Abstract

Housing delivery systems have been classified as developmentally‐orientated or conventionally‐orientated. It has been claimed that a developmentally‐orientated approach to building procurement would encompass the parameters of community empowerment and participation in design, job creation via the development process, and economically and environmentally‐sustainable procurement (Taylor & Norval 1995). New building procurement systems display an increasing awareness of sustainability, but concentrate on economic and social sustainability, as opposed to environmental sustainability. The purpose of this paper is to document and evaluate the extent to which issues of environmental sustainability have been incorporated in the delivery of affordable housing in South Africa. The paper elaborates on a range of relevant principles for sustainable construction, which incorporate: minimisation of resource use; maximisation of reuse of resources; maximisation of use of renewable and recycled resources; use of non‐toxic materials; protection of nature; achievement of quality criteria; and promotion of labour intensive methods, skills training and capacity enhancement of local people. The authors examine the extent to which the principles of environmental sustainability have been applied, both in practice and in the formulation of South African housing policy. Finally, recommendations are made for the application of criteria for environmental sustainability in the delivery process of affordable housing in South Africa.

Abstract

Purpose

The purpose of this paper is to look into the mass production of dwelling units and the conflict encountered when the economics versus quality, sometimes resulting in a waste of public funding resources and extra re‐building time.

Design/methodology/approach

This paper proposes a decision model for deciding the optimum house delivery alternatives for both the recipients and the Government. The decision model is designed using the analytical hierarchy process. Where multiple criteria are incorporated for such as waiting time, citizen satisfaction, and quality of work, house delivery‐time, cost, losses and finally, management responsibility.

Findings

Partially constructed houses enable the possibility of many alternatives by the recipients, which in turn avoids the drawbacks of rebuilding and at the same time, maintains work quality. The partially constructed housing system is proved to be effective in making a trade‐off between the government purposes and recipients desires, but with a variable percentage of partial construction.

Originalty/value

The analysis of the surveys stresses the importance of different alternatives within the partially constructed housing system in order to reduce waiting time and construction cost thus increases the satisfaction of occupants. The validity of this study continues to be effective to this date, as the Government's housing policies have not yet changed or streamlined, consequently re‐building continues to be the theme of many public houses after hand‐over to recipients.

Abstract

Purpose

The purpose of this paper is to examine problems of housing delivery in Nigeria and propose some guiding principles that will lead to successful housing delivery in Nigeria.

Design/methodology/approach

The study was conducted through in-depth analysis of some documents related to housing sector in Nigeria. These include National Housing Policy of Nigeria, Report of the Vision 2020 National Technical Working Group on Housing, as well as publications from UN-Habitat. Moreover, literature on the subject matter have been also reviewed.

Findings

Major constraints to housing delivery in Nigeria includes lack of effective housing finance system, unstable macroeconomic environment, difficulty in accessing land with secure tenure, high cost of building materials, shortages of skilled labour and poor infrastructural facilities.

Research limitations/implications

The major limitation of this study is that no interview or field survey to collect data from stakeholders has been performed.

Practical implications

The study can assist housing policy makers to understands important elements that must be incorporated in the national housing policies. It can also assist construction industries to understand how to improve efficiency and productivity in their projects.

Originality/value

The findings of this paper was based on previous studies of housing delivery and analysis of data from some formal and informal documents The findings from this study have been used to suggest some guiding principles that can assist in solving the housing delivery problems in Nigeria.

Abstract

This paper presents the Latitude Housing System, a speculative model for a means of imagining multi-scalar nested considerations for the development of a mass-customized net energy producing housing system geared to the specific conditions of the Great Lakes region in North America. In the most general sense, the project is motivated by an attempt to frame the discussion of such housing beyond its energy performance alone, and expand by implication, the ways in which we might discuss and debate approaches to the design and delivery of sustainable housing. Considerations that range from regional economic synergies and models of clean-tech collaborations to behaviour shaping building controls systems are presented and briefly outlined as they are applied to a constructed proof of concept prototype, North House, which is based on the Latitude system.

