Abstract

Purpose

According to the Ministry of Tourism and Creative Economy, there are 7,275 indigenous tourism enterprises in Indonesia. However, only 0.5% of these are certified as a sustainable tourism village. One of them is the Karangrejo village in Borobudur, Indonesia. This village is able to sustain their enterprise, which is a unique and rare context. This study aims to address this gap by examining the sense of place value created from the collaboration between actors, mapping the actors and their resources who have crucial roles in indigenous tourism enterprise, and examining the relations between actors, mapping the characteristics and efforts made by the indigenous tourism enterprise. The novelty of this research is the unique context that it takes place, and the use of comprehensive theoretical perspectives combining architecture, sociological social psychology and marketing/business theories in tourism context, which is uncommon for research in this area.

Design/methodology/approach

Participants in this study were 17 individuals, comprising Village Chief, accompanying state-owned enterprises, tourists, owners of micro, small and medium enterprises, village economic center manager and village-owned enterprises manager. Data were collected from interviews and field recordings using purposive sampling technique. The study design was a case study. The data were coded in two steps: first cycle and second cycle coding. Member checking with research participants was conducted to ensure data credibility.

Findings

This study revealed several novel findings. First, sense of place value was not merely perceived as material and nonmaterial components, but also as networks between actors that were involved in creating such components within (value) exchange framework. Second, the actors involved in the exchange were provider actor, external supporter actor, internal supporter actor, collaborator actor and consumer actor. Each of these actors owned one or a combination of material and nonmaterial values that are exchangeable. Mapping of the actors involved was discussed using a combined perspective of consumer-centric and balanced network. Third, exchange relations that occurred between actors could be balanced or imbalanced, depending on the amount of resource owned by each actor. Nonetheless, imbalanced relations because of discrepancies in the value contributions could still have positive impact because it was motivated by the intention to help others. Fourth, this study identified the importance of having characteristics as resource integrator/gatherer for indigenous tourism enterprise (provider actor) to ensure the economic sustainability of their business.

Research limitations/implications

This study was conducted during the COVID-19 pandemic, where governments imposed strict travel restrictions. Consequently, data from tourists were limited in particular, the lack of perspectives from international tourists. During the data collection, the government were still limiting international travelers to visit the country, hence only domestic tourists were able to visit. The perspectives of international tourists would have added valuable data. Because of pandemic, the data collection process was initially conducted online, which was then followed by in-person data collection. Online data collection is common in research; however, in-person data collection would have been more preferred, where possible, so that the researchers could directly observe the situation in context. Future research could be conducted after the pandemic ends. Furthermore, findings of this research asserted the importance of actors’ motives, situations, quality of the values and relational attributes, but had not discussed these in detail, especially from the perspective of each actor. Future research could address this limitation.

Practical implications

Enhancing material and nonmaterial sense of place value would involve multiple actors. Therefore, mapping of the resources owned by these actors as well as their roles is critical. To create sense of place value, synergy between actors is essential and could not be achieved by a single actor. Every actor is influenced by motives and circumstances when interacting with the other actor. Awareness of such motives and circumstances where the exchange takes place is necessary, to ensure that the cultivated relationship aligns with the goals and expectations. As exchange relations could be balanced or imbalanced, every actor also needs to be aware of their position and continuously evaluate it to avoid being constantly in a powerless position. Indigenous tourism enterprise could not singlehandedly provide every resource needed. Therefore, developing a character as a gatherer/resource integrator becomes crucial to gain access to all necessary resources. Currently, there are no tools available for identifying actors, resources and relational attributes. This could be a potential avenue for academics in this area. Further, the government should identify the best practice from the successful indigenous tourism enterprises, not only giving recognition awards or certifications to these enterprises.

Originality/value

Findings from this study have several contributions; among others, it discussed sense of place value of indigenous tourism enterprise more comprehensively, as the essential actors who exchange resources were identified. This study also underlined positive power imbalance, which had been generally seen as a negative dynamic. Moreover, this study highlighted that indigenous people, despite living by communal value (non-transactional) in their daily lives, would need to engage in transactional relations and develop resource integrator characteristics to maintain tourism enterprise. Indigenous people have often been seen from their communal side, while their transactional (non-communal) side has been rarely seen.

