Abstract

Purpose

In the context of constructing an integrated national strategic system, collaborative innovation among enterprises is the current social focus. Therefore, in order to find the interest relationship between multiple game subjects, to explore the influencing factors of collaborative innovation of civil-military integration enterprises. This paper constructs a collaborative innovation mechanism for militarycivilian integration involving four game subjects (military enterprises, private enterprises, local governments, and science and technology intermediaries). It aims to solve and reveal the evolutionary game relationship among the four parties.

Design/methodology/approach

To explore the mechanism of militarycivilian collaborative innovation involving four players, this study employs game theory and constructs an evolutionary game model for collaborative innovation with the participation of military enterprises, civilian enterprises, local governments, and technology intermediaries. The model reveals the evolutionary game patterns among these four entities, analyzes the impact of various parameters on the evolutionary process of the game system, and numerical simulation is used to show these changes more specifically.

Findings

The research findings demonstrate that active government subsidies promote cooperation throughout the system. Moreover, increasing the input-output ratio of research and development (R&D), the rate of technological spillovers, and the R&D investment of civilian enterprises all facilitate the tendency toward cooperation within the system. However, when the government chooses to actively provide subsidies, increasing R&D investment in military enterprises may hinder the tendency toward cooperation. Furthermore, central transfer payments, government punishment from the central government, and an increase in the information conversion rate of technology intermediaries may suppress the rate of cooperation within the system.

Originality/value

Most of the previous studies on the collaborative innovation of militarycivilian integration have been tripartite game models between military enterprises, private enterprises, and local governments. In contrast, this study adds science and technology intermediaries on this basis, reveals the evolution mechanism of collaborative innovation of civil-military integration enterprises from the perspective of four-party participation, and analyzes the factors influencing the cooperation of the whole system. The conclusion of this study not only enriches the collaborative innovation evolution mechanism of militarycivilian integration enterprises from the perspective of multiple agents but also provides practical guidance for the innovation-driven development of militarycivilian integration enterprises.

Abstract

Purpose

Based on dual information asymmetry, the two-stage segmented compensation mechanism for technological innovation of civilian enterprises’ participation in military (CEPIM) has been discussed.

Design/methodology/approach

On the basis of the traditional principal-agent problems, the incentive compatibility condition is introduced as well as the hybrid incentive compensation model is established, to solve optimal solution of the compensation parameters under the dynamic contract condition and the validity is verified by numerical simulation.

Findings

The results show that: (1) The two-stage segmented compensation mechanism has the functions of “self-selection” and “stimulus to the strong”, (2) It promotes the civilian enterprises to obtain more innovation benefit compensation through the second stage, (3) There is an inverted U-shaped relationship between government compensation effectiveness and the innovation ability of compensation objects and (4) The “compensable threshold” and “optimal compensation threshold” should be set, respectively, to assess the applicability and priority of compensation.

Originality/value

In this paper, through numerical simulation, the optimal solution for two-stage segmented compensation, segmented compensation coefficient, expected returns for all parties and excess expected returns have been verified under various information asymmetry. The results show that the mechanism of two-stage segmented compensation can improve the expected returns for both civilian enterprises and the government. However, under dual information asymmetry, for innovation ability of the intended compensation candidates, a “compensation threshold” should be set to determine whether the compensation should be carried out, furthermore an “optimal compensation threshold” should be set to determine the compensation priority.

Abstract

Purpose

In the context of innovation-driven development strategy, open innovation has become an important way for enterprises to gain competitive advantages on the path of innovation and development. However, with the increasing competition, enterprises' open innovation is restricted by some constraints. How to promote open innovation in the restricted situations has become an existing research gap. Based on the perspective of digital transformation, this paper discusses how to promote the open innovation of enterprises under the restricted situations and find its breakthrough path, and analyzes the moderating effect of innovation persistence and political relevance.

Design/methodology/approach

Due to the complexity and confidentiality of militarycivilian integration enterprises, they have become typical innovation-restricted enterprises. In this study, it selects a-share listed companies in the field of militarycivilian integration in China in 2016–2020 as the research sample, and uses the two-way fixed-effect model to analyze the proposed variables. Finally, the robustness of the results in this paper is verified by a series of robustness tests and endogeneity tests.

Findings

The results show that digital transformation facilitates open innovation in military–civil integration enterprises, and that innovation persistence and political relevance positively moderate the relationship between the two. Further, digital transformation can promote open innovation in military–civil integration enterprises by easing the financing constraints and reducing information asymmetry. Innovation persistence has a more pronounced positive moderating effect among civilian-to-military and SMEs, and digital transformation of firms in the South has a negative effect on open innovation, but innovation persistence and political relevance dampen this negative effect.

