, was selected as the case study area. Semi-structured interview sessions were conducted with 21 respondents who belonged to the government agencies involved in rural community infrastructure planning and village community representatives to capture their views on community infrastructure development planning in the selected district. The gathered responses were analysed thematically and the outcomes are discussed.
Findings
The findings revealed that although the development of community infrastructure in Song District has progressed and has exerted transformative impacts on rural livelihood, several challenges were identified in the delivery of community infrastructure. The four main themes of challenges that emerged from the data were location factors, financial resources, cooperation and collaboration of stakeholders, as well as community involvement. The outcomes disclosed that, in terms of governance, the institutional roles of the community, stakeholders and government agencies must be integrated throughout the rural community infrastructure planning process to resolve the emerging challenges effectively so that the demands of the rural community are met meritoriously.
Social implications
An effective and efficient community infrastructure planning approach ascertains that the community infrastructure development gaps in rural areas are bridged and brings fruition to the rural communities for their livelihood transformation.
Originality/value
This paper delineates a view on the governance aspect of community infrastructure planning in Sarawak, Malaysia, that is largely untapped. The study outcomes may facilitate practitioners and academics to move forward and recommend improvements in the approach to rural community infrastructure planning.

Purpose
Mega-infrastructure development plans pave the way for policies to upgrade the infrastructure, environmental management and different aspects of locals’ well-being. These developmental dynamics can positively affect rural tourism including heritage sites destinations. The quality of life of local people can be linked to this positive developmental change through long-term and sustainable economic revitalization projects. In terms of this process, developing large-scale infrastructure and incorporating tourism sustainability can improve the quality of life-related to different dimensions that are critical to the community's well-being. Therefore, researchers have attempted to address this issue.
Design/methodology/approach
Data were collected between September and October 2020. The study sample size was the residents of Zhabagly village, including Zhabagaly, Abaiyl and 115 Railway settlements. Moreover, the residents were older than 18 years. A systematic random sampling technique was utilised to reach the targeted sample size and the researchers received 243 responses from the locals. Structural equation modelling (SEM) was used for analysis.
Findings
The findings from the structural equation modelling suggest that sustainable tourism increases due to the positive effect of mega-infrastructure development and positively impacts the locals' quality of life. Notably, no direct effect of mega-infrastructure development on quality of life reveals the pivotal role of sustainable tourism. Therefore, during the COVID-19 period, the dimensions of sustainable tourism – economic, market, socio-cultural and environmental – played a role in securing the positive impact of mega-infrastructure development on the locals’ quality of life.
Research limitations/implications
This research highlighted the fact that when infrastructure projects are implemented to their full potential, they will generate sustainable tourism activities, provide eco-adventure activities, relax, treat signatories and boost the economy of all stakeholders. The study used AMOS to test the hypotheses. Qualitative research methods, including interviews with citizens, government officials and tourism managers, require further study.
Practical implications
The infrastructural development on a mega-scale means building an upscaling tourism ecosystem. This ecosystem is marked by the availability of drinking water, waste and energy management facilities that support the elevation of living material, community, health, safety and emotional well-being. It reflects the policy-level implications for future Belt and Road initiatives (BRIs). The tourism industry's resilience during COVID-19 has practical lessons for other industries.
Originality/value
Large-scale infrastructure construction must create favourable conditions for the rapid development of tourism. The availability of clean water, waste and energy management facilities contributes to the food production, social cohesion, physical and mental health and general well-being of the ecosystem. This is one of the few studies that used sustainable tourism as a mediator between the impact of large infrastructure projects and their impact on the quality of life of locals during the COVID-19 pandemic. Aksu-Zhabagly, a World Heritage Site in Kazakhstan, was the site of this field study.

Abstract
Purpose
Funding infrastructural facilities of higher institutions, especially in some developing nations such as Nigeria, that is under-funded, is a challenge in the current era. Private organisations participation in infrastructure development via a proposed expanded corporate social responsibility (ECSR) may enhance infrastructural facilities provision. There is a paucity of literature regarding ECSR, a form of infrastructure tax relief providing infrastructural facilities for higher institutions. Therefore, the study investigated the role of private organisations via a proposed ECSR in the provision of infrastructure and proffer ways to enhance higher institutions' infrastructure development delivery in Nigeria.
Design/methodology/approach
The study data were collated via face-to-face interviews and observation of existing buildings. From the six geo-political zones, two higher institutions each were selected for a good representation across Nigeria. Saturation was achieved with 26 participants interviewed. The emerged three main themes were analysed via thematic analysis.
Findings
Findings show inadequate infrastructure development in Nigerian higher institutions. Lack of policy and institutional framework, lax governance, level of transparency, and corruption, emerged as the key issues that may hinder private organisations from participating in public higher institutions infrastructure development delivery in Nigeria via ECSR. Others are lack of autonomy, inadequate planning, high level of impunity, political affiliation, poor management, and access to funding. The study proffers some recommendations based on these findings.
Research limitations/implications
This research is restricted to the role of private organisations via ECSR in infrastructure development (buildings) in Nigeria's public higher institutions. Future study is needed to validate the proposed ECSR framework in developing countries for the provision of buildings for higher institutions in their host communities.
Practical implications
The paper will advance the philosophy of corporate social responsibility to the provision of building facilities in host communities' higher institutions by private companies through tax relief and supported by a proposed Presidential Executive Order.
Originality/value
The proposed ECSR framework can be used to improve building facilities in Nigeria's higher institutions. This may assist and stir up policymakers to explore the proposed model and back up with an established policy such as infrastructure tax relief (ITR) for implementation.
