Abstract

In the decades following Chile's 1990 return to democracy, successive governments adopted pioneering reforms aimed at modernizing the state and strengthening democratic governance. This chapter discusses the major developments within Chile's public sector since 1990, with an emphasis on reforms affecting the civil service and public sector management. The politics of the reform process was notable for successful consensus building and led to a more meritocratic, professionally managed public employment system. This chapter also provides an overview of initiatives to strengthen accountability through greater transparency and citizen participation in government, as well as the major public sector management reforms adopted during the last three decades.

Abstract

In this chapter, we examine the current research on how technology is applied to benefit students with emotional and/or behavioral disorders (EBD). First, we describe the iterative yet unpredictable nature of technological innovation to suggest that incremental successes are qualified by the creation of often unforeseen consequences. We then identify commonly used nonelectronic technologies in education to emphasize that the hoped-for advances in electronic technology have failed to deliver on their decades-old promise of educational revolution. We continue with our review of the literature on empirical studies examining how technology is used to support students with EBD. These findings indicate that the research design primarily employed in this field is single-subject. Examples of specific findings include web-based graphic organizers for student writing, virtual self-modeling for targeting student behaviors, and virtual coaching for teachers of students with EBD. We conclude by reviewing how leaders in the field of special education predict the field will change in the future. Overall, with an increased emphasis on research accessibility and practitioner-validated knowledge, and advances in neuroscience and artificial technologies, practitioners may hold a more central role to the creation and dissemination of knowledge.

Abstract

Purpose

The purpose of this paper is to advance the sport of golf as a compelling enhancement of the Caribbean region tourism product and assess prospects for the development of golf tourism in Guyana, catalysed by World Cup Cricket, 2007.

Design/methodology/approach

Documentation derived from leading researchers in the field certify contemporary golfing's international steep growth curve and global tourism implications. Additional theoretical issues include environmental consequences of Caribbean golf course development are explored. Attention is then directed toward analysis of golfing infrastructure/superstructure in Guyana.

Findings

Participation in the sport of golf is indeed experiencing a major global upswing, especially among non‐traditional devotees, largely due to the high international profiles of non‐traditional golf professionals exemplified by Tiger Woods and Vijay Singh. While some Caribbean destinations will profit considerably, the golf tourism carrying capacity of Guyana will require major upgrading to reap significant benefits.

Research limitations/implications

The implications should constitute a clear wake‐up call to Guyana and other Caribbean regional tourism establishments if golf tourism is to be taken seriously as an enrichment component of the tourism product available to participants of CWC 2007.

Practical implications

Tourism planners and developers will be able to utilize these findings as a road map to establishing or enhancing golf tourism in their respective destinations, particularly in the Caribbean region.

Originality/value

The authors believe that their particular conceptual approach to the challenge of exploiting the potential golf tourism windfall from CWC 2007 represents a valuable contribution to the literature of tourism development and a seminal research piece that will find its way into the Professional Golf Management degree curriculum resources of regional and international universities that have a legacy of post‐colonial national development.

Abstract

Purpose

To study the legal underpinnings of the definition of social enterprise in the context of the problems with the corporate legal structures available in the UK in the late twentieth century and the reforms of the early twenty first century to assess whether further reforms are needed to facilitate the growth of the social enterprise movement.

Design/methodology/approach

A definition of social enterprise is proposed and examined in light of the problems associated with twentieth century company law and the efforts to reform and develop it in the period, 2000‐2006.

Findings

Three major developments may be seen to have important consequences for the continuing reform and development of company law: the Industrial and Provident Societies Act 2002 (Office of Public Sector Information 2002a) (private members bill); the Co‐operatives and Community Benefit Societies Act 2003 (Office of Public Sector Information 2003) (private members bill); the PIU Report “Private Action, Public Benefit” (Cabinet Office/Strategy Unit 2002) and the resulting Companies (Audit, Investigations and Community Business) Act 2004 (Office of Public Sector Information 2004); and the Charities Act 2006 (Office of Public Sector Information 2006). Refers also to other developments impacting on company law, notably the European Co‐operative Society’s European Co‐operative Society Statute (SCE) Regulation and Directive.

Originality/value

Provides a useful guide to UK legal trends likely to impact on social enterprises.

