Abstract

What drives this diffusion process? One neo-institutional answer to this question is that new models of nationhood, organization, and social identity exist in the larger world environment (Meyer, 2009, p. 36ff). Because they are external, these “identities” and models can be adopted without huge costs and without necessarily entailing the reorganization of society or actors’ personalities. Thus the models of modern society can spread quickly because they are relatively easy to assume and because they have high legitimacy in the international environment. Conformity produces instrumental rewards as well. And it also signals to significant “other” nations and international bodies that a nation has accepted modernity and its responsibilities (see Boli & Thomas's discussion, 1999). Thus, foreign aid, loans, and credit may flow quickly to those developing countries that enact modern institutional structures like mass education and democratic elections.

Abstract

The phenomenon of the ethnically homogeneous middleman group (EHMG) or ethnic trade network – the Chinese merchants in Southeast Asia, the Gujarati-Indians merchants in East Africa, the Jewish merchants in medieval Europe, etc. – is ubiquitous in stateless societies, pre-industrial and in less-developed economies (Curtin, 1984). Neoclassical (Walrasian) theory of exchange cannot explain the existence of merchants let alone the phenomenon of the EHMG. This is because Neoclassical theory of exchange is a static theory of frictionless, perfectly competitive markets with the Walrasian auctioneer costlessly coordinating the plans of anonymous producers (sellers) and consumers (buyers) so as to achieve equilibrium. There is no role for merchants in the Neoclassical theory of exchange.

Abstract

The seminal literature on state formation proposes a model of “co-opt and expand” to explain the rise of centralized nation-states in modern and early modern Europe. Building on this literature’s distinction between direct and indirect rule, other analysts have expanded the scope of this model to explain patterns of state building in the non-Western world, particularly in the construction of centralized authority in postcolonial and postimperial contexts. According to this literature, the failure of central rulers to co-opt local elites has frequently produced weak states lacking capacities of rule in their peripheries. Using archival materials to examine the Albanian state’s relatively successful penetration of the country’s highland communities during its early decades of national independence, this article suggests that state building can proceed along an alternative path called “co-opt and bind,” in which state builders “bind” peasant communal institutions to the institutional idea of the nation-state to legitimize and implement state building goals. The article identifies three mechanisms used by early Albanian state builders to generate legitimacy and institute political order in its remote communities, including disarmament, the institution of new forms of economic dependency, and the invocation of peasant cultural codes of honor.

One of the dominant features of the age of globalization is the rampant expansion of organization. In particular, formal, standardized, rationalized, and empowered forms of organization expand in many domains and locales. We discuss these features of organization, showing that hyper-rationalization and actorhood are main themes of organization across presumably distinct social sectors and national societies. We explain the ubiquity of such organizational forms in institutional terms, seeing the global culture of universalism, rationality, and empowered actorhood as supporting the diffusion of managerial roles and perspectives.

Abstract

Indigenous governance systems in Africa provide a nuanced approach to the various philosophies that underpin governance structures through a spiritual perspective. In this chapter we debunk colonial narratives of Africa's dependence on colonial constructs of governance. We begin by highlighting the decentralized and centralized Indigenous governance frameworks practiced by different African communities. Communities with decentralized systems such as the Acholi, Luo, Keiyo, amongst others, were well organized at the local level, with the Council of Elders, Chief Priests, and Moral Elders and Chiefs carrying out various functions that ensured the community remained stable and prosperous. In centralized communities, the king had authority over their boundaries. The key aspects that stood out and ensured stability within the centralized systems included community representation, participation in governance, and checks and balances that provided proper societal growth as exemplified by the Bunyoro-Kitara and the Ashanti kingdoms. Even though the governance systems were quite different, the governance mechanisms had similar pillars, features, and principles anchored by humanism, communism, and the spiritual nature of governance amongst the African peoples. We concur that the Indigenous governance system allowed citizens, empires, and kingdoms to flourish. We conclude that African people can further develop the capacity to manage their ideas, resources, and opportunities for sustainable development, through Indigenous governance mechanisms and knowledge systems. We argue that African societies need to legally integrate the Indigenous governance systems in the current prevalent western governance model, create canters for researching Indigenous knowledge at the institutions of higher learning, and that civil society should play a role in ensuring accountability in governance systems.

