Abstract

Purpose

The purpose of this paper is twofold: first, to take stock of the current state of knowledge about inclusive value-chain development (VCD) in the context of international agricultural research; and second, to draw out the implications for future research and action.

Design/methodology/approach

This paper is based on a review of recent research papers authored by professionals affiliated with international agricultural research centers and their partners in Africa, Asia, and Latin America.

Findings

The studies reviewed in the paper identify the opportunities emerging from new and expanding markets for agricultural products and challenges to smallholder participation in these markets. It identifies key attributes of successful value-chain interventions, emphasizing the importance of combining value-chain approaches with other approaches, including those emerging from innovation systems and rural livelihoods frameworks. Methods are offered for evaluating complex value-chain interventions.

Research limitations/implications

The paper summarizes the state of knowledge as of early 2016 in a dynamic field. Important contributions to knowledge may have been made since then.

Originality/value

The paper summarizes the state of knowledge in the field, and identifies emerging issues and policy implications, knowledge gaps, and priorities for future applied research.

Abstract

Purpose

There is growing interest from the global development community in the role of agricultural research and extension (AR & E) systems to achieve development targets. Despite this interest, many smallholders in developing countries continue to lack access to updated agricultural information and reliable services. In an effort to increase the effectiveness, impact, and reach of AR & E programs, many governments have attempted to reform their national systems. The paper aims to discuss these issues.

Design/methodology/approach

This paper systematically compares the systems and reforms of AR & E in China and India in order to draw out lessons applicable to developing countries. This paper first reviews the existing literature on AR & E systems and their role in agricultural and economic development. The authors then provide a detailed review and comparative analysis of the reforms and approaches implemented in the AR & E systems of China and India. The authors apply this comparative analysis to draw out lessons that can be applied to inform the reformation of AR & E systems in developing countries.

Findings

The authors find that although both countries face similar agricultural development challenges, each took a different approach in the reformation of AR & E to address these challenges. Each country’s approaches had different impacts on the effectiveness of the system. Lessons from the reformation of the AR & E systems in China and India can be used to inform and improve the impact of AR & E in developing countries.

Originality/value

The paper examines two systems together using a set of common indicators and factors. The paper’s value comes from its usefulness in informing future AR & E reforms in other developing countries in order to increase the impact of these reforms on development outcomes.

Abstract

Investments in gender training for agricultural researchers have not attained expected outcomes, bringing into question the efficacy of training approaches used. New approaches for transformative gender training need to draw on lessons learned from previous courses. This chapter analyses short gender training courses identified using a scoping methodology. Selected courses offered between 2005 and 2015 for scientists in Eastern Africa were critiqued against a theoretical framework for transformative gender training. Also shared is a training model (Gender Responsive Researchers Equipped for Agricultural Transformation course) that addresses gaps in previous courses. The chapter identifies critical lessons for facilitating transformative gender training for non-gender research practitioners which include the need for inter-disciplinary grounding in the disciplines of gender and agriculture, having a phased course delivery and the value of continuous technical support during and after training. Gender training models should also allow for the deepening of gender awareness and consciousness by providing safe spaces for personal reflections on the root causes of gender inequalities and for the questioning of the internalized norms and biases.

Abstract

Purpose

The study aims to identify the dynamic complexities and development points of the entrepreneurial ecosystem (EE) in the agricultural sector of Iran to improve production factors' productivity, including arable land, water resources and human capital.

Design/methodology/approach

First, the EE of the agricultural sector in Iran was designed following Isenberg's framework. Then, the main variables and interrelationships of the variables in each context of the ecosystem, called subsystems, were formulated using the system dynamics (SD) approach. Next, the model was simulated and validated. Afterward, different policy options were identified, embedded into the model structure and simulated. Finally, the best policy group was selected.

Findings

According to Isenberg's EE model, three groups of policies were identified and evaluated, including “entrepreneurship development financing and investment policy,” “agricultural ecosystem's supportive services development policy” and “production factors productivity development policy.” According to the simulation results, the best combination of the solution strategies was recognized. The presented SD-EE model has a generic nature in the agricultural sector and could be modified to be applied in different regions for policy-making purposes.

Originality/value

The main contribution of the study is twofold. First, Isenberg's EE framework is applied to structure the main subsystems and interrelationships of the subsystems in the agricultural sector that has previously received limited attention. Second, the research is the first to operationalize the basic theory of Isenberg's EE in practice applying a robust systemic modeling methodology like SD.

