Abstract

Purpose

This paper aims to examine the relationship between community-owned enterprises and social capital in urban neighbourhoods. Focussing on community-owned pubs (COPs), the paper investigates how social capital elements have a role in generating these innovative organizations, which foster benefits for community members.

Design/methodology/approach

This qualitative research based on data gathered through 23 semi-structured interviews, in an in-depth case study analysis of three COPs located in Carshalton, Nunhead and Tottenham (all suburbs of London).

Findings

The paper shows how COPs foster the creation and accumulation of social capital both among their members (bonding capital) and the people living in the neighbourhood (bridging capital). Because of their missions and governance models, COPs create linkages among different people and enable citizens to act together for the common good, thus strengthening the development of a local community and contributing to enhancing the urban regeneration process.

Originality/value

COPs are a recent trend, and there is a lack of scientific literature on this topic. The paper can help social scientists to understand new features of community development processes and the effects of the Localism Act (2011). Furthermore, the research can support organizations involved in assisting local communities, which aim to start up collective-owned pubs. It provides valuable scientific results, in relation to social aggregation and a positive impact on local contexts.

Abstract

Purpose

This paper aims to investigate the potential of the “image-idea” of a “circular economy” for re-thinking property in law: In particular, to develop a strategy for making visible “alternative property practices” of community ownership across the subject areas of business and property law, to enhance the visibility of models of community ownership and interrogate their potential.

Design/methodology/approach

Case study research was undertaken into three public houses to investigate the ways in which the orthodoxies of property and ownership in the academy are challenged by evidence of “alternative property practices” in the community.

Findings

Using this approach renders visible tensions between the logics of economic value and social asset, carried in processes of abstraction and materiality, and mediated within the field of property by the development of techniques for holding property as title and benefit. It reveals the ways in which “property” as idea, practice and technique is used by people seeking to disrupt or defend against the economic logic of profit and investment. It raises questions concerning how property and law is imaged in the academy and it introduces one way of using an image-idea to open new perspectives and potential.

Research limitations/implications

These implications emerge: the partiality of orthodox accounts of property; the importance of thinking property in terms of life-cycle and logics ecologies, field and techniques; how an model-theory derived from one discipline can be repurposed, in a second life, in an other discipline as an “image-idea” to refresh the host discipline; the significance of investigating “community assets” within and for property law and the need for more research into “alternative property practices” and the importance of case studies.

Practical implications

An enhanced knowledge of the development and potential of “community assets” within the academy, and of the potential to promote and support “alternative property practices” with the requisite legal skills and techniques – alongside a consideration of the limits of formal law in terms of policy expectations.

Social implications

The research is of value to community activists in thinking how law can be used to support community development in terms of holding community assets; and the limitations of formal law which then requires an embedded approach considering how the development of practices and narratives can support community initiatives in relation to property held for community benefit.

Originality/value

There has been very little coverage of “community assets” within legal research, especially moving across business and property as subject areas, and no coverage on public houses taken into community ownership. This paper combines an introduction to the relevant legal forms with a consideration of the use of them in practice: considering, in particular, how practices and narratives deployed by and within the community think and present “property” as a means by which to counter the economic logic of profit. All this is made possible through the use of case-studies made visible by the utilization of the image-idea of the circular economy – used here not as a model-theory, but rather as an aid to opening thinking into new territories accessed through new perspectives.

Abstract

Purpose

This paper aims to explore consumers’ voluntary disposition practices through swapping events organised by community-based enterprises. The paper investigates consumers’ decision-making strategies and factors affecting voluntary clothing disposition via public swapping events across the UK.

Design/methodology/approach

This paper investigates UK swapping events, through conducting 18 semi-structured consumer interviews. Data were transcribed and analysed using the seven-step guide proposed by Easterby-Smith et al. (2018).

