Abstract
Purpose
This paper aims to develop a model and measurement to investigate the factors influencing cloud computing adoption as a part of developing countries’ alternatives to implement e-government services.
Design/methodology/approach
This study proposes a theoretical model based on the literature of technology adoption models. It constructs scale measurements for the proposed model constructs by extracting and adapting the items from the literature. The authors verify the scales’ content validity and reliability by applying face validity, pre-testing and pilot study. For the pilot study, the authors collect the data from 26 information technology staff in five public organizations in Yemen. The authors test the reliability of the scales using Cronbach’s alpha criterion, and then conduct exploratory factor analysis to evaluate the validity of the scales.
Findings
The results show that the scale measurements meet the conventional criteria of reliability and validity.
Originality/value
Theoretically, this paper provides an integrated model for examining cloud computing adoption for e-government implementation in developing countries. In addition, it develops an instrument to empirically investigate the influencing factors of cloud computing adoption in the context of developing countries’ e-government initiatives.

Abstract
Purpose
The purpose of this paper is to investigate the government roles in cloud computing assimilation along two dimensions: government regulation and government support.
Design/methodology/approach
A research model was developed to depict the dual roles of government regulation and government support in cloud computing assimilation as well as the mediating effect of top management support (TMS). Using survey data collected from 376 Chinese firms that have already adopted cloud services, the authors tested the research model.
Findings
The impacts of both government regulation and government support on cloud computing assimilation are partially mediated by TMS. Government support exerts stronger impacts on TMS than government regulation.
Research limitations/implications
This study extends the current information systems literature by highlighting the specific mechanisms through which governments influence firms’ assimilation of cloud computing.
Practical implications
Governments in developing countries could actively allocate funds or enact policies to effectively encourage cloud computing assimilation.
Originality/value
This study would complement previous findings about government regulation, and develop a more holistic understanding about the dual roles of governments in information technology innovation assimilation.

The purpose of this paper is to try to reach the main factors that could put national security at risk as a result of government cloud computing programs.
Design/methodology/approach
The paper adopts the analytical approach to first lay foundations of the relation between national security, cybersecurity and cloud computing, then it moves to analyze the main vulnerabilities that could affect national security in cases of government cloud computing usage.
Findings
The paper reached several findings such as the relation between cybersecurity and national security as well as a group of factors that may affect national security when governments shift to cloud computing mainly pertaining to storing data over the internet, the involvement of a third party, the lack of clear regulatory frameworks inside and between countries.
Practical implications
Governments are continuously working on developing their digital capacities to meet citizens’ demands. One of the most trending technologies adopted by governments is “cloud computing”, because of the tremendous advantages that the technology provides; such as huge cost-cutting, huge storage and computing capabilities. However, shifting to cloud computing raises a lot of security concerns.
Originality/value
The value of the paper resides in the novelty of the topic, which is a new contribution to the theoretical literature on relations between new technologies and national security. It is empirically important as well to help governments stay safe while enjoying the advantages of cloud computing.

Purpose
The purpose of this paper is to investigate a framework for management of digital records on the cloud in South Africa.
Design/methodology/approach
This qualitative case study used semi-structured interviews and document analysis to collect data from regulatory documents, records practitioners and chief information officers in the national government departments in South Africa.
Findings
This study reveals that despite the advent of cloud computing, government is still struggling with manual paper-based records challenges, as they have not developed a government-owned cloud in which to manage and dispose records.
Practical implications
Technological advancements have brought about dramatic changes to the management and disposition of records since cloud computing emerged. The traction gained by cloud computing influences how records are managed and disposed in the cloud storage. Currently, the South African Government manages and disposes records in the government premises as stipulated by the National Archives and Records Service of South Africa Act (1996). This is enforced by the National Archives and Records Service of South Africa, which is the government records regulator because records are on paper-based, microfilms and audio-visual formats. It is hoped that the recommendations and framework proposed in this study may assist the government and related sectors in the adoption and implementation of the cloud computing system for records management and disposal. This may assist in resolving challenges such as missing files, damaged records and archives and long turnaround time for retrieval of records.
Social implications
In South Africa, the digital records are securely stored in storage mediums such as hard drives and USBs, to mention but a few. In addition to digital obsolescence faced by the storage mediums, global access to information is hindered because information is limited to those who can visit the archival holdings. The alternative option is to manage and dispose of records in the cloud. The framework and recommendations in this study may also assist in improving information, archives and records management policies and service delivery to the community at large. The framework proposed may be applied as a theory for framing future studies in the same area of cloud computing and used as a resource to guide other future studies and policymakers.
Originality/value
This study provides a framework for management of digital records on the cloud in South Africa. It also proposes the promulgation of the Cloud Act to promote unlimited access to state heritage, regardless of time and location. This study is framed on the Digital Curation Centre Life Cycle Model.

