Abstract

Towns and cities across Canada face rapidly changing economic circumstances and many are turning to a variety of strategies, including tourism, to provide stability in their communities. Community Economic Development (CED) has become an accepted form of economic development, with recognition that such planning benefits from a more holistic approach and community participation. However, much of why particular strategies are chosen, what process the community undertakes to implement those choices and how success is measured is not fully understood. Furthermore, CED lacks a developed theoretical basis from which to examine these questions. By investigating communities that have chosen to develop their tourism potential through the use of murals, these various themes can be explored. There are three purposes to this research: (1) to acquire an understanding of the “how” and the “why” behind the adoption and diffusion of mural-based tourism as a CED strategy in rural communities; (2) to contribute to the emerging theory of CED by linking together theories of rural geography, rural change and sustainability, and rural tourism; and (3) to contribute to the development of a framework for evaluating the potential and success of tourism development within a CED process.

Two levels of data collection and analysis were employed in this research. Initially, a survey of Canadian provincial tourism guides was conducted to determine the number of communities in Canada that market themselves as having a mural-based tourism attraction (N=32). A survey was sent to these communities, resulting in 31 responses suitable for descriptive statistical analysis, using Statistical Package for the Social Sciences (SPSS). A case study analysis of the 6 Saskatchewan communities was conducted through in-depth, in person interviews with 40 participants. These interviews were subsequently analyzed utilizing a combined Grounded Theory (GT) and Content Analysis approach.

The surveys indicated that mural development spread within a relatively short time period across Canada from Chemainus, British Columbia. Although tourism is often the reason behind mural development, increasing community spirit and beautification were also cited. This research demonstrates that the reasons this choice is made and the successful outcome of that choice is often dependent upon factors related to community size, proximity to larger populations and the economic (re)stability of existing industry. Analysis also determined that theories of institutional thickness, governance, embeddedness and conceptualizations of leadership provide a body of literature that offers an opportunity to theorize the process and outcomes of CED in rural places while at the same time aiding our understanding of the relationship between tourism and its possible contribution to rural sustainability within a Canadian context. Finally, this research revealed that both the CED process undertaken and the measurement of success are dependent upon the desired outcomes of mural development. Furthermore, particular attributes of rural places play a critical role in how CED is understood, defined and carried out, and how successes, both tangible and intangible, are measured.

Abstract

Purpose

This paper aims to determine the significance of tourist walkability on three community-based tourism sustainability indicators, namely, the economic, social and environmental benefits and costs impacting community’s quality of life through the lens of the triple bottom line approach with the institutional theory.

Design/methodology/approach

This study views institutions as either enabling or restricting the sustainable community-based tourism because institutions influence resource integration and value assessment by the beneficiary. Moreover, institutions also lead the co-creation of sustainable community-based tourism among various stakeholders. Drawing on this conceptualisation, the notion of sustainable community-based tourism is filtered through the lens of institutional theory. Thus, this work approaches sustainable community-based tourism as a dynamic process of co-creating a tourist destination formed by different actors’ and institutions within the ecosystem of the tourist destination. Meanwhile, the triple bottom line benefits and costs experienced by the overall community would produce net effects on the residents’ perceptions of sustainable tourism.

Findings

This paper classifies both tangible and intangible costs and benefits because of tourist walkability and its triple bottom line trade-offs experienced by tourists and residents. This paper penetrates new grounds by reviewing the triple bottom line impacts of tourist walkability on residents’ quality of life. Government policies as mediating variable and national culture and individual personalities of tourists and residents as moderating variables were discussed. A conceptual framework named Tourist Walkability Sustainable Tourism Impact on Residents (TWSTIR) is proposed. Finally, a Sustainable Community-based Tourism Strategic (SCBTS) model which is based on the two dimensions of intensity of tourist walkability and residents’ quality of life is proposed.

