Abstract

Purpose

This paper examines residential satisfaction in welfare housing facilities exclusively built for low-income single-mother households in South Korea. The main objective is to identify predictors from among various domains such as sociodemographic and psychological characteristics of residents, as well as objective and subjective characteristics of their residential environment.

Design/methodology/approach

A mixed-method field study evaluates data obtained via structured questionnaires administered to 233 low-income single mothers in 23 residential welfare facilities across South Korea, supplemented by facility observations and interviews with housing staff from 16 facilities.

Findings

Residential satisfaction was found to be a multidimensional construct predicted by a number of variables, with psychological characteristics being dominant. Significant predictors were also identified among physical and sociospatial environmental characteristics, such as plan type, management and service and personal space.

Practical implications

The results of this study highlight the significance of the human aspects of management and the sociospatial quality of housing unit spaces to provide a sense of protection and privacy for the residents, which emphasizes the importance of management, design and policy improvements to increase satisfaction in welfare facility residents.

Originality/value

Currently, data for special housing conditions of female-headed households in unstable housing affordability are relatively few and outdated. A critical examination of the physical and sociospatial quality of short-term subsidized public housing for low-income single-mother households in South Korea expands the current knowledge in this field to various sociodemographic and cultural contexts.

Abstract

Purpose

The purpose of this paper is to present the findings of an empirical research on the leanness of the home services sector in the Czech Republic. The automotive sector provides reference to argue the numerical outcomes.

Design/methodology/approach

The research uses a specifically designed assessment tool (Lean Index – LI) to determine the sector’s leanness level. Referring to the results from both sectors, the paper draws conclusions about the current leanness level of home services providers.

Findings

The proposed LI indicates a value of 69.50 per cent for home services providers, whereas the LI for the automotive industry suppliers is 82.88 per cent. This suggests that there are large opportunities for the implementation of lean management in the home services sector. However, the main challenge is to introduce a continuous improvement approach to these companies.

Research limitations/implications

The sample size limits the generalisation of the research results. However, this paper represents the first empirical attempt to implement a large-scale survey. The results are limited to the Czech Republic. However, parties from other countries have indicated interest to replicate the research.

Practical implications

This research provides first empirical findings on the possibilities of implementing lean in the home services sector. Future research projects in other sectors will have the opportunity to make use of the LI assessment tool.

Originality/value

The paper presents the first approach of lean management into the home services sector. It provides valuable information to specialised institutions in the sector about the possibilities of lean management in the sector. It also provides an overview of the sector for practitioners and academics willing to pioneer lean in the sector.

Examines the applicability of determinants identified in a physical services environment to assess the services relating to e‐commerce. It is argued that the lack of human interaction during the Web site experience means that determinants such as competence, courtesy, cleanliness, comfort and friendliness, helpfulness, care, commitment, flexibility are not particularly relevant in e‐commerce. On the other hand, determinants such as accessibility, communication, credibility, understanding, appearance, and availability are equally applicable to e‐commerce as they are in physical services. The paper argues the need for further research to identify suitable determinants for the e‐commerce operating environment.

Purpose

The purpose of this paper is to evaluate the extent to which the practice of using personal networks to obtain goods and services or to circumvent formal procedures, known as blat in the Soviet era, persists in post-Soviet societies and whether its character has altered.

Design/methodology/approach

To do this, the prevalence and nature of blat in the education sector in the city of Mykolayiv in Ukraine is analysed using 200 face-to-face structured interviews with a spatially stratified sample of Mykolayiv residents and 30 follow-up semi-structured in-depth interviews.

Findings

The finding is that blat is widely used to gain places in kindergarten, schools and universities. However, unlike Soviet era blat which took the form of non-monetised friendly help in the market-oriented society of post-Soviet Ukraine, both possessing control over access to assets such as education, as well as possessing personal connections to those with control over access to these assets, is increasingly viewed as a commodity to be bought and sold, and illicit informal monetary payments are now commonplace. The result is that nepotism, cronyism, bribery and corruption hinder meritocratic processes.

Research limitations/implications

This paper examines the prevalence and nature of blat in just one sector in one post-Soviet country. An analysis across a wider range of sectors in various post-Soviet societies is now required to develop a more context-bound and nuanced understanding of blat in post-Soviet societies.

Originality/value

This is the first in-depth empirical evaluation of the prevalence and nature of blat in contemporary post-Soviet societies.

Abstract

Purpose

This paper aims to evaluate the use of personal connections to circumvent formal procedures, known as blat in the Soviet era, in post-Soviet societies by studying its role in graduate employment recruitment.

Design/methodology/approach

To do this, the extent to which and how blat is used by graduates to find a job in the city of Mykolayiv in Ukraine is analysed through 85 face-to-face structured interviews with those who in the past seven years have sought employment after graduating from university.

