Abstract

Purpose

The purpose of this paper is to provide a case study of two organisations working in evacuation centres which overcame challenges to develop a constructive relationship, resulting in improved outcomes for disaster-affected people. A wide range of services for disaster-affected communities are provided as part of emergency sheltering. Collaboration between agencies providing services is essential, but sometimes challenging.

Design/methodology/approach

A wide range of services for disaster-affected communities are provided as part of emergency sheltering. Collaboration between agencies providing services is essential, but sometimes challenging. The purpose of this paper is to provide a case study of two organisations working in evacuation centres which overcame challenges to develop a constructive relationship, resulting in improved outcomes for disaster-affected people.

Findings

The Preferred Sheltering Practices provides an ongoing anchor for Australian Red Cross and Environmental Health Australia (EHA) (Queensland) Inc.’s relationship and has led to other tangible benefits such as involvement in each other’s events and trainings. The relationship has become embedded in each organisation’s day-to-day business ensuring the relationship’s sustainability beyond individual staff movements.

Originality/value

This case study provides an example of how collaboration can be achieved between two organisations with seemingly different mandates to improve the response for disaster-affected communities.

As more and more longitudinal data become available, researchers turn toward dynamic tools that better utilize these data to contribute to the understanding of postsecondary education. Event history analysis (EHA) is one such approach, and its ability to study change over time has lent itself particularly well to the study of higher education. This chapter introduces the family of methods, providing detailed descriptions and guidance for researchers both new to and familiar with these techniques. An example of reform of higher education governance is used to illustrate the concepts and components relevant to EHA.

Abstract

Purpose

This paper aims to explore the growth of the South African additive manufacturing (AM) industry over the past 31 years through the lens of the innovation system (IS) perspective, examining the actor dynamics and mechanisms that facilitated or hindered the industry’s development.

Design/methodology/approach

The study used a case study research approach, analysing semi-structured interviews with eight South African AM experts and documentary evidence. The IS framework and the realist evaluation perspective were used, using a context-intervention-mechanism-outcome (CIMO)-based event history analysis (EHA) framework to explore the actor dynamics and mechanisms of the case study.

Findings

Originality/value

This paper contributes to the South African AM industry literature by providing an overview of the industry events over the past three decades and analysing the industry through the IS framework. The study is among the first to analyse the development of the South African AM industry, presenting innovation scholars and managers with valuable decision-making support by providing insights into the innovation activities performed during each stage of the industry’s development, who performed them, the sequence in which they were performed and the outcomes they delivered.

Abstract

Purpose

Despite the critical role of the policy environment in facilitating the advancement of building information modeling (BIM) as a systemic innovation to reshape traditional facility design, construction and operation processes, scant scholarly attention has been paid to systematically investigating how and why complex BIM policies are concretely and gradually implemented in different regional contexts from a dynamic policy diffusion perspective. This study aims to empirically investigate how different types of BIM policy instruments are dynamically implemented in heterogeneous regions over time and how the diffusion of BIM policies across different regions is comprehensively impacted by both internal efficiency needs and external legitimacy pressures.

Design/methodology/approach

This study employed a positivist research paradigm in which BIM policy data from 182 prefecture-level and above cities in China during 2011–2022 were analyzed with quantitative approaches for theory verification. Based on the content analysis of the evolutionary characteristics of the adopted BIM policy instruments in heterogeneous regions over time, the event history analysis (EHA) method was then used to further examine the mechanisms underlying the diffusion of BIM policies across different regions.

Findings

The content analysis results show that while environmental instruments (such as technological integration and goal planning) are the primary policy instruments currently adopted in China, recent years have also witnessed increasing adoptions of supply-side instruments (such as fiscal support and information support) and demand-side instruments (such as demonstration projects and tax incentives). After controlling for the impacts of regional fiscal and technical resources, the EHA results illustrate that BIM policy adoption positively relates to regional construction industry scale but negatively relates to regional industry productivity and that compared with public pressures from industry participants, vertical pressures from the central government and horizontal pressures from neighboring regions are more substantial drivers for policy adoption.

Originality/value

As an exploratory effort of using a dynamic policy diffusion perspective to systematically investigate how BIM policies are adopted in heterogeneous regional contexts to facilitate BIM advancement, this study not only characterizes the complexity and dynamics of BIM policies but also provides deepened understandings of the mechanisms underlying policy adoption in the conservative construction industry. The findings hold implications for how multifarious policy instruments can be more effectively and dynamically adopted to facilitate the advancement of BIM and related technologies as innovative solutions in the construction domain.