Is there a “best” way to set up national systems to develop and transfer better agricultural technology? The answer is of particular significance to African countries, which are struggling to solve their food problems. Drawing on a comparison of two developing countries, this article argues that a matrix structure, in which there are multiple organisational links reaching upward and across the system, is essential to propagate new farming technology. Successful restructuring of technology systems along these lines, however, requires political mobilisation of farmers, something few African governments have been willing or able to do.

Purpose

The Chinese Government has used a number of policies to encourage commercial agribusiness firms to do more innovation. These include public sector agricultural research and development (R&D), public sector biotechnology research and innovation, subsidies for commercial research, encouraging foreign firms to invest in China as minority shareholders in joint ventures, and allowing commercial companies to raise money on the stock market. The purpose of this paper is to assess whether these policies were effective in stimulating innovations by commercial firms in China.

Design/methodology/approach

This study estimates the impact of public biotech research and other policies by employing an econometric model of patenting by commercial firms. It uses a unique data set collected from commercial agribusiness firms for the years 2001, 2004, 2005, and 2006. Addition data were collected from public research institutes and universities and patent data from the Derwent Innovations Index database. It employs four count data models for the empirical analysis.

Findings

This study finds a positive impact of public biotechnology (measured by the number of biotech patents of government research institutes and public universities) on commercial innovation measured by the number of patents granted to the commercial firms. As expected the firm’s research expenditure and having their own R&D center (as opposed to contracting R&D or no R&D investment at all) have a positive and statistically significant effect on the number of patents granted. The impacts of public R&D investment spending have no statistically significant effect on commercial innovation. Multi-national firms and publicly traded firms have fewer patents than their counterparts suggesting that policies to encourage multi-nationals and financing through stock markets had no impact on innovation.

Originality/value

This study is one of the first studies to untangle the relationship between government policies and innovation by commercial agricultural research output and public R&D investment and biotechnology. The main findings suggest that simply increasing research money to public research does not increase commercial innovations, but moving resources to the development patentable biotech does improve commercial research productivity. The results also suggest that policies to increase commercial research will also increase innovation. These could include strengthening the legal framework and institutional resources for public institutes to the protection and enforcement of intellectual properties.

Purpose

A research and development project disseminated ecological technologies to approximately 3,250 vegetable farmers through farmer field schools (FFS) in four districts of Bali and East Java provinces of Indonesia. This article aims to assess the economic sustainability of vegetable production after FFS participation.

Design/methodology/approach

A survey randomly sampled 500 farmers, comprised of FFS participants (50%) and non-FFS participants (50%). Based on 1,000 farm operations, this analysis employed input-saving technology as the fundamental model examined using the double-difference method. Simultaneous reduction of agrochemicals and improvement of productivity represent indicators of economic sustainability.

Findings

Results indicate that pesticide use decreased without jeopardising farm productivity; moreover, vegetable production increased. These findings indicate that the ecological technologies transferred through FFS significantly improved economic sustainability performance.

Research limitations/implications

This study purposively selected farmers who grew tomato and chilli. Thus, the outcomes are not generalisable to other crops.

Practical implications

FFS continues to be an effective method for transferring agricultural technologies to farmer communities. Policymakers are recommended to use FFS for disseminating beneficial and sustainable technologies to broader agricultural communities.

Social implications

The adoption of ecological technologies provides positive economic and ecological milieus.

Originality/value

This study employs a double-differences approach to verify input-saving technological progress. Therefore, the performance of economic sustainability attributable to the project intervention is theoretically justified.

Abstract

Purpose

The percentage of tourism revenues from the national income decreased during the period (2000: 2020) which necessitates diversification in tourism activity and tourism revenues through agricultural tourism as one of the types of tourism activities. On other hand, Al-Ahsa governorate is the largest governorate in Saudi Arabia, covering an area of about 2,500 square kilometers. Moreover, it includes an oasis that is the largest irrigated agricultural oases in the world. It is distinguished by its strategic geographical location, in addition to being one of the most famous palm oasis in the world. Although Al-Ahsa governorate has many ingredients for agricultural tourism; the number of farms approved in the Aryaf program reached about 101 farms at the level of Al-Ahsa with a rate that not exceed about 0.5% of farms in 2018 of the total farms. That means it still Agricultural tourism has not received sufficient attention from investors and farm owners.

