Abstract

Purpose

In the context of innovation-driven development strategy, open innovation has become an important way for enterprises to gain competitive advantages on the path of innovation and development. However, with the increasing competition, enterprises' open innovation is restricted by some constraints. How to promote open innovation in the restricted situations has become an existing research gap. Based on the perspective of digital transformation, this paper discusses how to promote the open innovation of enterprises under the restricted situations and find its breakthrough path, and analyzes the moderating effect of innovation persistence and political relevance.

Design/methodology/approach

Due to the complexity and confidentiality of military–civilian integration enterprises, they have become typical innovation-restricted enterprises. In this study, it selects a-share listed companies in the field of military–civilian integration in China in 2016–2020 as the research sample, and uses the two-way fixed-effect model to analyze the proposed variables. Finally, the robustness of the results in this paper is verified by a series of robustness tests and endogeneity tests.

Findings

The results show that digital transformation facilitates open innovation in militarycivil integration enterprises, and that innovation persistence and political relevance positively moderate the relationship between the two. Further, digital transformation can promote open innovation in militarycivil integration enterprises by easing the financing constraints and reducing information asymmetry. Innovation persistence has a more pronounced positive moderating effect among civilian-to-military and SMEs, and digital transformation of firms in the South has a negative effect on open innovation, but innovation persistence and political relevance dampen this negative effect.

Originality/value

Previous studies on the restrictions of open innovation or its dark side are mostly case studies and qualitative research. In contrast, the superiority and novelty of this study is in the form of a typical innovation-restricted enterprises “civil-military integration enterprise” as the research sample, based on the perspective of digital transformation, through empirical analysis method to explore how to better implementation of open innovation in the restricted situations. The findings of the study can not only enrich the application of digital transformation and open innovation theory, but also provide practical guidance for militarycivil integration innovation in restricted situations.

Abstract

Purpose

In the context of constructing an integrated national strategic system, collaborative innovation among enterprises is the current social focus. Therefore, in order to find the interest relationship between multiple game subjects, to explore the influencing factors of collaborative innovation of civil-military integration enterprises. This paper constructs a collaborative innovation mechanism for military–civilian integration involving four game subjects (military enterprises, private enterprises, local governments, and science and technology intermediaries). It aims to solve and reveal the evolutionary game relationship among the four parties.

Design/methodology/approach

To explore the mechanism of military–civilian collaborative innovation involving four players, this study employs game theory and constructs an evolutionary game model for collaborative innovation with the participation of military enterprises, civilian enterprises, local governments, and technology intermediaries. The model reveals the evolutionary game patterns among these four entities, analyzes the impact of various parameters on the evolutionary process of the game system, and numerical simulation is used to show these changes more specifically.

Findings

The research findings demonstrate that active government subsidies promote cooperation throughout the system. Moreover, increasing the input-output ratio of research and development (R&D), the rate of technological spillovers, and the R&D investment of civilian enterprises all facilitate the tendency toward cooperation within the system. However, when the government chooses to actively provide subsidies, increasing R&D investment in military enterprises may hinder the tendency toward cooperation. Furthermore, central transfer payments, government punishment from the central government, and an increase in the information conversion rate of technology intermediaries may suppress the rate of cooperation within the system.

Originality/value

Most of the previous studies on the collaborative innovation of military–civilian integration have been tripartite game models between military enterprises, private enterprises, and local governments. In contrast, this study adds science and technology intermediaries on this basis, reveals the evolution mechanism of collaborative innovation of civil-military integration enterprises from the perspective of four-party participation, and analyzes the factors influencing the cooperation of the whole system. The conclusion of this study not only enriches the collaborative innovation evolution mechanism of military–civilian integration enterprises from the perspective of multiple agents but also provides practical guidance for the innovation-driven development of military–civilian integration enterprises.

Abstract

Purpose

The purpose of this paper is to analyse supply chain network management (SCNM) in the context of emergency preparedness management (EPM). The results of this study revealed that civil-military relations are essential for EPM to function as a coordinated approach to safety and security, and are necessary to respond effectively to complex emergencies and mitigating threats to developed countries. Civil-military relations are still a concern in the context of communication, the exercise of authority, and the coordination of emergency supplies (ES) to emergency operations.

Design/methodology/approach

This qualitative study is based on field observations, with attention focused on the EPM of Sweden, Finland, and Poland. The analysis of a broader SCNM through EPM was supported by semi-structured interviews among civil-military actors in Sweden, information collected from informal conversations known as “hanging out”, and secondary materials. Empirically, the analysis included a variety of civil-military relationships and identified implications for management, policy, and planning that are applicable to developed countries.

