Abstract

Purpose

This study endeavours to (a) develop a comprehensive interpretive structural modelling (ISM) toolkit containing sufficient details about the suitability and procedural aspects of each ISM approach and offer points of reference for budding researchers, (b) highlight the compatibility of ISM approaches with other qualitative and quantitative approaches, and (c) chalk-out an agenda for future research.

Design/methodology/approach

This study is based on an extensive review of 74 studies where researchers have used one or more ISM approaches. These studies span across the different industry sectors.

Findings

There exists a huge void in terms of the methodological synthesis of ISM approaches. ISM approaches are frequently used in sync with other qualitative and quantitative approaches. Furthermore, it highlights the need of improving the robustness of the proposed ISM models by sharing the critical details of research process.

Research limitations/implications

Being a review-based work, it could not illustrate the discussed ISM approaches with real data. However, it offers a research agenda for the prospective researchers.

Practical implications

The prerequisites, pitfalls, suitability and the procedural aspects of various ISM approaches contained in this toolkit are equally useful for the academicians as well as practitioners.

Originality/value

In the absence of a synthesized framework, this study contributes a comprehensive ISM toolkit which will help the researchers to choose a suitable ISM approach in a given case.

Abstract

Purpose

The purpose of this paper is to explore the relationships between strategic interventions with firm’s performance using flexible strategy game-card (FSGC) approach in the context of one of the Indian telecom service providers.

Design/methodology/approach

The paper adopts the case research methodology and follows the seven-step mechanism of implementing FSGC for designing performance management system (PMS) for case company.

Findings

The paper adopts an evolving performance management framework for development of PMS in the context of Indian enterprise, where there is limited work done in this field. It showcases identification of strategic factors from enterprise perspective, and subscribers’ perspective; defining measures, targets, strategic directions; alignment of strategic actions with strategic directions; executing strategic actions; and review and feedback, thus, the process of PMS development covers the entire cycle of strategy formulation and implementation.

Research limitations/implications

The findings of case analysis is limited to the context of the study, which cannot be generalized, but the mechanism of PMS development can be taken as an exemplary for development of FSGC in the context of any enterprise.

Originality/value

The paper makes a contribution to the body of knowledge of performance measurement and management in terms showing its linkages with strategic interventions, and thus it leads to develop an effective PMS. The case illustration in context of the Indian enterprise makes a sectoral contribution.

Abstract

Purpose

The purpose of this research paper is to study the significant enablers for a competitive supply chain and analyze the relationships among them by using multi-criteria decision-making (MCDM) techniques. The supply chain (SC) managers will get better insights from the models of this study to design their SCs that are more competitive for competitive advantage.

Design/methodology/approach

After an extensive review of literature followed by experts' opinions, 21 significant enablers for a competitive SC (CSC) were selected for structural modeling using MCDM techniques of total interpretive structural modeling (TISM), Impact Matrix Cross-Reference Multiplication Applied to a Classification (MICMAC), followed by decision-making trial and evaluation laboratory (DEMATEL) approach.

Findings

Top management commitment is the most prominent causing enabler of a CSC; customer satisfaction is the topmost effect enabler; the operational performance of individual firms in the supply chain is a crucial enabler of a CSC.

Practical implications

The results and findings of this study would provide better insights to SC professionals and practitioners to comprehend the significant enablers of a CSC for designing and executing SC operations more competitively to achieve better customer satisfaction and sustainable business performance.

Originality/value

To the best of the authors’ knowledge, this is a foremost study focusing on the significant enablers of a CSC by utilizing the TISM along with MICMAC and DEMATEL methods. It is expected that this research will offer useful guidance for assessing and considering the SC enablers for achieving a CSC and facilitate new research in this area with more thrust.

Abstract

Purpose

Most of the existing studies in e-governance context have attempted to measure public value of projects in terms of quality of services provided, cost effectiveness of public organizations and extent to which public organizations are able to meet their social objectives. However, it is also important to explore variables influencing public value to pursue for attaining high public value from such projects. This paper aims to attempt to explore such variables based on Situation-Actor-Process (S-A-P) framework. In India, physical presence of citizens is still required at many public centers established for delivering a variety of government services. A citizen at the time of his visit to a public service center faces a situation, deals with different actors and is subjected to a set of processes. At the end of the service cycle, the citizen develops a perception about public value of the e-governance project. The paper aims at exploring the likely influence of “Improved Situation”, “Capability Level of Actors” and “Flexible Process Workflow” on “Public Value” of e-governance projects.

Design/methodology/approach

On the basis of a review of literature, variables likely to be influencing public value have been identified in terms of situation, actors and processes. A questionnaire was designed, and a survey conducted to measure public value and S-A-P-related variables in the context of two e-governance projects, namely, Passport Seva Project and Driving License Project in India. Survey data have been analyzed to study the influence of S-A-P-related variables on the public value of e-governance projects. Learning issues have been synthesized in terms of implications for practitioners as well as researchers for enhancing public value of e-governance projects.

