Abstract

Purpose

The events of September 11, 2001 forever changed policing with state and local law enforcement now playing a central role. In this new role many agencies have begun to re‐assess how they best fulfil the demands of homeland security and provide traditional law enforcement. Intelligence‐led policing (ILP) has been advocated as one approach with the potential to confront both terrorism and traditional crime problems; however, the degree to which ILP has been widely embraced remains relatively unexamined. The purpose of this paper is to evaluate whether level of involvement with homeland security related intelligence subsequent to 9/11 has had a significant impact on interactions between state and federal agencies, and facilitated organizational change in state law enforcement agencies.

Design/methodology/approach

Using data collected from a survey of state law enforcement agencies, the paper examines whether involvement in homeland security and the allocation of resources toward intelligence have had an impact on organizational change consistent with ILP.

Findings

Findings suggest increased involvement in homeland security significantly increased interaction between some state and federal agencies and significantly impacted organizational functions of intelligence, grants, and planning. However, contrary to expectations, allocation of resources had little impact on levels of interaction between agencies or broader organizational functions.

Practical implications

Findings suggest that while advances are being made which are consistent with ILP, improvements could be made in the role of theory and evidence‐based practice in driving reforms. More thoughtful distribution of homeland security grants targeting organizational change may be useful in stimulating such efforts. The findings are instructional in how the contemporary context and emerging trends such as ILP are likely to affect organizational change. Specifically, they suggest that if ILP is a desired model for reform in policing, further incentives to pursue its objectives may be necessary.

Originality/value

Most studies of ILP focus on case studies of single agencies. There are no studies which explicitly examine the degree to which principles of ILP have been reflected in organizational change within a broad sample of agencies. The present paper assesses such changes within a national (US) sample of law enforcement agencies.

Abstract

Purpose

Fleet management is a key function in humanitarian organizations, but is not always recognized as such. This results in poor performance and negative impacts on the organization. The purpose of this paper is to demonstrates how the UN High Commissioner for Refugees (UNHCR) managed to substantially improve its fleet management through the introduction of an Internal Leasing Program (ILP), in which headquarters procures vehicles and leases them to field offices.

Design/methodology/approach

This paper develops a framework for fleet management based on a longitudinal case study with UNHCR. It compares fleet performance indicators before and after implementation of an ILP.

Findings

At UNHCR, vehicle procurement was driven by availability of funding. Fleet management was highly decentralized and field offices had limited awareness of its importance. These systems and behaviors led to major challenges for the organization. The introduction of the ILP positively impacted fleet management at UNHCR by reducing fleet size, average age of fleet and procurement costs.

Practical implications

This paper provides fleet managers with a tool for analyzing their fleet. The frameworks and actions described in this paper contain practical recommendations for achieving a well-performing fleet.

Originality/value

This paper is the first to analyze fleet management before and after introduction of an ILP. It describes the benefits of this model based on empirical data, and develops frameworks to be used by researchers and practitioners.

Abstract

Purpose

Despite increased scholarly inquiry regarding intelligence-led policing (ILP) and popularity among law enforcement agencies around the globe, ambiguity remains regarding the conceptual foundation and appropriate measurement of ILP. Although most scholars agree that ILP is indeed a unique policing philosophy, there is less consensus regarding the relationship between ILP and the ever-present model of community-oriented policing (COP). Consequently, there is a clear need to study the empirical distinctions and overlaps in these policing philosophies as implemented by US law enforcement agencies. The paper aims to discuss these issues.

Design/methodology/approach

Data were gleaned from the 2007 LEMAS and 2009 NIJ Intelligence surveys. A total of 227 unique police agencies in the USA are included. A series of bivariate, exploratory factor analyses and structural models are used to determine discriminatory or convergent validity across COP and ILP constructs.

Findings

The goal was to answer the question: are these two policing philosophies are being implemented as separate and distinct strategies? Results of our exploratory and structural models indicate that COP and ILP loaded on unique latent constructs. This affirms the results of the bivariate correlations, and indicates that COP and ILP have discriminant measurement validity. In other words, COP and ILP are conceptually distinct, even when implemented in police departments across the USA. Implications of these findings and suggestions for future research are discussed.

Originality/value

This is the first study to empirically test the discriminant or convergent validity of COP and ILP.

Abstract

Purpose

Prior research has shown that operational intellectual capital (OIC) and investments in lean practices (ILP) lead to better operational performance. However, there have been no empirical studies on the synergetic effects between OIC components and ILP. More specifically, the question – can the efficacy of ILP be increased through OIC? – has not been studied. Accordingly, the purpose of this paper is to report the empirical results of potential synergetic effects between OIC, as a knowledge-based resource, and ILP.

