The economics literature on gender has expanded considerably in recent years, fueled in part by new sources of data, including from experimental studies of gender differences in preferences and other traits. At the same time, economists have been developing more realistic models of psychological and social influences on individual choices and the evolution of culture and social norms. Despite these innovations, much of the economics of gender has been left behind, and still employs a reductive framing in which gender gaps in economic outcomes are either due to discrimination or to “choice.” I suggest here that the persistence of this approach is due to several distinctive economic habits of mind – strong priors driven by market bias and gender essentialism, a perspective that views the default economic agent as male, and an oft-noted tendency to avoid complex problems in favor of those that can be modeled simply. I also suggest some paths forward.

Newly marketed drugs present unavoidable risks, no matter how diligent the level of pre-market review. Numerous adverse drug events attest to the need for post-market vigilance. However, the Food and Drug Administration monitors drugs with considerably less rigor after launch than before. This burdens both public health and public trust in the safety of new medicines. As new technologies such as genomics guide a larger share of drug development, the issue will become more acute. Most reform proposals present considerable logistical challenges. A promising alternative is to harness existing managed care databases to search for drug effects.

This paper serves as an introduction to Risking Capitalism. To this end, I discuss the key questions, aims, and themes driving this collective project. Although the contributions differ in their use of political economy and political ecological with regard to housing, poverty, and climate change, they share a similar concern of interrogating the material, institutional, and discursive features of the production, representation, and governance of risk – a phenomenon that the World Bank views as loss and opportunity. In particular, they chart the relationship between risk, contemporary capitalism and its neoliberal modes of governance. After establishing the objectives of Risking Capitalism, I provide a general context from which to understand the significance and meaning of global risk management (GRM) with reference to the shared policy experiments of the World Economic Forum and World Bank. Mirroring the contributions in this volume, I start from the premise that risk is a social relation. This allows me to argue that GRM represents a new mode of neoliberal governance emergent from the structural violence produced by the expansion of credit-led capitalism. In the final section, I lay out the structure of the volume.
