Abstract
Purpose
The purpose of this paper is to investigate the diverse rendering of the idea of nation and the role of universities in nation-building in the 1950s Murray and Hughes Parry Reports in Australia and Aotearoa/New Zealand. This paper provides trans-Tasman comparisons that reflect the different national and international interests, positioning of science and the humanities and desired academic and student subject positions and power relations.
Design/methodology/approach
This paper adopts a Foucauldian genealogical approach that is informed by Wodak’s (2011) historical discourse analysis in order to analyse the reports’ discursive constructions of the national role of universities, the positioning of science and humanities and the development of desired academics and student subjectivities and power relations.
Findings
The analysis reveals the different positioning of Australia and Aotearoa/New Zealand in relation to the Empire and the Cold War. It also demonstrates how Australian national interests were represented in these reports as largely economic and defence related, while Aotearoa/New Zealand national interests were about economic, social and cultural nation-building. These differences were also matched by diverse weightings attached to university science and the humanities education. There is also a hailing of traditional, enlightenment-inspired discourses about desired academic and student subjectivities and power relations in Australia that contrasts with the emergence of early traces of more contemporary discourses about equity and diversity in universities in Aotearoa/New Zealand.
Originality/value
The paper demonstrates the value of transnational analysis in contributing to historiography about university education. The Foucauldian discourse analysis approach extends existing Australian historiography about universities during this period and represents a key contribution to Aotearoa/New Zealand historiography that has explored academic and student subjectivities to a lesser extent.

Abstract
Purpose
Many psychiatrists and trainees in Aotearoa New Zealand used telepsychiatry during COVID-19 lockdowns, despite minimal experience and training in the area. Research on a culturally safe telepsychiatry framework is lacking in Aotearoa. This study aims to provide a better understanding of telepsychiatry in the Aotearoa context and identify potential gaps with the current practice, with a focus on exploring telepsychiatry use with Maori, Pacific peoples and Asians.
Design/methodology/approach
This qualitative study was guided by the principles of the Kaupapa Maori methodology and the “Give Way Rule” from Pan-Pacific studies, to ensure culturally appropriate analysis and outcomes. Semi-structured interviews were conducted with a sample of psychiatrists and trainees recruited from Aotearoa members of the Royal Australian and New Zealand College of Psychiatrists. The qualitative data were then analysed using general inductive thematic analysis to identify the major themes.
Findings
In total, 18 participants were interviewed. Three key themes were identified: cultural safety such as preparation for a telepsychiatry session, cultural practices and equity issues; clinical practice such as continuity of care, patient selection and limitations; and process of running a telepsychiatry service.
Originality/value
The analysis of the main themes gives both practical ideas for providing a culturally safe telepsychiatry appointment, as well as a wider base for developing a telepsychiatry service that works particularly for Maori, Pacific and Asians mental health users. Issues around resources and expertise in the field are lacking and further frameworks to support infrastructure and training are needed.

Purpose
This paper aims to demonstrate the role of supplier diversity in empowering indigenous entrepreneurship and the potential socio-economic benefits derived from Puna Awarau (supplier diversity) in Aotearoa (New Zealand).
Design/methodology/approach
Supplier diversity is an emerging field in Aotearoa (New Zealand). The insights and learnings shared in this article are based on the authors' own professional experiences and insights as supplier diversity practitioners that have shaped, grown and worked in this field.
Findings
Supplier diversity is a global practice that is quickly gaining traction in Aotearoa. This is a highly practical tool to create equity for Maori, delivering benefits directly to whanau (families) and bolstering the conditions for entrepreneurship to flourish. Maori fare worst in multiple measures of social and economic well-being in Aotearoa (New Zealand). Super charging the country's fledgling supplier diversity movement is one of the tools in growing Maori entrepreneurship and socio-economic equity at the same time.
Social implications
There is significant economic and social disparity between Maori and non-Maori. The median net worth of Maori is just a fraction of that of New Zealand (NZ) Europeans. What is clear is that the systems aren't serving Maori people and a “business as usual” approach simply doesn't work. Supplier diversity is a highly practical tool that can create equity for Maori, delivering benefits directly to whanau (families) and bolstering the conditions for entrepreneurship to flourish.
Originality/value
This paper is the one the first academic contributions to the supplier diversity practice in Aotearoa. This article demonstrates the case for supplier diversity, the supplier diversity journey to date and early learnings and insights from practitioners working at the coal face of this emerging practice in Aotearoa.

