Abstract

Purpose

The key purpose of this study is to explore digital information literacy (DIL) possessed by South Valley University (SVU) library and information professionals. It also tries to identify the various types of DIL and find constraints affecting the related skills and competencies of those professionals.

Design/methodology/approach

A quantitative research methodology was adopted in the form of a survey, which was undertaken from February to March 2016. As stated by Kerlinger (1986), the survey research is a useful instrument for educational fact-finding, and a means by which much information can be acquired from the study’s population. The survey instrument was a self-administrated questionnaire, which was adopted for data collection. A pilot questionnaire was first sent to a small random sample of the respondents, with feedback being used to fine-tune the final questionnaire. The targeted population of this study included library and information professionals (n = 127) belonging to SVU libraries that spread over three provinces/campuses: the Qena campus (number of libraries = 22), the Luxor campus (n = 3) and the Hurghada campus (n = 2). The library and information professionals are described to be librarians, library assistants and library directors. Of 127 questionnaires, 101 (79.5%) responses were received. To collect data, the study used a questionnaire, which has six sections reflecting the research objectives of the study.

Findings

The findings showed that over two-thirds of SVU library and information professionals are males, and almost one-third are females. Majority respondents are aged between 26 and 40 years, and most possessed bachelor’s degrees, of which nearly two-thirds held library science degrees. Regarding the respondents’ professional profile, the study also showed that majority were librarians, followed by library assistants and library managers, and nearly half had 10 years of experience, followed by those who have work experience of 6-7 years. This study showed that there is a significant relationship between some of the respondents’ demographic characteristics (age and education) and their DIL. The respondents’ gender had no effect on their DIL. The study also showed that there is a significant relationship between all the respondents’ professional characteristics, particularly their discipline, followed by job title, work experience and DIL. Regarding the level of respondents’ knowledge of the types of computers, many showed that their knowledge of using mobile devices, followed by PCs, workstations, portable media players/digital audio player and personal digital assistant was, at the least, high. The respondents’ knowledge of other types ranged between moderate to non-proficient. A large number of the respondents showed that their proficiency in using output devices, followed by input devices, processing devices, storage devices and communication devices was also, at the least, high. While the largest number of the respondents showed that their proficiency in using application software was, at least, high, the largest number of them showed that their proficiency in using system software was moderate. Regarding the respondents’ knowledge-based competencies, as well as skills-based competencies, especially when these competencies related to the integration of ICTs into the library work, this study showed that such kind of competencies possessed by SVU library and information professionals ranged between competent and somewhat competent. Regarding the challenges affecting the respondents’ acquiring skills and related competencies, the study revealed that the lack of funds, training, physical facilities, connection to the internet, subscribing to e-databases, lack of time as well as challenges related to SVU library system regulations, were significant to them. Other challenges such as the lack of incorporating and exploiting the new technologies and products into library integrated systems educators’ services, as well as challenges related to psychological barriers, lack of current curricula in the area of ICTs and a shortage of experienced LIS counselors, were also significant to them. This study reached conclusions that the SVU library and information professionals should be qualified and get adapted to ICTs and related competencies. They need to be provided with sufficient training to update their knowledge regarding the use and integration of technology in their library work.

Research limitations/implications

This study investigates DIL among library and information professionals at SVU, an Egyptian university. Any findings and conclusions resulted from this study are limited in scope to only the library professionals of this university. Such a topic has limited previous research. The size and homogeneity of the sample limit the generalizability of this study.

Practical/implications

The study aims to investigate DIL acquired by SVU library and information professionals. The potential results of this study would be useful for library schools, library associations and other pertinent authorities for the planning of training programs and courses. The findings may also be helpful for library educators to develop curricula that meet the needs of library and information professionals.

Originality/value

This study is one of the few studies conducted on this topic in Egypt. The literature on the topic of this research revealed that extensive research has been undertaken on DIL in higher education in developed countries, but very limited research has been conducted on this topic in Egypt and similar developing countries, particularly among academic library and information professionals. No definition for the concept of DIL has yet been produced, and many Egyptian academic institutions define this concept based on their own needs depending on existing models.

Abstract

Purpose

This study aims to assess the information and communications technology (ICT) proficiency of library and information science (LIS) professionals working in Tangaza University College (TUC) Library, Kenya.

Design/methodology/approach

A qualitative research design using a single case study was adopted in the study, which gathered data through a census. Data were collected using a structured interview.

