Abstract

This content analysis of 62 local news stories from seven US locations published between March 1 and June 30, 2020, reveals how the migration of seasonal residents and short-term renters into leisure and nature-focused amenity-rich settings during the COVID-19 pandemic changed the social meaning of home for year-round and seasonal or part-time residents. Four themes emerge relating to (a) local economies; (b) health and safety; (c) local government; and (d) insiders and outsiders. These themes are connected to each other in the larger explanatory story of second home real estate morality projects, defined as dilemmas, deliberations, and conflicting considerations made by individual and group stakeholders in the evaluation of acquisition, use, meaning, and dispossession of properties meant for residential use beyond the primary residence. Findings reveal that moral considerations of deservedness and citizenship among local residents and short-term residents are framed as deep and incompatible concerns surrounding economic stability and public health. This COVID-19-induced moral framing of the interplay between economic, health, and social concerns is situated in a cultural-relational analysis of marketplaces, using Viviana Zelizer’s (2005) “connected lives” approach to understanding how everyday economic interactions among and within families and neighborhoods are imbued with social and cultural meaning even in a time of crisis.

Abstract

Scholars, activists, and policymakers have paid increasing attention to housing instability, especially where eviction is a cause. Housing instability is a dynamic process rather than a discrete catastrophic event, and eviction imposes vulnerability on consumers. Even the threat of it can trigger the onset of a crisis. In this project, we deepen the understanding of eviction by exploring its use in property management practice. We begin by summarizing its definition and causes from a cross-disciplinary and still-evolving literature. We then provide an extended example of how eviction can be used to pursue strategic and financial goals using rental markets in Arkansas as an example. Arkansas is characterized by a quintessentially laissez-faire regulatory environment that imposes few restrictions on property owners. We conclude by posing questions that should be at the forefront of a vulnerability-focused, policy-oriented research agenda on eviction.

Abstract

This paper is a proposal to provide for the poor – those earning insufficient incomes to satisfy their needs and the unemployed – by enabling them to acquire dividend-paying (and voting) shares in the companies that produce the goods and services consumed in society. It will be accomplished by: (1) establishing a mortgage loan at birth for every newborn child; (2) the loans will be taken out by each of the major producing companies (plus start-ups) in the names of the children as firms do their annual planning; (3) the amount of the loan will be increased annually when the companies plan for succeeding years; (4) a portfolio of new assets – stocks and bonds – in the companies will be purchased with the funds from the mortgage loan; (5) the loan will be repaid over a period of years from the dividends paid by the companies. Once redeemed, the assets, and their future earnings, will belong to the person in whose name the mortgage loan was established. Should the program include all newborns, rich and poor in the name of fairness, when today's cohort reaches maturity, every member of society will be a shareholder in a variety of wealth producing companies that pay regular dividends. The proposal will not require funds from the government and no additional taxes will have to be raised.

Abstract

Eco-entrepreneurship is a topical issue in academic and professional literature over the past decade. In Africa, it is a relatively new concept fast gaining momentum with wide applicability and acceptance given its benefits in promoting consumer adoption of sustainable lifestyles, resilient environment, economic empowerment, and a win–win balance in the ecology and economy nexus. Amidst the growing impact of climate change and environmental degradation, eco-entrepreneurship has become a necessity, with emerging opportunities being in urban waste management, recycling, and renewable energy technologies. Regardless of the benefits of eco-entrepreneurship, regulatory and governance structures inform the viability of any initiatives. This chapter presents how political ecology structures intersect and impact eco-entrepreneurship in Africa. Given that nations’ approaches can differ, this study provides a case study synthesis of two major African economies namely Nigeria and South Africa. The authors document the predominant political orientation and attitude toward eco-entrepreneurship. First, the authors argue that the political environment is indifferent to the potential of the eco-entrepreneurial framework, hence applying a one-size-fits-all approach. Second is that the attention to eco-entrepreneurship by policymakers is economically inclined, they focus mainly on economic growth opportunities; equally, that eco-entrepreneurship offers opportunities for the protection of social and environmental integrity cannot be ignored. Third, is the bandwagon effect associated with eco-entrepreneurship initiatives, where the need to align with international bodies and states drives a Eurocentric concern? The authors conclude that fostering enabling policy environment can help enhance the productivity of current eco-entrepreneurial initiatives as well as attract new ones needed to explore eco-entrepreneurship benefits.

Afghanistan has experienced capital flight, which has long perplexed policymakers and planners. There have been widespread concerns about capital's ‘paradoxical’ character, which jeopardises national welfare. In this regard, this study envisages examining the nature and prevalence of reverse capital flight in Afghanistan by employing two methods viz direct approach (Cuddington's Model) and indirect approach (World Bank approach and Morgan approach). The findings highlight four main reasons for reverse capital. These include facilitating the whitening of black money (money laundering) which has been previously illegally flown out of the country; second, it allows import tax evasion and the realisation of unnecessary export rebates and refunds; third, it facilitates the avoidance and incidence of Non-Tariff Measures (NTMs) on imported goods; and finally, it allows for the concealment of investment in the underground economy. The study recommends maintaining a thorough record of illegal cash flows in Afghanistan since the nature of trade in Afghanistan is difficult owing to the simultaneous flow of illicit capital. Furthermore, the unrecorded private investments must be adjusted for illegal capital flows resulting from trade mis-invoicing, thus crucial for policy enunciation.