Findings

Findings indicate that within community-based enterprises an implicit social contract emerges between the enterprises and swappers which has an influence on the clothing brought to swaps, thereby impacting the competence and meaning elements of practice. This is linked to peer-pressure susceptibility which affects consumers’ participation in swapping. The findings further reveal an emerging consumer strategy aiding decision-making process regarding items brought to swaps. The use of a particular strategy is found to be linked with the respective level of swapping expertise.

Research limitations/implications

Though the interviews provide a rich narrative, this paper is limited by its sample size meaning data cannot be generalised. Although the data is limited by singular country perspective, research participants were recruited from across the UK, thus, offering a broad picture of the swapping practice.

Originality/value

This paper contributes to and advances an understanding of swapping events organised by community-based enterprises. The theory of social practice lens offers a unique viewpoint on the elements influencing the consumers’ decision-making process with reference to voluntary disposition.

Abstract

Purpose

This study aims to examine capital and competency variables – human capital, social capital and personal entrepreneurial competencies – in relation to social innovation development and growth of social enterprises in a developing country with an emerging social enterprise sector: Thailand.

Design/methodology/approach

A hypothetical-deductive approach was adopted and a quantitative survey by questionnaire was applied to collect data from owners/top management of 103 social enterprises in Thailand. The data were used to test hypotheses and further analysed using partial least squares technique.

Findings

The results revealed that there were positive direct and indirect (mediating) relationships between human capital, social capital, personal entrepreneurial competencies and social innovation development and growth of Thai social enterprises. Skills and training were key determinants of human capital, whereas social interaction, trust, social identification and shared knowledge were key determinants of social capital which affected social innovation development. Goal orientation, information seeking, opportunity seeking, persuasion and self-confidence were key determinants of entrepreneurial competencies that also affected social innovation development. This study ultimately revealed the mediating effects of social innovation development on the relationships between capital and competency variables and the growth of social enterprises.

Originality/value

This study fills the research gap, from the theoretical perspective, by identifying capital and competency variables as well as their additional determinants that are divergent from previous literature, which can potentially influence the social innovation development of social enterprises, and where only limited research is evidenced. From an empirical perspective, this study attempts to investigate the associations between these variables and growth indicators in the context of social enterprises in a developing nation, where its sector is in its infancy. This study further helps to clarify the existence of the direct and indirect (mediating) effects of social innovation development in the context of the economic and social accomplishments of social enterprises.

Abstract

Purpose

This paper promotes a critical approach to co-operative studies by contributing new theoretical insights. The aim is to propose a new view on the co-operative firm as a socioeconomic phenomenon embedded into the local contexts in which it is situated. Sociological and economic analyses have mainly explored the relationship between co-operative members and the organization, the economic performance of co-operatives or compared co-operatives with other firm types. Less attention has been given to the co-operative–territory relation, which can reveal insights into members' collective actions, a co-operative's origins from specific social groups or how they establish relationships with certain community stakeholders over others.

Design/methodology/approach

The paper begins with a literature review of academic studies that situate co-operatives in relation to community, with a focus on how social capital theory has been deployed to understand this relation. It then proposes a theoretical examination of two fundamental authors in the field of social capital theory: Robert Putnam and Pierre Bourdieu. Drawing on findings from the literature review and considerations derived from the theoretical dialog between Putnam and Bourdieu, the paper proposes a revised social capital-based framework for analyzing key relations and expected outcomes of the co-operative–territory relation.

Findings

Reconsidering the role of social capital theory for co-operative studies, this article unfolds a dual reflection. First, it underlines the necessity for research that more closely considers co-operatives' territorial relationships. Second, it critically interrogates and pushes forward social capital theory as a framework for examining the social relations that embed co-operatives and their capacity to activate territorial economies.

Originality/value

The paper highlights the necessity for a further examination of the co-operative–territory relationship. It presents an innovative framework for improving sociological understanding of co-operatives as organizations embedded into their local socioeconomic contexts.