Purpose
The purpose of this paper is to explore how a complexity informed understanding of Indigenous–settler relationships helps people to better understand Indigenous social innovation. To do this, this paper uses the attractor concept from complexity thinking to explore both the history and possible futures of Indigenous Maori social innovation as shaped by Te Tiriti o Waitangi/Treaty of Waitangi.
Design/methodology/approach
This paper frames Te Tiriti as a structural attractor for social innovation in Aotearoa-New Zealand and explores the dynamics at play in the social and economic activities related to Te Tiriti and the ongoing settlement process in Aotearoa-New Zealand. This paper outlines this as an illustrative case study detailing the relevant contextual spaces and dynamics that interact and the emergence of social innovation.
Findings
This paper suggests that the convergent, divergent and unifying dynamics present in a structural attractor provide a useful framework for building ongoing engagement between Indigenous and non-Indigenous people whereby Indigenous worldviews are given space to be articulated and valued.
Originality/value
In spite of the increase in research into social innovation, including in Indigenous contexts, the “context” of “postcolonial” context remains under-theorised and people’s understanding of the power dynamics at play here limits the understanding of how the mechanisms of Indigenous–settler partnerships structure social innovation and its impact.

Abstract
Purpose
Māori are the indigenous people of Aotearoa/New Zealand and have a history of experiencing discrimination, which occurs similarly for Pacific peoples. While both ethnic groups have lower pay and higher unemployment issues, their workplace experiences around perceived discrimination are seldom explored. Consequently, this study tests the influence of perceived discrimination on work outcomes (job satisfaction and work engagement) and well-being outcomes (job stress, job anxiety and job depression). Further, potential buffering effects of perceived organizational support (POS) and gender are conducted to test the symbolic interaction perspective (gender differences towards the potential buffering effects of POS).
Design/methodology/approach
The study uses data from Māori employees (n = 437) and Pacific employees (n = 148) for a total sample of 585 employees across a wide range of occupations and industries. Confirmatory factor analysis (CFA) of the data was used, and two-way and three-way moderations were conducted.
Findings
Overall, perceived discrimination was detrimentally related to all outcomes. Further, significant three-way interactions were found towards all well-being outcomes. This supported the symbolic interaction perspective, whereby high POS buffered perceived discrimination best for females, but low POS was key for males.
Research limitations/implications
This research is important because the authors provide much-needed empirical evidence around ethnic discrimination in Aotearoa/New Zealand workplaces and extend the outcomes explored in the discrimination literature. Implications for organizations include establishing the rate of discrimination and developing human resource management (HRM) practices to address this.
Originality/value
Beyond the unique findings towards Māori and Pacific employees, the strong support for the symbolic interaction perspective provides useful insights into understanding that support benefits differ by gender.

Purpose
This paper aims to set the scene for an emerging conversation on the Rights of Nature as articulated by a philosophy of law called Earth Jurisprudence, which privileges the whole Earth community over the profit-driven structures of the existing legal and economic systems.
Design/methodology/approach
The study used a wide range of thought from literature relating to philosophy, humanities, environmental economics, sustainable development, indigenous rights and legal theory to show how Earth Jurisprudence resonates with two recent treaties of Waitangi settlements in Aotearoa New Zealand that recognise the Rights of Nature.
Findings
Indigenous philosophies have become highly relevant to sustainable and equitable development. They have provided an increasingly prominent approach in advancing social, economic, environmental and cultural development around the world. In Aotearoa New Zealand, Maori philosophies ground the naming of the Te Urewera National Park and the Whanganui River as legal entities with rights.
Practical implications
Recognition of the Rights of Nature in Aotearoa New Zealand necessitates a radical re-thinking by accounting researchers, practitioners and educators towards a more ecocentric view of the environment, given the transformation of environmental law and our responsibilities towards sustainable development.
Originality/value
This relates to the application of Earth Jurisprudence legal theory as an alternative approach towards thinking about integrated reporting and sustainable development.