Findings

The finding is that blat is widely used by graduates to find a job. However, contrary to the existing literature which suggests that blat has become commodified in post-Soviet market societies with monetary payment being requested by and given to personal connections “pulling strings”, no evidence is found that this is the case. Instead, this remains a non-monetised form of friendly help by and for close social relations, akin to the Soviet era, and is viewed in a positive or neutral manner by participants even though its consequences can be to circumvent meritocratic formal recruitment procedures and foster nepotism and cronyism.

Research limitations/implications

This study of blat is limited to analysing graduate recruitment in one city in Ukraine. Broader empirical research on the contemporary role of blat in this and other spheres in post-Soviet societies and beyond is now required so as to develop a more nuanced context-bound understanding of both the positive and negative facets of this social practice in contemporary societies.

Originality/value

This study reveals that blat is commonly used to find graduate jobs and is widely viewed as a socially acceptable practice, despite hindering meritocratic recruitment procedures.

Abstract

Purpose

The purpose of this paper is to investigate the status quo of Global Reporting Initiative (GRI)-based sustainable public value (SPV) reporting by electric utilities. Furthermore, the study attempts to find out whether a stock exchange listing and/or a public ownership are positively associated with electric utilities’ reporting regarding their contributions to a sustainable development (SD) or not.

Design/methodology/approach

An empirical analysis of sustainability reports published by electric utilities from 28 different countries all over the world is carried out. The investigation is based on a documentary analysis of 83 GRI G4 reports.

Findings

The findings show that electric utilities’ coverage of GRI indicators of the electric utilities sector disclosures varies between, as well as within, the different categories of the GRI guidelines and that the coverage of sector-specific indicators is often lacking behind the general coverage rates. Furthermore, the study reveals that a stock exchange listing is positively associated with electric utilities’ GRI-based SPV reporting. In contrast, public ownership does not show a significant association.

Originality/value

Electric utilities have a significant influence on SD. They operate in a regulated environment that is targeted at utilizing electric utilities for economic and environmental public policy objectives. Against that background, the study discusses which issues of SPV creation are reported by electric utilities that use the GRI guidelines and therefore brings together the public value (PV) and the sustainability community.

Abstract

Purpose

Although essential to social welfare, unpaid domestic and care work is an increasingly scarce resource in modern societies. Despite the growing need, many households refrain from outsourcing their domestic chores to the market. Simultaneously, the household service sector is mostly characterised by low-qualification, informal jobs lacking quality and professional standards. Drawing on transaction cost theory, the present study aims to examine how trust problems deriving from the quality and professionalisation of domestic services can be overcome by also exploring the role of state subsidies in this context.

Design/methodology/approach

A factorial survey experiment in Germany (N = 4024) causally explores the effect of state-subsidised service vouchers, quality signals and professionalisation on preferences and willingness-to-pay for domestic services. The data were analysed using multilevel modelling techniques.

Findings

Hypotheses are mostly confirmed: strong quality signals help overcome trust problems, thus facilitating the demand for household services. Further, service vouchers can generate better pay for domestic workers while simultaneously reducing the costs for households.

Research limitations/implications

The relevance of professionalisation and quality of service as important determinants of domestic service demand is revealed. However, the experimental survey design involves hypothetical scenarios.

Originality/value

The analysis offers insights into how to stimulate demand for household services and increase formal employment in a sector currently largely characterised by informal arrangements. It further shows how social policies can help secure quality and foster professionalisation by shifting paid domestic work from the informal to the formal economy.

Abstract

Purpose

The purpose of this paper is to explore the sustainability of waste supply chains regarding the energy efficiency of first-mile waste collection systems and quality of waste. Roles of actors in the waste service triad are considered, particularly focusing on households.

Design/methodology/approach

Primary data are collected from respondents including municipality officers, waste service providers (WSPs) and households through brainstorming sessions, semi-structured interviews, site visits and a focus group. Secondary data are collected from official reports for validation.

Findings

Findings reveal tension between the energy efficiency of waste collection logistics and the quality of waste collected. Households are co-producers of logistic services providing important inputs in the form of sorting and moving waste and raw materials into new cycles of goods circulating in logistics systems. Other actors in the logistics service triad are the municipality as regulator and the WSP acting as a reverse-logistics service provider.

Practical implications

This study provides principles for policymakers and practitioners to evaluate the energy efficiency of waste management options, considering the quality of waste. Also, “logistics services” and “quality of waste” as concepts might provoke new thoughts on how to involve the consumer in resource recovery.

Originality/value

Few studies have focused on the end-consumer’s role in waste supply chains. By considering waste as a resource and the consumer as the supplier of this input, this study provides a new way to think about logistics services for waste collection.

