Abstract

Purpose

The purpose of this paper is to study the often overlapping use of the related terms flexibility, agility and responsiveness in the operations management literature to clarify differences between the terms.

Design/methodology/approach

Drawing on the notion of the ladder of abstraction, a conceptual differentiation between the three terms is proposed.

Findings

Based on the most common associations of the terms in the literature, the paper proposes a hierarchical interrelationship between the terms in that: flexibility is most commonly associated with the inherent property of systems which allows them to change within pre‐established parameters; agility is predominantly used to describe an approach to organizing that provides for rapid system reconfiguration in the face of unforeseeable changes; and responsiveness commonly refers to a system behavior involving timely purposeful change in the presence of modulating stimuli.

Practical implications

As managers of manufacturing firms strive to improve the performance of their organizations in a highly competitive environment, the paper provides a useful enhanced understanding of the relative roles that flexibility, agility and responsiveness play in their operations strategies. This in turn will enable them to better focus their competitive strategies and investments.

Originality/value

While confusion between the meanings of these terms has been noted by others, the paper is believed to be the first to consider the three terms together and thereby propose a differentiation between them.

Abstract

Purpose

The island areas, in particular, are characterized by a more fragile ecological carrying capacity and higher value of resources and environment, which requires us to take Xi Jinping's green ecological development view as the theoretical basis and adhere to the high-quality development path of gradual development and ecological environment priority. Taking Shengsi and Daishan counties as examples, on the basis of their high-quality development evaluation and identification of the main influencing factors, this study explores the specific path of Xi Jinping's ecological development view in the high-quality development of typical island counties in China.

Design/methodology/approach

This paper applies the interpretative structural model to construct an evaluation index system for the high-quality development of the island. In determining the factor weights of the index layer, the AHP hierarchical analysis method was combined with the Delphi method to increase the objectivity of the assignment process as much as possible. This study used the technique for order of preference by similarity to ideal solution to calculate island high quality development index. To measure the main obstacle factors, the index factor contribution rate, the index factor deviation, and the index factor obstacle degree were applied in this research.

Findings

As China intensifies its maritime strategy, the sustainability of coastal and island regions is critical, particularly given their fragile ecosystems and high resource value. Our study reveals a declining trend in the high-quality development index for Shengsi, peaking at 0.4262 in 2010 and dropping to 0.3261 in 2012. To reverse this, it's essential to align with President Xi Jinping's green ecological development framework and commit to a high-quality development pathway.

Originality/value

The connotation and extension of Xi Jinping's view of ecological development should be continuously studied in depth and enriched, with green development as the core idea to guide the correct direction of the high-quality development of the island. In this paper, it is suggested that researchers are supposed to focus on these problems, such as the changes of sea water quality, the reduction of urban greening, the continuous negative growth of population in island areas, the decline of forestry added value and air quality protection, so as to ensure the sustainable high-quality development of example islands.

Abstract

Purpose

Existing studies have paid less attention to the impact of knowledge accumulation on digital transformation and its boundary conditions. Hence, this study aims to investigate the effects of ambidextrous knowledge accumulation on manufacturing digital transformation under the moderation of dynamic capability.

Design/methodology/approach

This study divides knowledge accumulation into exploratory and exploitative knowledge accumulation and divides dynamic capability into alliance management capability and new product development capability. To clarify the relationship among ambidextrous knowledge accumulation, dynamic capability and manufacturing digital transformation, the authors collect data from 421 Chinese listed manufacturing enterprises from 2016 to 2020 and perform analysis by multiple hierarchical regression method, heterogeneity test and robustness analysis.

Findings

The empirical results show that both exploratory and exploitative knowledge accumulation can significantly promote manufacturing digital transformation. Keeping ambidextrous knowledge accumulation in parallel is more conducive than keeping single-dimensional knowledge accumulation. Besides, dynamic capability positively moderates the relationship between ambidextrous knowledge accumulation and manufacturing digital transformation. Moreover, the heterogeneity test shows that the impact of ambidextrous knowledge accumulation and dynamic capabilities on manufacturing digital transformation varies widely across different industry segments or different regions.

