Abstract
Purpose
The purpose of this paper is to examine how institutional designs governing the executive-legislative relations in the Hong Kong Special Administrative Region (HKSAR) have weakened the government’s capacity to effectively govern the HKSAR.
Design/methodology/approach
This paper examines institutional designs and rules that govern Hong Kong’s executive-legislative relations. It uses the case of the HKSAR Legislative Council (LegCo) to illustrate the impacts of institutional designs and rules on the performance of political institutions and government performance.
Findings
This paper finds that institutional designs and rules do affect the performance of a political institution. This paper suggests changes to the institutional designs and rules that govern the operation of the HKSAR LegCo, and the interaction between the legislature and the executive so as to create a facilitative context for good governance.
Originality/value
Studies on governance in Hong Kong mostly focus on individual institution’s behavior and performance. This paper studies the problem of governance in Hong Kong from the perspective of executive-legislative relations. It adopts the institutional theory to examine the behavior, performance, and interaction between the legislative and executive branches.

Abstract
Purpose
The purpose of this paper is to make sense of the slow and frustrating process of democratization in Hong Kong through understanding the pan-democrats’ struggle for realizing universal suffrage. It aims to offer possible explanations for the current political impasse between Hong Kong and mainland China over the issue of universal suffrage.
Design/methodology/approach
This paper seeks to construct a triangular model of institutional constraint, clashing visions of democracy and mutual political distrust for understanding the pan-democrats’ struggle for realizing universal suffrage in Hong Kong since the 1980s, the nature of current political predicament they found themselves in and the current political impasse between the pan-democrats and Beijing.
Findings
The dilemma facing Hong Kong’s pan-democrats and Beijing’s leadership is attributed to the institutional constraints of Basic Law on Hong Kong’s system of governance, the clashing visions of Beijing-led Chinese-style democracy and Western-style liberal democracy as advocated by the pan-democrats and the mutual political distrust between the two parties. The findings suggest that this triangular model will remain relevant in understanding the political predicament of the pan-democrats under Chinese rule and the political impasse between Hong Kong and mainland China over universal suffrage for the coming decades.
Originality/value
This paper provides a new interpretation of the current political impasse between Hong Kong and mainland China over the issue of universal suffrage. It offers new insights into the nature of current political predicament the pan-democrats found themselves in amidst their fight for realizing universal suffrage since the 1980s by constructing a triangular model of institutional constraints, clashing visions of democracy and mutual political distrust.

Hong Kong’s public sector reform since the 1990s is not just a continuation of an administrative reform trajectory started in colonial years to modernize the civil service. Although concerns for efficiency, productivity and value for money have always formed part of the reform agenda at different times, an efficiency discourse of reform is insufficient for capturing the full dynamics of institutional change whether in the pre-1997 or post-1997 period. During Hong Kong's political transition towards becoming an SAR of China in 1997, public sector reform helped to shore up the legitimacy of the bureaucracy. Abstract
Purpose
The purpose of this paper is to identify the major political and social effects of the Hong Kong National Security Law on Hong Kong. It is argued that the enactment of this Law allows Hong Kong not only to end its protracted political turmoil since its return to China in 1997, but also will generate the favorable conditions for long-term stability and effective governance in the territory.
Design/methodology/approach
This paper is based on the author’s close observation of what had happened in Hong Kong in the year since the Hong Kong National Security Law came into effect on 1 July 2020.
Findings
The Hong Kong National Security Law has brought about significant changes in the political psychology of Hongkongers, the balance of power among different political forces, the ability of external forces to interfere in Hong Kong politics, the way Hong Kong is governed, the relationship between the government and the legislature, the activities in the educational and cultural sectors, and the behavior of the judiciary.
Originality/value
This paper would be of interest to scholars and people who are interested in the implementation of “One Country, Two Systems” in the Hong Kong Special Administrative Region (SAR) as well as Beijing’s new policy towards Hong Kong in the aftermath of Hong Kong’s unprecedented riots and violence.

Abstract
This chapter proposes a sociological reconstruction of the emergence of citizenship as a source of legitimacy for political institutions, and it focuses on examining the historical processes that first gave rise to this concept. It explains how citizenship has its origins in the transformation of feudal law, a process that culminated in patterns of military organization that characterized the rise of the early modern state in Europe. On this basis, it describes how the growth of constitutional democracy was integrally marked by the militarization of society and explains that military pressures have remained palpable in constitutional constructions of citizenship. In particular, it argues that, through the early growth of democracy, national citizenship practices were closely linked to global conflicts, and they tended to replicate such conflicts in national contexts. It concludes by showing how more recent processes of constitutional norm formation, based largely in international human rights law, have acted to soften the military dimensions of citizenship.

