Abstract

This exploratory study, a Ph.D. dissertation completed at the University of Western Ontario in 2013, examines the materially embedded relations of power between library users and staff in public libraries and how building design regulates spatial behavior according to organizational objectives. It considers three public library buildings as organization spaces (Dale & Burrell, 2008) and determines the extent to which their spatial organizations reproduce the relations of power between the library and its public that originated with the modern public library building type ca. 1900. Adopting a multicase study design, I conducted site visits to three, purposefully selected public library buildings of similar size but various ages. Site visits included: blueprint analysis; organizational document analysis; in-depth, semi-structured interviews with library users and library staff; cognitive mapping exercises; observations; and photography.

Despite newer approaches to designing public library buildings, the use of newer information technologies, and the emergence of newer paradigms of library service delivery (e.g., the user-centered model), findings strongly suggest that the library as an organization still relies on many of the same socio-spatial models of control as it did one century ago when public library design first became standardized. The three public libraries examined show spatial organizations that were designed primarily with the librarian, library materials, and library operations in mind far more than the library user or the user’s many needs. This not only calls into question the public library’s progressiveness over the last century but also hints at its ability to survive in the new century.

Abstract

The history of the public library is long and rich, and continues to reflect this institution's initial mission: to respond to the needs of an evolving democratic society. From its early days as a subscription service for the middle-class, through its evolution to become an educational site for the lower-classes and new immigrants, the public library has served as a touch-stone for urban industrial society in North America (Lerner, 1998, p. 138; Shera, 1974). Over the past century, public libraries have evolved to respond to the growing needs of the communities they serve and continue to do so with recent advances in technologies (such as DVDs, electronic books, the Internet, etc.), and with a more global outlook on the ways that people seek and share information. Indeed, the public library's constituents today are exceedingly diverse, including children and adults from a broad range of socio-economic, cultural, and educational backgrounds, all of whom seek information for a variety of personal and work-related purposes. The fact that public libraries have been fulfilling patrons' information needs for well over a century is a testament to their enduring success and versatility as information providers, and also points to the overall effectiveness of public librarians as intermediaries in the provision process.

Abstract

Purpose

The purpose of this paper is to investigate the role of the National Library of Singapore in the life of Singaporeans.

Design/methodology/approach

The paper uses historical research. McMillan and Chavis’ theory of sense of community is adopted as the analytical framework to delineate the role of the National Library of Singapore.

Findings

The paper finds that the National Library of Singapore plays an important role in fostering a sense of community among Singaporeans. The transformation of the library to a truly public institution in 1950s effectively enlarged its boundaries. Upon joining the community of the library, local Singaporeans underwent a bidirectional process of influencing and being influenced. The library made strenuous efforts to meet the needs of Singaporeans in myriad ways, resulting in reinforcement of the sense of community among Singaporeans. A shared emotional connection in the community was engendered as a result of the frequent contact and high-quality interaction.

Originality/value

While being influenced by various social and cultural frameworks under which it operates, the library actively takes part in and influences the society. The study of the library in the life of the users via the lens of sense of community provides a perspective to further understand the potential and power of libraries and how libraries can positively contribute to the society at large.

Abstract

The professional discourse on academic library planning and design is examined. A critical realist philosophical stance and a constructionist perspective constitute the theoretical framework that, paired with Fairclough's methodology for critical discourse analysis, is used to examine the constitution of interpretative repertoires and of a discourse constructing the academic library as a learning place. The information commons, learning commons, and library designed for learning repertoires are described and the effects of discursive activity are analyzed. Three types of effects are presented: (1) the production by the LIS community of discourse on academic libraries of a sizable body of literature on the information commons and on the learning commons, (2) the construction of new types of libraries on the commons model proposed by Beagle, and (3) the metaphorization of the library as business. The study concludes that the existing discourse takes a facilities management perspective dominated by concerns with technology, equipment, and space requirements that does not address the physical, psychological, and environmental qualities of library space design. Consequently, it is suggested that architectural programming techniques should be used in library planning and design that consider the architectural features and environmental design factors contributing to the making of a place where learning is facilitated.

Abstract

Purpose

In the future, librarians need to prepare users to navigate a profoundly different informational landscape. Addressing issues of information overload and informed selection of both search tools and results, the purpose of this paper is to cast the collaborative relationship between librarian and student in the mode of an outfitter: a guide preparing a client for a journey. Within this context, the authors emerging role involves guiding students through the task at hand using critical thinking skills to access a wider range of publications to meet a broader range of needs.

Design/methodology/approach

Metaphors created by Raymond and Friedman reflect the current state of information, the relationship users have with these sources, and the role librarians play in a disintermediated environment. In The Cathedral and the Bazaar, Raymond portrays a decentralized environment as a bazaar. In The World is Flat 3.0, Friedman describes how technology flattens organizations through empowering end users. The informational landscape in the twenty-first century is decentralized, and more powerful search tools provide unparalleled access to these sources. Users, however, continue to experience problems finding their information. A librarian/outfitter can prepare users to effectively track information in the new environment.

Findings

In the twenty-first century, a broader range of sources are available, and search engines are turning to dashboards to prioritize the growing list of results. Users need to adapt to the new environment through viewing the search as an activity rather than a destination. Librarians can help this process through sharing their expertise in uncovering likely places relevant information may be found, in evaluating sources, and locating information in a larger context. Through developing the meta-skill of information management, librarians guide users through the process of finding information for personal, professional, and academic needs.

Practical implications

The author’s goal is what it has always been: empowering end users to successfully access needed information in a disintermediated environment. Today librarians need to emphasize a fundamentally different set of skills in the interactions they have with students and faculty. People can use dashboards and satisficing to find sources they need, but librarian/outfitters can introduce a broader range of sources and tools suitable for completing specific tasks. This paper illustrates the different skills needed to effectively find information for personal, professional, and academic tasks.

Originality/value

This paper provides a new context for the process used for locating and validating information in an increasingly broad and diffuse informational landscape. Librarians become advisors in navigating a more complex informational landscape that is used to meet a broader range of informational needs. While focusing on navigating the broader range of resources through decoding dashboards and satisficing techniques, the author can assist users in overcoming information overload and advocate a broader sense of satisficing through using more sophisticated critical thinking skills.