Design/methodology/approach

The study targeted planning for agricultural tourism activities in Al-Ahsa Governorate using a long-term sustainable approach to achieve sustainable development and diversification of sources income in agriculture sector. The study depended on the sample size was determined from Al-Ahsa farms in light of the fact that the number of farm owners in Al-Ahsa. In addition the study relied on the use of descriptive and quantitative statistical analysis through the use of percentages, chi-square test and Likert's triple test.

Findings

The results of the study strategic plans of farms in Al-Ahsa points to the importance of enhancing agricultural tourism services in Al-Ahsa, including health, environmental, recreational and food services, which may have an impact on increasing the economic return of farms in a better way in order to gain competitive advantage by focusing on developing the farms themselves in line with the Aryaf program of the Ministry of Tourism in the Kingdom to ensure safe and sustainable growth of revenues Economic.

Originality/value

This study is concerned with Agricultural Tourism. The study is helpful in policy formation to target sustainable development and diversification of sources income in Saudi Arabia. Abstract

Purpose

This paper aims to raise awareness on current shifting of R&D activities from agricultural-based Agriculture and agriculture-related Natural Sciences (ANS) to industrial-based Engineering, Computer, and Industry-related Sciences (ECI) in Southeast Asian (SEA) economies. This trend might cause stiffer challenges on effort to sustain food security in the region.

Design/methodology/approach

Five SEA countries were selected, namely, Indonesia, Malaysia, the Philippines, Thailand and Vietnam. R&D data were collected over the years 2001-2014. Collected data were analysed using descriptive statistics and correlation.

Findings

Malaysia has been in the process of shifting from ANS to ECI cluster, whereas Vietnam and Indonesia followed the trend but about a decade behind; meanwhile, the Philippines and Thailand kept their focus on ANS clusters. Within the ANS cluster, Malaysia and Thailand leaned towards Modern Biosciences and Modelling (MBM) sub-clusters. The Philippines, Vietnam and Indonesia were more focused on Agriculture and Conventional Biosciences (ACB) sub-cluster. ACB is more relevant and affordable to smallholder farmers. Shifting of R&D priority correlated with GDP per capita of SEA countries. Within ANS cluster, R&D activity in MBM increased but ACB decreased as GDP per capita increased.

Research limitations/implications

Data used in this study were limited to accessible 2001-2014 data in five selected SEA economies. Therefore, there is an open possibility for future research on extended timeline using more sophisticated data analysis.

Practical implications

Agricultural technology development should be relevant to needs of and affordable to smallholder farmers, as they are the primary food producers in developing economies.

Social implications

If the R&D activities continue to drift away from farmer’s needs, there will be a possible drawback of widening gap between developed agricultural technologies and absorptive capacity of smallholder farmers. Government institutions should revisit their R&D priority as the current trend could cause a serious obstacle in maintaining food security in the SEA region.

Originality/value

This frontier study provides an early warning for government in SEA economies and other developing countries for balancing between R&D for supporting smallholder farmers in food production and for enhancing national economic growth.

Purpose

This study empirically examines the impact of climate change and agricultural research and development (R&D) as well as their interaction on agricultural productivity in 12 selected Asian and Pacific countries over the period of 1990–2018.

Design/methodology/approach

Various estimation methods for panel data, including Fixed Effects (FE), the Feasible Generalized Least Squares (FGLS) and two-step System Generalized Method of Moments (SGMM) were used.

Findings

Results show that both proxies of climate change – temperature and precipitation – have negative impacts on agricultural productivity. Notably, agricultural R&D investments not only increase agricultural productivity but also mitigate the detrimental impact of climate change proxied by temperature on agricultural productivity. Interestingly, climate change proxied by precipitation initially reduces agricultural productivity until a threshold of agricultural R&D beyond which precipitation increases agricultural productivity.

Practical implications

The findings imply useful policies to boost agricultural productivity by using R&D in the context of rising climate change in the vulnerable continent.

Originality/value

This study contributes to the literature in two ways. First, this study examines how climate change affects agricultural productivity in Asian and Pacific countries – those are most vulnerable to climate change. Second, this study assesses the role of R&D in improving agricultural productivity as well as its moderating effect in reducing the harmful impact of climate change on agricultural productivity.