Abstract

Purpose

This paper gives an account of the development and pioneering management practices of a community‐owned and managed agency, Walterton and Elgin Community Homes (WECH), locating these in the context of continuing concerns and emerging aspirations over the role of social housing, with developing UK national policy and a proposed statutory “Right to Transfer” for tenants.

Design/methodology/approach

This report provides a narrative of the recent development of social housing policy development and the evolving practice of WECH. This is the essential historical and social policy background to a recent study into the health and well‐being benefits of empowerment through community ownership of social housing. This first paper refers to and discusses the wider implications of the data collected during the well‐being research and literature review, indicating that the population of the WECH estates experience a sense of belonging, and of being involved, which contrasts markedly with statistics for comparable populations in comparable areas of deprivation. Further analysis of the key findings of the original study will be published in Part two.

Findings

The benefits of more community‐owned services include the more efficient and holistic management of properties. Community‐based, resident‐controlled housing associations offer a secure foundation for building in additional services as part of the continued drive to devolve public services to the local level, including hosting of a substantial range of community services, for example the reintegration of the Police into the community. The principle of community ownership of council estates is also valuable in its own right for informing the direction of housing management and policy and where to target effort. The experience and practice of WECH supports the proposition that community ownership of social housing may be an exceptionally effective means for improving and sustaining wellbeing in poor neighbourhoods.

Research limitations/implications

This paper argues that Government policy should actively support mass mutualisation as a means for improving wellbeing on council/social housing estates and for empowering poorer communities to take greater responsibility for their welfare. Regardless of the extent of mutualisation, many of the practices involved are transferable to non‐mutual social landlords, and may be seen as markers of good practice for agencies intending to taken on social housing via transfer.

Originality/value

There is continued interest in the transfer of social housing stock to new provider agencies. WECH has been the only large‐scale statutory transfer until now of council housing in England and Wales to a mutual, community‐owned housing association. WECH's experience is especially relevant for evidencing the significant advantages governments could obtain through encouraging many more transfers of council estates to community housing associations.

Abstract

Purpose – This chapter describes how radical aims for community-owned broadband became compromised by the consequences of clientelism and elite patronage as some campaigners engaged in lobbying government.

Design/methodology/approach – Five years of participant observation and an auto-ethnographic methodology richly describe the author's involvement in a community broadband co-operative, various regional and national support groups and finally with a national group conducting campaigning, research and co-ordination activities for community ownership of Next Generation Access broadband.

Findings – This illustrates the difficulties faced by Third Sector and Civil Society organisations attempting to engage in lobbying activities in the same manner as conventional commercial lobbyists. In particular, it describes how lobbying necessitates a complex interlocking of activities, such as research, consultancy, conference organisation and other such forms of networking; and it describes how all of these activities can become subordinated to the interests of political patrons. It also suggests that the uncertainty around the meanings and relevance of the Third Sector/Civil Society has allowed the entry of older forms of exerting power such as clientelism and patronage.

Research limitations/implications – Further research is needed into a much larger group of organisations to examine the processes by which Third Sector and Civil Society groups engage with government.

Originality/value – The chapter uniquely applies Critical Management Studies and a political studies perspective on clientelism and patronage to the analysis of Third Sector and Civil Society organisations.