Findings

The study findings indicated that the majority of TUC librarians have very high ICT competence in basic ICT and some Web technologies; however, they lack technical ICT skills. Furthermore, though ICT courses are offered during LIS professional training, TUC librarians lack opportunities to implement some of their advanced ICT skills. Lack of funding, time, practical lessons, personal interest, training opportunities and ICT obsolescence were highlighted as challenges librarians encounter in their pursuit of acquiring ICT skills.

Practical implications

The study recommends that regular ICT-related training programmes be conducted for librarians and be offered in the form of workshops, seminars and conferences. Furthermore, there is a need for an academic curriculum in LIS schools to have more practical ICT-related components. Library staff should be encouraged to develop a personal interest in pursuing ICT skills, and librarians should also make use of ICT training opportunities that are freely available online for personal development.

Originality/value

The study is beneficial to those concerned with developing training programmes for librarians to strengthen areas deemed to have shortcomings.

Abstract

Purpose

The paper aims to establish the use of information and communications technologies (ICTs) in education and training of undergraduate library and information science (LIS) students in two selected Kenyan universities and suggest recommendations to improve ICT education and training in the country.

Design/methodology/approach

The study utilised a qualitative method. A survey research design was used to collect data from various categories of respondents in LIS including lecturers, undergraduate students, information professionals and employers. Interviews and document analysis were also used to collect data from the respondents.

Findings

Findings show that the graduates lack preferred ICTs knowledge, competencies and skills important in the modern information environment such as web technologies, information programming skills, software development, distributed systems, virtual libraries and digital information systems. Information sciences education in Kenyan universities and other institutions of higher learning need to review the curriculum and provide ICT education and training that address the needs and demands of the current job market and performance requirements.

Research limitations/implications

The study was effectively carried out at Kenyatta and Moi Universities being the leading universities offering LIS programmes in Kenya.

Practical implications

In the twenty-first century and beyond, students can no longer be confined to traditional practices of LIS education. Information sciences programmes from around the global have recognized the importance to fully integrate ICTs education and training in order to meet the needs and demands of students and employers.

Originality/value

Present employment and career opportunities favour information professionals with intensive technological competencies and skills.

Abstract

Purpose

This study aims to explore various skills of library professionals working in management institutions of Kerala State, India.

Design/methodology/approach

A survey method was used by distributing online questionnaire as a data collection tool. The questionnaires were distributed to the library professionals working in management institutions in Kerala State, India.

Findings

The study’s results revealed that the library professionals were competent with managerial, communication and interpersonal skills. Conversely, they were lacking skills in statements such as institutional repository, web 2.0 and social networks. Their familiarity level with reference management tools, research and academic ethics, electronic publishing and management of open-access resources, were also not satisfactory. They need knowledge of other ICT skills such as designing and maintaining in-house databases, video conferencing tools, advanced troubleshooting creating and managing metadata, handling RFID technology and knowledge in solving issues while organizing webinars. Based on the findings, the study has suggested some recommendations which will enable the government/institutions to take appropriate measures to improve their skills.

Practical implications

This study will enable the policymakers to identify in which area the library professionals are weak and develop a strategy and framework for increasing the level of their skills.

Originality/value

This study provides the views of the library professionals working in management institutions in India and warrants the library professionals to enhance their skills, especially on research ethics and publications and ICT skills.

Abstract

Purpose

The purpose of this paper is to measure the competencies of libraries in Nigerian universities, identify constraints to their performance and recommend infrastructures and competencies required. Institutional accreditation has compelled academic libraries in Nigerian to improve their quality, competencies and performances for accountability.

Design/methodology/approach

A questionnaire was the main instrument for data collection. The population of the study was all the university librarians in the 89 universities in Nigeria that the author selected from federal, state and private universities. Of the 81 sets of questionnaires emailed, 49 were returned, which represents a 60.5 per cent response rate and provides the working population of the study. Data were analysed using frequency tables, simple percentages and bar charts.

Findings

The results indicate that academic libraries and librarians in Nigeria are competent in three key areas – educational roles, professional development and research. However, they are not very effective in the provision and use of library resources in cyberspace, adequate funding, collection development and information technology skills. The main constraints are: poor Internet penetration, low bandwidth, unreliable power supply and weak Internet proficiency. This paper suggests that adequate funding, benchmark performance and multi-skilling can serve as strategies against these constraints in developing regions.

Practical implications

This study contributes to library staff assessment because it links strategic objectives to performance measures and associated long-term targets. It broadens issues which affect sustainable performance in academic libraries in Nigeria, as well as in Africa and other developing countries.

