Abstract

Purpose

The purpose of this paper is to study Indian aspects of policy convergence in the context of budgetary linkage of two nationalized flagship programs – Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and Integrated Watershed Management Program (IWMP). Therefore, in lieu of inter-departmental convergences; issues related to water resource development of Jharkhand’s (India) rain-fed areas were addressed.

Design/methodology/approach

Centered on policy convergence strategy, present study applied comprehensive review and analysis approach for formulation of research base. A conceptual framework was thus designed for analytical purposes and therefore advancing toward conjectural knowledge base.

Findings

Application of inter-departmental policy convergence strategy suggested ample opportunities for optimal water resource development. Presence of abundant wage labor, rich indigenous water management techniques, tested replicable models, under-harvested rainwater potential, etc., appeared as catalysts of policy convergence. Yet, State’s lack of inter-departmental coordination and grass-root institutional framework will continually challenge policy convergences in absence of good governance.

Originality/value

An initiative of Indian government; MGNREGA has received international attention due to its wider coverage including natural resource management, besides guaranteed wage employment. Targeted at freshwater management discourse of Jharkhand; present paper reviewed prospective inter-departmental policy convergence strategy within various arena of MGNREGA, by exploring associated scopes and challenges. Similarly for cost effectiveness, related to maintenance and lift-irrigation demands of rain-fed area development; the present study suggested optimum utilization of inter-departmental funding linkages for development of sustainable water resources.

Abstract

Purpose

Commercial fishing in Southwest Alaska provides for an opportunity to engage in wage labor jobs while still allowing for time to participate in subsistence hunting and fishing. Salmon therefore is an important part of both the wage labor economy and the subsistence economy. In Southwest Alaska recent studies documenting the subsistence economy and traditional ecological knowledge have centered on the communities that inhabit the Kvichak Watershed. This watershed comprising Iliamna Lake and Lake Clark along with other numerous feeder streams, rivers, and lakes is an important spawning habitat for the Bristol Bay fishery, one of the largest salmon fisheries in the world. Some of these studies are partially due to a proposed copper and gold mine. This paper aims to address these issues.

Design/methodology/approach

Interviews for these studies are structured household surveys that document household demographics, subsistence harvest for one study year, and household economics. In addition at the completion of each survey residents are asked to include comments and concerns regarding local subsistence patterns and trends.

Findings

Residents during these studies have expressed concern that social and cultural changes are also happening in an environment where they are also seeing rapid ecological changes. These changes included climate variability and unpredictable weather. This creates an environment that is difficult to plan for subsistence hunting and fishing while continuing to take into consideration a work schedule, the money from which provides the means and materials for engaging in subsistence.

Originality/value

This paper will examine factors of change and ask the question of whether it can assess the impacts of climate variability and change on rural communities in Southwest Alaska without also trying to understand cultural and social sustainability within the larger dynamic context in which these changes are occurring.

Abstract

Purpose

This paper aims to examine the issues of environment and climate change policy gaps and their impacts on the natural resources and ecosystems in southwest coastal Bangladesh. The effects of the increasing human activities as well as natural disasters due to the environment and climate change are analysed. The policy options as a response to mitigation, adaptation and possible human suffering as consequences are explored through discourse analysis.

Design/methodology/approach

This study applied focus group discussions, workshop and field visits to collect the data and information to explore environment and climate change policy-related problems.

Findings

It was found that there is a need for major policy reform to guide development interventions to reverse salinity, waterlogging, migration and groundwater recharging problems for sustainable environmental and ecosystem management in the region.

Originality/value

The paper then underscores the need for governments at all levels to adequately fund geo-information-based development interventions as adequate and proactive responses to environmental management and development to combat future environmental and climate change problems in the region.

Abstract

Purpose

This paper aims to evaluate of the microalgae potential for commercial application, in particular to conduct experimental study of biogenic compounds removal from sewage waters by microalgae, and to calculate economical benefits from biofertizers and biofuel production.