Design/methodology/approach

The empirical data used for this study were drawn from the fifth round of the Global Manufacturing Research Group survey project (with data collected from 528 manufacturing plants). The hypotheses are empirically tested using three ordinary least square (OLS) models.

Findings

The authors’ findings highlight the importance of leveraging a system of complementary knowledge-based resources (OIC dimensions) and addresses the need for the reformulation of lean theory in terms of the emergent knowledge-based view of the firm. The results facilitate greater understanding of the complex relationship between ILP and operational performance. Building on the contribution of Menor et al. (2007), the authors argue that OIC represents a strategic knowledge-based resource that is valuable, hard to imitate or substitute and, when leveraged effectively, generates superior operational and competitive advantage.

Practical implications

From a managerial standpoint, this study provides guidelines for managers on how to leverage OIC to enhance the efficacy of ILP. The authors argue that firms consider investing in OIC to increase the return from ILP, which, in turn, will enhance their operational performance and provide competitive advantage. The authors findings provide strong evidence of the importance of human, social and structural capital to enhance the efficacy of ILP.

Originality/value

This is the first research paper that extends the application of the intellectual capital theory in lean literature, and argues that the OIC contributes to the efficacy of ILP. The analysis facilitates greater understanding of the complex relationship between OIC dimensions, ILP and operational performance.

Abstract

Purpose

The purpose of this paper is to discuss two important behaviors related to job mobility in the IT profession, namely, changing jobs to move to another organization (turnover) and changing the profession entirely (turnaway), during a national crisis. Based on the theoretical foundation of the push–pull–mooring perspective, a research model is developed that includes professional self-efficacy (PSE), job insecurity (JI) and job satisfaction (JS) as important antecedents.

Design/methodology/approach

Using a positivist approach and a survey method, the authors analyzed data from IT professionals from different economic segments in Brazil. Data collection occurred in two distinctive moments of the largest crisis in modern Brazilian history – a pre-awareness moment (first half of year 2015) and a crisis-conscious moment (first half of year 2016).

Findings

The findings reveal that PSE negatively influences JI and positively influences JS, JI positively influences turnaway intention, and JS negatively influences both turnover intention and turnaway intention. The effect of the national crisis was observed in that it further accentuated the intention of IT professionals to leave the profession. Another effect was related to age, as older professionals are less willing to turn over but more willing to turn away.

Research limitations/implications

Besides developing a parsimonious model to study both the intention to leave the organization and the intention to leave the profession, the study sheds light on how IT professionals react to economic crises and how the reaction varies by age.

Practical implications

The study puts to question the common belief that IT professionals are secure in the job market due to high demand for their skills and investments made by organizations to keep them on the job. Employers must pay attention to JI and turnover/turnaway intentions.

Originality/value

This study is among the few to study JI and aspects of the theory of human migration in IT. It is also possibly the first to discuss the effects of a national crisis on the mobility patterns of IT professionals.

Abstract

Purpose

This research uses theoretical perspectives from public choice and public policy to establish and test theory of the combined effects of institutional environments and bureaucratic corruption on international delivery performance.

Design/methodology/approach

A panel archival dataset is assembled from multiple public databases to test hypotheses based on public policy, public choice and supply chain theory using a fixed effects model.

Findings

The authors' theory demonstrates that institutional environments as constituted by the level of regulatory trade barriers and legal system effectiveness combined with bureaucratic corruption can influence the timeliness of international deliveries.

Research limitations/implications

This research extends public choice and public policy with the insight that regulatory institutions' bark is not bad without the bite of effective legal institutions. The research uses archival data collected in mass surveys with data aggregated at the country level that can be unduly affected by selection effects, perceptual data, and unobserved underlying mechanisms.

Practical implications

The results of this research can be used to inform supply chain managers working in trade compliance to be aware of the costs and effects on logistics performance that result from encountering different institutional environments and the concomitant corruption.

Originality/value

This is the first investigation of the complex and significant interaction effects of institutional environments and corruption on international delivery performance.

Abstract

Purpose

The purpose of this paper is to propose a novel quality of service (QoS)‐aware service composition approach, called SEQOIA, capable of defining at run‐time a service composition plan meeting both functional and non‐functional constraints and optimizing the overall quality of service.

Design/methodology/approach

SEQOIA is a semantic‐driven QoS‐aware dynamic composition approach leveraging on an integer linear programming technique (ILP). It exploits the expressiveness of an ontology‐based service profile model handling structural and semantic properties of service descriptions. It represents the service composition problem as a set of functional and non‐functional constraints and an objective function.