Abstract
Purpose
The significance of cloud services in information technology (IT) is increasing as a means of achieving enhanced productivity, efficiency and cost reduction. Through cloud-based service, the reliability and scalability of an organization’s systems can be enhanced since organizations such as local governments are able to concentrate on their main business strategies. This research seeks to identify critical factors that may have an impact on the acceptance of cloud-based services, where the organizational context is based on local governments in Australia.
Design/methodology/approach
To formulate a more comprehensive IT innovation adoption model for cloud technology, factors from the technology-organizational-environment framework, desires framework and diffusion of innovation model were integrated. Data was obtained from 480 IT staff working in 47 local government organizations.
Findings
The research results show that the factors which had a statistically significant and positive impact on the adoption of cloud-based services in local governments were compatibility, complexity, cost, security concerns, expected benefits and organization size. It is likely that the outcomes from this research will provide insights to any organization seeking to make investment decisions on the adoption of cloud-based services.
Research limitations/implications
Limitations include generalizability of the findings since the data is restricted to local government areas in Queensland, Australia. Further, the sample mostly included individuals with managerial positions and may not completely capture the cloud adoption factors relevant for front line IT employees. Another limitation is the possible omission of factors that may be relevant but not considered due to the selected theories. Lastly, this research did not differentiate between different types of cloud adoption such as private, public, community and hybrid models that are possible in this context.
Originality/value
The paper provides a combination framework of cloud-based service adoption based on a literature review on cloud adoption from an IS perspective. It adapts integrated model to establish a more comprehensive innovation adoption framework for cloud technology.

Abstract
Purpose
The purpose of this study is to primarily address the need for expanding e-government in Greece in the labour market. The authors attempt to analyse e-government initiatives in labour and social security legislation areas and identify whether private sector companies are willing to utilize them. The re-organization of government functions and procedures is discussed as a means of achieving the desired objectives of all interested parties.
Design/methodology/approach
The study is based on a survey of companies in the area of Heraklion, Crete. A questionnaire instrument was used to collect the data. The authors attempted to identify whether companies would prefer to use either the Integrated Information System (IIS) that the Ministry of Labour has initiated or Payroll Information System (PIS) that is proposed by the authors and provided via a cloud computing platform by the public sector. In addition, the authors use the Delphi technique and a panel of experts consisting of Inspectors of the Ministry of Labour in an attempt to identify which of the aforementioned systems would help make controls more efficient and effective.
Findings
The companies acknowledge the need for e-government and about 50 per cent of them would feel positive about using the proposed application (PIS). Small companies are more willing to accept PIS and large companies feel more positive about using the IIS. Furthermore, the panel of experts agree that the adoption of PIS would help the most in the fight against undeclared work.
Research limitations/implications
The questionnaires were completed by 75 companies in the area of Heraklion, Crete, Greece. The sample, although representative of the structure of Greek industrial sector, is nevertheless small and expresses only the local culture. This limitation provides at the same time opportunities for further research. Although the need for e-government is recognized, there are concerns about the possible failure of new applications’ implementation.
Practical implications
Labour and social security legislation areas are important for modern countries. The paper provides a model of e-government on these areas that if implemented could reduce administrative costs and facilitate public control.
Social implications
The proposed model could enhance employees’ protection and effectively reduce undeclared work.
Originality/value
This study is a first attempt to analyse e-government initiatives in labour and social security legislation areas in Greece. The main idea is not simply to make procedures electronic but to re-organize and re-define these procedures. Thus, the model that is proposed by the authors as a possible way of e-governance appears to help the most in reducing companies’ administration costs, increasing the protection received by the employees and assisting public services in conducting more effective and simpler controls.

Abstract
Purpose
Government is the biggest spender on cloud computing technology but a very limited study and data sets are available to assess the cloud adoption trends in government organizations in India. As India is ushering towards “Digital India” it becomes essential for the government to embrace the cloud to enhance governance and meet the citizen expectations. This paper aims to discuss the evolution of cloud computing (Meghraj) in government organizations by examining the various information technology (IT) and cloud policies, thereby focusing on the policy gaps. The second part of this study assesses the cloud adoption trend by analyzing adopted cloud services, deployments models, leading sectors in cloud adoption and cloud approach. Eventually, in consultation with experts, a conceptual framework for cloud adoption in the government organizations of India is developed for wider cloud adoption.
Design/methodology/approach
The authors reviewed various IT/cloud policies and related literature to find the policy gaps for slow cloud adoption in government organizations. Authors have researched to collect the data from the various government procurement portals and analysed the tender and contracts of 500 organizations for cloud requirements to infer the cloud adoption trends. Based on the review of policy gaps, adoption trends and by consulting the experts a conceptual cloud adoption framework has been developed for wider cloud adoption in government organizations.
Findings
This study can be a pathfinder where the most innovative findings are about the cloud adoption trends in the government organizations in the time frame from 2013 till 2020. Several key findings are – the public cloud are the most widely adopted, infrastructure as a service model is the most used services, the majority of the applications migrating to the cloud are legacy applications, the leading sector in cloud adoption are – IT, transport and education. It is observed that the pandemic Covid-19 has acted as a catalyst and accelerated cloud adoption in government organizations. Eventually, a conceptual cloud adoption framework has been suggested addressing the policy gaps, deficiencies, overcoming the gaps and their related outcomes for the wider cloud adoption in the government organizations.
Practical implications
The findings of this work highlight the cloud adoption trends in government organizations which can prove vital to the policymakers. This work will assist policymakers, government organizations, researchers, IT professionals and others interested in analyzing the state of cloud adoption. The conceptual cloud adoption framework developed endeavours to uncover the policy gaps, suggest the gap resolution mechanism and outcomes which may assist the organization for wider cloud adoption. This research work effectively connects the policies to practice by stimulating the interest in understanding the policies, strategies and thereby creating the enabling environment for cloud adoption. This study provides feedback on cloud adoption trends which can assist in policy refinement and further strengthen policy/strategies.
Originality/value
As of date, there is limited data available for cloud adoption in government organizations. This work uniquely presents the cloud projections which helps to gain insights on cloud adoption trends in government organizations. This study is the first of its kind, focusing on cloud adoption in the unexplored government sector. This study provides a comprehensive summary of adoption statistics, policy analysis and practice in government organizations of India.