Design/methodology/approach

Experimental study in the concentration change of nitrogen and phosphorus compounds in the cultivation of Chlorella Vulgaris microalgae in various types of sewage water was carried out.

Findings

The efficiency wastewater treatment by microalgae was confirmed. The economic benefit from the biomass utilization as biofuel production was calculated.

Practical implications

Implementation of wastewater treatment technology with biomass recycling for biofuel and biofertilizers production will minimize the impact on the environment.

Originality/value

As a results of experimental studies, the ability of microalgae to reduce biogenic elements in wastewater was confirmed. Microalgae can be used both for wastewater treatment to biogenic elements removal, such as phosphorous and nitrogen compounds, and biofuel, biofertilizers production. Prospects of the commercial use of microalgae are obvious. They are specially adapted to an environment dominated by viscous forces.

Abstract

This chapter combines a global value chain methodology with the case of the development of the farmed Atlantic salmon industry in Chile to inform discussions regarding the globalization of economy and society. The research documents the shifting structure of the value chain from the north to the south as Chile replaced northern Europe as the locus of production and the major world supplier of farmed Atlantic salmon. Farmed salmon was supported by the Chilean state as part of its export-oriented industrialization model that attracted foreign direct investment (FDI) from northern TNCs. Chile's low costs of production combined with growing environmental problems in the north and global retailers' demand for large quantities of low-cost product resulted in the restructuring of the farmed Atlantic-salmon value chain as northern capital sourced the south as a lucrative production platform to service northern consumers. A detailed investigation of the rise in dominance of the firm Marine Harvest is provided to illustrate the process of industry concentration the Chilean farmed-salmon industry. This model has generated a legitimation crisis related to environmental degradation and labor abuses resulting in social movement organization both nationally and internationally. The chapter concludes with a discussion of the implications of the Wal-Mart Effect on the agrifood industry in particular and in the farmed-salmon industry in particular.

Abstract

Purpose

The purpose of this paper is to examine the barriers to freshwater fish consumption in Morocco.

Design/methodology/approach

The survey was conducted on 220 consumers in different food outlets (supermarkets and local fishmongers) during their purchases of fish. Only those who have already had experience of eating or handling and preparing a freshwater fish were selected for the study.

Findings

According to result of factors analysis test, the low consumption of freshwater fish is linked to three factors: sensory barriers (28.54 percent), convenience barriers (22.83 percent) and quality barriers (19.65 percent). These factors explained about 71.04 percent of the total variance of the research variables. Sensory attributes constitute a major barrier for freshwater fish consumption. Most consumers revealed that freshwater fish has a muddy-earthy taste, bad texture, unpleasant appearance and with numerous bones. Not surprisingly, convenience orientation is cited as a barrier by the most respondents. They reported that freshwater fish will require more effort, time and/ or skills at different stages of the provisioning process which includes acquisition, preparation, eating and cleaning up. Quality attributes (place, freshness and knowledge about freshwater fish) has also an influence on fish’s value and acceptance. It is considered a negative characteristic of freshwater fish.

Originality/value

Little is known on consumer attitude toward barriers of fish consumption in Morocco. This study is a preliminary one investigating the barriers affecting consumer purchasing decision of freshwater fish.

Abstract

Purpose

Addressing probable complexities of climate change on rural livelihoods, food security, and poverty reduction, requires mainstreaming of cross-sectoral interventions and adaptations into existing frameworks. Indigenous communities due to their isolation, reluctance to current practices, and knowledge deprivation are difficult to reach by many developmental programs. The purpose of this paper is to identify relevant adaptations from indigenous rural Jharkhand (India), applicable to improving livelihoods through integrated natural resource management (NRM). Prospects of rainwater harvest and management for supporting local rural livelihoods were also examined.

Design/methodology/approach

Tested and applicable models of participatory research methods widespread in sociological research were used. Focussed group discussions and structured interviews were conducted for primary data collection from micro-watershed units of this study.