Originality/value

Previous studies on the restrictions of open innovation or its dark side are mostly case studies and qualitative research. In contrast, the superiority and novelty of this study is in the form of a typical innovation-restricted enterprises “civil-military integration enterprise” as the research sample, based on the perspective of digital transformation, through empirical analysis method to explore how to better implementation of open innovation in the restricted situations. The findings of the study can not only enrich the application of digital transformation and open innovation theory, but also provide practical guidance for military–civil integration innovation in restricted situations.

Abstract

Purpose

As a transition economy, China is interested in allocating its limited innovation resources economically, reasonably and efficiently to produce as many outputs as possible with its limited financial and human resources. Nonetheless, what is the efficiency of the allocation of innovative resources for civil–military integration enterprises, and what factors hinder its efficiency improvement? The purpose of this paper is to explore these problems.

Design/methodology/approach

The improved two-stage network data envelopment analysis (DEA) method is used to measure the overall efficiency and stage efficiency of the innovation resource allocation of 58 Chinese civil–military integration listed companies from 2010 to 2016. Tobit model is used to analyze the influencing factors of resource allocation efficiency.

Findings

The results indicate that the overall efficiency and stage efficiency of innovation resource allocation fluctuate in varying degrees during the period. The optimization of overall efficiency is restricted by lower efficiency of innovation achievement transformation. Enterprise scale was found to have a significant negative impact on both overall and two-stage efficiencies. Proportion of research and development (R&D) personnel had a positive effect on the overall and two-stage efficiency. Government support had a significant positive effect on the stage of innovation resource development and overall efficiency.

Originality/value

Previous research studies have used either the DEA or stochastic frontier analysis method to measure the efficiency of innovation activities as a whole and ignored the stage of initial investment to final output in innovation activities. That is, the process in which initial input of R&D resources becomes innovation output, and then becomes economic benefits. Therefore, this paper studies the efficiency of innovation resource allocation of civil–military integration listed companies. The improved two-stage chain network DEA method and Tobit model were used.

Abstract

Purpose

Under the background of economic and technological globalization, all countries will pay attention to science and technology innovation policies. At this time, the era of innovation policy plays an important role. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, earnestly innovate development concepts and strengthen the key supporting role of scientific and technological innovation for social development.

Design/methodology/approach

The research will make an in-depth study on the policy of scientific and technological innovation, take the change trend of the number of laws and regulations and the analysis of the basic content as the entry point, and classify it from five different aspects, such as the policy of scientific and technological system and mechanism, the policy of financial guidance, the policy of technological innovation of enterprises, the policy of scientific and technological talents, and the policy of intellectual property.

Findings

Through the comparison of the development history of science and technology policies at home and abroad, the development history of science and technology innovation policies under the special national conditions of China is obtained. Combining with the relevant basic theories of science and technology innovation system, designing from the publishing department, main content, and implementation subject, constructing a synergistic science and technology innovation system of “government, industry, university and research,” and forming an “integration of supply and demand” technology innovation framework will guide the development of China's science and technology innovation in the future.

Originality/value

The authors construct the policy framework of science and technology collaborative innovation based on the concept of science and technology innovation policies. The framework has realistic significance for its future development.

Purpose

The purpose of this paper is to convey how the transition to market-based orientations by state-owned enterprises (SOEs), particularly the military sector, represents a coevolutionary process between business and regulatory institutions that has an impact on both the military and civilian markets.

Design/methodology/approach

The authors conducted a longitudinal case study of a military SOE, the Aosheng Group, between 1951 and 2012 to understand the dynamics between institutions and organizations. A comparative analysis between the main stages of evolution was completed, and conclusions about the main patterns of organizational and institutional change were reached.

Findings

The study reports evidence on the coevolutionary nature of change in big SOEs in China, demonstrating how institutional changes are bigger drivers in promoting reorientations than are market pressures. Within the framework of punctuated equilibrium theory, the determining role that managers may play in leading and implementing organizational reorientations is emphasized.

Research limitations/implications

A triangulated methodology was employed to analyse a long period; however, its application to just a single case might be questioned in terms of generalizing any of the findings.

Originality/value

The longitudinal perspective applied in this case study contributes to critical questioning as to how Chinese agencies define forms of control and the goals for SOEs under their jurisdiction and the importance of allowing managerial discretion to the assigned managers.

Abstract

Purpose – The purpose of this chapter is to highlight the current limitations in compensating the civilian victims of armed conflicts and to examine the possibility of extending this practice.