Abstract

Our present quest for sustainable cities requires a holistic understanding of city construction and people’s well-being. Feminist scholars have shown that urban space does not attend to women’s needs. This study focuses on women’s everyday life in Athens, Greece in late-1980s. This is a unique spatio-temporal point since it is located at the edge of several prevailing dichotomies – geopolitical, cultural and temporal. It examines how women use, experience and reconstitute public spaces in the city and aims to understand both how public spaces – with their material and social dimensions – restrict women’s lives, and how women reappropriate and (re)constitute urban space. It is based on in-depth interviews with women from three areas of Greater Athens, with different social class profiles. It focuses on neighborhood as a physical space, women’s social networks in the neighborhood and women’s mobility. The main findings include that the nexus of gender and class is inscribed in public spaces so that these restrict women and their right to the city; the organization of public spaces ignores women’s reproductive responsibilities; women participate in the public sphere, but gender hierarchies have not been eliminated; while local social networks are fundamental for women in their efforts to reappropriate public spaces. It concludes that the transition to sustainable – enjoyable – inclusive cities will benefit from incorporating women’s experiences and needs; adopting a socio-spatial perspective that focuses on everyday life; a focus on social reproduction too; and an explicit aim to eliminate gender hierarchies (rather than inclusion).

Abstract

This study explores the relationship between firm value and conforming tax avoidance (tax avoidance that does not create a book-tax difference). Tax avoidance provides firms with more cash and creates value. However, conforming tax avoidance has costs, such as lower book income, and these costs potentially lower firm value. As such, it is unclear whether conforming tax avoidance is positively or negatively correlated with firm value. We use a measure of conforming tax avoidance that was recently introduced in the literature, and bifurcate tax avoidance into conforming and nonconforming portions using a large sample. We present evidence that investors place a negative value on conforming tax avoidance for the average firm. We also examine the top quartile based on the measure of conforming tax avoidance and find a positive correlation between firm value and conforming tax avoidance for this subsample.

Abstract

Rapid technological change in the transport sector is leading to a growing range of potential and actual ‘business models’ deployable for the movement of goods and people. Two key uncertainties arise from this proliferation: first, concerning which ones can be economically viable, and, second, whether they can be both simultaneously economically viable and contribute to the imperatives of more sustainable mobility. The present chapter reviews and appraises the emergence of these new business models, drawing on both literature review and empirical research with entrepreneurs involved in the new mobility sector. Specifically, the potential of the UN Sustainable Development Goals (SDGs) (UN, n.d.) as a device to structure and frame the debate about what constitutes a valuable contribution to sustainable mobility is considered. A framework is developed which captures how mobility and transport have dependencies with the SDGs. From this analysis, key sustainability concepts are derived which have either a subsistence function (maintaining the basics of human life) or an enhancement function (enabling citizens to realise their potential whilst reducing impacts on the planet). Five different innovations involving mobility sector business entrepreneurship are then characterised using this framework to exemplify its ability to deconstruct and test claims that ‘smart mobility’ is also good for sustainability as well as good for business. It is concluded that the framework could contribute to a wider architecture of sustainability interrogation. It could promote discourse around a wide range of actors, posing questions and surfacing tensions and contingencies effectively, whilst providing a holistic, strategic assessment to inform more targeted, scientific evaluations of sustainability metrics.

This chapter elucidates the significance of innovation in fostering green entrepreneurship and cultivating a resilient, eco-friendly economy. It underscores the three categories of innovation available to green entrepreneurs: product innovation, process innovation, and business model innovation. These avenues empower green entrepreneurs to craft sustainable products and services, enhance operational efficiency, and establish novel markets for eco-friendly goods and services. This chapter also explores green entrepreneurs’ challenges, including lack of funding, limited market demand, and regulatory barriers, provides strategies to overcome these challenges, and discusses the role of public–private partnerships (PPPs) and cross-sector collaboration in promoting green entrepreneurship and sustainable development. It also highlights the benefits of these collaborations, such as access to funding and resources, technical expertise, market development, networks, collaboration, and shared knowledge and expertise. Finally, this chapter emphasizes that green entrepreneurship can be supported through partnerships that combine the strengths and resources of multiple sectors, such as the government, private industry, non-profits, and academia. Ultimately, this chapter provides a roadmap for green entrepreneurs to overcome challenges and leverage collaborations to create sustainable products and services, improve efficiency, and develop new markets for sustainable goods and services.

Abstract

The massive investment in, and development of, automated and connected transport (ACT) technology development has triggered much debate about this breakthrough technology’s potential positive and negative impacts. Multiple studies have explored the potential direct implications for users in terms of road safety, ‘productive’ travel time, mobility of the elderly and physically less mobile persons, as well as indirect impacts such as reduced emissions and freed road space. Through a critical review of the literature on ACT deployment types and discussions with an expert working group on the wider impacts of ACT implementation, this chapter examines four distinct deployment types of ACT technology and their opportunities and threats in transitioning toward inclusive transport systems. Of the four types, we posit that ACT-based public transport has the greatest potential to contribute to a more inclusive mobility future. Examining the case of Singapore using policy documents, academic literature and interviews with representatives of public and private sectors and academia, the chapter draws policy recommendations for governance toward more inclusive ACT innovation and deployment.