Findings

The study has revealed that a citizen-centric e-governance project with observed high value of conceptualized S-A-P variables is expected to be characterized by high public value. The analysis has also reflected upon a need for an in-depth study to explore empirically validated linkages between S-A-P variables and public value of e-governance projects.

Research limitations/implications

The paper is based on a pilot study in the context of two citizen-centric e-governance projects. It is required to study more such projects for the purpose of validating the proposed framework and arriving at generalized findings.

Practical implications

The study results are expected to sensitize practitioners to keep in view conceptualized variables related to situation, actors and processes while planning for citizen-centric e-governance projects. This may result in improved situation at the public service centers, better performance of employees and more flexible processes which may further help to increase the public value of such projects.

Practical implications

E-governance projects can perform a vital role in improving public value. In the context of India, a key objective of e-governance projects is to improve the service delivery of citizen-centric projects. The findings of the pilot study, based on the select two citizen-centric e-governance projects in India, reflect upon the likely relationship between public value and S-A-P variables. Thrust on improving situational aspects, as conceptualized in this study, is expected to improve comfort level of citizens while taking benefit of IT enabled services of government organizations. Better capability of actors at public organizations is likely to build trust and confidence among citizens toward these services. Adoption of flexible processes by public organizations is expected to ensure seamless delivery of services to citizens through alternate options. Enhanced delivery of services satisfies the need for improved public value and create positive attitude among society toward public organizations. It contributes to satisfaction level of citizens in terms of saving of time, money and efforts.

Originality/value

A review of literature has revealed a few studies undertaken in recent past with focus on measurement of public value in e-governance context. This paper is based on a novel idea of exploring the likely relationship between conceptualized S-A-P-related variables and public value of citizen-centric e-governance projects. Recommendations based on learning issues are expected to trigger suitable interventions to generate high public value from such projects.

Case overview/synopsis

DB Builders, a prominent Indian construction company, faced a crucial decision in selecting an ideal storage warehouse for a project involving 100 flats spread across five locations. Mr Vijay Kumar, an experienced material handling expert, was entrusted with this task as part of transitioning the company’s material allocation system toward centralization. Using practical travel distances, Kumar meticulously scouted four potential warehouse locations. The selection process hinged on three primary factors: load, distance to apartment sites, safety and cost of the premises, each carrying specific weightage. The project planning department provided scores for safety and cost, helping evaluate the options. This unique challenge arises due to varying material requirements across the apartment locations, demanding an efficient warehouse planning. The selection of the optimal storage warehouse holds paramount importance in facilitating the smooth execution of these larger projects. Kumar’s expertise and strategic decision-making are pivotal in ensuring a seamless transition toward centralized material handling, which is essential for the company’s future success.

Abstract

Purpose

In today’s uncertain business environment, Industry 4.0 is regarded as a viable strategic plan for addressing a wide range of manufacturing-related challenges. However, it appears that its level of adoption varies across many countries. In the case of a developing economy like India, practitioners are still in the early stages of implementation. The implementation of Industry 4.0 appears to be complex, and it must be investigated holistically in order to gain a better understanding of it. Therefore, an attempt has been made to examine the Industry 4.0 implementation for the Indian manufacturing organization in a detailed way by analyzing the complexities of relevant variables.

Design/methodology/approach

SAP-LAP (situation-actor-process and learning-action-performance) and an efficient interpretive ranking process (e-IRP) were used to analyze the various variables influencing Industry 4.0 implementation. The variables were identified, as per SAP-LAP, through a thorough review of the literature and based on the perspectives of various experts. The e-IRP has been used to prioritize the selected elements (i.e. actors with respect to processes and actions with respect to performance) of SAP-LAP.

Findings

This study ranked five stakeholders according to their priority in Industry 4.0 implementation: government policymakers, industry associations, research and academic institutions, manufacturers and customers. In addition, the study also prioritized important actions that need to be taken by these stakeholders.

Practical implications

The results of this study would be useful in identifying and managing the various actors and actions related to Industry 4.0 implementation. Accordingly, their prioritized sequence would be useful to the practitioners in preparing the well-defined and comprehensive strategic roadmap for Industry 4.0.

Originality/value

This study has adopted qualitative and quantitative approaches for identifying and prioritizing different variables of Industry 4.0 implementation. This, in turn, helps the stakeholder to comprehend the concept of Industry 4.0 in a much simpler way.

