Abstract

Purpose

This paper aims to determine if proximity to cell phone towers influences house prices with a focus on isolating the impact of tower aesthetics on nearby property values.

Design/methodology/approach

Sales transaction data from the Auckland Region during 2005‐2007 were analysed using a series of hedonic models testing various proximity specifications across two populations of cell towers: residential‐only and global (all towers).

Findings

The study could not establish a relationship between cell towers and house prices with the exception of armed monopole towers located in residential areas due to such towers' acute visual disamenity.

Practical implications

The study's findings can be directly applied to residential valuation practice and can assist government regulators and telecommunication companies in siting new cell towers.

Originality/value

This research provides three distinct methodological improvements: unconventional geocoding that improves spatial accuracy, separate analysis of towers in residential areas that enhances internal validity and inclusion of tower mast data to isolate the impact of tower aesthetics.

Abstract

Purpose

The purpose of this paper is to document the corporate site selection and acquisition process in a Nigerian global system for mobile (GSM) communication company, using a case study approach.

Design/methodology/approach

The study integrates a literature review and a case study. The researcher made use of semi‐structured interviews to obtain information about the process of site selection and acquisition from the personnel of the property management department (property managers/SAQ managers) of the studied organisation. Beside the interviews, there was a series of follow‐ups for further clarification through telephone conversation and e‐mail. On average, the interview took about 45 minutes with each respondent, aside from prior occasional discussions undertaken to obtain some data.

Findings

Data obtained indicated that the process of site acquisition follows the global trend of outsourcing of non‐core services by organizations to consultants who have the technical ability to handle such assignments. The case study also revealed an arrangement of successful collaboration between multinational companies and local/indigenous firms.

Research limitations/implications

The approach is subject to data distortion as there is no yardstick for comparison in the industry.

Practical implications

The study has major implications for real estate practice in Nigeria. Real estate practitioners need to acquire the technical ability to meet real estate/site acquisition service requirements of multinational companies. The profession also needs qualified and competent members who can compete favourably with their foreign counterparts, who have hitherto been providing site acquisition services for the foreign companies in their overseas branches.

Social implications

The method of outsourcing breeds competitiveness for site acquisition service provision and enhances efficient service delivery. It helps indigenous contractors to favourably compete for jobs of international standard.

Originality/value

The study explores the case study approach to provide a guide for foreign investors towards meeting their real estate needs.

This chapter examines the principles behind law enforcement intelligence and identifies best practices established by other local and state law enforcement organizations. Then, it conducts a close analysis of the law enforcement intelligence process to determine, in light of best practices, how policies and procedures might be changed to better address law enforcement operations. A redefined intelligence process, as described in this chapter, will provide all participating agencies with a universal definition of law enforcement intelligence, will maintain and enhance community-policing efforts, and will establish a platform for contribution to the domestic intelligence cycle – which is essential for leveraging resources to detect and disrupt organized criminal organizations and terrorism.

Cyber threats present constantly evolving and unique challenges to national security professionals at all levels of government. Public and private sector entities also face a constant stream of cyberattacks through varied methods by actors with myriad motivations. These threats are not expected to diminish in the near future. As a result, homeland security and national security professionals at all levels of government must understand the unique motivations and capabilities of malicious cyber actors in order to better protect against and respond to cyberattacks. This chapter outlines the most common cyberattacks; explains the motivations behind these attacks; and describes the federal, state, and local efforts to address these threats.

Abstract

This chapter analyzes the link between the digital divide, infrastructure regulation, and disaster planning and relief through a case study of the flood in San Jose, California triggered by the Anderson dam’s overtopping in February 2017 and an examination of communication failures during the 2018 wildfire in Paradise, California. This chapter theorizes that regulatory decisions construct social and disaster vulnerability. Rooted in the Whole Community approach to disaster planning and relief espoused by the United Nations and the Federal Emergency Management Agency, this chapter calls for leadership to end the digital divide. It highlights the imperative of understanding community information needs and argues for linking strategies to close the digital divide with infrastructure and emergency planning. As the Internet’s integration into society increases, the digital divide diminishes access to societal resources including disaster aid, and exacerbates wildfire, flood, pandemic, and other risks. To mitigate climate change, climate-induced disaster, protect access to social services and the economy, and safeguard democracy, it argues for digital inclusion strategies as a centerpiece of community-centered infrastructure regulation and disaster relief.

Purpose

Global demand growth for new cell phone towers is extraordinary. However, many markets feature onerous regulation that impedes the rolling out of new infrastructure. Regulators are primarily concerned with tower aesthetics and the perceived impact on house prices. Focusing on isolating the impact of tower aesthetic, this paper aims to discover whether proximity to cell phone towers influences house prices.