Abstract
Purpose
The purpose of this paper is to examine the determinants of cloud computing adoption in small and medium enterprises (SMEs), further, to measure the effect of cloud computing adoption on cloud-supported firm performance through enhancing organisational agility.
Design/methodology/approach
The research model is developed by combining two popular theoretical models, namely, the unified theory of acceptance and use of technology (UTAUT) and the technology–organisation–environment (TOE) framework. Data are collected from 372 SMEs to test the model. The strengths of widely used structural equation modelling (SEM) are applied to analyse the data.
Findings
This study reveals that the significant predictors of cloud computing adoption are performance expectancy; effort expectancy; absorptive capacity; data security and privacy; and perceived trust. Also, cloud computing adoption positively influences firm performance directly and through organisational agility. The results of importance–performance map analysis indicate that effort expectancy falls in the critical zone, which needs to be improved.
Originality/value
This research is one of few that blends the strengths of UTAUT and TOE framework. The research outcomes yield noteworthy suggestions to cloud providers, managers and government policymakers on ways of motivating the spread of cloud computing in developing countries.

Abstract
Purpose
The purpose of this paper is to propose a model to map the on-premise computing system of the university with cloud computing for achieving an effective and reliable university e-governance (e-gov) system.
Design/methodology/approach
The proposed model incorporates the university’s internal e-gov system with cloud computing in order to achieve better reliability, accessibility and availability of e-gov services while keeping the recurring expenditure low. This model has been implemented (and tested on a university e-gov system) in the University of Kashmir (UOK); case study of this implementation has been chosen as the research methodology to discuss and demonstrate the proposed model.
Findings
According to the results based on practical implementation, the proposed model is ideal for e-governed systems as it provided adequate cost savings and high availability (HA) with operational ease, apart from continuing to have the necessary security in place to maintain confidential information such as student details, grades, etc.
Practical implications
The implication of this study is to achieve HA and to reduce the cost from using external clouds, mapping internal IT servers of the university with the external cloud computing services.
Originality/value
Because no established mapping model for universities has been provided for effective, low-cost, highly available university e-gov system, the proposed mapping model through this paper closes this gap and provides guidelines to implement a hybrid-mapped e-gov model for universities while keeping the recurring expenditure on cloud computing minimal. The paper provides the perceptions of its adoption at UOK for achieving high reliability, accessibility and uptime of its e-gov applications while keeping the recurring expenditure on cloud computing minimal.

Abstract
Purpose
Switching to public cloud enterprise resource planning (ERP) systems not only provides financial and functional benefits to organizations, but also results in sunk costs of incumbent systems and uncertainty costs of cloud systems. The purpose of this study is to investigate the enablers and inhibitors concerning switching to cloud ERP systems at the organizational level.
Design/methodology/approach
Data were collected from 212 top managers and owners of the enterprises in Taiwan, and 10 hypotheses were examined using structural equation modeling.
Findings
Technological (system quality), organizational (financial advantage), and environmental contexts (industry pressure) are found to be the antecedents of switching benefits. Perceived risk of cloud ERP systems and satisfaction with and breadth of use of incumbent ERP systems are found to be the predictors of switching costs. Switching benefits positively affect switching intention, but switching costs negatively affect switching intention.
Research limitations/implications
This study develops a theoretical model grounded in a set of theoretical foundations, including two-factor theory, technology-organization-environment (TOE) framework, information systems (IS) success model, and expectation confirmation theory (ECT). Two-factor theory is used to characterize switching benefits and costs that affect switching intention. Technological factors come from IS success model, and the factors affecting benefits are organized based on TOE framework. Sunk costs of incumbent ERP systems are developed based on ECT.
Originality/value
Different from previous studies on cloud computing adoption, this study provides insights into switching intention to cloud computing. The study also proposes an integrated model grounded in multiple perspectives to explain organizations' decisions to switch to cloud ERP systems. These findings help cloud service providers better understand how to promote cloud ERP adoption from technical, organizational, and environmental perspectives.
