Abstract

Purpose

This study aims to investigate the factors influencing the citrus trade in Indonesia, the effects of tariff and non-tariff policies on the industry and the welfare of producers and consumers.

Design/methodology/approach

The research used annual series data from 1991 to 2021 and employed inferential, simulation, and descriptive analyses. The two-stage least squares (2SLS) of 19 simultaneous equations were used to estimate parameters.

Findings

The results indicate that free trade policies and restrictions have influenced the citrus industry, leading to a reduction in Indonesian citrus imports, and increased consumer and producer prices. However, eliminating import tariff policies on citrus from China and import restrictions increased producer surplus while decreasing consumer surplus, government revenue, and total welfare. Therefore, trade policies should be combined with non-trade policies such as citrus region development policies and advancing cultivation technology.

Originality/value

This study provides empirical evidence for the Indonesian government to formulate effective citrus trade and development policies. It emphasizes the importance of carefully considering the impact of trade policy on the citrus industry and the need to implement non-trade policies such as citrus zone development policies and advancing cultivation technology to benefit both producers and consumers.

Abstract

Purpose

Several countries, such as South Africa and India, believe that intellectual property rights (IPRs), including patents, impede the efficient increase in vaccine production to inoculate the global population as they scramble to recover from the COVID-19 pandemic. Their proposal at the World Trade Organization (WTO) to waive these pharmaceutical patents has been met with resistance from a few developed countries, who believe that the abrogation of IPRs is unnecessary, even during a pandemic. The purpose of this paper is to discuss the impact of a potential waiver of medical patents at the WTO versus the status quo of IPR laws in the global economy.

Design/methodology/approach

This study examines key arguments from economic and moral standpoints regarding the provisions of the Trade-Related Aspects of Intellectual Property Rights (TRIPS) agreement and other related international agreements and their validity based on the premise of the internalisation of positive externalities posed by vaccines.

Findings

The effectiveness of the TRIPS agreement in securing medical access is weak on account of the ability of profit-making multinationals to secure IP rights and on account of the Trans-Pacific Partnership, a multilateral agreement that supports patent evergreening and a period of protection on test data which challenges the access to medicines and the fundamental human right to health.

Originality/value

This study examines international IPRs through the lens of human rights and proposes a new system that balances the two.

Abstract

Purpose

Preferential market access is a pillar of the enabling clause in international trade, and as such has received scholarly attention in the recent past. This study aims to empirically examine intensity and utilisation of Uganda’s preferential market access.

Design/methodology/approach

Secondary data at the six-digit level of the harmonised system was sourced from the International Trade Centre’s and UN COMTRADE’s Trade Map database on trade flows to compute; trade intensity indices, Balsa’s revealed comparative advantage (RCA) indices and the existing potential trade. The time period was 2013–2022.

Findings

It is evident that Uganda is not taking full advantage of its preferential market access. The findings of the trade intensity analysis revealed that the strength of trade relations between Uganda and its preferential markets has been consistently weak in the period 2013–2022, while the intensity of trade relations with its FTA partners has been strong. The RCA results revealed that all Uganda’s agricultural exports to its preferential markets have a comparative advantage, with exports of roses reporting an exceptionally high RCA relative to other agricultural exports. The RCA results also show that the comparative advantage of Uganda’s coffee exports recovered after a significant fall in the period 2014–2022. The analysis of the existing potential for trade reveals a disproportionally low market share held by Uganda across all product lines, notably, only 2.3% of the US$29bn coffee imports in its preferential markets.

Research limitations/implications

One limitation of this study is that it primarily relied on quantitative data from the International Trade Centre and thus lacks an exhaustive understanding of the circumstances at the export firm level. Qualitative data, such as interviews with exporters and policymakers, could provide deeper insights into the specific challenges and opportunities faced by Ugandan businesses in these markets.

Practical implications

This paper highlights the need for additional trade facilitation measures to address preferential market access bottlenecks such as stringent rules of origin and call for an aggressive government intervention in enhancing the export readiness of SMEs in Uganda. In addition, the paper is informative to Uganda’s exporters regarding the existing and potential increase in their exports to international markets.

Originality/value

The strength of Uganda’s trade relations with its preferential markets is empirically examined in this paper and provides useful insights for enhancing utilisation of preferential market access by beneficiary countries.