Findings

The authors developed a proof of concept implementing SEQOIA, as well as an alternative composition solution based on state‐of‐the‐art AI planning and ILP techniques. Results of testing activities show that SEQOIA performs better than the alternative solution over a limited set of candidate services. This behaviour was expected, as SEQOIA guarantees to find the service composition providing the optimal QoS value, while the alternative approach does not provide this guarantee, as it handles separately the specification of the functional service composition flow and the QoS‐based service selection step.

Originality/value

SEQOIA leverages on semantic annotations in order to make service composition feasible by coping with syntactic and structural differences typically existing across different, even similar, service implementations. To ease the adoption of SEQOIA in real enterprise scenarios, the authors chose to leverage on an XML‐based message model of services interfaces (including but not strictly requiring the use of WSDL).

Abstract

Purpose

Intelligence-led policing (ILP) involves the analysis of data to inform the development and implementation of strategic actions aimed at more efficiently reducing crime. The purpose of this paper is to examine how chronic acquisitive offenders – a focus of ILP – respond to police patrol, and how this knowledge can be turned into actionable strategies to reduce crime.

Design/methodology/approach

Interviews were conducted with 137 chronic offenders who had multiple convictions for burglary, robbery and/or vehicle crime. The interviews involved the collection of both qualitative and quantitative data, including responses to situational crime vignettes.

Findings

When encountering police patrols, criminals were initially more likely to displace (e.g. committing crime elsewhere and/or later in the day) than to desist from offending. Some of the conditions under which police patrol was most effective were identified, including offenders’ fear of being recognized by officers. Repeated thwarted crime attempts appeared to be most impactful, with even the most chronic offenders becoming “worn down.”

Practical implications

The profiles of top offenders should be systematically disseminated to front line officers to augment the effectiveness of police patrol and minimize the possibility of crime displacement.

Originality/value

Offender interviews are a valuable source of information but they have been underutilized within an ILP framework. This research illustrates how offender interview research can inform and support the role of police in preventing crime.

Abstract

Purpose

The purpose of this paper is to examine whether threat assessment, an intelligence-led policing (ILP) tool, can prevent mass public shootings.

Design/methodology/approach

In order to gauge the potential effectiveness of this ILP tool, the authors conduct a retrospective analysis of 278 mass public shootings that occurred in the USA between 1966 and 2016. This retrospective analysis allows us to determine how successful threat assessment protocols could be in preventing mass public shootings by examining how successful this tool would have been in identifying the offenders in our data.

Findings

The results show that threat assessment has the potential to be an effective tool in the ILP arsenal to identify and prevent impending mass public shootings. However, our results also point to several obstacles for the effective implementation of this ILP tool. The underreporting of threats and using the content of threats and characteristics of threateners are problematic in correctly assigning risk. The authors make suggestions for how to overcome these obstacles.

Originality/value

This study makes several contributions to the intelligence-led policing and mass murder field. This is the first study to test the potential effectiveness of an intelligence-led policing tool to prevent mass public shootings. Additionally, this is one of the first studies to examine the leaks, types, context and follow-though of threats made by mass public shooters in the United States. Consequently, it provides unique information on the foreshowing behaviors of mass public shooters.

Abstract

Purpose

Logistics sector is recognized as one of the core enablers of the economic development of a nation. However, inefficiency in logistics operations impedes the achievement of intended targets by increasing the cost of doing business. Also, it is difficult to improve the efficiency of a country’s logistics operations without a metric for evaluating and understanding logistics capabilities and efficiency. Therefore, the present study has developed In-country Logistics Performance Index (ILP Index) to propose a benchmarking tool to measure the in-country logistics competitiveness, particularly in the setting of emerging economies, i.e. India.

Design/methodology/approach

This study has developed a unified index using principal component analysis and quintile approach. In addition, the proposed index relies on several dimensions that are developed and illustrated using quantitative secondary panel data.

Findings

The findings of this study reveal that the quality of infrastructure, economy, and telecommunications are the three most important dimensions that may significantly support the growth of the transportation and logistics sector. The results reveal that Gujarat, Tamil Nadu, and Maharashtra are the top performers whereas, Bihar, Jharkhand, and Jammu and Kashmir scores the least due to the insufficient logistics infrastructure as compared to other Indian states.

Originality/value

Given the extensive focus on international-level logistics index (like World Bank’s LPI) in the existing literature, this study intends to develop in-country logistics index to evaluate the logistics capabilities at the regional and state level. In addition, unlike prior studies, this study utilizes quantitative secondary data to eliminate cognitive and opinion bias. Moreover, this benchmarking tool would assist decision-makers in idealizing standard practices toward sustainable logistics operations. Additionally, the ILP index could serve the international investors in crucial decision-making, as it provides valuable insights into a country’s logistics readiness, influencing their investment choices and trade preferences. Finally, the proposed approach is adaptable to measuring the overall performance of any other industry/economy.