Methodology/approach – The first half of the chapter employs legal and political analysis of the current framework of international law and the practice of the United States. The latter half of the chapter examines the literature on theory of liability in economics and philosophy.

Findings – The framework of international law, which does not require compensation for the victims of lawful attacks, is increasingly at odds with the current trend in which military force is used by a powerful state against a much weaker state on the grounds that the local population would benefit from the operation. The system developed by the United States is the most extensive and can form a model for other states and international institutions. Keating's analysis of enterprise liability can be applied to compensation of victims in military operations that are deemed to be beneficial to the population. Economic analysis, on contrary, suggests that compensation of civilian victims has minimal effect on the level of risks.

Originality/value – This chapter makes a unique contribution by applying theory of liability to a situation that widely diverges from the context in which the theory has developed. It critically examines the current practice and proposes a morally preferable and economically sustainable alternative model.

Abstract

Purpose

The debate about the differences between government, commercial and military knowledge management initiatives continues. Many consultants and vendors posit that the different objectives of government, military and commercial organizations require different philosophies, methodologies and technologies to achieve success. Many agree that technology is not the most important element of knowledge integration. However, they also agree that knowledge management technologies can enable knowledge integration and contribute to efficiencies in organizations. This study provides empirical research to contribute to this theoretical and practical discussion.

Design/methodology/approach

This study explores the perceived differences of the impact of knowledge management technologies between commercial, military and government users. Analysis of variance is used to compare means of responses among the three groups. This study applies hypothesis testing through a case study of an enterprise in the military sector, the United States Department of the Navy's (DON) Space and Naval Warfare Systems Command (SPAWAR).

Findings

The primary conclusion of this study is that there is a significant difference in expectations among contractors, government civilian and uniform military knowledge workers on expected efficiencies from KMTs. Contractors and uniform military have similar expectations. Government civilians have significantly lower expectations. Contractors have the highest expectations from KMTs.

Research limitations/implications

There are a few studies that compare government and commercial sector knowledge management expectations and practices. In addition, case studies and anecdotal data provided by vendors and consultants communicate the value of knowledge management technologies. Still there is a need to grow the body of knowledge on the impact of KMTs on efficiency. To that end there is a growing commitment to empirical and conceptual research by scholars in knowledge management.

Practical implications

Implications for scholars and practitioners are posited.

Originality/value

There is still a lack of empirical research on the impact of knowledge management technologies on competitive advantage in government organizations. This study adds to understanding of this area of research.

Abstract

Purpose

This paper aims to contribute to the literature on the changing role of the defence sector in the economy at industry and enterprise levels focusing on defence‐civilian cooperation and defence supply networking with foreign industry enterprises from complex industry‐perspective.

Design/methodology/approach

Measuring is based on the comparative industry data and the unique survey evidence for the Slovenian defence industry enterprises to derive managerial and policy implications.

Findings

The role of the defence industry in the economy declined, but trade deficits from arms and ammunition increased. The industry enterprises can gain from defence‐civilian cooperation and defence supply chain networking with foreign industry enterprises. Information‐coordination institutions are seen to provide opportunities for future industry development in Slovenia.

Research limitations/implications

This research focuses on Slovenia. Future enhancement of the research would be to look into the possibility of applying the findings to other countries. The size of the enterprise, and even more the size of the country, does matter in the defence‐market chain activities.

Practical implications

The proposed industry firm‐level survey approach provides useful policy and managerial implications in the evaluation of defence industry supply and market chain cooperation and networking activities with foreign industry enterprises. The study proves the usefulness of the results, both to the future organizational development and as a decision‐making tool in the complex industry systems.

Originality/value

This paper adds to the industry firm‐level analyses as data management tools for evaluating the defence‐civilian cooperation and networking of complex industry market chain activities for more effective management.

Abstract

Purpose

This study aims to interrogate the nature and characteristics of military entrepreneurship among veterans of the Nigerian Armed Forces.

Design/methodology/approach

Through the application of case study methodology, the study gathered data that reveal some distinguishing features of veteran entrepreneurship in Nigeria.

Findings

Veterans’ military background and military training appear to have both facilitating and inhibiting effects on veteran entrepreneurship in Nigeria. The study also reveals that veteran entrepreneurship though it may have some distinguishing features, but does not differ significantly to civilian entrepreneurship. Veterans’ entrepreneurs confront the same challenges as their civilian counterparts.

Originality/value

The result provides valuable knowledge for academics/researchers researching success and failure factors in the veteran entrepreneurship field.