Abstract

Purpose

The purpose of this paper is to discuss the roadmapping methodology and its application to concrete prefabricated housing in Australia.

Design/methodology/approach

The paper describes the concrete and housing industries of Australia collaboration in a project to develop a technology and innovation roadmap that will advance the concrete industry's supply chain capabilities by identifying and mapping innovation necessary for prefabricated concrete house construction. The roadmap lays out what is necessary for an off‐site systems‐based approach to housing construction in Australia. The systems‐based approach to prefabricated concrete products is a relatively new and developing extension of the concrete industry supply chain in Australia. New manufacturing technologies and innovations, which are emerging locally and from overseas, make these potential extensions possible. For the long‐term sustainability of the concrete industry, it is critical that it better understands how to adopt cooperative innovations in prefabrication to realise these benefits in the housing industry and advance Australia's competitiveness. The first phase of the mapping involved the development of an industry‐maturity model that determined the current state of the industry, and plotted this against the desired route for the future. Numerous industry‐based workshops and interviews gathered the views of the industry towards existing concrete housing systems, and where their main difficulties are in relation to adoption. Using these data, a technology roadmap is developed, together with three options on how these might be realised using the roadmap. The options offered through the roadmapping process form the basis for ongoing experimental trials of concrete houses in the major cities of Australia.

Findings

The system‐based approach to prefabrication is seen as innovative and the industry needs to understand how to adopt cooperative innovations in prefabrication in order to be competitive.

Originality/value

The paper offers insights into the technology roadmapping process in Australia, offering an exciting prospect for moving the industry into a new model of delivery.

Abstract

Purpose

Despite the varied housing policies guiding the Nigerian housing provision, its delivery is yet to level up with the global acceptable sustainability requirements. Previous studies revealed that developing countries are yet to unravel and embrace the tenets of sustainable housing delivery. This study, therefore, adopted the analytic hierarchy process survey in evaluating the critical success factors (CSFs) that can enhance the delivery of sustainable housing and, in turn, meeting the nation’s sustainable housing needs.

Design/methodology/approach

Data for the study was sourced from housing developers in Nigeria. A pilot survey was done to reduce the identified success factors into a manageable size. These factors were evaluated using the analytical hierarchy process to ascertain the significant factors for sustainable housing delivery in developing economies.

Findings

Findings from the study revealed that government funding towards sustainable housing, access to low-interest housing loan, mandating affordable housing development, ensuring community participation during housing delivery, the involvement of housing stakeholders, ensuring the security of life and properties, use of sustainable materials, adaptable housing design and befitting land use are the significant CSFs required for enhancing sustainable housing delivery.

Practical implications

The findings of this study seek to inform developers, practitioners and policymakers on the CSFs crucial for sustainability attainment in the built environment.

Originality/value

The CSFs are quite important and they would promote government sustainability programmes, meeting housing needs and if well implemented and adopted thereby solving environmental and socio-economic challenges of traditional housing development. This research has added to the existing literature on sustainable housing delivery by providing information on inclusive CSFs that would enhance the delivery of sustainable housing in the developing economy. Further research of this nature can also be carried out to compare and contrast with other developing economies.

Abstract

Purpose

This paper aims to develop a set of affordable space and dimensional standards for market-driven low-income housing in Indian context for the purpose of mass production using industrialised building system.

Design/methodology/approach

For this, the paper first explains the significance of standardisation from the literature and revisits the codes and contemporary practices in industrialised building system (IBS) in India. Next, it undertakes a market survey of ongoing/completed housing projects to study the space/dimensions reflected in the market demand by the people. After considering conditions like modular grid suitability and provisions of code, it identifies a set of dimensional standards of activity spaces, emerging from the market study. It also suggests a framework of modular units showing the incremental attachment possibility for component-based construction using IBS. These standards and design frameworks will make the path for developing various products and components towards an open system in India.

Findings

The paper gives an insight of the market trends of low-income housing, focusing on unit designs and spatial elements.

Research limitations/implications

Local contextualisation during the unit designs will be required and that is not addressed in this paper.