Findings

The management of civil-military relations is a meaningful resource when used as an overall approach for safety and security. The integration of civil-military relations in EPM in the planning of ES is a long-standing and complex matter. The management of Swedish civil-military relations in EPM is recognising that implications for management are imbedded in continuous policy changes in, for example, the Swedish policy history. Civil-military relational complications that arise in the field of operations are impossible to anticipate during emergency planning, as those complications are grounded in policy changes.

Originality/value

Escalating threats to developed countries are highlighted. The study underlines the primary measures used in studying military involvement in EPM. An understanding of SCNM as a choice for management can be obtained in future research that focuses on a broader role of the military in EPM. Sweden has emphasised a clearer role for the military by reactivating total defence planning and by evolving common practices and processes with civil actors in civil defence. Meanwhile, Poland and Finland are increasing their focus on supporting the management of civil-military policies on safety and security regarding communication, authority, and developing coordination. Consistent with findings from previous reports on SCNM, civil-military relations are essential for EPM. This study confirmed the importance of civil-military coordination, the management and practice of authority, and shared forms of communication.

Abstract

Purpose

As a transition economy, China is interested in allocating its limited innovation resources economically, reasonably and efficiently to produce as many outputs as possible with its limited financial and human resources. Nonetheless, what is the efficiency of the allocation of innovative resources for civilmilitary integration enterprises, and what factors hinder its efficiency improvement? The purpose of this paper is to explore these problems.

Design/methodology/approach

The improved two-stage network data envelopment analysis (DEA) method is used to measure the overall efficiency and stage efficiency of the innovation resource allocation of 58 Chinese civilmilitary integration listed companies from 2010 to 2016. Tobit model is used to analyze the influencing factors of resource allocation efficiency.

Findings

The results indicate that the overall efficiency and stage efficiency of innovation resource allocation fluctuate in varying degrees during the period. The optimization of overall efficiency is restricted by lower efficiency of innovation achievement transformation. Enterprise scale was found to have a significant negative impact on both overall and two-stage efficiencies. Proportion of research and development (R&D) personnel had a positive effect on the overall and two-stage efficiency. Government support had a significant positive effect on the stage of innovation resource development and overall efficiency.

Originality/value

Previous research studies have used either the DEA or stochastic frontier analysis method to measure the efficiency of innovation activities as a whole and ignored the stage of initial investment to final output in innovation activities. That is, the process in which initial input of R&D resources becomes innovation output, and then becomes economic benefits. Therefore, this paper studies the efficiency of innovation resource allocation of civilmilitary integration listed companies. The improved two-stage chain network DEA method and Tobit model were used.

Military technology is traditionally shrouded in secrecy. Even joint research between allies can be a marriage of convenience. But with the end of the Cold War and greater European integration, the technological landscape is changing, and a closer interface is emerging between military and civilian technologies. A worldwide stagnation in defence spending is accelerating the take‐up of commercial off‐the‐shelf technologies, while in the aerospace sector, the factors of safety and the environment are becoming at least as important as cost.

Abstract

The past ten to fifteen years have been a turbulent period for the Swedish military. The collapse of the Soviet Union, which was the primary potential enemy, the end of the Cold War, the establishment of the independent Baltic States and Swedish membership in the European Union all combined to render the Swedish defence forces hopelessly outdated. However, although the need for change has been obvious for many years, now many think the progress has been very slow. Some say we should have changed the defence forces dramatically back in the early 1990s. Instead, we chose to implement a series of reorganisations, closing down piece after piece of the old invasion-oriented defence force, while trying to retain as much as possible. What we have today is an eroded conscription system, where military service has become more a question of choice. Despite all this, the public is still quite supportive, thinking that we might need a defence “just in case”, especially as new threats arise. A new trend is that quite many, according to public opinion polls, now think that those who actually do serve as conscripts should get extra compensated with money for this service to society.

Purpose

The purpose of this paper is to convey how the transition to market-based orientations by state-owned enterprises (SOEs), particularly the military sector, represents a coevolutionary process between business and regulatory institutions that has an impact on both the military and civilian markets.

Design/methodology/approach

The authors conducted a longitudinal case study of a military SOE, the Aosheng Group, between 1951 and 2012 to understand the dynamics between institutions and organizations. A comparative analysis between the main stages of evolution was completed, and conclusions about the main patterns of organizational and institutional change were reached.

Findings

The study reports evidence on the coevolutionary nature of change in big SOEs in China, demonstrating how institutional changes are bigger drivers in promoting reorientations than are market pressures. Within the framework of punctuated equilibrium theory, the determining role that managers may play in leading and implementing organizational reorientations is emphasized.