Originality/value

First, this paper shifts attention to the role of ambidextrous knowledge accumulation in manufacturing digital transformation and expands the connotation and extension of knowledge accumulation. Second, this study reveals that dynamic capability is a vital driver of digital transformation, which corroborates the previous findings of dynamic capability as an important driver and contributes to enriching the knowledge management literature. Third, this paper provides a comprehensive micro measurement of ambidextrous knowledge accumulation and digital transformation based on the development characteristics of the digital economy era, which provides a theoretical basis for subsequent research.

Abstract

Purpose

The implementation of the national education and lifelong education should break through the traditional learning mode in the digital era. A seamless learning environment is the intelligent form of deep integration of digital learning environment and physical learning environment. The development and construction of seamless learning space and platform is a new trend of international mobile learning research and practice. So, the purpose of this paper is to build a seamless learning platform of the open education system by expanding and improving the connotation and extension of seamless learning, based on the theories of mobile learning, ubiquitous learning and open education, combining with the characteristics of the big data era.

Design/methodology/approach

A seamless learning platform model will be constructed through constructing five modules including resource integration module, requirement module, management module, teacher integration module, and carrier module, using interdisciplinary research methods (combined with economics), functional analysis, model methods and exploratory research methods. Finally, this paper attempts to realize the application of a seamless learning platform in open education through the strategic path of public-private partnership (PPP).

Findings

Seamless learning platform model given by this paper can effectively eliminate the problem of information asymmetry between learner-demander and educational manager through the effective management of carrier fusion module. Furthermore, it can effectively integrate the learning resources and teachers of the open education system and social individual education system, and provide high-quality shared learning resources and diverse stratification teachers to students and social workers through PPP project cooperation ways.

Originality/value

There are many papers on the study of open education and resource construction. However, few papers have studied how to effectively integrate and optimize various existing scattered online resources, including various system courses, teachers and platform systems. The paper provides an effective way to solve the above sub-problems and the realization path/model reference for the effective and accurate promotion of lifelong sustainable learning for all.

Abstract

Purpose

As the saying goes, “food is heaven of people” the development of agriculture is not only related to the quality of human life but also profoundly affects the efficiency of economic operation. However, under the background of rapid economic and technological development, China’s agricultural modernization process is very slow and incompatible with the development trend of economic modernization. Therefore, it is particularly necessary to innovate the traditional agricultural development model to break through the bottlenecks encountered in the transformation process of agricultural modernization. The proposal of the agricultural logistics ecosphere is to solve the problems of poor industrial linkage, low technical level and backward operation mode in the development process of traditional agriculture, and it is an important starting point for agricultural supply-side structural reform. This study aims to answer three questions in three aspects, namely, what is the agricultural logistics ecosphere, analyzes the general composition of the agricultural logistics ecosphere and how the subjects of the agricultural logistics ecosphere cooperate. It also puts forward suggestions for the coordinated development of the agricultural logistics ecosphere under the leadership of Taoxin. Also, it inspires the transformation of the agricultural development model in other regions and countries.

Design/methodology/approach

This study adopts a case study and a qualitative analysis method to collate the first-hand and secondary data obtained from the interview and form a tertiary coding. It explores the mechanism of coordinated development of the agricultural logistics ecosphere from four levels: goal synergy, resource synergy, ability synergy and benefit synergy.

Findings

First, the formation of the agricultural logistics ecosphere will not be achieved overnight, as operational management matures and ecosphere experiences the germination-development-mature evolution process. Second, target synergy is the foundation and premise for the formation of agricultural logistics ecosphere: to attract external resources with Taoxin characteristic core resources, to attract external resources to achieve synergy, to provide a guarantee for the realization of the maximum value of the agricultural logistics ecosphere and then to realize the interest synergy of internal and external subjects. Third, driving agricultural products upward in the “10 + 1” model: it is the core resource of the agricultural logistics ecosphere led by Taoxin and attracts external subjects to gather with core resources to further improve the value of the ecosphere. The improvement of the value of the ecosphere can broaden the ecosphere network. This is both an important construction of the ecosphere, and it is also the path choice of the coordinated development of the agricultural logistics ecosphere.

Originality/value

This study has a very important practical value and theoretical significance. In practical terms, the integration of “primary, secondary and tertiary industries” is helpful to foster new momentum for the development of agriculture and rural areas and promote the general framework of the agricultural logistics economy, the analysis of the general mechanism and extension of the transition of the new economy.