Research limitations/implications

Research limitations may include a lack of assessment on political, technological and legal issues, and therefore, future research is warranted in these three areas. Some emotions and attitudes of the residents may not be captured since the Gross National Index (Gross National Happiness) may have its inherent blind spots.

Practical implications

This paper would be of interest to the scholarly world, as its original idea and concluding research agenda are burrowing into a new sub-field of tourism research. In view of growth and degrowth of sustaining community-based tourism, the SCBTS model is presented to provide directions for tourism policymakers and entrepreneurs to formulate and implement appropriate strategy for the tourist walkability activity per se and investment in the accompanying infrastructure.

Social implications

This paper also presents the sacrifices and inequities in the communities and the relevance of government policies, national culture and individual personalities of tourists and residents, in which the attention of tourism policymakers and the communities that thrive on the travel and tourism industry should not be neglected.

Originality/value

The idea and discussion of this paper is original. This paper burrows into a new sub-field of tourism research. Tourist walkability needs more attention from the scholars, as this tourist activity can have positive and negative effects on residents’ quality of life. The TWSTIR framework is developed to discuss the relationships of tourist walkability, triple bottom line concept and residents’ quality of life within the sustainable community-based tourism scope. The SCBTS model is presented for tourism policymakers and entrepreneurs to perform appropriate strategy for the tourist walkability activity and investment in the accompanying infrastructure.

Abstract

Purpose

Effective community-based suicide prevention strategies require culturally relevant contextually driven approaches, validated by community members. Existing literature, funding agencies, and polices do not adequately address the differences in community vs non-community definitions and approaches to suicide prevention. These differences and the process must be articulated to fully understand the complexities of effective American Indian community-based suicide prevention strategies. This paper aims to discuss these issues.

Design/methodology/approach

This study uses a qualitative methodology to understand the process and meaning of an American Indian reservation's community-based approach to suicide prevention.

Findings

Seven recommendations emerge. These include: expand the understanding of suicide; plan activities and outreach early; uphold cultural values; build administrative and community capacity; prepare and respond to community needs and situations; anticipate challenges and develop solutions; and recognize the spiritual aspects of the endeavor.

Originality/value

This study provides new insight about the process in which American Indian communities define, develop and implement suicide prevention strategies that are culturally relevant and community driven. The process and recommendations may be useful for institutions, funding agencies, policy makers, and tribal leaders, and community-based prevention partners.

Abstract

We argue that by conducting systematic research with communities rather than on communities, community-based research (CBR) methods can both advance the study of human interaction and strengthen public understanding and appreciation of social sciences. CBR, among other methods, can also address social scientists’ ethical and social commitments. We recap the history of calls by leading sociologists for rigorous, empirical, community-engaged research. We introduce CBR methods as empirically grounded methods for conducting social research with social actors. We define terms and describe the range of methods that we include in the umbrella term, “community-based research.” After providing exemplars of community-based research, we review CBR’s advantages and challenges. We, next, summarize an intervention that we undertook as members of the Publication Committee of the URBAN Research Network’s Sociology section in which the committee developed and disseminated guidelines for peer review of community-based research. We also share initial responses from journal editors. In the conclusion, we revisit the potential of community-based research and note the consequences of neglecting community-based research traditions.