Abstract

Purpose

In more than 100 years of aviation, significant progress has been made in flight control systems. The aircrafts that have entered service for the past ten years tend towards power-by-wire flight control with electrical actuators. The purpose of this study is to analyse the effects of electrical actuation on power consumption, weight and fuel consumption on a commercial transport aircraft.

Design/methodology/approach

The Airbus A321-200 aircraft was chosen as a case study for analysing the effects of electrical actuation on the flight control actuation system (FCAS) architecture, and Pacelab SysArc software was used for design, modelling and analysis. As alternatives to the existing system, hybrid and all-electric models are built to a set of design guidelines with certain limitations.

Findings

Compared to the existing FCAS architecture model, 80 kg weight savings in the hybrid FCAS architecture model and 171 kg weight savings in the all-electric FCAS architecture model were observed. In terms of fuel consumption, it has been observed that there is 0.25% fuel savings in the hybrid FCAS architecture model, and 0.48% fuel savings in the all-electric FCAS architecture model compared to the existing FCAS architecture model at 3200 NM.

Practical implications

In line with the data obtained from this study, it is predicted that electrical actuation is more preferable in aircraft, considering its positive effects on weight and fuel consumption.

Originality/value

In this study, three different models were created: the existing FCAS architecture of a commercial transport aircraft, the hybrid FCAS architecture and the all-electric FCAS architecture. Hybrid and all-electric models are built according to a set of design guidelines, with certain limitations. Then, similar flight missions consisting of the same flight conditions are defined to analyse the effects of power consumption, weight, and fuel consumption comparatively.

Abstract

This study aims to explore the underlying patterns in tax innovation. Prior studies of local sales taxes still leave a gap in the literature and render the results inconclusive because the studies cover either state level or localities within a single state for a short period. To cover the gap, we assemble a dataset of counties in all states for FY1970-2006 but focus on 12 states not threatened by intra-jurisdictional competition. Our empirical analyses yield evidence that a county adopts local sales tax for political and economic rationale rather than fiscal condition. Accordingly, regional diffusion has positive effects on local sales tax adoption in a county. These findings contribute substantively to sales tax literature while confirming policy diffusion.

Abstract

Purpose

The current project aims to draft an NHS and care provider joint working protocol for patients with learning disabilities as they transition between care and NHS hospital services. The purpose of this paper is to present the rationale behind a joint working protocol and the progress of the project to date.

Design/methodology/approach

Working in partnership, Basildon University Hospital and Estuary Housing Association have sought to investigate the experiences in hospital of the people they support with learning disabilities. This has involved ongoing work examining patient pathways from both a hospital and care provider perspective as well as engaging in discussions with key stakeholders. It is hoped that these insights will feed into recommendations to form the joint working protocol.

Findings

Current findings are limited as this paper presents an interim report on an ongoing project. Initial findings around positive joint working practices are detailed. An emerging recommendation around improved information sharing between health and care provider in acute hospital settings is also discussed.

Originality/value

It is hoped that the project will improve experiences of people with learning disabilities in hospital locally, while inspiring other hospitals and care providers to adopt a joint working approach at a wider level.

Abstract

Purpose

The purpose of this paper is to propose a new simplified numerical model, based on a very compact semi-empirical formulation, able to simulate the fluid dynamics behaviors of an electrohydraulic servovalve taking into account several effects due to valve geometry (e.g. flow leakage between spool and sleeve) and operating conditions (e.g. variable supply pressure or water hammer).

Design/methodology/approach

The proposed model simulates the valve performance through a simplified representation, deriving from the linearized approach based on pressure and flow gains, but able to evaluate the mutual interaction between boundary conditions, pressure saturation and leak assessment. Its performance was evaluated comparing with other fluid dynamics numerical models (a detailed physics-based high-fidelity one and other simplified models available in the literature).

Findings

Although still showing some limitations attributable to its simplified formulation, the proposed model overcomes several deficiencies typical of the most common fluid dynamic models available in the literature, describing the water hammer and the nonlinear dependence of the delivery differential pressure with the spool displacement.

Originality/value

Although still based on a simplified formulation with reduced computational costs, the proposed model introduces a new nonlinear approach that, approximating with suitable precision the pressure-flow fluid dynamic characteristic of a servovalve, overcomes the shortcomings typical of such models.