Abstract

Purpose

Based on the perspective of stakeholders, this paper aims to construct the corporate social responsibility (CSR) evaluation system, aiming at encouraging enterprises to actively undertake social responsibility, formulating targeted countermeasures to improve the performance level of social responsibility and realizing its sustainable development.

Design/methodology/approach

The study uses data from 2014 to 2018 of pharmaceutical companies in China to estimate the CSR system. Based on the analytic hierarchy process, the coefficient of variation uses to determine the weight of each index. Moreover, the cloud model uses for empirical evaluation.

Findings

The results reveal that social responsibility evaluation of pharmaceutical companies is poor to average to good and it maintains a good development trend. The order of the weight of corporate stakeholders is shareholders, employees, consumers, creditors, suppliers and government. The importance of internal stakeholders is higher than that of external stakeholders. The comprehensive cloud evaluation value of the social responsibility evaluation of pharmaceutical companies are “ordinary,” and the effect of comprehensive social responsibility performance is not good.

Originality/value

The current study not only considers the uncertainty of the concept of CSR but also reflects the connection between the randomness of pharmaceutical companies and the ambiguity of CSR. Moreover, this study develops a three-dimensional evaluation of “enterprise-year-indicator” by studying the data of multiple companies in different years. In terms of the modeling concept, the two-way cognition between the connotation and conceptual extension of the cloud model is fully used to realize the uncertainty mapping between the evaluation set and the indicator set.

Abstract

Purpose

The issue of concurrent jurisdiction over cross-border crimes has become common in a globalizing world, while the rigid compliance with territoriality and active personality jurisdiction has created a legal vacuum for cross-border crimes in many situations. The jurisdiction dispute between mainland China and Taiwan over cross-border telecom fraud crimes is a good example. In recent years, the Ministry of Public Security of the People’s Republic of China cracked down a series of cross-border telecom fraud crimes against mainland residents and extradited suspects to mainland China. Given a certain proportion of Taiwan residents in criminal gangs, the Taiwan side raised jurisdiction objections, arguing that mainland China had no right to exercise jurisdiction over Taiwanese criminals. The essence of the jurisdiction dispute between two sides is the concurrence of Taiwan’s right to exercise active personality jurisdiction and the mainland’s right to exercise passive personality jurisdiction. The purpose of this paper is to analyze the connotation of different jurisdiction principles (namely, territorial, active personality, protective and passive personality jurisdiction) and reinterpret their prioritization of applicability from a jurisprudential perspective, and thus, enhance the theoretical basis for resolving the issue of concurrent jurisdiction over cross-border crimes.

Design/methodology/approach

By reviewing the historical trajectory of major jurisdiction principles since the 1920s, and studying the specificities of the case in this context, this paper argues that territorial jurisdiction and active personality jurisdiction have presumed priority but not an absolute priority for resolving the issue of concurrent jurisdiction. The applicability of protective and passive personality jurisdiction could precede the former provided the jurisdictions of territoriality or active personality are inadequate, incompetent or lack of motivation to combat crimes, which harm other jurisdictions.

Findings

The developmental trajectory and contemporary connotation of major jurisdiction principles suggests that the legitimacy of the mainland’s exercise of passive personality jurisdiction over Taiwan criminal suspects lies in the urgent need to recover mainland victims’ significant property loss, the incompetence of Taiwan in detecting and prosecuting telecom fraud crimes committed by Taiwanese residents and targeting mainland victims and that the mainland has guaranteed the Taiwan side’s right to be timely informed and fully participate in its exercise of criminal jurisdiction over crimes involving Taiwan suspects.

Originality/value

Current literature on jurisdiction doctrines mainly uses a historical or descriptive approach to reveal the attitudes of different countries toward jurisdiction principles, which helps little in resolving the issue of concurrent jurisdiction over cross-border crimes in an era of globalization. This paper uses an interpretative approach, reinterprets the contemporary connotation of different jurisdiction principles and redefines the criteria for determining their prioritization in the context of the specificities of a case. It is expected to update the academic literature for resolving concurrent jurisdiction, fill the legal vacuum for combating cross-border crimes created by rigid compliance with territorial jurisdiction, and meanwhile relieve concerns about abuse of extraterritorial jurisdiction as it provides concrete standards for weighting the applicability of jurisdiction principles.
