Abstract

This chapter examines the way corruption in the public procurement of goods, services, and public works has been commonplace in Southeast Asian states over many years (with the exception of Singapore), and considers the measures taken to combat such practices. It also examines why so often those efforts have not been fully effective. Three reasons are given to explain these failings. These are the following: (a) elite capture of the procurement process by influential politicians, business leaders and senior bureaucrats; (b) the informal bureaucracy in the procuring agencies which allowed corrupt practices to be followed; and (c) lack of political will to enforce measures to combat corruption

Abstract

An important aspect of good governance is a well-managed government procurement system. This has a direct impact on the extent and quality of a country's infrastructure and the effectiveness of its public services. Two key principles underpin a well-managed procurement system: value for money from the goods, services, and public works, which are procured, and fair access to procurement opportunities. Arguably, competition and transparency in the procurement process are necessary conditions for both. Yet despite this, most of the states of Southeast Asia have been reluctant to create an openly competitive and transparent government procurement system. This has been in part reflected in the fact that none them have become signatories to the WTO's Government Procurement Agreement of 1994 with the notable exception of Singapore. This Agreement seeks to promote international access to the government procurement market in goods, services, and public works by mandating open competition and transparent procedures.

During the last decade, globalization and democratization have been the major forces that helped transform the structures, functions and processes of Asian public sectors. These transformation efforts of Asian countries vary considerably depending on local context, and have met with different degrees of success. Some countries experienced smooth transformations. For others, the reform process has been more volatile. These issues were explored at a conference 7–9 July 2008 in Bangkok, Thailand, hosted by the Faculty of Political Science, Chulalongkorn University, and co-sponsored by the International Public Management Network, the Asia-Pacific Governance Institute, and Thailand Democracy Watch. This book presents some of the works contributed by participating scholars and practitioners at the conference. The contents fall into three categories: corruption and anti-corruption initiatives, public financial management (PFM) and public management reforms with emphasis on performance and results.

My interest in public administration as a discipline was sparked by Dr Joseph P.L. Jiang, who was a student of the late Professor Fred W. Riggs at Indiana University, in 1968 when I took his course in public administration during my final year at the Department of Political Science, University of Singapore. I also remember fondly my first meeting with Professor Riggs during the same year when he gave a guest lecture in Dr Jiang's course (Quah, 2008d). I met Fred again many years later at various international conferences but I remember fondly our meetings in Chiangmai in June 1993 and in Honolulu in June 1996. I have also remained in touch with Dr Jiang after his return to Taipei.

This chapter considers the opportunities and challenges for HE to develop, support and celebrate excellent teaching. Drawing on conceptualisations of teaching excellence in quality frameworks and in the literature, it considers how teaching quality has traditionally been interpreted, suggesting (as in Chapter 2) that there is a need for more nuanced and comprehensive understandings of teaching excellence to be developed, demonstrated, recognised and rewarded, to reflect the complex nature of teaching excellence across the academic career profile. It considers how institutions might build and communicate shared understandings of excellence in teaching and promote a culture in which excellence at all levels of teaching is valued in the same way as research. It discusses the ways in which the professional learning and support needs of academics can be met at various stages of the academic career, to develop in teaching faculty and education leaders a sense of being appreciated, connected and competent in their contribution and commitment to teaching excellence.

Abstract

For the last two decades economics literature and debates have increasingly referred to institutions as the answers to the long-lasting queries regarding how stock market performance rises and what policies can be implement to encourage best outcomes in terms of stock market performances in Malaysia so that the analysis of the institutional basis under which any stock market functions has now converted an essential issue of investigation. This study attempts to capture the relationship between stock market movements and institutional quality (IQ) using autoregressive distributed lag bounds testing approach, over 33 years during the period of 1984–2016. The finding suggests that IQ positively and significantly affects stock market performance. Moreover, it is also showing that there is, in fact, a causal relationship between institutions and stock market performance. The findings are robust to changes in specification and a host of transparency measures.

Abstract

Reform of government regulation of private business has been considered a cornerstone of good governance and a necessary condition for economic growth. Part of regulatory reform is reducing and streamlining administrative or procedural regulations imposed on business by government bureaucracies. Such regulations impose burdens on firms in terms of the time and effort required to file forms, delays in processing documents and applications and in granting approvals, transactional costs if charges are levied, and obstacles resulting from arbitrary decisions by government officials during the process. The chapter will consider the burdens on business caused by regulatory procedures imposed by bureaucracy in the countries of Southeast Asia, and how the reform of such procedures has varied across region, with a particular focus on certain key business functions, viz. starting a business, importing and exporting, paying taxes, and constructing a commercial building. The chapter will posit explanations of why such variation exists and will discuss links between reform of regulatory procedures and the level of social and economic development of a country. In conclusion, the scope for reform of regulatory procedures in those countries where they remain especially burdensome, will be examined, with consideration given to what reforms are necessary and feasible.

Goodsell reviewed the depictions of bureaucracy in popular culture and academic writing in the United States and concluded that bureaucracy was viewed as “a hate object.” He wrote:Bureaucracy, then, is despised and disparaged. It is attacked in the press, popular magazines, and best sellers. It is denounced by the political right and left. It is assaulted by molders of culture and professors of academia. It is castigated by economists, sociologists, policy analysts, political scientists, organization theorists, and social psychologists. It is charged with a wide array of crimes, which we have grouped under failure to perform; abuse of political power; and repression of employees, clients, and people in general.