Abstract

This chapter tries to shed some light on the relationship between cultural patterns and country-specific public sector reform profiles. For a comparison, the British and German cases seem to be particularly appealing as they arguably represent two distinct approaches in public sector reform (see also Schröter & Wollmann, 1997; Schröter & Wollmann, 2000). It has become part and parcel of the conventional public management wisdom that the UK stands out for its vigorously pursued market-orientation and the emphasis on the explicitly “managerial” side of the new public management (“freedom to manage”) (see also Schröter, 2006), while few commentators seem to dispute that recent public sector reform programs in Germany have been of only modest range – more concerned with “maintaining” (Pollitt & Bouckaert, 2004) established features of the administrative system and fine-tuning the internal bureaucratic machinery of the state apparatus. At this point, our discussion does not take issue with that stereotypical depiction of national reform styles (see Schröter, 2001); rather it tackles a potentially powerful approach of interpreting the conspicuous policy variance: the linkage between traditional political and administrative cultures and national reform strategies.

Abstract

We argue that entrepreneurship emerged as a celebrated global cultural ideology during the neoliberal era; it is a product of the intensified celebration of the individual as the source of progress. As a result of these cultural roots, contemporary ideas of entrepreneurship are constituted by intertwined dimensions that reflect the sacred status of individuals; namely, vision and leadership. We illustrate our arguments about the expanded discursive celebration of entrepreneurship and its dimensions using the empirical example of changes in the content of Harvard Business Review articles over time. Our analysis of 13,117 abstracts and titles over the period 1925–2019 show an early focus on concrete industry settings, followed by a period dominated by formal organization and management, and then the rise of a focus on entrepreneurship, vision, and leadership since the 1990s. As a cultural trend, the discursive valorization of entrepreneurship is disconnected from the typical entrepreneurial experience (of failure) and from actual founding rates of new ventures (which decline in recent years). Moreover, the shift from liberal to neoliberal cultural ideologies supported a fundamental transformation away from formal management and organization and toward leadership and entrepreneurship. If the cultural foundations shift again, as recent global declines in democracy and trade suggest may be occurring, we are likely to see changes in the nature of the favored models for structuring economy and society.

Abstract

Ever since this area of scholarship has been developed in the West, what has generally been taught, researched and written about in the organisation/management field have been primarily English and North American theories about and practices in organisations. This focus has also been adopted by scholars and teachers all over the world, so that mainstream organisation/management scholarship is generally synonymous with western systems. However organisation and management, though not necessarily described in those terms, have existed in all societies through their economic, social and political arrangements, regardless of period, types of activity and stages of technological development.

It is here proposed to examine some African traditional societies in terms of their economic, social and political systems and compare them with mainstream Anglo-Saxon theories and practices. The main focus of this study will be on questions of accountability. Areas to be investigated are the assumptions underlying theories and practices in both types of societies; the systems in practice; their advantages and disadvantages and crucially whether western approaches have anything to learn from these traditional systems, now diminished in power and scope but still very much present in many parts of Africa. The converse question might also be put – can those traditional systems still extant benefit from Anglo-Saxon models of organisation and management?

There are difficulties with such a project. Differences in time, space, culture, size, economic activity and technology must make for problems for researchers. There are then the problems faced by any researcher in terms of their ‘habitus’ or ‘situatedness’ and the need for awareness of their own potential influences on their research. How much more problematic might this prove when examining very different cultures and attempting to make comparisons between their social systems in different time spans, different locations and in entirely different global political and economic contexts?

British social anthropologists, studying traditional societies during the colonial period, had the additional difficulties of being part of (or seen as part of) an occupying colonial administration. Normal difficulties concerning problems with information given to researchers by informants were compounded by this political context in which a great deal of scholarship about traditional societies was produced. This has been discussed over the decades by social anthropologists and sociologists, and will be addressed in this chapter, as at least some of the information used is from that period.

However, despite the difficulties, there is value in such comparisons and in heightening awareness of issues such as accountability in non-western systems as compared with questions of accountability in western institutions. This is relevant for those teaching organisation and management studies – not least to students from other parts of the world, and for practitioners who might gain some advantage from considering different systems and practices, and possibly also gain more insight into their own situations.

In theorizing the dynamics of social processes, dialectical thinking informs Marx's historical materialist inquiries and both – dialectics and historical materialist principles – inform his political–economic analysis. In conceptualizing empirical observations during this work, Marx (1973b, p. 101) assumes that the “concrete is concrete because it is the concentration of many determinations, hence unity of the diverse” and that “With the varying degree of development of productive power, social conditions and the laws governing them vary too” (Marx, 1992, p. 28). This methodological tack strives for the flexibility needed for analyzing patterns in long-term social development (the structure of history) as well as the logic of specific systems in their totality and flux (the history of structures).