Purpose

The purpose of this paper is to econometrically examine whether indigenous enterprises can upgrade under open economy by using micro-firm data.

Design/methodology/approach

In order to make clear the impact of outward development on the indigenous manufacturing export enterprises' productivity from micro level and to propose policy recommendation, the research group selected indigenous manufacturing export enterprises in Kunshan China as research objects and made a large-scale survey. Based on micro-firm data from survey, the paper carries out empirical analysis.

Findings

After controlling some other variables including innovation activity, human capital and enterprises scale, empirical result shows that export activity, establishing connections with FDI enterprises, industry clusters formed under open economy all have significant and positive effect on upgrading of indigenous enterprises.

Originality/value

This paper is the first to use micro-firm data obtained from survey to examine factors affecting indigenous enterprises' upgrading capability of China.

Abstract

Purpose

To explore the cultural context of Indigenous family entrepreneurs and to apply to them the concept of n-Culturals, thus contributing to validating the concept.

Design/methodology/approach

Interview data collected from Wayuu entrepreneurs in La Guajira region of Colombia and from Māori entrepreneurs in the Rotorua region of New Zealand were analyzed qualitatively. The analysis primarily focused on Wayuu entrepreneurs, with the results for Māori entrepreneurs used for comparison, to help to interpret the Wayuu data.

Findings

For Wayuu entrepreneurs, family members play a range of crucial roles in enterprise operations, with the family and the kin-centered local Indigenous community emerging as an informal organization surrounding the enterprise. Family is the source of Indigenous culture, while the mainstream culture is centered on global Western business culture, rather than the culture of the country. The Indigenous entrepreneurs integrate the values of the two cultures in managing their enterprises, thus acting as n-Cultural. Māori entrepreneurs who managed enterprises with a strong Indigenous character were similar in this respect to Wayuu entrepreneurs.

Social implications

As n-Culturals integrating the values of Indigenous culture and the mainstream culture, Indigenous entrepreneurs develop valuable traits, becoming a valuable component of the human capital in their regions, even when their enterprises fail.

Originality/value

Existing research on multicultural individuals is largely limited to immigrants and expatriates. By characterizing Indigenous family entrepreneurs as n-Culturals, the present study contributes to validating the concept and opens the way for further research on how Indigenous entrepreneurs manage their multicultural identities.

Abstract

Purpose

The purpose of this paper is to explore the barriers to entry for Indigenous businesses into the Australian construction industry.

Design/methodology/approach

A national survey was conducted with 33 Indigenous businesses operating in the Australian construction industry.

Findings

The findings show that Indigenous enterprises face similar challenges to many small non-Indigenous enterprises wishing to enter the industry. These include adjusting to unique construction industry cultures and practices, breaking into existing business networks and building social capital and being under-cut by industry incumbents and competitors when tendering for projects. These barriers are similar to those faced by other non-Indigenous social enterprises, although Indigenous enterprises do appear to experience relatively greater difficulty in starting-up their businesses and in securing sufficient capital, finance and assistance to enable them to scale-up and tender for normal work packages at a competitive price.

Research limitations/implications

The results are limited to Australian Indigenous businesses. The survey does not allow a comparison of non-Indigenous and Indigenous businesses, although comparison of results with existing non-Indigenous research into small to medium-sized firms in construction does allow some tentative insights. These need to be explored further.

Practical implications

These results indicate that there are significant barriers to be addressed within the Australian construction industry if government indigenous procurement policies are to achieve their stated aims of increasing the number of Indigenous firms in the industry. The results also have important implications for Indigenous businesses and for non-Indigenous firms operating in the Australian construction industry.

Social implications

This is an important gap in knowledge to address if countries like Australia are to redress the significant inequalities in income and health suffered by Indigenous populations.

Originality/value

In countries like Australia, with significant Indigenous populations, governments are seeking to address persistent disadvantage by using new social procurement initiatives to create quasi construction markets for Indigenous enterprises to participate in the construction industry. While there is an emerging body of research into the barriers facing mainstream small to medium-sized enterprises and, to a lesser extent, social enterprises in construction, the barriers to entry facing Indigenous construction enterprises have been largely ignored.