Abstract

The pejorative academic and social challenges experienced by students with emotional and behavioral disorders (EBD) are well documented. In an effort to improve student outcomes, schools often employ inclusive models of instruction and support. However, the implementation of inclusive models may result in students with EBD having fewer opportunities to develop essential skills and competencies rather than the provision of special education services that promote school and transition success. This may occur in instances in which stake-holders emphasize student placement in general education without giving equal consideration to the necessary specialized supports and instruction for students with EBD to be meaningfully included. The current chapter urges stake-holders to consider the degree to which inclusive practices for students with EBD also meet FAPE mandates. It is our contention that students with EBD will only benefit from general education settings to the degree to which this placement provides opportunities to develop academic, social, and adaptive skills.

Abstract

Purpose

The purpose of this paper is to investigate challenges facing auditing firms in designing and measuring their performance and discusses why and how the balance scorecard (BSC) could support the auditing firms overcome such challenges. The paper contributes to the existing literature by identifying the peculiarity of the auditing firms in designing and implementing performance measurement systems including the need for sound and advanced information systems, subjectivity embedded in measuring customer satisfaction, growth and success of the firms and restrictions imposed by regulations and auditing standards for the provision of non-audit services which may increase the firms’ revenues and profits to help maintain high-quality outputs. Also, the paper provided evidence for the use of non-financial measures in service industry in particular for customers and finance. The unique dilemma in the auditing firms to provide services to satisfy customers yet maintaining distance and independence from them represent an important research question requiring investigation and study.

Design/methodology/approach

A review of the literature for performance evaluation in general and in particular BSCs in service industries was made to identify challenges facing auditing firms when measuring their performance. Data were collected using case study approach; two auditing firms, one of the Big 4 and a medium size auditing firm with international affiliation operating in the Egyptian market were selected. Interviews, document analysis and participant observations were used in the analysis of each firm performance measurement system.

Findings

The paper suggests that major challenges face auditing firms in measuring their performance mainly the size of the firm and its affiliation with international auditing firm, the qualification and experience of partners and audit managers needed for the design and implementation of a BSC or similar performance measures, the resources required for the introduction of such performance measure and the peculiarity of the auditor and client relationship with the need to maintain independence and confidentiality while providing high-quality services. Although both auditing firms being studied have formal performance measurement systems, they differ in their degree of comprehensiveness. In particular, the performance measurement system of the larger firm is more elaborate than that of the smaller one and both place more emphasis on qualitative measures such as learning and growth and internal business processes than financial measures.

Research limitations/implications

Overall, the results have implications for understanding the performance measurement process of auditing firms in general and in particular in an emerging economy such as Egypt. The identification of the challenges facing auditing firms in measuring their performance and how the implementation of BSC can help partners and employees to overcome those challenges will add to the literature for performance evaluation in service companies. Future research should be carried to compare and assess differences between the behavioural aspects of performance measures in auditing firms and possible application of BSC in such firms and those used in services industry. Also, the practicality of implementing a BSC measures for different auditing firms should be investigated further in future research.

Originality/value

The research among the first to investigate the challenges facing auditing firms in designing and operating a performance measurement system and to discuss, using case studies, how a BSC could support the auditing firms to overcome such challenges. Further, the research provides insights into performance measures in auditing firms in developing economies like Egypt which are sparse since most studies have been conducted in developed economies. Also, the paper enriches the literature of performance measurement systems in service rather than the manufacturing sector especially for medium and small size firms.

CSF Buxmont Academy operates eight school/day treatment programs that use restorative practices, which includes a culture in which restorative characterizes staff interaction with students, and staff-to-staff and student-to-student relationships as well. This chapter presents analyses of the outcome experiences from two waves of discharge cohorts: 919 students during school years 1999–2000 and 2000–2001 and 858 during 2001–2002 and 2002–2003. Outcome measures include program completion rates, changes in self-esteem and anti-social attitudes, and the relationship between the length of program participation and post-release recidivism rates after controlling for individual risk factors. Recidivism rates were significantly related to length of program participation.

Seeks to define the proper role for mathematics to play in economic theorizing by spelling out its limits. Specifically, has the mathematization of economics contributed to its narrowing of scope since the anti‐classical reaction of the 1870s? If so, is mathematics inherently narrow? Or does the modern, and often other‐worldly, treatment follow from the particular way in which mathematics has been applied? To describe “bad” mathematical economics, one must state what kinds of problems its formulations tend to exclude. This paper focuses on “equilibrium” analysis that rules out such real‐world phenomena as instability and economic polarization, thereby diverting attention from the actual structural problems at work.