Urbanization is increasing the vulnerability in mega cities, where poor community often squat on low-lying areas, hilly areas, and hazards prone areas (IDNDR, 1999). The built infrastructures and systems are subjected to natural hazards: floods, earthquakes, landslides, cyclones etc. Thus, cities are vulnerable to disasters (IDNDR, 1999). Moreover, cities are also facing environmental risks due to increasing urbanization (Bhatt, Gupta, & Sharma, 1999). The vulnerability can be reduced by incorporating risk management into urban planning (Bhatt et al., 1999). The risk management includes risk analysis, prevention, and preparedness. Traditionally, risk management was seen as separate discipline to mainstream urban planning (Bhatt et al., 1999). The traditional urban planning is often good at making plans (city beautiful plans, land use plans, strategic plans, development plans) and regulatory controls (Hamdi & Goethert, 1997). However, they fail to deliver benefit at the ground. Only few benefits reach the poor, who are often considered as the most vulnerable in the cities. The urban planning can be improved with an alternative: action planning, which is “problem driven, community based, participatory, small in scale, fast, and incremental, with result that is tangible, immediate, and sustainable” (Hamdi & Goethert, 1997). The action planning is often considered relevant in scaling up its outcome from local level to sectoral and national level. This chapter focuses on linking action planning and community-based adaptation. The community can be defined as “a group of people that are directly linked to each other through a common identity, activity or interest” (Jones & Rehman, 2007). The adaptation here is used in context of climate change, which is already happening, and impacts are growing (IPCC, 2001). The community-based adaptation is process oriented and “based on communities’ priorities, needs, knowledge, and capacities, which should empower people to plan for and cope with the impact of climate change” (Reid et al., 2009). This chapter first briefly discusses the action planning process and its challenges. Further, the chapter discusses the action planning in detail. Later the chapter focuses on framework and tools for community-based adaptation. It also discusses few case studies and challenges and issues. Finally, the chapter tries to build a link between action planning and community-based adaptation.

Abstract

Purpose

The purpose of this paper is to discuss the concept of strategy in the field of heritage conservation, with a focus on a new conservation approach that promotes the empowerment of local communities and sustainable development: a living heritage approach.

Design/methodology/approach

The approaches to heritage conservation are outlined: a material-based approach defines the principles of western-based conservation, a values-based approach expands these principles, while a living heritage approach clearly challenges the established principles. These approaches are, then, analysed from the perspective of strategy, and a living heritage approach is seen as an example of strategic innovation. The process by which ICCROM develops a living heritage approach at an international level is also examined.

Findings

Choosing the “appropriate” conservation approach depends on the specific conditions of each heritage place. Yet, for the cases of living heritage in particular (with communities with an original connection with heritage) a living heritage approach would be more preferable. Living heritage approach can be seen as an example of a strategic innovation in the field of heritage conservation: it proposes a different concept of heritage and conservation (a new WHAT), points at a different community group as responsible for the definition and protection of heritage (a new WHO), and proposes a different way of heritage protection (a new HOW).

Practical implications

A living heritage approach (presented in the paper) may potentially influence the theory as well as the practice of heritage conservation in a variety of parts and heritage places in the world, especially in terms of the attitude towards local and indigenous communities.

Originality/value

Developing a new approach is, in a sense, developing a new strategy. In this context, the paper aims at bringing the insight of business strategy into the field of heritage conservation.

Abstract

Purpose

The purpose of this paper is to highlight the different realities blended together in community-based tourism, and how storytelling can help us understand the resulting entanglement of actors and power. This paper combines a discussion of power and empowerment in community-based tourism with storytelling.

Design/methodology/approach

The fictional narrative of Pandora’s box is used as a metaphor for power and empowerment in community-based tourism, which can leave communities worse off than before the introduction of tourism.

Findings

However, the last thing remaining in Pandora’s box after all hardships had flown out, was hope. This paper also presents a hopeful perspective for community-based tourism in the form of another metaphor: the rhizome, which puts power and empowerment in a more dynamic and holistic frame. Just like in the original story of Pandora’s “jar” which gave voice to Pandora herself, within a rhizome, other players are regarded as valuable sources of tacit contextual knowledge.

Originality/value

Storytelling and dialogue are recommended methods to obtain this knowledge. Using a storytelling perspective can encourage untold and unheard stories within a dialogue to be heard.

Purpose

Place-based, social studies teaching and learning has the potential to foster engaged citizens connected and committed to improving their communities. This study explored the research question, “In what ways do classroom and field-based experiences prepare teacher candidates (TCs) to make connections between place-based education and elementary social studies education?”