This paper aims to examine accountability arrangements in Bangladesh and to identify strengths and weaknesses, as well as potentials for improvement.
Design/methodology/approach
The study is based on review and analysis of published documents and data and information obtained on field visits to Bangladesh.
Findings
The administrative system in Bangladesh is driven by complex rules and procedures with weak institutional support. Internal mechanisms of accountability in administrative organizations have become ineffective due to existing political, economic and social conditions. Therefore, the external mechanisms of accountability must be strengthened to ensure good governance in Bangladesh.
Social implications
A weak system of accountability renders the task of public management difficult and the establishment of good governance unattainable. Improvements in social conditions can be expected with the strengthening of accountability mechanisms.
Originality/value
The value of this paper lies in the identification of factors such as institutional disharmony, politicization and corruption as the most formidable barriers to accountability and good governance in Bangladesh. It presents a fresh analysis of the factors and points to the potentials for improvement.

Abstract
Purpose
The purpose of this paper is to analyze the strategies employed by the pro-Beijing and pro-democracy camps in the proportional representation system which was used to universally elect a half of the seats in the Legislative Council (LegCo) of Hong Kong before 2019. It provides the consequences of proportional representation over the political sphere development after the handover.
Design/methodology/approach
This research is based on the past election results and the interviews conducted with 18 LegCo members in 2018.
Findings
This paper examines how the political parties split their lists in order to win more seats with the past electoral outcomes. Coupled with firsthand materials from interviews with the legislators, the most significant part of this article analyzes why the pro-Beijing camp performed better than the pro-democracy camp. It supplements the gap of current literature from the perspective of campaign strategies. This article also points out the Chinese authorities' miscalculation in the 1990s which resulted in the unintentional creation of fragmented politics and filibusters before 2019.
Originality/value
This examines the development of campaign strategies of the pro-Beijing and pro-democracy camps, and it explains how the proportional representation caused the fragmented politics in Hong Kong.

Purpose
The purpose of this book launch speech is to introduce the book I author, Can Hong Kong exceptionalism last? Dilemmas of governance and public administration over five decades 1970s-2020 (2021). The book critically reviews the governance and public administration from 1970s to 2020, identifying strengths and capabilities as well as constraints and dilemmas.
Design/methodology/approach
The book is based on my decades of academic observations and personal political experience by interpreting and re-interpreting the Hong Kong journey, with reflections on past assumptions and raising new questions.
Findings
This book identifies five exceptional aspects: (a) Under British rule Hong Kong was governed as an atypical colony; (b) It was one of the Four Little Dragons as part of the East Asian Miracle; (c) In the 1990s, it was one of the regional pioneers in public sector reform; (d) The unique constitutional status of post-1997 Hong Kong as a Special Administrative Region (SAR) of China; (e) After reunification, the SAR government, though only semi-democratic, is checked by balancing and monitoring mechanisms no less vigorous than some developed democracies. It also examines various governance problems faced in the post-1997 period.
Originality/value
Hong Kong is again in times of uncertainty and volatility. The city has entered a ‘second transition’ after 2020, and it is undergoing a bigger test than in 1997. After reviewing the past, I opine in the book that Hong Kong has to identify its niche areas, not only in economics. It needs a paradigm shift in how it relates to the Mainland within ‘One Country’ and how it relates to the world as a global metropolis.

Purpose
The purpose of this paper is to examine the business-government nexus in Hong Kong as a special case, thereby contributing to a comparative examination of various significant variables affecting the study of political and economic developments in East Asia.
Design/methodology/approach
The paper considers the privileged position afforded to the major business groups in Hong Kong’s political system as part of the pro-Beijing United Front. It adopts a historical perspective, relying on existing literature including media reports. As the author is both an academic and a long-term pro-democracy activist, his actual experiences and extensive interviews with various important participants in Hong Kong’s business and political communities offer valuable perspectives.
Findings
In the past, the business-government nexus was perceived to be a positive factor that contributed to the territory’s economic growth. In the past decade or so, though, increasing dissatisfaction with the Hong Kong government’s performance and the widening gap between the rich and the poor have led to the emergence of a legitimacy deficit on the part of the government, resulting in rising demands for democracy which have not been met. Divisions on these issues within the local business community have posed a severe challenge to the continuation of the business-government nexus.
Originality/value
The author’s actual experiences and his interviews with other participants in Hong Kong’s politics provide observations of significant value. The Occupy Central campaign, which took off in the territory in 2014, demands serious consideration in terms of its political development and a key element for consideration is the response of the business-government nexus to it.