Abstract

The circular economy (CE) is a sustainable economic model that has the potential to create new opportunities, reduce environmental impact and enhance social well-being. Ho Chi Minh City (HCMC), the largest city in Vietnam, has experienced rapid economic growth in recent years, but at the cost of the environment and public health. The city could reduce waste, conserve resources and promote sustainable production and consumption by adopting CE principles. Employing qualitative research, including content analysis, we construct a SWOT analysis to assess HCMC's strengths, weaknesses, opportunities and threats in the CE context. The city possesses several strengths, such as a vast potential for a CE and a robust economic foundation. However, it also faces multiple weaknesses, including insufficient infrastructure, inadequate citizen and business awareness and participation, ineffective policy enforcement and a deficiency of standards for recycled products. This chapter will conclude that the CE presents an opportunity for HCMC to reduce its dependence on imported raw materials, increase local value creation and create new jobs in the CE sector.

Abstract

Purpose

High levels of child obesity alongside rising stunting and the absence of a coherent food policy have deemed UK’s food system to be broken. The National Food Strategy (NFS) was debated intensely in media, with discussions on how and who should fix the food system.

Design/methodology/approach

Using a mixed methods approach, the authors conduct framing analysis on traditional media and sentiment analysis of twitter reactions to the NFS to identify frames used to shape food system policy interventions.

Findings

The study finds evidence that the media coverage of the NFS often utilised the tropes of “culture wars” shaping the debate of who is responsible to fix the food system – the government, the public or the industry. NFS recommendations were portrayed as issues of free choice to shift the debate away from government action correcting for market failure. In contrast, the industry was showcased as equipped to intervene on its own accord. Dietary recommendations made by the NFS were depicted as hurting the poor, painting a picture of helplessness and loss of control, while their voices were omitted and not represented in traditional media.

Social implications

British media’s alignment with free market economic thinking has implications for food systems reform, as it deters the government from acting and relies on the invisible hand of the market to fix the system. Media firms should move beyond tropes of culture wars to discuss interventions that reform the structural causes of the UK’s broken food systems.

Originality/value

As traditional media coverage struggles to capture the diversity of public perception; the authors supplement framing analysis with sentiment analysis of Twitter data. To the best of our knowledge, no such media (and social media) analysis of the NFS has been conducted. The paper is also original as it extends our understanding of how media alignment with free market economic thinking has implications for food systems reform, as it deters the government from acting and relies on the invisible hand of the market to fix the system.

Abstract

Purpose

International investment law governs matters related to transnational investments. The extensive reach of transnational corporations (TNCs) has granted them substantial economic, political and social influence, often intertwining them with public interest issues and implications in human rights violations. This paper aims to explore the profound influence exerted by TNCs in today’s globalized world and its implications for human rights and social responsibility within the framework of international investment law. Particularly, it acknowledges the vulnerability of economically weak South Asian states and cites past instances such as the Bhopal gas tragedy in India and the Rana Plaza disaster in Bangladesh as egregious violations of human rights. Focusing on South Asian bilateral investment treaties (BITs), this paper aims to examine the scope of investors’ social accountability.

Design/methodology/approach

This research engages with doctrinal and analytical methods in traversing through primary and secondary sources. It would parse the arbitral tribunals’ jurisprudence for their discussion on the inclusion of social accountability obligations within international investment agreements (IIAs). Further, it engages in a quantitative analysis related to the nature of the social accountability-related obligation of the corporation within South Asian BITs.

Findings

The findings reveal a glaring absence of the law on investors’ social accountability and the need for enhanced regulatory mechanisms to address the escalating influence of TNCs on human and social rights. The absence of a robust legal framework, coupled with the asymmetric nature of international investment law, granting investors greater rights and leverage compared to states, exacerbates this challenge. The phenomenon of “regulatory chill” inhibits states from effectively enforcing regulatory measures aimed at protecting human rights and the environment. Furthermore, the broad interpretation of clauses such as “fair and equitable treatment” by investment tribunals often undermines states’ ability to implement measures in the public interest. While international organizations such as the UNCTAD and the UNCITRAL Working Group III are actively discussing reforms to IIAs, the existing guidelines addressing investors’ social accountability are woefully lacking in the content as well as the method of their integration with international human rights law. The findings underscore the imperative for South Asian nations, the subject of this research’s empirical analysis, to adopt a comprehensive approach involving both domestic law reforms to promote corporate social accountability and active pursuit of negotiations for the inclusion of binding social obligations for investors within IIAs.

Practical Implications

This research, drawing upon international law developments, offers suggestions for incorporation of social accountability provisions via relevant domestic law reform. The research could be viewed as a prelude for mapping the legal developments in the area of investors’ social accountability within investment agreements, as well as investment contracts, drawing guidance from international law instruments.