Purpose

The purpose of this paper is to provide a conceptual overview of linkages between buen vivir and social enterprise as emerging from a review of the literature regarding indigenous development approaches in Latin America. As reported in the literature such approaches aim to reduce poverty and affirm indigenous cultural identities through the sustainable use of natural resources.

Design/methodology/approach

The conceptual arguments build on a review of literature regarding social enterprise, mainly in its European conception, on social and solidarity economy according to several Latin American scholars, and on streams of literature related to indigenous development and indigenous entrepreneurship.

Findings

Against the failure of externally‐driven developmental policies, social enterprise can be considered as a useful vehicle for indigenous peoples to establish direct control and management of natural resources and territories that constitute an important step towards their self‐determination and self‐managed development.

Research limitations/implications

An empirical validation of the presented argument is lacking in this paper and further empirical work is needed.

Originality/value

The paper is an attempt to provide a general conceptualization of social enterprise as a meaningful tool for the development of indigenous peoples in Latin America, bringing together different concepts borrowed from theories on social enterprise, social and solidarity economy and indigenous development.

Abstract

Purpose

The purpose of this study is to explore Australian Indigenous women’s customary use of marine resources and views on aquaculture as a development opportunity. The value participants placed on economic, social and cultural outcomes were explored, as were benefit sharing, governance and business considerations.

Design/methodology/approach

Using a form of action research, workshops were conducted with a focus group of Indigenous women and interviews with men and women living on a remote island off northern Australia. Multimedia materials and a game were used to elicit a deeper understanding and facilitate discussion.

Findings

Women preferred aquaculture options respectful of culture and accommodating cultural and family obligations, that engage young adults in meaningful work, improve access to sea country and provide local foods and support economic development. Participants placed significant dependence on their governance body to support businesses and expressed disparate views on profit sharing. Women continue to engage in customary harvesting and fishing but various limitations impact on this.

Research limitations/implications

Conclusions based on one case study need to be confirmed in other communities. Future research should include a broader representation of youth and strategies to improve people’s understanding of aquaculture operations and business management.

Social implications

This research improves our understanding of Indigenous women’s preferred economic development pathways and their advocacy role within the community. These findings are relevant for policy-makers, businesses, other Indigenous communities and researchers.

Originality/value

This paper seeks to recognise and integrate Indigenous women’s economic and cultural aspirations within development policy. Such a place-based, gender-based consultative process is generally lacking in the Australian Indigenous policy arena.

Abstract

Purpose

The purpose of this paper is to investigate success factors pertinent to the management of Indigenous businesses through the identification of points of intervention at the systemic and structural levels. Through this approach, the economic and social values that First Nations communities attach to intangible Indigenous cultural heritage (ICH) and Indigenous cultural intellectual property (ICIP) may be both recognised and realised as assets.

Design/methodology/approach

This paper adopts a multidisciplinary approach to address a global issue of economic and social significance to First Nation peoples, their businesses and the Australian Aboriginal communities. The authors adopt a First Nation epistemological standpoint that incorporates theoretical perspectives drawn from a diverse range of fields and theories (Preston, 2013), as well as advocate the use of Indigenist methodology for research with First Nation peoples as it is underpinned by critical race theory.

Findings

The authors argue conceptually that accounting, accountability and auditing consideration are required to fully identify what is impacting the successful management of Indigenous enterprises. Specifically, in relation to accounting, Elders should be included to assist in valuing the intangible ICH and ICIP assets. Furthermore, the authors emphasise the need to improve the financial and commercial literacy levels of Indigenous entrepreneurs.

Practical implications

The authors prescribe the use of tools for the accounting treatment of ICH and ICIP as intangible assets within an Australian regulatory environment and define an auditing process and accountability model incorporating cultural, social and environmental measures. A central tenet of this model relates to improving levels of personal and commercial financial literacy in the First Nation participants. Collectively, these factors promote informed participation and decision-making, and may promulgate more sustainable outcomes.

Social implications

Integrated thinking requires all these factors to be considered in a holistic manner, such that a First Nation enterprise and the wider Aboriginal and Torres Strait Islander people can understand, and make decisions based on, the overall impact it has on all their stakeholders and generally on the society, the environment and the economy.