Abstract

Employee turnover is a growing challenge for health-care providers delivering patient care today. US population demographics are shifting as the population ages, which leaves the field of health care poised to lose key leaders and employees to retirement at a time when patient care has grown more complex. This means health care will lose its core of key employees at a time when skilled leadership and specialized knowledge is most needed and directly impacts health care's ability to deliver quality care. Operational succession planning (OSP) may be one solution to manage this looming challenge in health care, as the process identifies and develops the next generation of leadership. Thus, this exploratory national study used a quantitative and cross-sectional design to examine the relationship between OSP and employee turnover. Demographic and 10-point Likert scale data were collected from n = 66 medical practices, using an online survey instrument. Data were analyzed using various descriptive and inferential statistical methods. Distribution (frequency and chi-square) analyses of the study sample, one-way analysis of variance (ANOVA), and regression analyses were performed across seven demographic characteristics of the medical practices: Specialty, Ownership Structure, Number of full-time equivalent (FTE) Physicians, Number of FTE Clinical Employees, Number of FTE Nonclinical Employees, Number of FTE Employees Left Position, and Region. Study results provided statistically significant evidence to support the relationship between OSP and employee turnover, highlighting that OSP was associated with lower employee turnover. The finding suggests that OSP can serve as an effective mechanism for increasing employee retention.

Abstract

Minnesota’s rural communities are becoming increasingly more racially, ethnically, and culturally diverse. The state shares territory with 11 Sovereign Nations and one in five Minnesotans identifies as Black, Indigenous, People of Color (BIPOC) today, compared with just 1% in 1960. In collaboration with communities, University of Minnesota’s Extension Department of Community Development works to develop leadership capacity for residents to address inclusiveness, belonging, community climate and culture. The Welcoming and Inclusive Communities Program (WICP) focuses on measurement of community readiness within seven sectors combined with an educational stakeholder cohort experience leading to identification of challenges and best practices happening across a community. Curriculum includes exploring concepts of race and intersectionality and emphasizes the growth of leadership as participants work to promote equity and inclusion. Growing Local, another program in our community toolkit, is an intentional cohort series for BIPOC growth into leadership, more specifically, into decision-making arenas and positions of leadership, like their town/city/county committees, boards, and commissions. From learning the language of the oppressor (e.g., Robert’s Rules of Order) to understanding the dynamics and nuances of power-mapping and social capital, participants address the barriers facing BIPOC. This chapter highlights program design elements, assessments and evaluation, and lessons learned from program implementation to date. Scholars, researchers, practitioners, and leaders will find globally relevant and replicable tools to support the development of leaders who can shape their communities through the lens of inclusive leadership, increase and strengthen capacity to lead, build networks, and facilitate community-owned change.

Abstract

Purpose

For the past decade, sub-post offices (POs) in the UK have been subject to intensive pressures to marketise their business. Actual or threatened closures have led charities to become involved in projects to preserve community post offices. This paper aims to investigate the attitudes of the trustees and staff involved in six charity-backed POs to answer the research question “Do those involved with charity-backed POs prioritise profit generation or community resourcing?”

Design/methodology/approach

This research adopted a neo-empiricist stance on the collection and interpretation of data. The authors treated “attitudes” as real phenomena that are subjectively experienced and concretely expressed through activities in an objectively real world. Data were gathered from four or more people in each of six POs by sampling their services and conducting face-to-face interviews. The emphasis was on achieving verstehen – a rich understanding of a specific approach to social enterprise grounded in interpretations of human activity under conditions of naturalistic inquiry.

Findings

The authors found that charity-backed POs were focussed on preserving POs as a community resource but articulated this by framing profitability in three distinct ways: as a PO generating a surplus that can be gifted or reallocated to a (parent) charity’s other activities; as an activity that offsets a charity’s fixed costs; or enables or promotes its public benefit aims.

Research limitations/implications

There are few peer-reviewed studies of the potential of sub-POs as sites for social enterprise, and none (that could be located) on the role of charities. In this study, the authors contest Liu and Ko’s view (2014, p. 402) that the key task is “to install market-oriented managerial beliefs and values into the charity retailer’s decision-making”. A counter view is offered that trading can represent a further diversification of the innovations used to support charitable endeavours.

Originality/value

This is the first academic study to confront the complexities of differentiating “profitability” from “profit generation” in charity-backed POs. The subtleties in the articulation of this difference by study participants helped to account for the findings of the study and to make sense of the strong consensus that POs should be seen primarily as a community resource while responding to marketisation pressures.