Originality/value

While performance measurement is well established in developed countries, it is less or not so well established in Nigeria and other developing countries. The current research seeks to develop a performance measurement framework for academic libraries that is testable and expandable to Nigeria and the whole African context.

Abstract

Purpose

The purpose of this study is to identify learning barriers in information communication technology (ICT) adoption among working women in Malaysia. Regardless of gender, it would be advantageous for all individuals in today's society to acquire basic ICT skills. Despite significant growth in ICT professionals during the last two decades, there remains a gender imbalance, particularly in developing countries such as Malaysia.

Design/methodology/approach

The study uses a self‐developed questionnaire to measure the learning barriers and ICT adoption. The survey instrument was developed from the constructs used in the individual innovativeness theory and theory of perceived attributes. The questionnaires were administered face‐to‐face to a total of 315 working women, who participated as respondents in this study.

Findings

The findings revealed that the working women in Malaysia possess only average level of ICT skills. They seldom use the internet and e‐mail at their workplace or at home, they do not face serious learning barriers with respect to ICT, and they have complexity as their innovation characteristics. However, they are innovators in the adopters' categories. The combined variance in the characteristics of learning barriers, ICT skills, and ICT usage amounted to 70 per cent in innovation characteristics.

Practical implications

This study reduces the knowledge gap regarding the identification of learning barriers, ICT skills, and ICT usage as predictors of ICT adoption among working women in Malaysia. These factors have been overlooked by some previous researchers. This study also calls attention to the fact that employers and training agencies that are responsible to provide ICT training to women employees must understand and employ the proper learning approaches and methods that ought to be used in adult training and education. Malaysian women are able to adopt an innovation with a high degree of uncertainty at the time of adoption, and it is believed that with correct and suitable training schemes Malaysian working women can acquire appropriate ICT skills and become competent in using ICT at the workplace. With managerial skills and ICT‐based competencies, the working women would have a lot more knowledge seeking skills, increased access to up‐to‐date information, be effective in decision making, and establish networking and linkages. With this they will stand a better chance for promotion and advancement.

Originality/value

The sample of this study is unique. This study was conducted in a multi‐ethnic, multi‐cultural and multi‐lingual society. Malaysia presents an interesting case study on working women because it is a society undergoing rapid changes from its strong traditional religious and cultural norms to modern values about women.

Abstract

Purpose

This paper aims to disclose the implications of the 4th Industrial Revolution for vocational and professional qualifications and their systems. It also seeks to enhance more active discussion of experts and researchers about the change of vocational and professional qualifications created by the advent of the 4th Industrial Revolution.

Design/methodology/approach

Research is based on the case studies of the design and development of vocational and professional qualifications focused on the skills requirements of the 4th Industrial Revolution. There are analyzed and compared two cases of the international (EU) projects aiming to design and implement new qualifications in the metalworking industry and the case of introduction of additional qualifications in Germany. The main research methods include content analysis of the qualifications descriptors and vocational education and training (VET) curricula, a meta-analysis of the research on the implications of Industry 4.0 for VET.

Findings

The choices of the structure and contents of qualifications and VET curricula in the context of the 4th Industrial Revolution are defined by the specific state of technologies and work organizations in the enterprises, limitations of VET providers, individual skills needs of learners, national and sectoral policies in the field of qualifications and curricula. It requires compromises between the concept of solid qualifications based on the holistic orientation to work processes and the trends toward flexible curriculum; between the design of new qualifications and adjustment of the existing ones, as well as between the individualistic and collective approaches to qualifications.

Research limitations/implications

The research is focused on the development of qualifications in the manufacturing sector (metalworking and engineering industry). The paper contributes to the theoretical discussions and research of qualifications, competence, VET and human resource development by suggesting a theoretical framework for the analysis of the development of qualifications in the context of the 4th Industrial Revolution, as well as by stressing the importance of holistic view to this development which should comprise both policies and practices of the design of qualifications, curriculum design, education and training and assessment of learning outcomes.

Originality/value

The paper provides insight into the implications of the 4th Industrial Revolution to the key processes of the national systems of qualifications by referring to the cases of current efforts to adjust qualifications in the metalworking sector and engineering industry. It also suggests possible scenarios for the future development of vocational and professional qualifications in the context of the 4th Industrial Revolution.

Abstract

Purpose

The purpose of this paper is to investigate the adoption of radio frequency identification (RFID) technology in handling and supporting information services and activities in Kenyan university libraries.