Research limitations/implications

A triangulated methodology was employed to analyse a long period; however, its application to just a single case might be questioned in terms of generalizing any of the findings.

Originality/value

The longitudinal perspective applied in this case study contributes to critical questioning as to how Chinese agencies define forms of control and the goals for SOEs under their jurisdiction and the importance of allowing managerial discretion to the assigned managers.

In the 21st century, disputes between military and civilians are to occur in the arena of security or defense policies. The civilmilitary relations of Korea might be shifted from the political conflicts between political elites and military leaders to the democratic governances of the military sector.

This chapter examines the existence of civilmilitary gap in the perceptions or attitudes on the security or defense issues. The samples are classified into six subgroups. The military is classified into “commissioned officers (COs) and non-commissioned officers (NCOs)” and “conscripted soldiers,” and the civilians into four subgroups according to sex and age. There is not much acute or urgent, serious civilmilitary gap in the analysis. Sometimes the perceptional gap rather resides between the male and the female or between the youth and the elder generation than in between the military and the civilian. But there are some differences in perceptions and attitudes between the military and civilians. These are related to the interests of national security affairs, to the military threat from North Korea, and to the confidence in the defense management. Owing to their different life conditions, the perceptional differences between civilians and military are inevitable to some degree. But to develop better civilmilitary relations and to enhance the consensus in the national security issues in the 21st century, institutionalizing the democratic governance might be necessary. It is recommended to have more discussions between the military and civilians, to share more information about the security issues, to increase transparency in the defense management, and to have more participation of the civilians in the security sector.

Abstract

Purpose

The aim of this paper is to demonstrate that synergy between firms and local institutions may lead to success even in an economic environment which cannot offer competitive advantages to high tech industrial clustering. However, the condition for such a complex result is convergence between cluster‐based regional development policy, the related industry national strategy and the central government preferential policy for less developed areas.

Design/methodology/approach

The experiences selected as case studies are the Xi'an National Civil Aerospace Base in Shaanxi Province (China) and CampaniAerospace in Campania region (Italy). As information was gathered both through policy documents (China and Italy) and direct interviews to cluster's stakeholders (Italy), the outcome is, according to the criteria suggested by Eisenhardt and Yin, a qualitative research. Comparing economic data provided by the respective countries' Statistical Offices, the authors assessed that Shaanxi Province and the Campania region share a “peripheral” position within their respective national context. Starting from this, the authors analyzed the formal documents which reported the experience of the two clusters.

Findings

The finding is that the outcome (the status of cluster which is assumed as “a value in itself”) of the convergence between firms' will to gain agglomeration advantages and the policymakers' plan to redress interregional economic disparities is definitely not an efficiency‐driven process. In the high tech sectors which are very sensitive to the increasing competition for technology on the international market, the pursuit of efficiency may, on the contrary, be dissipated.

Originality/value

As attested by the comparative literature, aims and performance of industrial clusters differ in accordance with the stage of economic development as well as the institutional and regulatory framework. The paper demonstrates, however, that in the take‐off stage, it is the position occupied by the host region within the national context which determines the behaviour of the actors concerned as well as the outcome of their commitment.

Abstract

Purpose

Based on dual information asymmetry, the two-stage segmented compensation mechanism for technological innovation of civilian enterprises’ participation in military (CEPIM) has been discussed.

Design/methodology/approach

On the basis of the traditional principal-agent problems, the incentive compatibility condition is introduced as well as the hybrid incentive compensation model is established, to solve optimal solution of the compensation parameters under the dynamic contract condition and the validity is verified by numerical simulation.

Findings

The results show that: (1) The two-stage segmented compensation mechanism has the functions of “self-selection” and “stimulus to the strong”, (2) It promotes the civilian enterprises to obtain more innovation benefit compensation through the second stage, (3) There is an inverted U-shaped relationship between government compensation effectiveness and the innovation ability of compensation objects and (4) The “compensable threshold” and “optimal compensation threshold” should be set, respectively, to assess the applicability and priority of compensation.

Originality/value

In this paper, through numerical simulation, the optimal solution for two-stage segmented compensation, segmented compensation coefficient, expected returns for all parties and excess expected returns have been verified under various information asymmetry. The results show that the mechanism of two-stage segmented compensation can improve the expected returns for both civilian enterprises and the government. However, under dual information asymmetry, for innovation ability of the intended compensation candidates, a “compensation threshold” should be set to determine whether the compensation should be carried out, furthermore an “optimal compensation threshold” should be set to determine the compensation priority.