Findings

In-situ soil and water conservation methods showed increased availabilities of freshwater both for food and non-food consumption in the area. Construction of rural infrastructure and land husbandry practices improved agricultural productivity and resulted in subsequent reductions in women's drudgeries. Culture fishery provided ample scope for livelihood diversification, food and nutrition security of households. Overall, micro-watershed area developmental approach improved food and nutrition securities, generated employment opportunities, improved agricultural productivity, diversified livelihoods and were widely accepted by communities.

Originality/value

Creating greater sense of ownership among grass-root communities was an important thrust behind the success of this particular project. By entrusting tribal communities with fund management, rural planning, and execution of various interventions, a successful replicable model was produced, which has wider community implications extending beyond societies and geographies.

Abstract

Purpose

This study aims to verify the impact of the supply shock (fall in harvested output) and demand shock (fall in household income) due to the pandemic on the consumption of necessities and household savings of tilapia's smallholder farmer.

Design/methodology/approach

The researchers randomly chose 144 households as research samples using the proportional random sampling technique in Padang Jaya District, North Bengkulu Regency. Researchers collected data on household income, farm losses, household consumption for basic needs, labor demand, use of production inputs, the amount of output sold and saving both during and before the pandemic. The data were collected from the sample using a questionnaire prepared by the researchers. This study used a simultaneous equations system for arranging tilapia's smallholder farmer household economic model.

Findings

This study verified that the demand shock phenomenon makes households more severe than the supply shock phenomenon. The demand shock phenomenon made worse-off tilapia smallholder farmers because it caused their household savings to drop during the pandemic. The fall in savings will disrupt the stability of consumption of household necessities (health, food, education and clothing) in the future.

Originality/value

The main contribution of this study was providing empirical evidence about the impact of the demand and supply shock of COVID-19 on the most vulnerable entities in the Indonesian freshwater aquaculture industry, namely, smallholder farmer households of freshwater aquaculture fish.

Abstract

Purpose

In response to water scarcity in Sri Lanka, the government is implementing strategies such as rainwater harvesting, efficient irrigation, wastewater treatment and desalination. Initial efforts include the establishment of a desalination plant in Jaffna, with additional plans for the dry zones (DZ). The study aims to comprehensively identify the barriers to establishing desalination plants in the DZ and provide recommendations to mitigate these barriers. Additionally, this research provides valuable insights aimed at minimizing barriers to the construction of future desalination plants within Sri Lanka.

Design/methodology/approach

The study used qualitative methods, using an expert survey to identify current and future barriers, along with strategies for overcoming them. The collected data were analysed using the template analysis technique.

Findings

Regarding desalination plant establishment, various barriers such as high capital costs, high energy expenses, brine discharge, pollution, emissions, technical challenges, health concerns and waste disposal have been identified. However, specific strategies exist to address and mitigate each of these obstacles.

Practical implications

The study offers recommendations to environmental experts and government on expediting the approval procedures for desalination plants in Sri Lanka’s DZ. Adapted to Sri Lanka’s specific challenges, it highlights strategies and barriers essential for upcoming desalination projects. Furthermore, it emphasizes the financial advantages such as increased production and job creation resulting from establishing desalination facilities.

Social implications

Through this study, promoting sustainable practices and fostering community involvement, it aims to enhance livelihoods, accelerate economic development and improve overall well-being through reliable access to water. Additionally, the study aims to enhance understanding of the importance of desalination in alleviating water scarcity, promoting community engagement and ultimately facilitating improved living conditions, health outcomes and economic opportunities in Sri Lanka’s DZs.

Originality/value

This study provides crucial direction for decision-makers by highlighting the main barriers to the establishment of desalination plants in Sri Lanka and outlining practical solutions. Implementing these strategies helps meet the region’s increasing water demands, advance sustainable water management, improve the standard of living for nearby communities and promote the socioeconomic development of desalination plants in Sri Lanka’s DZ.