Design/methodology/approach

The study utilized a survey research design to collect data, ideas, opinions, views and suggestions from the respondents drawn from various university libraries in Kenya. Collecting data and getting in‐depth information from the respondents was done using a web‐based structured questionnaire, document analysis and participant observation.

Findings

The findings from the study show that few university libraries in Kenya are using radio frequency identification technology to handle and support information services and activities. The study also found various problems hindering the adoption of the technology, such as a lack of information communication technology (ICT) policies, lack of a business approach, limited market opportunities, lack of lobbying or negotiating skills, inadequate funding and budgeting, and lack of ICT competencies and skills. The study recommends that library ICT professionals, information professionals and other stakeholders should make tireless efforts to implement and use RFID technology with the view to building, strengthening, improving and supporting information work and activities in university libraries.

Research limitations/implications

The study involved RFID technology, a relatively new and emerging innovation in university library and information systems, especially in the Kenyan context. The study also involved university libraries in Kenya that provide and support the fundamental functions of their respective universities.

Practical implications

Fundamentally, library ICT professionals, information professionals and other stakeholders need to take appropriate measures to address issues affecting the use of RFID solutions. There is a need to empower university libraries and information professionals with the right mix of ICT knowledge and skills necessary in the modern information environment.

Social implications

Across the world, university libraries are increasingly adopting and implementing RFID solutions in order to handle and support information work and activities. Of critical importance to the discussion is the extent to which university libraries in Kenya are using this technology to handle and support information work and activities effectively and efficiently. Proper management of library operations and services is necessary in university library and information systems.

Originality/value

The focus of the study was to assess the extent to which university libraries in Kenya are adopting and using RFID systems in information work and activities. This research is useful in providing a point of reference for university libraries and information professionals, increasingly going for similar solutions in Kenya and Africa in general.

Abstract

Purpose

The purpose of this paper is to investigate the professional competence and attitude of library personnel towards digital services in selected university libraries in Nigeria. Despite the evolution of digital technologies in university libraries, as well as massive investment and research on digital libraries particularly in developed countries, it has been observed that many university libraries in Nigeria are still relatively reliant on traditional library services which no longer serve and satisfy the twenty-first-century users’ needs.

Design/methodology/approach

The population of the study comprised all the 196 library personnel from the 5 purposively selected university libraries in Nigeria. The total enumeration sampling method was adopted; while the questionnaire was the main instrument for data collection.

Findings

The findings of the study revealed that internet service was the most available digital service in libraries. It further revealed that most of the library personnel have requisite proficiency skills in basic computer operations. However, inadequate power supply was the major problem affecting digital services in the university libraries.

Research limitations/implications

The study is limited to a specific geographical area and selected university libraries in Ogun State, Nigeria. Accordingly, further studies need to be carried out on the same or similar subject matter, in other states or regions in Nigeria.

Practical implications

The need for library personnel to acquire relevant information and communication technology skills and develop a positive attitude that will enable them to render effective digital library services in the university libraries. Apart from this, university libraries should also strive to train users on how to access digital services in the libraries.

Originality/value

This study is novel, in the sense that it is the first of its kind to examine the professional competence and attitude of library personnel towards digital services in university libraries in Nigeria. The paper reported the necessary skills that library staffs need to demonstrate to effectively use various digital resources in the libraries to meet the information needs of their users.

Abstract

Purpose

Drawing on social feminist theory, this paper aims to close gaps between knowledge about gender-related barriers to information, communication and technology (ICT) adoption and the provision of entrepreneurship education and training (EET) programs.

Design/methodology/approach

Empirical findings are drawn from 21 semi-structured interviews (22 informants) possessing differing training expertise regarding digital technology among women entrepreneurs. An open-coding technique was adopted where descriptive codes were first assigned to meaningful statements. Interpretive and pattern codes were then assigned to indicate common themes and patterns, which were reduced to higher-order categories to inform the research questions.

Findings

The findings specify and validate further gender influences in the digital economy. Digital skills are identified, and strategies to close gender barriers to ICT adoption with EET are described. The findings are discussed in reference to a large-scale, Canadian ICT adoption program.

Research limitations/implications

Perceptual data may be idiosyncratic to the sample. The work did not control for type of technology. Gender influences may differ by type of technology.

Practical implications

Findings can be used to construct gender-inclusive ICT supports and inform ICT adoption policies. This includes program eligibility and evaluation criteria to measure the socio-economic impacts.

Originality/value

The study is among the first to examine the intersection between knowledge about gender-related barriers to ICT adoption and EET. The findings can be adopted to ICT support programs targeted at small business owners and entrepreneurs.