Originality/Value

To the best of the authors’ knowledge, no other study analysed the scope of investors’ social accountability in South Asian BITs.

Abstract

Purpose

The study attempts to examine the impact of the US-China trade war on Vietnamese exports to the United States, which has consistently served as a key market for Vietnamese goods and services in recent decades. The heterogeneous effects of the trade war on different export sectors are also evaluated.

Design/methodology/approach

The secondary data on Vietnamese exports to the US at a 6-digit level is collected from UN Comtrade. Besides, the difference-in-differences (DiD) method is employed to analyze the impact of the trade war on exports from Vietnam to the United States.

Findings

The findings revealed a 14% increase in total Vietnamese exports to the United States due to the trade war. Examining heterogeneous effects, certain industries, such as plastics, iron or steel articles, textiles and garments, and machinery and mechanical appliances, experience significant benefits. However, the study did not identify statistically significant effects on other sectors, such as electrical machinery products, agricultural and forestry, and furniture.

Originality/value

The paper is one among limited studies considering the causal effects of the trade war on a developing country, accounting for the heterogeneous effects on different export sectors.

Abstract

Purpose

This paper examines the dynamics of structural transformation in Morocco since 1970 by analyzing input-output tables expressed in terms of employment and output levels across 24 sectors.

Design/methodology/approach

This study employs a twofold methodological approach. Firstly, it examines the evolution of sectoral employment shares over time using World Bank data. Secondly, it utilizes Input-Output analysis to examine structural shifts in Morocco's economy, focusing on sector-specific output and employment data. The primary data source is the Eora Global Supply Chain Database, covering the years 1970, 1980, 1990, 2000, and 2015. Additionally, to transition from production-based to employment-based input-output tables, the study leverages employment and output data from the Penn World Tables to calculate the diagonal labor coefficient matrix.

Findings

First, our analysis reveals that Morocco's economic transformation has been slower compared to high-income countries. Structural changes, as evidenced by the evolution of employment shares by sector, show a gradual decline in agricultural employment share over the period 1991-2019, accompanied by a shift towards the services sector. This shift, driven by favorable conditions in the services sector and increased capital use in agriculture, has resulted in premature deindustrialization. The industrial sector's employment share has remained stable due to its capital-intensive nature. Second, Input-Output analysis reveals a pronounced premature tertiarization of the Moroccan economy. Between 1990 and 2000, the tertiary sector saw a dramatic rise in both backward (167%) and forward (68%) linkages, while the primary sector's backward linkages fell by 33% during the same period. Although the primary sector’s linkages increased by 10% from 2000 to 2015, the secondary sector experienced a consistent decline in backward linkages, dropping 12% from 1990 to 2000 and an additional 10% from 2000 to 2015. Employment linkage analysis further underscores this shift, with a 12% increase in the tertiary sector’s backward linkages from 1990 to 2000, contrasted by significant declines in the primary (51%) and secondary (7%) sectors. These trends highlight an unsustainable move towards services without concurrent industrial development, challenging balanced economic development.

Originality/value

As it is unanimous, the structural transformation of Morocco remains relatively slow and characterized by a shift of the labor factor from the primary sector to the tertiary sector, with a limited job creation by the secondary sector considered as the pillar of any structural transformation. This paper advances the field of research on structural transformation by elucidating the premature tertiarization of the Moroccan economy and the slowness pace at which the transformation of its economic fabric is occurring, thereby filling the empirical gap.

Abstract

Purpose

This paper examines the extent to which exchange rate volatility (ERV) is crucial for small island economies. These economies by their very nature and size tend to be net importers and highly dependent on trade for their economic survival. The island of Mauritius is used as a case study.

Design/methodology/approach

A GARCH model has been utilized using yearly data for the period 1993–2022. The ARDL bounds cointegration approach has been used to determine the long run relationship between exchange rate volatility and the performance of exports. The ECM-ARDL model has been used to estimate the short-run relationships, that is the speed of adjustments between the variables under consideration.

Findings

The findings reveal that exchange rate volatility has a positive and significant effect on exports in the short run as well as in the long run. The study also finds out that export has a long-term relationship with world GDP per capita. Both the presence and degree of exchange rate volatility are important aspects for consideration in policy making.

Originality/value

The literature gap that this study attempts to close is one related to global impacts within the recent time horizon. Recently, numerous important events shaped the financial and economic landscape globally, including but not limited to the financial crisis of 2008 and the COVID-19 pandemic in 2019. Both these events stressed the global volume of trade and the exchange rate markets, and these events affects small islands comparatively more given their heavy dependence on international trade for economic development, albeit economic survival.
