Abstract

Purpose

The purpose of this paper is to evaluate EU election data for the UK and Germany and examine the influence of promotional activity (party campaigning) and the different voting systems prevailing in these two countries – first past the post (FPTP) in the UK and proportional representation (PR) in Germany – on voter turnout.

Design/methodology/approach

The paper takes the form of a binomial logistic regression analysis of individual‐level survey data from the European Election Studies (EES) archive.

Findings

The findings suggest a general link between electoral systems, party campaigning and voter turnout. Individuals are more likely to turn out under PR systems, while “party campaigning” – including door‐to‐door canvassing and leafleting – also had a substantial positive effect on self‐reported turnout.

Research limitations/implications

The structure of the EES survey questions means that it is impossible to separate out which mode of campaigning (impersonal or face‐to‐face) is driving the observed strong positive relationship between the variable “party campaigning” and voter turnout. More survey research should be carried out to tease out which specific types of promotional activity have more of an influence on voter turnout. In addition, aggregate level research on campaigning patterns across countries with different voting systems would be helpful to explore this phenomenon in more depth.

Originality/value

While research has been undertaken within the context of specific countries such as the UK, USA and New Zealand, there appears to have been no research reported within the context of the EU.

Abstract

Purpose

The purpose of this paper is to investigate whether companies that donate to winning electoral campaigns are more aggressive in terms of tax planning than companies that do not make these contributions. The relationship between politicians and companies may be signaled by political connections in which companies try to get political benefits in exchange for providing politicians with campaign financing. The hypothesis is that a quid pro quo occurs in which these companies benefit from favorable tax treatment that reduces their relative tax burden.

Design/methodology/approach

The focus of this study is donations that were made in the presidential elections of 2010 and 2014. The sample covers the period between 2010 and 2016 for companies listed on the B3 Stock Exchange, using proxies for tax aggressiveness computed based on value-added reporting. Through linear regressions, the authors have tested whether the companies that made these campaign contributions tend to have a lower tax burden.

Findings

The proposed hypothesis was confirmed, revealing that a political connection between campaign donations reduces the tax burden for donating companies during the years following the election. These donations appear to depict an environment characterized by an exchange of favors in which the donating companies exhibit greater tax aggressiveness than non-donating companies.

Originality/value

The current study deals with a subject that has not yet been examined empirically in Brazil and reinforces the position adopted by the Supreme Court in prohibiting campaign donations to inhibit quid pro quo practices. The study offers additional arguments for the criminalization of the so-called “second set of books” used to record electoral campaign contributions.

Canada's institutions, by comparison with America's, have created a unique normative regime. When it comes to conflict of interest, the main problem in Canada has not been that private interests encumber governmental judgment, but that government itself, and in particular the publicly sourced emoluments controlled by the prime minister, can encumber the judgment of ministers and legislators. When it comes to campaign finance law, the problem is that parties are treated as if they are self-interested entities, while interest groups have often been treated as if they are parties. I explore the institutional causes and regulatory consequences of Canada's unique normative approach.

Abstract

In this paper, we present a critical survey of experiments on political clientelism and vote-buying. We claim that through randomization and control, field experiments represent an important tool for answering causal questions, whereas list experiments provide useful methods that improve the hard task of measuring clientelism. We show that existing experimental research gives answers to the questions of why clientelism is effective for getting votes and winning elections, who relies more on this strategy – incumbents or challengers – how much clientelism takes place, and who tend to be the favorite targets of clientelistic politicians. The relationship between clientelism and other illicit strategies for getting votes, such as electoral violence and fraud, has also been analyzed through experimental interventions. Experiments have also studied mechanisms and policies for overcoming clientelism. Finally, we show that external validity is a major source of concern that affects this burgeoning literature.

Abstract

This chapter examines the ways social media, analytics, and disruptive technologies are combined and leveraged by political campaigns to increase the probability of victory through micro-targeting, voter engagement, and public relations. More specifically, the importance of community detection, social influence, natural language processing and text analytics, machine learning, and predictive analytics is assessed and reviewed in relation to political campaigns. In this context, data processing is examined through the lens of the General Data Protection Regulation (GDPR) effective as of May 25, 2018. It is concluded that while data processing during political campaigns does not violate the GDPR, electoral campaigns engage in surveillance, thereby violating Articles 12 and 19, in respect to private life, and freedom of expression accordingly, as stated in the 1948 Universal Declaration of Human Rights.

Abstract

This chapter examines the role that Citizens United v. FEC (2010) has played in shaping the current system of election spending in the United States. In Citizens United, the Court determined that individual rights to speech and expression can flow into the corporate entities they join. This chapter argues that the Court’s holding serves to redirect the focus of accountability away from those who seek to sway election outcomes through massive election spending and toward any efforts by government to regulate that type of spending. The practical result has been to allow for the creation of new organizations that can take in unlimited amounts of money while also effectively hiding the source of funds from disclosure. By muddying the waters of disclosure, these new entities – Super PACs and dark money organizations – lower the ability of citizens to maintain accountability over the electoral system. Finally, this chapter examines ways to encourage greater disclosure and accountability in government after Citizens United.