Abstract

Purpose

Business performance management describes the processes, methodologies, metrics and systems needed to measure and manage the performance of an enterprise. Traditional performance management systems were based on financial and productivity measures but the alternate measures proposed in last more 25 years have strategic focus and incorporate variety of performance measures such as efficiency, effectiveness, productivity, quality, customer satisfaction, innovation and employee satisfaction in addition to financial. Globalization and modernization have created a business environment uncertain with associated risks which has necessitated the incorporation of various types of flexibilities such as strategic, technical, operational, information system (IS), etc. Critical success factors and implementation issues also need to be incorporated to succeed. The purpose of this paper is to present the strategic performance management system (SPMS) designed, incorporating flexibility and implementation issues, and its effectiveness empirically validated from Indian oil industry.

Design/methodology/approach

Based on literature review and gaps identified, a proposed model of enterprise performance management system incorporating flexibility, critical success factors and implementation issues was developed. Macro- and micro-level factors impacting the effectiveness of the model were identified, and hypotheses were developed and tested empirically from the survey study of Indian oil industry.

Findings

The finding met, by and large, most of the research objectives. In total, 7 macro- and 11 micro-level factors came out from the study. The strategy planning, strategy implementation, strategic flexibility (SF), SPMS design, information system flexibility (IF) flexibility, implementation issues and critical success factors, and performance feedback and learning are the macro-level factors impacting the SPMS effectiveness in measuring and managing performance of an enterprise. The SPMS implementation issues have proved to be major driver of effectiveness.

Research limitations/implications

The research like many such researches had limited resources, data availability and bias of respondents. However, the model was statistically validated for its reliability and hypothesis testing. The research has added to literature on SPMS as integrated model incorporated SF, information flexibility and critical success factors. However, the effect of other types of flexibilities such as organizational, operational, HR, marketing, etc., and other stakeholders should also be studied in future research to broaden the findings.

Practical implications

The validated SPMS has practical implications for academics and researchers. Strategic and IF, and critical success factors have been incorporated in the integrated model to take care of business uncertainties so that it is strategically aligned and facilitate in effective SPMS use and implementation.

Social implications

Though it has no direct social implication but, if adopted for social projects and not-for-profit organizations, it will have social benefits of efficient and effectiveness delivery of social projects and initiatives.

Originality/value

This is an original work carried out by the authors. The validated model along with interpretation is presented.

Abstract

Purpose

The purpose of this paper is to create a hierarchy of critical success factors affecting the higher technical education institutions, taking a case study of India. Using total interpretive structural modeling (TISM), the paper attempts to establish the inter-linkages among ten critical success factors for enhancing the performance of these institutions.

Design/methodology/approach

The paper employs Total Interpretive Structural Modeling (TISM) to understand the hierarchy of the factors and their interplay using response from 18 experts in the domain.

Findings

The findings reveal that autonomy and accountability coupled with availability of sustainable funds are the driving factors for the success of the institutions. Infrastructural facilities and establishment of centers of excellence act as amplification factors. Introduction of new programs and their accreditation, improvement in faculty quality, research output and improvement in performance of academically weak students emerge as process factors that drive the output factors, namely, academic performance and student placement.

Research limitations/implications

The major limitation of this study is the scope that was limited to 191 institutions, as mandated in the project.

Practical implications

This study has important implications for the institutions as well as the policy makers to channelize their focus and efforts on driving and amplification factors that would ultimately lead to enhanced performance of the next generation higher technical education institutions.

Originality/value

This paper is a part of pan India project carried out to assess the performance of higher technical education institutions in India.

Abstract

Purpose

The purpose of this paper is to investigate and analyze the challenges of quality skill development in complex and large economies like India and develop innovative processes of improving employability.

Design/methodology/approach

The problem areas and gaps have been identified through literature survey and published reports by governmental agencies on employability and quality skill development in India. The research focuses on prevalent challenges for large-scale skill development and utilizes TRIZ (Russian acronym for “Theory of Inventive Problem Solving”) for finding innovative solutions to the grand challenge of employability.

Findings

The applied research methodology in the paper leads to a model for the “Innovation driven ecosystem for quality skill development” and also defines the role and responsibilities of each stakeholders in the ecosystem.

Research limitations/implications

Solutions derived through TRIZ are qualitative in nature. The actual implication of solution needs to be tested after implementation. Further, intangible costs incurred, and harmful and useful effects cannot be easily quantified.

Practical implications

The parameter mapping for the TRIZ matrix was undertaken in this paper and this methodology when applied to other problem statements renders an organized process for improving total quality and innovative process management. The inventive principles were applied to find solution to contradictions and arrive at an integrated ecosystem which binds all stakeholders efficiently, to generate higher employability. The innovative solutions derived through the process are applicable to policy makers, researchers and practitioners.

Social implications

The process of improving employability through quality skill development, benchmarked by the TRIZ methodology can have far reaching social implications.

Originality/value

The research extends the body of knowledge of TRIZ modeling concepts in areas other than engineering, and depicts a unique total quality methodology which can be easily applied for other problem-solving contexts. The contribution can serve as a reference technique/tool for improving reliability and quality through a methodical process of working out innovative solutions to solve operational problems.