Design/methodology/approach

This qualitative case study examined how elementary TCs learned about, researched, curated and created place-based social studies educational resources related to community sites. Data collection included TCs’ Pre- and Post-Course Reflections as well as Self-Evaluations, which were analyzed using an inductive approach and multiple rounds of concept coding. Several themes emerged through data analysis.

Findings

The authors organized their findings around three themes: connections (i.e. place becomes personal), immersion (i.e. learning about place to learning in place) and bridge building (i.e. local as classroom). The classroom and field-based experiences in the elementary social studies methods course informed the ways in which TCs learned about and connected to the concept of place, experienced place in a specific place (i.e. downtown Statesboro, Georgia), and reflected upon the myriad ways that they could utilize place in their future elementary social studies classrooms.

Originality/value

TCs (as well as in-service teachers and teacher educators) must become more informed, connected and committed to places within their local communities in order to consider them as resources for elementary social studies teaching and learning.

Abstract

Purpose

The paper reviews existing literature on South Asian ecosystem-based disaster risk reduction (DRR) and identifies how community participation can be used to plan and implement ecosystem-based DRR approaches.

Design/methodology/approach

The literature review methodology involved several stages. Firstly, the research objective was determined. Secondly keywords for the literature search were determined. Scopus, Google Scholar, JSTOR and AUT online library were utilized for the literature search. After the search, the literature was screened. The study design, methodology, results and limitations were identified and documented. After data extraction, the literature was analyzed. The patterns, trends and inconsistencies in the literature were identified based on the research question. Later the gaps, controversies and future research needs were identified. Then, a comprehensive and structured literature review that summarizes the relevant literature, synthesizes the findings and provides a critical evaluation of the literature was documented. After writing the document, it was reviewed and edited to ensure its clarity, accuracy and coherence.

Findings

The paper identifies four different themes recurrently emerging in literature on the importance of community participation in ecosystem-based DRR in South Asia. The themes are local community participation in ecosystem-based DRR governance, knowledge production, livelihood enhancement and increased public acceptance.

Originality/value

The paper also illustrates the challenges in integrating community participation with the dominant physical scientific approaches ecosystem-based DRR and proposes a five-element framework to facilitate the integration.

Abstract

Purpose

While service inclusion principles raise the awareness of scholars to service that improves holistic well-being, little research explicitly investigates the spiritual dimensions of service inclusion. This study, therefore, aims to explore faith-based service inclusion in sub-Saharan Africa.

Design/methodology/approach

A qualitative case study of the Salvation Army’s Chikankata Services in Zambia was undertaken. Semi-structured interviews with the organization’s leaders and professionals were analyzed thematically.

Findings

Service inclusion pillars evince contextualized meaning and priority. In resource-constrained, vulnerable communities, faith-based service inclusion prioritizes two additional pillars – “fostering eudaimonic well-being” and “giving hope,” where existence is precarious, fostering (hedonic) happiness is of low priority. Findings reveal that pillars and processes are mutually reinforcing, harnessed by the individual and collective agency to realize transformative outcomes from service inclusion.

Research limitations/implications

This paper provides unique insight into faith-based service inclusion but acknowledges limitations and areas warranting further research.

Practical implications

The study yields important managerial implications. Service providers can use the framework to identify the contextual priority and/or meaning of service inclusion pillars and relevant reciprocal processes. The framework emphasizes the harnessing potential of individual agency and capability development for transformative well-being.

Social implications

Faith-based service inclusion, predicated on inclusion, human dignity and holistic well-being, has important implications for reducing the burden on scarce resources while building resilience in communities.

Originality/value

By examining a faith-based service in sub-Saharan Africa, this paper provides a holistic framework conceptualizing pillars, processes, agency and outcomes to extend Fisk et al.’s (2018) service inclusion pillars and to better understand the shaping of service delivery for service inclusion.