Abstract

Purpose

This paper seeks to investigate the communication strategy of the two main candidates in the 2007 French presidential elections, deconstructing the process of communication in its main elements: context, message, media‐mix, and communication strategy.

Design/methodology/approach

Secondary data were collected from a variety of secondary sources, such as texts, articles, statistics and interviews on the subject of the 2007 French presidential elections, published in various journals or web sites, and then re‐interpreted from the perspective of two researchers, who were direct participants and observers of these political events.

Findings

The findings present an analytical discussion of the central political message used during the presidential campaign, complemented by an analysis of the media‐mix and the level of media exposure of the two main candidates.

Research limitations/implications

The limited focus of the paper on the communication campaign implemented by the two main candidates in the 2007 French presidential elections does not permit a general evaluation of the political marketing strategy.

Practical implications

The conclusions of this study can provide a useful insight for political communication specialists.

Originality/value

The main contribution of the paper lies in the presentation and discussion of the main communication methods and tools used in a political system different from the Anglo‐American context, which is analysed in most empirical and theoretical studies on the subject of political marketing.

Abstract

Purpose

The purpose of this study was to examine the information needs and sources of electorates in Nigeria and identify challenges electorates faced when obtaining electoral information and news.

Design/methodology/approach

The study adopts the description survey design and hypothesized the information needs and sources on demographic variables such as age, sex and academic qualification. Both descriptive and inferential statistics were used. A quantitative approach used based on a questionnaire completed by 236 respondents and a snow ball nonprobability sampling technique was used in this study. The research adapted Wilson 1999 theory of information seeking behavior.

Findings

The findings identified five information needs that are of interest to the electorates: registration of voter, level of security, right as a voter, manifestoes and candidate profile. It was discovered that WhatsApp, Facebook and friends were sources electorates used most in obtaining election-related news and information. The research went further to streamline the number of times such election-related news and information items were sought in a day and week; it was discovered that the manual system still dominated with the print newspaper rather than Twitter, WhatsApp, friends and colleagues and Facebook. The young person used social media most as source of information compared to aged respondents in Nigeria. Thekre is increasing in women participating in political and electoral information. Formal education does not have significant impact on the usage of election information and news. Language barrier, erratic power supply, expensive network service and no knowledge of where to source for information proved to be challenges electorates faced when seeking election-related news and information.

Research limitations/implications

This research will help to keep abreast of the information electorate needs and how they get such information. This research is limited to small group of electorates.

Practical implications

This paper includes more information about the electorates and political parties information needs.

Social implications

The finding was drawn from limited respondents that were ready to participate in the research by responding to various questions in the questionnaire. Therefore, there is need for further study to consider a wider population scope on information-related research of electorate in Nigeria.

Abstract

Purpose – The purpose of this study is to analyze how campaigns, movements, new media outlets, and professional journalism organizations interact to produce political discourse in an information environment characterized by new actors and increasingly fragmented audiences.

Design – To do so, this chapter offers a rare inside look at contemporary strategic campaign communications from the perspective of staffers. Twenty-one open-ended and semi-structured interviews were conducted with former staffers, consultants, and vendors to the 2008 Obama campaign.

Findings – During the primaries the Obama campaign worked to create and cultivate ties with activists in the mediated “netroots” movement, what Todd Gitlin has referred to as the “movement wing of the Democratic Party.” The campaign sought to influence the debate among the principals and participants in this movement, given that they play an increasingly central role in the Democratic Party networks that help shape the outcome of contested primaries. During the general election, when the campaign and its movement allies shared the goal of defeating the Republicans, sites in the netroots functioned as important conduits of strategic and often anonymous campaign communications to new specialized journalistic outlets and the professional, general interest press. It is argued that campaigns and movements have extended established and developed new communication tactics to pursue their goals in a networked information environment.

Implications – This chapter's contribution lies in showing how much of what scholars assume to be the communicative content of amateurs is often the result of coordination among organized, and often hybrid, political actors.

Abstract

The proportion of British voters who delay making their voting choice until the general election campaign is under way now make up nearly one quarter of the electorate. This large and electorally volatile group have the potential to determine the election result. However, because late deciders are less politically aware and less committed than other voters, they are notoriously difficult to influence. Using the 1992 British Election Study survey, shows that the Liberal‐Democrats made a slight net gain in votes from late deciders, but that for all three of the major parties the proportions of conversions were cancelled out by defections. Overall, the results suggest that political marketing strategies would be more cost effective if they targeted voters who made up their minds in the one or two years prior to the election, using precampaign marketing techniques.