Proposes to provide some New Zealand public sector examples that reflect the ideas contained in the quotation “information is a currency of democracy”. The discussion in the first part of the paper concludes that in modern democracies such as New Zealand, information is used as a currency for democracy. The second part of the paper provides specific government initiatives that support this argument through their key government goals founded on the ethos of social inclusion. The National Library’s contribution to these goals is illustrated by the advent of the new National Library of New Zealand Aotearoa (Te Puna Ma¯tauranga o Aotearoa) Act 2003. The second part of the paper also carries an overlay of the national information strategy framework devised by the wider library and information sector through their professional organisation the Library and Information Association New Zealand Aotearoa (LIANZA) and Te Ro¯pu Whakahau (Ma¯ori Library and Information Workers Association).

Purpose
This paper aims to contribute to indigenous entrepreneurship theory by identifying what constitutes an indigenous enterprise, focussing on Aotearoa New Zealand as a case.
Design/methodology/approach
This paper combines policy (quantitative survey) and academic research (qualitative interviews) to answer the same question, what is an indigenous enterprise in Aotearoa New Zealand?
Findings
The authors found a degree of consistency as to what counts as an indigenous enterprise in the literature (e.g., identity, ownership, values), yet a consensus on a definition of Maori business remains elusive. They also found that an understanding of the indigenous economy and indigenous entrepreneurial policy are impeded because of definitional uncertainties. The authors propose a definition of Maori business which accounts for indigenous ownership, identity, values and well-being.
Research limitations/implications
The main limitation is that the literature and research use different definitions of indigenous enterprise, constraining comparative analysis. The next step is to evaluate our definition as a basis for quantifying the population of indigenous enterprises in Aotearoa New Zealand.
Practical implications
The research assists indigenous entrepreneurs to identify, measure and account for their contribution to indigenous self-determination and sustainable development.
Social implications
This research has the potential to reconceptualise indigenous enterprise as a distinct and legitimate alternative institutional theory of the firm.
Originality/value
The research challenges assumptions and knowledge of entrepreneurship policy and practice generally and the understanding of what is the nature and extent of an indigenous firm.

Purpose
The purpose of this paper is to explore and develop appropriate responses to the workforce development needs of Aotearoa New Zealand Therapeutic Communities (TC).
Design/methodology/approach
Matua Raki took a workforce development design approach using principles of participatory/co-design.
Findings
A scoping exercise undertaken to explore the workforce development needs of Aotearoa New Zealand TC concluded that there was a shortage of addiction practitioners ready, willing and able to work in the TC environment and that a workforce development solution was desired by stakeholders. Following the scoping exercise a demand analysis found that there was a need for a TC training programme to be delivered in the Aotearoa New Zealand context. Outcome: a culturally appropriate TC training programme was developed in consultation with a wide range of stakeholders. The training programme was then piloted with a group of 23 practitioners. Evaluation of participant engagement and satisfaction indicated that the training programme was appropriate to both the needs of the workforce and the TC context.
Originality/value
The TC training, developed as a result of this workforce development design approach provides unique content and processes to meet the needs of the TC workforce in the New Zealand context.

Purpose
Māori culture is a central aspect in Aotearoa/New Zealand's national identity. Beginning in the 1970s biculturalism saw the indigenous culture and values acknowledged and incorporated in wider public discourse and policy. The purpose of this paper is to investigate whether New Zealand's cyberspace accommodates Māori. It explores how the web space is influenced by biculturalism and in turn what an understanding of this web space can tell us about biculturalism in Aotearoa.
Design/methodology/approach
A brief introduction to biculturalism in New Zealand provides the background to the investigation of the country's web space. Recent access statistics enquire whether Māori are actually connected to the internet. The exploration of the structure of the internet is informed by newspaper articles and online documents relating to the development of two Māori specific second‐level domain name spaces. A word‐frequency analysis within a sample of 21 websites provides an overview into the use of the Māori language in cyberspace.
Findings
The paper shows that although Māori have the lowest access rate to the internet compared to other ethnic groups in New Zealand, their influence on the country's web space is nonetheless far‐reaching. Developments regarding Māori language uses over the last years are generally progressive. Māori culture and ongoing social changes are increasingly accommodated on the internet – Māori have been actively shaping the web space. However, these efforts do require the support and acceptance of the wider Internet community. The linguistic and structural developments taking place online since the mid 1990s were influenced by the bicultural thinking, public discourse and practice of the time.
Originality/value
This paper draws together the Māori success‐stories in their endeavour to assert their cultural needs in New Zealand's cyberspace. It highlights that the understanding of Aotearoa as being a bicultural country influenced developments taking place online potentially will lead to a truly bicultural web space in the near future.