Design/methodology/approach

Hedonic modeling is used to measure the influence of proximity to cell phone towers on house prices in the urban area of Christchurch, New Zealand, based on 9,715 transactions over the period from 2004 to 2010. Three functional proximity forms are tested separately.

Findings

No statistically significant connection between cell phone towers and house prices was observed.

Originality/value

In light of this study's results and emerging empirical evidence on the proximity-price relationship, New Zealand's recently introduced National Environmental Standards for Telecommunication Facilities may serve as a model of public policy on tower siting for other markets.

Brief overview of the teaching case:

Lattice Towers is a South African company in the telecommunications infrastructure sector. They are struggling to generate sufficient cash flow to sustain operations as a result of poor strategic decision-making regarding tower-build site acquisition. To compound matters, the owner has been struggling with health issues related to the stress caused by the crises that Lattice Towers is going through. Recently, however, a multinational publicly listed behemoth in the telecommunications industry, Helios Towers, offered to acquire the company. The acquisition offer seems like a saving grace to the owner; however, Lattice Towers is deeply personal to the him and he would not like to lose the brand. Furthermore, there is a tremendous opportunity for business growth due to the imminent increase in demand for tower infrastructure. But based on the challenging financial position the business currently finds itself in, he might not have the option to keep the business.

Abstract

Purpose

With revolutions in the telecommunication sector having led to wide unprecedented consequences in all facets of human life, this paper aims to examine the relationship between cell phone tower base stations (CPTBSs) and residential property prices within the City of Johannesburg (CoJ), South Africa.

Design/methodology/approach

The authors align their work with global literature and assess how the impact of CPTBSs influences residential property values in South Africa. The authors use a semi-log hedonic pricing model to test the hypothesis that proximity of CPTBSs to residential properties does not account for any variation in residential property prices.

Findings

The results show a significant impact that proximity of CPTBS has on residential property sale prices. However, the impact of CTPBSs’ proximity on residential property prices depends on their distance from the residential properties. The closer a residential property is to the CTPBS, the greater the impact that the CTPBS will have on the selling price of the residential property.

Originality/value

With international studies offering mixed findings on the impact of CPTBSs on residential property values, there is limited research on their impact in South Africa. The findings of this study offer crucial insights for the real estate practitioners, property owners, telecommunications companies and the public, providing a nuanced understanding of the relationship between CPTBSs and property values. This research helps property owners understand the effects of CPTBSs on their properties, and it assists property valuers in gauging the impact of CPTBSs on property values.

Abstract

Purpose

This paper aims to draw lessons for telecommunications (telecom) network deployment in India, from a study of policy and regulatory approaches taken by other federal administrations in streamlining processes for site clearances, grant of rights of way (RoW) and approvals for local infrastructure deployment and sharing. With the urgent need for setting up small cells and rapid fiberisation of networks in the 5G era, the importance of such processes has gained prominence.

Design/methodology/approach

The authors adopt qualitative thematic content analysis with three-tier coding and classification to identify themes in archival and current documentary data and information obtained from subject-matter experts in the countries studied.

Findings

Formulation and implementation of telecom policy is led by national governments. However, national telecom administrations, in recognition of new needs, have co-opted states and local authorities as partners in development of telecom networks, providing the overall framework, guidance and appropriate incentives where required.

Practical implications

This cooperative model could work well in India, where telecom policy making and regulation is the prerogative of the central government, but administration of RoW and local clearances for cable laying, tower siting and associated infrastructure activities for expanding telecom networks are left to decentralised decision-making in the states and local bodies.

Originality/value

This research attempts to sytematise, thematise and draw cross-country comparisons to inform regulatory and administrative policy for 5G infrastructure rollout in India.

Abstract

Purpose

Viscous dampers are commonly used in large span cable-stayed bridges to mitigate seismic effects and have achieved great success.

Design/methodology/approach

However, the nonlinear analysis on damper parameters is usually computational intensive and nonobjective. To address these issues, this paper proposes a simplified method to determine the viscous damper parameters for double-tower cable-stayed bridges. An empirical formula of the equivalent damping ratio of viscous dampers is established through decoupling nonclassical damping structures and linearization of nonlinear viscous dampers. Shaking table tests are conducted to verify the feasibility of the proposed method. Moreover, this simplified method has been proved in long-span cable-stayed bridges.

Findings

The feasibility of this method is verified by the simplified model shaking table test. This simplified method for determining the parameters of viscous dampers is verified in cable-stayed bridges with different spans.

Originality/value

This simplified method has been validated in cable-stayed bridges with various spans.