Originality/value

This paper contributes to Australia’s strategic research priorities of maximising social and economic participation in society and improving the health and well-being of the Aboriginal and Torres Strait Islander people. The authors address the inability of current Western accounting standards, practices and models to suitably account for communally held and protocol-bound intangible Indigenous cultural heritage and Indigenous cultural intellectual property assets.

Abstract

Purpose

Research in the field of indigenous value chains is limited in theory and empirical research. The purpose of this paper is to interpret values that may inform a new approach to considering value chains from New Zealand Maori kin community contexts.

Design/methodology/approach

The paper derives from research that develops Indigenous research methods on positionality. By extending the “included researcher” (Kawharu, 2016) role, the research recognises the opportunity of being genealogically connected to one of the communities, which may enable “deep dive research” relatively easily. Yet practical implications of research also obligate researchers beyond contractual terms to fulfil community aspirations in innovation.

Findings

Research findings show that a kin community micro-economy value chain may not be a lineal, progressive sequence of value from supplier to consumer as in Porter’s (1985) conceptualisation of value chains, but may instead be a cyclical system and highly consumer-driven. Research shows that there is strong community desire to connect lands and resources of homelands with descendant consumers wherever they live and reconnect consumers back again to supply sources. Mechanisms enabling this chain include returning food scraps to small community suppliers for composting, or consumers participating in community working bees, harvesting days and the like.

Social implications

The model may have implications and applicability internationally among indigenous communities who are similarly interested in socio-economic growth and enterprise development.

Originality/value

The apper’s originality, therefore, derives from addressing a research gap, showing that indigenous values may provide a new approach to conceptualising value chains and developing them in practice.

Abstract

Purpose

The purpose of this paper is to investigate the profitability of urban chicken production in the medium-sized cities of Kisumu and Thika, Kenya.

Design/methodology/approach

Data were collected in 2016 from a sample of 157 indigenous chicken producers in the two cities. Descriptive analyses were used to characterize indigenous chicken production, marketing and profitability. In addition, multivariate regression models were estimated to determine factors influencing profitability of the enterprise.

Findings

Urban indigenous chicken production mainly serves a dual role of food provision and income generation. The enterprise is profitable, generating an average gross margin of Ksh. 756/bird. The multivariate regression models show that access to high-value markets, household income level and the type of production system used significantly affect profitability of indigenous chicken farming. However, poultry diseases and high input costs especially feed are the major constraints to poultry farming.

Research limitations/implications

This study has used cross-sectional data that provides information for only one point in time. Future research should be able to capture the seasonality of indigenous chicken production.

Social implications

This study has shown that indigenous chicken production in urban areas is a viable and profitable enterprise, which could provide an avenue for employment and income generation.

Originality/value

Studies assessing profitability of urban agricultural enterprises are scant. Thus, this study provides insights on the profitability of a common urban agriculture enterprise.

Abstract

Purpose

The purpose of this paper is to analyse the Gulin Gulin Buffalo Company (GGBC), an Indigenous wildlife enterprise, within a sustainable livelihoods framework and to understand the factors that have contributed to its success.

Design/methodology/approach

A combination of participatory observation, semi‐structured interviews and a focus‐group discussion were undertaken to understand the implications of the enterprise with regards to each of the five capitals of the sustainable livelihoods framework.

Findings

The GGBC has successfully mustered feral buffalo from Northern Australia for 20 years. A livelihoods assessment of the industry shows that the natural capital (the buffalo) are harvested below replacement levels, financial returns are significant, the business possesses adequate physical infrastructure, human capital is increased through on‐the‐job training, and there is community support. Seven factors underpin this enterprise's success: the productive capacity of the buffalo and the resources it consumes; the minimal amount of anti‐use sentiment harboured by the Australian public towards the commercial use of buffalo; the size of the market and its indifference to wild harvested stock; consistent culturally aware management; strong historical roots in the pastoral industry; considerable alignment of the company's activities to the local culture; and strong relationships with the associated community.

Originality/value

This paper provides insight into the nature of a successful Indigenous wildlife enterprise in remote and regional Australia that sheds light on Indigenous enterprise success more generally. As such, this paper will be valuable for Indigenous entrepreneurs and Indigenous economic development professionals, policy makers and researchers.