Purpose

The study attempts to look into the poverty and deprivation in slums across various social and religious groups and its bearing on the children. It not only analyses income poverty but also looks at derivation of access to basic services including water, sanitation and drainage. The purpose of this paper is to compare and contrast the income and non-income deprivation of childbearing and non-childbearing households.

Design/methodology/approach

The study is based on a survey of 541 sample households selected from 23 slums of Kolkata, India. The authors have adopted a mixture of cluster sampling and systematic sampling technique. The slums of Kolkata have been segregated into three regions and further segregated by overlaying the population and average monthly income of slums. Slums have been selected randomly from these stratums. Households have been selected from the slums by systematic sampling method.

Findings

The Muslim and backward caste households are more deprived with respect to income and access to basic services as compared to Hindu general (upper) caste. Deprivations with respect to income and basic services are more pronounced for households having child than for households not having child. Childbearing households are less likely to receive better water supply, sanitation and drainage services as compared to others due to their religious and residential identities. Slum children get affected by the complex political economy of basic service delivery. The study also finds that electoral competition has positive and political clientelism has negative impact on access to basic services.

Research limitations/implications

The study is based on results obtained from survey in one city of India. Hence, these results cannot be generalized for India or for the developing countries taken together. Further studies across cities of developing countries are required to arrive at any generalized conclusion.

Practical implications

The study suggests that public policies should attempt to disentangle minorities and children from the local political economy. Otherwise, deprivation and disparity even across low income households living in slums would persist. Deprivation of child bearing households would lead to a deteriorating future for the slum children.

Social implications

This paper have pave the path for new generation public policy for the urban poor and minorities.

Originality/value

This paper highlights the incidence of deprivation of minorities and childbearing households vis-à-vis other households in the slums. It contributes to the overall understanding on urban poverty.

Abstract

Purpose

This paper analyzes individual subjective well-being using a survey database from the Strasbourg metropolitan development council (France). The authors focus on the effects of externalities generated by public services (transport, culture and sport), environmental quality and feeling of security in the Strasbourg metropolitan area (Eurométropole de Strasbourg, EMS). Results show that EMS specificities (public facilities, environmental quality, safety and security) and individual features like opportunities to laugh or live with children significantly influence individual well-being. These findings are robust when using three subjective measures: feeling of well-being, environmental satisfaction and social life satisfaction. The authors also show that income may affect the perceived well-being of individuals belonging to a low-income group, while individuals belonging to a high-income group tend to be unsatisfied with environmental quality but satisfied with their social life. Besides, social comparison in terms of income does not matter for individual well-being in the Strasbourg metropolitan area.

Design/methodology/approach

Theoretical and empirical paper —Utility theory in economics—Econometric modeling using an ordered probit model.

Findings

Specificities of the Strasbourg metropolitan area-France (public services related to transport, culture and sport, environmental quality perceived as convenient for individual health, sense of security) significantly impact individual subjective well-being. Income does not substantially impact the individual subjective perception of happiness: income may matter for the feeling of well-being only for individuals belonging to a low-income group. Wealthy individuals tend to be unsatisfied with environmental quality but satisfied with their social life. Social comparison in terms of income does not matter for individual well-being in the Strasbourg metropolitan area.

Research limitations/implications

Cross-sectional data, but it is the only available database from a survey conducted by EMS in 2017 to collect information on potential elements relative to individual well-being in the Strasbourg metropolitan area.

Practical implications

Results shed light on the role of territorial policies in improving individual well-being and might provide some guidelines for policy-makers concerned about the population’s welfare. Policy-makers should give strong attention to public facilities (an essential element of local public action) and improve environmental quality. If they care about the population’s happiness, they have to reorient current policies in this direction. Of course, through the inquiry in 2017 giving this database, the Strasbourg agglomeration development council aimed to provide such evidence to the local administration. Nevertheless, the results were a bit upsetting for many people in the administrative and political circles, who generally prioritize economic and demographic development, while the citizens’ responses to the inquiry have revealed a strong focus on the quality of everyday life in their neighborhood.

Originality/value

The present study contributes to the literature on subjective well-being, with a focus on the role of local characteristics and living environment. The authors’ starting point is related to the standard utility theory, indicating that environmental quality and public services are positive externalities. The authors investigate whether the local living environment and public facilities are crucial elements explaining individual well-being. To do this, we consider three subjective measures: feeling of well-being, environmental satisfaction and social life satisfaction, which are used as proxies of individual utility. The authors consider different explicative variables representing specificities of EMS in terms of public services (transport, culture and sport), environmental quality perceived as convenient for individual health, safety and security, etc. The authors also provide a test for relative standing by including the median monthly household income at the municipality level.
