Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

Purpose

The aim of the present study is to look into the potential of standardization of special purpose buildings, with the example of the Norwegian Directorate of Public Construction and Property Management (Statsbygg).

Design/Methodology/Approach

The present study uses results from a group workshop on the topic of standardization, suggesting building types suitable for standardization or modular construction. In addition, data from Statsbygg’s project database is used.

Findings

There is a broad specter of special purpose buildings with potential for standardization, such as customs facilities, courthouses, university buildings and buildings with a high share of office functions. Even buildings with an individualized character, such as museums or government buildings, have a certain potential for standardization of functional or constructional elements. Modular construction can be used where and when appropriate.

Research Limitations/Implications

Being on a brainstorming level and limited to Statsbygg, the study provides a starting point for further research looking at other building commissioners working with special purpose buildings, or quantifying the potential for cost reduction.

Practical Implications

On the basis of the findings from this study, Statsbygg considers further standardization of their special purpose buildings, not only within building types but also across the portfolio or within a project, for example rooms or functional elements.

Originality/Value

Research on standardization of special purpose buildings is limited. The article presents the results of a workshop with project managers, contributing to the topic based on their experience from the construction of special purpose buildings. Although on a brainstorming level, the research is a starting point for further research into this topic.

Abstract

Purpose

The aim of the chapter is to examine whether the challenges to administering the EU outlined by Les Metcalfe in his famous article, ‘After 1992, can the Commission manage Europe?’ have now been met. Metcalfe not only identified a ‘management deficit’ in the implementation of the single market programme arising from an oversight among policy makers, but highlighted a neglect of the administrative dimension of European integration among scholars.

Methodology/approach

The chapter draws on primary and secondary literature to track developments in respect of the three elements identified by Metcalfe: the small size of the European Commission, its poor internal coordination and weak leadership; the responsiveness of administrative bodies in the member states to the need for inter-organizational coordination; and the network-building and management capacity of the Commission.

Findings

Despite changes, such as further enlargement, agencification at national and EU levels, and the expansion of EU competencies that have exacerbated the management challenge confronting the EU, there have been significant developments that have closed the deficit. First, the Commission has become far better integrated, coordination upgraded, and leadership strengthened. Second, through networking, cooptation and other strategies the Commission has sought to assure the effective implementation and enforcement of the single market rules. Third, member state governments, ministries and agencies have sought to cultivate networked relations that have increased the manageability of EU administration.

Research implications

To the knowledge of this author, this is the first attempt to revisit Metcalfe’s diagnosis and to review the extent to which the management deficit he identified has been addressed subsequently.

Practical implications

The chapter has implications for how inter-organizational coordination within the EU administrative system could be improved.

Social implications

The chapter bears on the administrative capacity of the EU to deliver the policies decided by EU policy makers.

Originality/value

As well as offering an assessment of the extent to which progress has been made in addressing the management deficit identified by Les Metcalfe in his classic article, this chapter conceptualizes the EU administration as an entity that encompasses both EU institutions and administrative bodies in the member states. It advances the concept of the EU as a multi-level administration.

The Flemish Children’s Rights Commissioner of Belgium is among the first independent children’s rights institutions (ICRIs) to be established. The author shares her experiences as the first Flemish ICRI. A student of Professor Eugeen Verhellen, who called for children’s rights and establishment of a children’s ombudsperson for Flanders, the author not only was in the right place at the right time for her academic studies, but also transformed Verhellen’s teachings into the Flemish ICRI as well as into the foundation of the European Network of Ombudsperson for Children. Over the 11 years the author served as the ombudsperson, the Flemish ICRI raised awareness of and bolstered children’s rights, as well as observed retrenchment in children’s rights and the role of the ICRI. It is clear that the Flemish ICRI’s successes not only continue to benefit Belgian young people, but children across the world.

Abstract

Modern societies are imbued with a fundamental tension of expertise, as expert status is both a source of authority and channel of wider public trust. Scholars of expertise have shown, though, that the public often lacks trust in experts, something which often occurs alongside politicized social problems. I argue that there are contexts in which expert–public interactions may facilitate trust-building processes even amidst the politicization of problems in which experts are attempting to manage. I refer to this as “negotiated expertise,” when communities with divergent sensibilities of problems (re)construct the rules and norms of expertise in ways that build trust and facilitate cooperative and collective action. This builds on an interactionist understanding of trust and expertise, focusing on the ways in which communities negotiate the meanings, rules, and norms of expert settings. Through a qualitative analysis of Miami's Sea Level Rise Committee, I identify two key factors that facilitate trust-building in expert–public interactions: an emergent socioenvironmental problem and “advocacy-experts.” I suggest that these contexts and factors enabled Miamians to work toward reciprocal practices and understandings, unexpectantly building trust in a politicized setting.

Abstract

This study takes the position that the concept of fraud is socially constructed. Moreover, it asks why and how different understandings of fraud have emerged. Insights from the work of Lakoff and Johnson (1999, 2003; Lakoff, 2002, 2004, 2009) are used to analyze language revealing dominant worldviews and metaphors regarding fraud. The research method is a case study (Yin, 2014), and the analytical approach used parallels the one described in O’Dwyer (2004). The research setting is a report issued by the Financial Crisis Inquiry Commission, which provides a context to study different understandings of fraud due to the report’s divided nature. The analysis reveals three alternative worldviews, representing different assumptions about reality, that are at the root of the different understandings of fraud. These worldviews also lead to the usage of different conceptual metaphors which allow the commissioners to interpret facts in a manner that supports each worldview’s assumptions. The paper also concludes by providing a nuanced and critical examination of the results of the commission concerning its understanding of fraud.

During the 1930s Franklin Roosevelt’s New Deal created a wide range of spending and loan programs. Brief descriptions are provided for the programs created by the New Deal and loan and spending programs that were in place before the New Deal. I worked with others to create a panel data set with estimates of the spending and lending by the programs each year from 1930 through 1940. The data aggregated to broad categories are reported here and the methods and sources used to construct the estimates of the spending and lending for the categories are discussed.

Abstract

This chapter describes an online certificate program offered to refugees who are in refugee camps and other populations living on the margins. The program was created in partnership with diverse stakeholders to reflect the need for pathways to higher education for refugees who have few, if any, opportunities to participate in higher education. The authors briefly discuss the gaps in services in refugee camps that informed and inspired the creation of an online program that focuses on social work skills. Next, the authors provide a background and description of a multi-player partnership that was needed to create the pathway for refugees to attain higher education credentials in an accredited US institution and share findings from instructor and program feedback instruments, as well as focus groups, that speak to elements of the program, both in design and in implementation. The chapter concludes with a recommendation, for what can be implemented in online social work education as to enhance student experience and create possibilities of sharing varied values and respect across differences, as well as common language of social justice and transformation.