Practical implications

This will benefit developers, manufacturers, designers as well as policymakers towards a market-driven housing delivery using IBS.

Social implications

As a result of this standardisation, housing delivery will be faster and there will be more numbers of market-driven affordable housing in masses for low-income people, thus solving housing shortage.

Originality/value

A developing country like India is a diversified country having many geographical and social variations. Such standardisation for a space and design framework has never been attempted before and will make a contribution for the public housing sector.

Abstract

Purpose

The purpose of this study is to evaluate the housing delivery to the low income through the Self Help Housing Agency (SHHA) in Gaborone, Botswana.

Design/methodology/approach

Data were collected through the use of questionnaire, interviews, records searches and observations using the mixed-method approach to establish why people sale houses. Proportionate and simple random sampling was used to obtain a sample size of 93 plots for both new SHHA areas and old SHHA areas at 90 per cent confidence level. For each plot, data pertaining to plot allocation, plot ownership, exchange of ownership over the years were collected.

Findings

The findings revealed that the programme has been hit by challenges emanating from the low-income group selling their houses to middle-income group which is predominant in the area thus leading to gentrification. It was also established that the number of sales in SHHA areas were increasing as evidenced from the transfers that were taking place. This could be influenced by the increasing demand for housing due to a growing population in Gaborone. The findings also revealed that demand is one of the determinants of rising prices, thus an incentive to the low-income group to sell their houses at higher prices.

Research limitations/implications

The implication of these findings is that the low income will be displaced and might become homeless in future thus creating an opportunity for illegal settlements to develop.

Originality/value

The study has provided a context in which housing delivery to the low-income group can be safe guarded.

Abstract

Purpose

The general aim of this research is to investigate residents' perception of the quality of public housing and factors influencing this in Ogun State Southwest Nigeria. This is in view of a paucity of published works on this subject matter and the need to upgrade the quality of public housing in urban areas in Nigeria.

Design/methodology/approach

Data for the study were collected through a cross sectional survey of proportionately selected 517 household heads in newly constructed public housing estates, and 90 staff members of four key public housing agencies in urban areas of Ogun State, Nigeria. Structured questionnaires were used in the collection of primary data. Descriptive statistics and categorical regression analysis were used in data analysis.

Findings

The results show that a majority of the respondents rated their current residential environment low on the quality scale. Whereas housing unit attributes were rated highest, neighbourhood facilities were rated very low on the housing quality scale. Housing delivery strategies, spatial deficiencies in housing units, organizational capacity of housing providers, age, income, education and tenure status of residents were found to be among the key factors influencing residents' perception of housing quality in the study area.

Research limitations/implications

The survey was concentrated on newly constructed public housing by Ogun State government in selected urban areas. Other studies can examine housing constructed by the Federal Government of Nigeria in the study area.

Practical implications

Lack of access to housing services, infrastructure and neighborhood facilities accounts for poor quality of public housing in the study area. This can be improved through adequate provision of basic social amenities, organizational capacity building and adoption of appropriate housing delivery strategies by public housing providers.

Originality/value

A framework for studying the quality of public housing in Nigeria and other countries has been developed. The findings can assist public housing policy makers and programme managers to improve on the quality of public housing and services.

Abstract

Purpose

The purpose of this paper is to investigate the determinants of the affordable housing shortage in the Greater Kuala Lumpur from the suppliers’ perspectives.

Design/methodology/approach

Primary data were collected through a cross-sectional survey questionnaire comprising 21 determinants and 111 experts in the housing industry.

Findings

The affordable housing shortages are consequences of regulations and policies on land allocations, building materials and the affordable housing market. The government should provide more lands to the developers or the government should directly build affordable housing on their lands. To lower the cost of construction, the government should reduce the importation tax and procedures, and the housing industry should find alternative building materials.

Originality/value

Theoretically, the research provided fresh insights into the causes of housing shortages and reasons for the increase in housing prices. The results will be useful to policymakers towards affordable housing delivery and to the developers and contractors on measures to increase profit margins and increase housing supply.
